SAND QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) PLAN (QA/QC Plan incorporated in Rule 62B-56.050, F.A.C.) Form#: 62B-56.900(3), F.A.C. Form Title: Sand Quality Assurance/Quality Control (QAQC) Plan Effective: June 22, 2009. Completion of this QA/QC Plan is intended to insure that all sand delivered and placed seaward of the Coastal Construction Control Line (CCCL) meets the requirements of Rule 62B-56.020(7), F.A.C. Construction and Maintenance Project Name/Location Volume (cubic yards) Samplings Excavated material from footprint of dune core seaward of the CCCL. Fill material placed seaward of the CCCL. Core Boring Logs or Mine Assays (at least two core borings): Core Borings Soil Analysis (one sample for each soil strata level): Physical Soil Samples – Excavation Site (at least two samples): Physical Soil Samples – Fill Site (one sample/1,000 linear feet of shoreline): Permit # (If Known) Number Submitted Date Submitted Location The dimensioned site and grading plan(s) shall include the following information: 1. Outline of footprint of dune core area to be filled seaward of the CCCL with all core borings or samplings shown on the plans. 2. All elevations (top of hole for core locations, surface elevations, depth of excavation limits, etc) referenced to NAVD. 3. The seaward most distance of all excavation and fill measured perpendicular to the control line. 4. A dimensioned cross sectional profile depicting the top and bottom elevations of all excavation and fill. 5. A table of the sand material volumes to be excavated and placed in the beach/dune system. 6. Photographs for each core boring or soil sample location marked with an arrow pointing to the boring or soil sampling location. Excavation/Fill Methodology 1. A screening and/or clearing and grubbing plan shall be developed to assure the fill is free of construction debris, vegetation, and organic soils. 2. All screening of materials shall take place landward of the CCCL. 3. All materials greater than ½” shall be removed. 4. Approved strata with differing physical qualities shall be mixed to ensure uniformity of the material. 5. Stockpiled materials shall be protected from erosion. Sampling Plan 1. Samples shall weigh a minimum of ¾ pounds (10% moisture content), sealed and labeled with applicant name, source name/location and date. 2. Collected samples shall be delivered immediately for analysis and approval. 3. A minimum of fourteen sieve sizes spaced at one-half phi intervals shall be used for each analysis. 4. Samples grain size distribution shall be between Standard Sieve sizes 4 (4.76 mm) to 230 (0.625 mm). 5. Samples shall be categorized as PASS or FAILED with regard to the sand specification. 6. Benchmark soil samples shall be identified, approved by the Department, and retained onsite during construction. All fill material placed seaward of the CCCL shall be free of construction debris, rocks, clay, or other foreign matter. 2. To prevent possible hauling of non-compliant fill from the source, a representative will visually inspect the sand at the excavation site before and during loading and at the fill station to screen for materials that appear visually different in texture (grain size, sorting, and shape), color, or carbonate content (shell content) from the benchmark sample(s). 3. Excavation shall not take place outside of the area that has been reviewed, approved, and permitted for excavation by the Department staff. Any excavation that occurs outside of the permitted area shall be reported to Department staff in a timely manner. 4. Prior to any additional placement of fill, all materials that appear different from the benchmark sample(s) will be segregated and tested for beach sand compatibility. 5. Samples collected for compliance and remediation shall be immediately delivered for analysis and approval. 6. All material delivered and placed are as depicted in the QA/QC Plan.
