ESTABLISHMENT OF INDUSTRIAL TRAINING INSTITUTES (ITI s) IN NORTH
                 EASTERN STATES AND SIKKIM




                        THE BACKGROUND


       Hon’ble Prime Minister held a conference with Chief Ministers/Governors
of North Eastern States and Sikkim in January 21-22, 2000 in Shillong. Home
Minister, Finance Minister, Defence Minister and Deputy Chairman; Planning
Commission also attended the conference. At the end of the conference Prime
Minister announced an Agenda for Socio-Economic Development of these
States, which, inter alia, included an item to double the number of Industrial
Training Institutes (ITI s) in these States for imparting training in new trades. An
outlay of Rs. 100.00 crore was earmarked for this purpose.

   As a sequel to the announcement of Prime Minister, a Centrally Sponsored
Scheme “Establishment of Industrial Training Institutes (ITIs) in North
Eastern States and Sikkim” was formulated by Directorate General of
Employment & Training (DGE&T) under Ministry of Labour through a series of
meetings with the concerned State officials.

  Pre- Scheme Vocational Training Scenario in North Eastern States and
                                Sikkim


   There were 53 ITIs in North Eastern States and Sikkim with a seating
capacity of 7244. The State-wise break up of ITIs and seating capacity is given
below:

                             Formulation of Scheme


    DGE&T under the Ministry of Labour identified critical issues, which needed
to be addressed to improve the training facilities of the ITI.s. Detailed discussions
were held on 10-11th April, 26-29th April and 12-14th June 2000 with all 8 State
Governments to finalize the proposals to set up new ITIs, augmenting facilities of
existing ITI.s and for introduction of new trades in North Eastern States and
Sikkim.

    The Centrally Sponsored Scheme “Establishment of Industrial Training
Institutes (ITIs) in North Eastern States and Sikkim” has an outlay of Rs.
100.00 crore. State and Scheme-wise allocation of funds under the Scheme is
indicated in Annex-III.

                              SCOPE OF THE SCHEME

   The Scheme comprises of the following components:

          a) Establishment of 22 new ITIs at an estimated cost of Rs. 4988.06
             lakh during 2000-2003 in North Eastern States and Sikkim. State-
             wise locations of the new ITIs are at Annex-I.

          b) Strengthening/Modernization of 35 existing ITIs at an estimated
             cost of Rs. 4901.90 lakh during 2000-2003 in North Eastern States
             and Sikkim. State-wise locations of the existing ITI.s for
             strengthening are at Annex-II.

          c) Providing Technical assistance for training of faculty/sponsored
             candidates from North Eastern States and Sikkim, conducting
             surveys/studies/seminars/workshops for effective implementation of
             the scheme, at an estimated cost of Rs. 110.00 lakh

              Grand Total of (a), (b) & (c) = Rs. 100.00 crore.


      Expenditure Finance Committee (EFC) approved the Scheme in its
meeting held on 11.1.2001. Cabinet approved the Scheme in its meeting held on
20.3.2001. The concerned State Governments have been asked to implement
the Scheme as approved by the Cabinet.
                          Benefits under the Scheme


        Through expansion and strengthening of ITIs it is envisaged to equip the
youth with employable vocational skills. Keeping in view local industrial scenario,
participating States have identified trades for introduction in new ITI.s as well as
existing ITI.s.

Introduction of long-term and short-term courses

       There will be two types of courses:

       a)        Long-term trades of regular duration under the Craftsmen
                 Training Scheme. These trades will be conducted under the
                 National Council for Vocational Training (NCVT).
       b)        Short-term courses under State Council for Vocational Training
                 (SCVT). Short-term courses have been specially identified and
                 designed to cater to the immediate training requirements in
                 service and manufacturing sectors. Curricula for short-term
                 vocational training courses have been prepared by Central Staff
                 Training and Research Institute (CSTARI), Kolkata under its
                 Project No. 150. The Course curricula have been designed by
                 CSTARI in consultation with the concerned States as well as
                 trades experts drawn from different institutes and industrial
                 establishments. Duration of short-term courses ranges from 3
                 months to 6 months.

       Broadly speaking, the following benefits will flow from the Scheme:


   1. Additional seating capacity of 3152 will be created through setting up
      of 22 new ITIs. State-wise addition of seats is at Annex-IV.

   2. Additional seating capacity of 5382 will be created through
      strengthening/ modernization of 35 existing ITIs. State-wise addition
      of seats is at Annex-V.

   3. A total of 312 candidates will undergo craftsmen training in DGE&T
      Institutes. Besides, Vocational Instructors for trades to be introduced
      will also be trained. State-wise number of trainees to be trained
      under the CTS is at Annex-VI.



    Thus the total addition of seats will be 8534 through long-term as well as
short-term courses. Besides, candidates under CTS and Vocational Instructors
will receive training in DGE&T institutes.
      Implementation Schedule and Monitoring of the Scheme


       Implementation Schedules for civil works and equipment relating to new
as well as existing ITI.s have been drawn up by DGE&T in consultation with the
concerned States for better coordination and expeditious execution of the
Scheme. Sanction of funds for different activities envisaged under the Scheme
to the concerned States and monitoring is being done by DGE&T. Prime
Minister’s Office (PMO) and Department of Development of North-Eastern
Region (DDONER), Govt. of India periodically review the Scheme.

