INTRODUCTION
The Constitution of India provides the framework for safeguarding and protecting the interest of Scheduled Tribes (ST). While ensuring equity and social justice in the planned process of development, the issue of differential vulnerability of the deprived sections of the society needs to be addressed continuously and adequately.
In view of high poverty and unemployment amongst the tribal population formulation and implementation of development programmes in the TSP area assumes greater importance. All departments have been instructed, everything else being equal, to give preference to ST individual beneficiaries and ST tolas, in respect of scheme which are individual and tola/village based and provide adequate economic and social infrastructure for their all round development. Plans are also being drawn up to provide a minimum complement of infrastructure like schools, health subcentres, water facility, rural connectivity, electrification & housing etc. for which data base is being generated with an ST tola/village as a unit. Out of the State Plan proposals of Rs. 650000.00 lakhs a sum of Rs.381129.56 lakhs has been earmarked for the TSP area.

2.
PERFORMANCE SO FAR DURING 10TH FIVE YEAR PLAN
2.1 Education : - In the area of primary education the enrolment of out of school children has been given priority and the retention of children has been after checking the dropout rate. For this purpose mid day meal system has been ensured in the primary schools. Special emphasis has been given in the education of female child and ST/SC students. Compulsory and free elementary education to ST children has been ensured. Free text books and uniform is given to the ST students also. Bicycles have been provided to ST girl students. Literacy rate has remarkably increased in Jharkhand in the previous 5 years. Infrastructure has been strengthened by construction of additional classrooms. Student pupil ratio has been improved by appointing additional primary & secondary teachers. Priority on vocational education and other job oriented courses has been given with Special emphasis on ST students. 2.2 Health :- Health services have been improved through ensuring better infrastructure facilities and by appointing Doctors and Para Medical staffs. Emphasis has been given on providing effective reproductive and child health services to the people along with better outreach of the health services in remote area. 2.3 Housing :- For providing shelter to the poor families Birsa Awas Yojna & Dindayal Upadhyay Awas Yojna have been implemented for ST families. 2.4 Water & Sanitation :- For providing safe drinking water in the rural areas, drinking water facility has been improved. Hand pumps

have been installed in lots of ST concentrated clusters. Water towers have also been constructed at the block headquarters. 2.5 Electrification :- Government has decided to electrify all ST villages within the stipulated time frame. Planning for Solar power as alternative source of energy in remote ST villages has been initiated. 2.6 Irrigation :- For development of irrigation facility irrigation for wells, check dams, water harvesting tanks etc. have been constructed in the villages. Minor & lift irrigation facilities are the priorities of the Govt. Apart form the above many irrigation channels are also under construction which are benefiting a large ST population. 2.7 Animal Husbandry :- For development of animal wealth the Breed Development Programme and Fodder Development have been initiated extensively. Development of Dairy, Poultry, Goatry, Piggery and Duckery has been given priority for STs. 2.8 Fishery Development :- Development of aquaculture is also in the priority list of the Govt. One lakh ponds are proposed to be dug up. The maximum number lies in the TSP area. Fish production has been increased considerably. 2.9 Sports & Culture :- For development of sports and culture identification & training of boys and girls have started. Construction of stadia is under process. Many ST
sportsmen/sportswomen have performed well in the national and international level events.

CHA P TER -I
1. AGRICULTURE
Out of the 12 districts of TSP area Dumka, Jamtara, Lohardaga, Saraikela, Latehar have their more than 75% working population engaged in agricultural activities either as cultivators or as agriculture labours. In Gumla and Simdega more than 85% of total workers are engaged in agriculture. This emphasizes the fact that plan strategies for socio economic development of the area should be such so as to facilitate faster growth and development of agriculture, horticulture and other allied sub-sectors. Some of the most important programs in TSP districts have been outlined as follows: Seed production and distribution to the farmers Crop diversification Agricultural mechanization: Rejuvenation of existing infrastructure: Technology transfer: Horticulture Development
1.1
Achievement
State level soil conservation training centre has been developed at Nagri, Ranchi. An initiative has been taken to provide 3 Birsa Kisan Diaries to every village to provide documented details about the cultivation technologies for different crops to the farmers. Fruit plants have been provided to the farmers on 50% subsidy for the purpose of nutritional security.

