Brief Description of Secondary Technical and         Ministry of
                                                      Education

Vocational Education (STVE):                         and Culture



 Two distinct streams: the Theoretical and the Practical
  Direction
 Duration of studies: Three years
 Both Directions lead to the acquisition of a Leaving
  Certificate that is equivalent to that awarded to
  graduates of Secondary General Education Schools
A special characteristic of the provision of         Ministry of

STVE in Cyprus is…


 …the effort to combine effectively theoretical and
 technological subjects in such a way as to achieve value
 added
Additional TVE programmes:                        Ministry of

                                                  and Culture



 Evening Technical School: Equivalent to
  mainstream STVE Schools
 Apprenticeship Scheme: a two-year initial
  vocational education and training programme
  directed to drop-outs, leading to the acquisition of
  a professional certificate
 Afternoon and Evening Classes: offer preparatory
  classes for various examinations, as well as
  continuing education and training to adults
In spite of various incentives offered by
STVE, such as:                                      Ministry of

 Equivalent Leaving Certificate to that awarded to
  graduates of Secondary General Education Schools
 The Leaving Certificate awarded by TVE Schools is a
  prerequisite for obtaining the position of Technician
  in the Public Service, Semi-Governmental
  Organisations and the Technical Services of
  Municipalities.
 Favourable terms for entry to the State Universities
  of Cyprus (10% of all places in certain fields of study
  are allocated to Technical School graduates)
In spite of various incentives
offered by STVE, such as:
 Small groups
 Very good school infrastructure
 Adequate number of Technical Schools in all towns...

 Biased society: Vocational education still suffers
  from a negative perception in society
 Inability of the academic-centred education
  system to intervene in a positive way
 Bias against TVE amongst Lower Secondary
  Education teachers, who discourage high academic
  ability pupils from enrolling in Technical Schools
 Inadequacy of the Counselling and Career
 Education Service to provide information about
 modern technological professions

   ...poses major problems, as it is part of the Directorate
   of Secondary General Education…
   …since it cannot be denied that, all over the world,
   there is always some kind of competition between
   General and Technical/Vocational Education.
What should be done?

 Upgrading of the Counselling and Career Education
    Service to an independent service
   Effective dissemination of information about modern
    professions, through the counselling and professional
    orientation system and the mass media
   Better cooperation with industry and alignment with
    labour market needs
   Teacher training in Information Technology
   Further educational development of teachers.
   Improving the professional profile of those involved in VET
 What should be done?
 Measures to alleviate the problem of low
 participation in STVE:
 Facilitate access to Higher Education for STVE
  graduates.
 Shift of focus from academic subjects to
  practical/technological subjects from primary
  education.
 Cultivation of appreciation for practical/technological
  subjects.