       Central Project Implementation Unit (CPIU) headed by Director of Training
(Project), DGE&T under the Ministry of Labour is responsible for processing the
state proposals and release of central shares under different components of the
Scheme. A Link Officer of the rank of Joint Director from CSTARI, Kolkata has
also been assigned to closely supervise the progress of implementation of the
Scheme. Project Implementation Committees have also been formed at the State
levels to monitor the implementation at their levels. The reviews of the schemes
are held in DGE&T every month by the Joint Secretary/DG, DGE&T.

Subject: Preparation and publication of a Brochure in Hindi, English and
         Assamese languages on the Centrally Sponsored Scheme
         “Establishment of New ITI.s in North-Eastern States and Sikkim”

      The matter on this file relates to preparing a Brochure in Hindi, English
and Assamese languages on the Centrally Sponsored Scheme “Establishment of
new ITI.s in North-Eastern States and Sikkim”.

        In this connection, it is submitted that Dr. P.D. Shenoy, Secretary,
Department of Development of North-Eastern Region (DDONER), Government
of India held a meeting on 23.10.2001 with DG/JS and DT(P) to review the
progress of implementation of the above mentioned CSS. In the meeting inter-
alia the following decision was taken:

        “ DGET will publish a Brochure in Hindi, English and Assamese
        languages about the Centrally Sponsored Scheme “Establishment
        of ITI.s in North Eastern States and Sikkim”.

       Brochure on the Scheme containing its salient features is placed below for
approval. After approval the Brochure will be sent to Hindi Section and DAVP for
translation into Hindi and Assamese respectively. Thereafter the Brochure will be
published for circulation.

      A Review meeting on the Centrally Sponsored Scheme “Establishment of
new ITI.s in North Eastern States and Sikkim” was taken by DG/JS, DGE&T on
3.12.2001 at 4.00 PM in her Chamber.

       JS, PMO, RC Tripura, Dy. RC, Nagaland, Dy. Adviser, Planning
Commission, DT (P), US (Fin) and the undersigned, attended the meeting. RCs
of the other concerned States and representative from DDONER could not attend
the meeting.

       DG/JS, DGE&T briefed the participants on the progress of implementation
of the Scheme. Thereafter, state-wise, component-wise progress of the Scheme
of individual States was reviewed. Briefly, the status of implementation of the
Scheme is as follows:


      Status of over all expenditure as on Dec. 2001:

      Status of Civil Works

   •= Civil works proposals for new as well as existing ITI.s has been submitted
      by all the States except in case of one new ITI in Assam, one new ITI and
      one existing ITI in Meghalaya and Sikkim. These proposals are under
      process in CPIU. State-wise details of amount released and status of
      proposals is at slip ‘X’.


      Status of Procurement proposals (State-wise details at slip ‘Y’)

   •= Procurement proposals for equipment from Arunachal Pradesh, Assam &
      Mizoram have been processed and Rs.28.64 lakh, Rs.134.59 lakh &
      Rs.25.64 lakh respectively have been released.

   •=    Clarifications have been sought from Meghalaya and Manipur on the
        procurement proposals submitted by them.

   •= Nagaland has informed that procurement has been deferred till buildings
      are ready as these are functioning in rented buildings.

   •= Tripura has informed that the procurement proposal will be sent shortly.

   •= No procurement proposal has been received from Sikkim.


        Status of proposals under Technical Assistance (State-wise details at
        slip ‘Z’)

   •= Under Craftsmen Training Scheme, 113 candidates from 5 N.E. States
      have been nominated in different DGE&T field institutes.

   •= An amount of Rs.8.09 lakh has been released.

   •= No proposals have been received from the States of Arunachal Pradesh,
      Sikkim and Manipur.

    Review meetings under the chairmanship of DG/JS, DGE&T will be held
every month. Secretary (Labour) may like to see the progress of implementation
of the Scheme.

      The matter being dealt is approval of the brochure on the Centrally
Sponsored Scheme “Establishment of new ITI.s in North Eastern States and
Sikkim” for publication.

       The matter regarding apprising Secretary (Labour) of the progress under
the Centrally Sponsored Scheme “Establishment of new ITI.s in North Eastern
States and Sikkim” made till date as recorded by JS/DG vide pre-page, was
discussed with DT (P) today. It is understood that Secretary (L) is being apprised
in the matter by DG/JS from time to time. Minutes of the review meeting taken by
DG/JS, DGE&T on 28.2.2002 were endorsed to Secretary (L) and seen by him.
The minutes reflect the progress made under the Scheme.

       Brochure on the Scheme containing its salient features is placed below for
approval. After approval the Brochure will be sent to Hindi Section and DAVP for
translation into Hindi and Assamese respectively. Thereafter the Brochure will be
published for circulation.