1000 BPL families in each district are being provided with 25 fruit plants each to be planted in their bare land. A Bio technology Center has been established in Birsa Agriculture University for the development of research and education in agriculture bio technology. Aid has been granted to BIT, Mesra for the development of Bio technology Centre. Efforts are on for the establishment of Agriculture markets in Ranchi and East Singhbhum. In 12 out of 14 TSP districts KVKs are being setup and the proposals for establishing KVKs in rest of 2 districts have been sent to ICAR, New Delhi.
1.2
Proposals
Under Seed Exchange Program 72000 farmers are estimated to be benefited out of which 36000 farmers belong to ST category. Under Contingency Crop Plan 8000 farmers are estimated to be benefited out of which 4000 farmers belong to ST category. Under Agriculture Mechanisation 2750 farmers will be given subsidy up to 75% for agricultural equipments out of which 1375 farmers belong to ST category. 100000 farmers will be imparted training and demonstration out of which 50000 farmers belong to ST category. Under Mukhyamantri Udyan Yojna 250 farmers (all tribals) are proposed to be selected. For development of commercial floriculture 100 farmers have been selected out of which 60 belong to ST category.

7618.95 lakhs under agriculture in TSP area.

2.
ANIMAL HUSBANDRY
Animal Husbandry is a major occupation of the rural tribal population as it provides quick returns with minimal investment.
2.1
Objectives To increase the livestock production and quality. To consolidate and strengthen the existing infrastructure facilities for livestock development. To promote animal husbandry as a viable source of income for rural tribal population To create awareness among the Animal and Poultry Keepers
2.2
Programmes Mobile Poly Clinics in Ranchi, Garhwa, and East Singhbhum have been sanctioned to provide health coverage to live stock population. In order to achieve the production of different animal vaccines upto 55 lakhs doses Animal Health and Production Institute, Kanke, Ranchi is being strengthened. Cattle breeding farms in Saraikela, Hotowar, Gauraikarma and one bull centre at Gauraikarma are being set up. Poultry unit at Hotowar with a view to distribute chicks to poultry farmers at village level as backyard poultry farming is being strengthened. These chicks in units of 50 chicks will be distributed to 1000 farmers. 200 units will be distributed among ST/SC women. Under Sheep and Goat development programme one male beetal buck will be given without any cost to a group of 10 farmers. Beneficiaries will include 30% ST and 20% SC.

District and Regional level offices have been established at Medninagar and Kolhan. 2.3 During 2006-07, the state govt. has proposed Rs. 421.12 lakhs under animal husbandry programme in TSP area.

3.
DAIRY DEVELOPMENT
In Jharkhand, most of the rural households keep some animals like cows, buffaloes but these do not contribute to the income of their family in any significant way.
3.1
Objectives

Achievement
New milk chilling plants at Dumka and Saraikela have been
established.
Dairy Cattle Development Centres are being established with
the help of BAIF Development Research Foundation, Pune. Under the programme rural milk producers are given 2 milch cattle of improved breed with average yield of 10-12 litres of milk per day. Progressive farmers and young entrepreneurs are given 20 milch animals unit of Commercial Dairy on subsidy basis by the Government.

Programmes
Under School Milk Programme 3760 milch cattle will be
inducted and 1880 ST people will be benefited.
Under distribution of milch cattle programme 250 cattle units
will be distributed to farmers. Under Mini Dairy Scheme 100 milch animals will be distributed to entrepreneurs for setting up of Commercial Dairy and each dairy will consist of 5 cattle unit each. The scheme will benefit 1500 ST farmers.
5 milk chilling centres will be strengthened. 5 districts have been selected under Gokul Gram Yojna. Fodder development programme will be taken up in 50 hectare
of land.
One dairy will be set in the Joint Venture. Under Khatal Development Programme 700 Khatal owners will
be rehabilitated.
1775 ST people will be provided special training and education
in dairy related activities.

During 2006-07, the state govt. has proposed Rs. 3669.88 lakhs under dairy development programmes under TSP.

4.
FISHERY DEVELOPMENT
Fish serves to supplement the nutritional food requirement of the people, its production generates additional employment
opportunities also. The vast inland fisheries resources are in the form of ponds, bandhs, reservoirs and lakes. At present fish production is less than 5 kg/hec/year. 4.1 Objectives
To extend modern technology of mixed carp culture and seed
production
To strengthen rural economy by engaging more rural poor
people in fish farming.
To encourage local fish farmers to take up fish seed production. To give special stress on raising the socio-economic conditions
of tribal by adopting pisciculture-oriented schemes.
To provide basic civic amenities like housing, drinking water
and community hall for recreation to fish farmers on a cluster basis.
To impart training to fish farmers in improved techniques of
fish rearing and seed production.
4.2
Achievements
New ponds of 0.30 acres each constructed in own land of ST farmers on 100% subsidy basis. new fish hatcheries at Ranchi, Latehar and Dumka have been established.

To boost up the fishery production in this area new district offices are proposed to be setup in Latehar, Simdega, Pakur, Saraikela and Jamtara.

Programmes Under fish tank development 260 lakhs fish seeds will be

Under subsidy to fish farmers subsidy will be given for
renovation of 200 ponds.
50 farmers will be imparted training in fishery development. 9075 beneficiaries will be benefited under fishery development.
4.4
During 2006-07, the state govt. has proposed Rs. 993.32 lakhs under fisheries development under TSP.

5. CO-OPERATION Co-operative movement aims at all round economic and social development of small and marginal farmers. Co-operative depends upon self help through mutual help. It aims to enhance the income of the farmer and other income generating activities for the benefit of the economically weaker sections of the community.

National Agricultural Insurance Scheme

natural calamities such as hail storm, drought, flood etc. compensation is paid to the farmers.
Co-operative Training Centre at Ranchi is being provided
with hostels, auditorium, books and magazines.
25 Godowns are proposed to be constructed in Tribal
villages of Latehar and Dumka Districts.

During financial year 2006-07 a sum of Rs. 5822.00 lakhs has been proposed for the TSP area.

CHAPTER- II
1. RURAL DEVELOPMENT
The Rural Development Programmes aim at alleviating rural poverty through creation of infrastructure by generating sustainable employment opportunities for the rural poor. It provides credit & subsidies for acquiring employment generating assets for creation of self employment to families below poverty line. The Major characteristics of the rural areas are: high incidence of poverty, high incidence of unemployment low agriculture productivity poor rural infrastructure and connectivity low skill and absence of market 1.1 Objectives Create wage/self employment To help remove the curse of poverty Creation of rural basic growth stimulating infrastructure Push up economic activities Achieve the target to sustainable growth Effective decentralization of power to the grass root level. 1.2 Achievement Under SGRY 26138 SHGs and 13896 individuals were assisted for economic activities out of which 16889 SHGs belonged to ST category. Similarly 13896 individuals were assisted for
economic activities out of which 9009 belonged to ST category.

Under SGRY 132.635 lakh mandays created out of which 67.51 lakh mandays belonged to ST category. Under SGSY 8759 members of SHGs were trained in different profession out of which 5595 belonged to ST category. Similarly 6762 individual Swarojgaries were trained out of which 4015 belonged to ST category. Under IAY 21123 houses were completed – 13194 belonged to ST category. Under National Food for work Programme 162.556 lakh mandays were created out of which 76.186 lakh mandays belonged to ST category.
1.2.1 SGSY It aims at creation of self employment opportunities by forming self help group of the poor, imparting training, delivery of credit, providing for technical inputs and marketing facilities. 1.2.2 SGRY It aims at creation of durable assets in the form of school buildings, roads and other infrastructure. However, the creation of wage employment is the priority of the scheme. 1.2.3 NREGA National Food For Work Programme has been converted into National Rural Employment Guarantee Act. In order to provide for livelihood security of the house holds in the rural areas by ensuring at least 100 days guaranteed wage employment in a year.

1.2.3 IAY It aims at providing shelter to the rural people below poverty line. Under this programme there is another component called “Credit cum subsidy scheme” for rural housing. 1.3 During 2006-07, the state govt. has proposed Rs. 43673.17 lakhs under rural development under the TSP.

2. PANCHAYATI RAJ
Tribal area has the traditional system of self-governance which could be equated with traditional panchayat system for settling disputes and regulating the socio-cultural norms and practices of the people. The Panchyati Raj System must be strengthened to harness the process of democratic de-centralisation.
2.1
Proposals The major programmes under the Panchayati Raj are Grants to the Zila Parishad for the construction of Roads/Bus Stands, Dak Bungalows, Panchayat Bhawans and buildings for Zila Parishad. All Panchayat are to be computerized in phases and staff posted at Panchayat level will be trained.
2.2
During 2006-07, the state govt. has proposed Rs. 6576.07 lakhs under Panchayat Raj programmes under the TSP.

3. LAND REFORMS
TSP districts are predominantly tribal dominated. Tribal population constitutes 44.23% of total population of the area. Tribals mostly suffer from high incidence of poverty, land alienation and rural indebtness. Therefore, Special Area Regulation Act has been in force since 1950. 3.1 Proposals To deal with the problem of land alienation record of rights of land owner are being updated and a passbook with updated land record datas is being provided each land owner. To preserve the interest of tribals there is provision for restoration of land to the tribals in case of illegal transfer raiyati rights. Legal assistance of Rs. 5000/- is provided to the tribals to fight for the restoration of their land. It is targeted to benefit 588 tribals under legal aid program. After restoration of land a sum of Rs. 5000/- per acre is given as economic assistance to each tribal for cultivation. It is proposed to cover 1177 tribals under economic assistance program. Land records are being digitalized and computerized. Land bank is being established by the State Govt. where by a tenant can sell his/her land to the Govt. which has been rendered useless. In this way, the People would get fair price for their waste land and such land can be utilised for better development purposes.

During 2006-07, the state govt. has proposed a sum of Rs.
2170.00 lakhs under land reforms measures under the TSP.

CHAPTER-III
1.
IRRIGATION AND FLOOD CONTROL
Jharkhand area being generally hilly water runoff rate is very high. There is no perennial river system in this area. Agriculture is mainly rain fed. During last five years a number of
Minor/Medium/Major irrigational schemes have been taken up and completed. As a result, the irrigated area has increased to 10-11%.
1.1 Objectives
Major irrigation schemes are to be completed in a time bound manner. Through proper management of water irrigated area may be increased by another 10-15% of cultivable area. Moisture level and under ground table may also be improved. Thrust may be given on minor and lift irrigation schemes as they are more suitable and economical and have low gestation period.
1.2 Achievements
1468 minor irrigation schemes have been completed creating 20857 hec. of irrigation potential. 193 old MI schemes were rehabilitated restoring 11335 hec. of irrigation potential. Under medium irrigation 2 schemes fully and 39 schemes were partially completed creating 10820 hec. of irrigation potential. 33 old medium schemes were restored creating 23191 hec. of irrigation potential.

Under major schemes 1110 hec. of additional irrigation potential was increased. 1.3 Major and Medium irrigation scheme During 2006-07, the state govt. has proposed a sum of Rs. 25733.00 lakhs under the TSP for major and medium irrigation schemes. 1.4 Minor Irrigation Schemes 175 minor/lift irrigation old schemes will be taken up which will create irrigation potential of 9170.00 hec. and 607 minor/lift irrigation new schemes will be taken which will create 16832 hec. of irrigation potential. During 2006-07, the state govt. has proposed a sum of Rs. 5213.00 lakhs under the TSP for minor irrigation schemes. 1.5 Flood Control During 2006-07, the state govt. has proposed a sum of Rs. 550.00 lakhs under the TSP for Flood Control schemes.

Thus a sum of Rs. 11963.00 lakhs has been earmarked for major/medium/ minor irrigation and flood control schemes during 2006-07 under the TSP.

CHAPTER-IV
1. ENERGY
Power is a critical infrastructure for economic and industrial growth as well as for improving the quality of life of the common man. Poor infrastructure in the power sector is a major constraint in improving the quality of life of common man.
1.1
Objectives Access and availability of power to all households by 2012, shortage of power to be overcome by 2012. Increase in availability of per capita of capacity to 1000 units by 2012 and provide minimum lifeline consumption of one unit per household per day. Protection of consumers’ interests. Making the power sector in the state commercially viable by restructuring Jharkhand State Electricity Board, according to the provisions of the Electricity Act 2003 and to introduce and encourage competition in the power sector. To encourage green generation through non-conventional sources of energy including mini and small hydel projects.
1.2
Achievements
The state govt. is implementing Rajiv Gandhi Gramin Vidyutikaran Yojna (RGGVY) for rural electrification in all the 12 TSP districts of the state. 4172 villages consisting of about 9000 SC/ST tolas have been electrified.

Government has decided to strengthen the Transmission Network and to set up new Grid Sub-station and connecting Transmission lines to make it a ring like network.
The state Govt. has signed MoU with:
Tata Power for setting up 3000 MW Power Plant. CESC for setting up 2000 MW Power Plant.
4th out of 120 MW of Tata Power Company of Jojobera would be operational in October, 05.
Small hydel schemes at Chandil, North Koel, Sadani, Lower Gharghri, Netrahat, Nindighagh, Jalimghagh are under consideration.
1.3.
Proposed Schemes
1.3.1 APDRP The Govt. of India has sanctioned schemes for Ranchi, Dumka, Jamshedpur, Ghatsila, Latehar under APDRP. The programme aims to improve distribution network in towns to reduce T&D loss. 1.3.2 Rural Electrification The Govt. of India has taken up rural electrification under Rajiv Gandhi Gramin Vidyutikaran Yojna which has 90% grants and 10% loans. 1.3.3 Restructuring of JSEB The Govt. of Jharkhand has decided to unbundle the state electricity board into 4 companies one each to handle distribution, transmission and generation functions and one Holding Company. This will improve the power scenario in the TSP area also.

1. INDUSTRY
TSP area has immense potential for industrialization with its deposits of minerals in East and West Singhbhum, Lohardaga. In addition, this area has good deposits of minor mineral also. The State is the sole producer of uranium and pyrite. The govt. is formulating a new industrial policy for attracting investment with a focus on the Balanced Regional Development including creation of essential infrastructure including power generation. 1.1 Objectives
Optimal utilization of agro-climatic, mineral and human
resources.
Identification of thrust areas and thrust zones to prioritize the
sectors.
To develop the state of the art infrastructure so as to ensure
planned and accelerated industrial development.
To ensure Balanced Regional Development so as to reduce
socio-economic distortions.
To encourage and involve private sector participation in the
process of planned and rapid industrialization of the area.
Revival of viable sick units.

Achievement The govt. has signed MoUs with big industrial houses involving more than 1.90 lakh crores of capital investment and creating huge employment opportunity. Following mega industrial units have been completed. ACC Cement Ltd. Chaibasa-extension of capacity.

Training in Plastic Engineering and Technology and IT Enable Services has been started in BIT Mesra, Ranchi.

MINES & MINERALS
Jharkhand is known for its mineral resources. Major minerals of the state are located in this area. Industrialization and employment depend upon their development and proper utilization. Steel and Aluminium Plants are located in this area. The govt. has signed MoU with investors for development of mineral based industry.

Objectives
Open cast mining needs to be replaced by scientific extraction
methods.
Indigenous industry for manufacture of mining equipment and
machinery should be strengthened.
Mining leases in tribal dominated and scheduled area may not
given to public and private sector undertakings or to any nontribal (as decided by the Supreme Court in Samata vs the State of A.P. and other in 1997.

1. ROADS & BRIDGES
Growth of population and vehicle has burdened the existing road network in the TSP area. The Road infrastructure facilities in TSP area require augmentation, maintenance and upgradation. At present, the roads in this area suffer from following deficiencies: Inadequate width Missing links/ Bridges Weak and Narrow Bridges Poor Riding Quality Deficient Traffic Safety Provision Bottle necks due to congestion and railway level crossing
At present, upgradation and widening of NHs have been taken up in a massive ways through the National High Development Project (NHDP). Three major projects taken up under this are: East West Corridor North South Corridor Golden Quadrilateral There are schemes for upgradation and strengthening of Rural Roads also. These schemes are being undertaken by the Central Govt.. Similarly there is need to upgrade & strengthen the State Highway and MDR's as new industries are going to come up in the region.

Schemes : The state Government is all set to attract huge private investments in the south-eastern parts which are inhabited largely by scheduled tribes. These investors would be using the vast mineral resources of this state to produce value added goods. Though the state government is already spending major share of the road reconstruction fund allocation in the sub-plan areas, even then in light of Road Infrastructure required in the district of East Singhbhum, West Singhbhum, Saraikela- Kharsawan & Ranchi as enabler for Mega Sector Projects in Mines/ Mineral Processing Industries, around 600 Kms of roads in the district of East Singhbhum, West Singhbhum, Saraikela- Kharsawan & Ranchi have to be developed on the pattern of NHDP (national Highway Development Project) which would cater as feeder / spur roads of East – West Corridor and golden Quadrilateral. These roads have to be developed in the same manner & procedure of NHDP as EAP (Externally Aided Project) or on BOT/ Annuity basis. A sum of Rs. 36533.22 lakhs have been proposed for TSP area during 2006-07.

SURFACE TRANSPORT
Transport and Communication is an important area of activity in the Services Sector. The Govt. of Jharkhand is determined to improve the transport system in the TSP area. Following schemes, which are proposed to be taken up in the financial year 2006-07 under TSP area.
Railway Projects ( Centrally Sponsored Scheme) The Government of Jharkhand has entered into an agreement with the Ministry of Railways for taking up six railway projects in the state out which two projects are exclusively in the TSP area. Modernisation The Govt. has already initiated measures to computerize transport administration, introduce SMART CARD system, registration of vehicle, reservation, tracking of movement of vehicle and other related activity to provide efficient transport system. Building Construction RTA's and DTO's offices are proposed to be taken up at Dumka, Jamshedpur & Ranchi .
A sum of Rs. 4585.75 lakhs have been proposed for TSP area during 2006-07.

1. SCIENCE & TECHNOLOGY
The State of Jharkhand inherited inadequate and poor technical educational infrastructure. There is urgent need for both qualitative and quantitative improvement in this area. This requires expansion and strengthening of the existing institutions and creation of new ones. Schemes Keeping in view the strategy initiatives for overall development of the technical education the department has taken up the following schemes : Setting up of eight new Polytechnics, new Engineering Colleges and new Industrial Schools Increase in the number of intake seats at BIT, Sindri and BIT, Mesra. Introduction of IT, Bio-technology, Hotel Management and Catering Courses in the existing institutions. Strengthening of infrastructure and increase in intake seat in the existing diploma level institutions. Planetorium and Regional Science Centre at Ranchi. Majority of technical institutions are located in Pakur, Chaibasa, Gumla, Lohardaga, Latehar, Simdega and Dumka.
A sum of Rs. 4076.50 lakh has been proposed towards scientific research and technical education for TSP area.

FOREST & WILD LIFE
TSP districts are mostly covered by forests and hills. Majority of the population (Tribals & non-tribals) in these districts depend for their livelihood on forest and forest related activities. These
districts abound in natural resources so they can support the population substantially if planned properly. Moreover, forest areas in these districts have scenic beauty as well and they can be developed as good tourist spots. Most of the forest suffers of biotic pressure due to: Population increase Encroachments Poverty and lack of employment Cattle grazing Illicit cutting of trees Fire

Objectives
Increase the forest cover area Ensure the peoples’ participation for conservation and protection of forest resources Road side plantation Large scale plantation of Bamboo with an aim to boost employment generation Imparting training in propagation techniques and use of medicinal and aromatic plants.

Achievements
A large number of JFM committees have been formed for the protection of forest in this area. The government spends approximately 15% of the total amount of plantation activities on the entry point activities and out of which 10% is spent on the welfare activities of the local people. 15 medicinal plant nurseries and 15 Demonstration plots have been established in the State with the financial assistance from National Medicinal Plant Board. Survey of medicinal plants in Gumla and Dumka has been completed. A new Biological Park has been created at Ranchi based upon the latest techniques of wild life management in captivity.

Programmes
There is proposal to rehabilitate degraded forest by trench fencing and planting of the fenced area. There is a target to maintain 23395.14 hec. plantation, complete 8939.73 hec. and carry out advance work over 7803.47 hec. of forest land. There is proposal to plant quick growing species for commercial, industrial and domestic purpose. During 2006-07 there is proposal to maintain 7298.09 hec. plantation, complete 1497.96 hec. and carry out advance work over 1400.00 hec. of forest land. Under road side plantations aim is to provide green belt in an around urban areas as well as plantation along PWD roads and NH. There is a proposal to establish theme park at Gorabanda (Jamshedpur) and a park at Dumka.

Under development of minor forest produce proposal is to raise species capable of being grown on barren and degraded hills. There is proposal to maintain 6657.40 hec. plantation. Under Lac development plants like Kusum, Ber and Palas are being planted on 123.26 hec. and advance work will be done over 1000.00 hec. Plantation will be completed in over 417.87 hec. and advance work carried out over 3000.00 hec. for the purpose of soil conservation and afforestation.

CHAPTER - VIII
1. PLANNING AND DEVELOPMENT
Planning machinery aims at assessment of the plan resources and their optimal utilization at various levels. It also coordinates all plan related work. Planning is the nodal department of the govt. for monitoring and evaluation of various important schemes. 1.1 Rastriya Sam Vikas Yojana 7 districts namely Ranchi, Simdega, Gumla, Lohardaga, Latehar, West Singhbhum, Saraikela-Kharsawan and 3 blocks of 2 districts namely Garhwa and Godda are covered under RSVY The main objectives of the scheme are to address the problems of low agricultural productivity, unemployment and to fill critical gaps in physical and social infrastructure. A sum of Rs. 1500.00 lakhs per year will be provided to each of these districts for a period of three years continuously. Thus each district will be given a sum of Rs. 4500.00 lakhs in three years. Fund is given to the state govt. on hundred percent grant basis as Special Central Assistance. RSVY funds are spent on lead sectors like irrigation, education, health, road etc. keeping in view the felt needs of the backward regions. 1.2. Mukhyamantri Kanyadan Yojana Under the scheme families living below poverty line are provided financial assistance for the purpose of marriage of their daughters to prevent them from getting into the clutches of moneylenders in the rural area. Under the scheme each girl gets financial assistance of Rs. 10000.00 in kind and cash. 10000 girls are proposed to be benefited under the scheme. 1.3 A sum of Rs. 18963.45 lakhs has been earmarked under the TSP during 06-07.

2.
FOOD AND CIVIL SUPPLIES
In order to serve the poorest of the poor and to ensure food security for all essential commodities like rice, wheat, edible oil and kerosene are being supplied at subsidized rates under various Government schemes like Targeted Public Distribution System, Antyodaya Anna Yojana and Annapurna Yojana. Other important schemes launched by the department include distribution of Iodised Salt at subsidised rate and free distribution of LPG Single Burner Chulha to BPL families particularly those belonging to SC and ST category.
2.1
ANNAPURNA YOJANA This Scheme is under National Social Assistance Programme. Under the scheme the beneficiary is given 10 kg of rice per month free of cost.
2.2
Consumer Welfare Fund To promote awareness regarding consumer protection measures workshops and Seminars are organized regularly by the state. A sum of Rs. 12.25 lakhs has been earmarked as state share during 2006-07 under State Consumer Welfare Fund.
2.3.
ANTYODAYA ANNA YOJNA (AAY) The selected families get foodgrains (wheat and rice) at the rate of 35 kg per family every month at subsidised rate of Rs. 2.00 per kg for wheat and Rs 3.00 per kg for rice.
2.4
DISTRIBUTION OF IODISED SALT The scheme of distribution of iodised salt at subsidised rate to all BPL families including AAY families has been started in the year 2004-05. This scheme will continue in the financial year 2006-07

also. Under the scheme, each BPL family will get 2 kg iodised salt per month at the subsidised rate of 25 paise per kg. 2.5 FREE DISTRIBUTION OF SINGLE BURNER LPG CHULHA TO BPL FAMILIES This scheme envisages to provide free of cost single burner LPG Chulha alongwith 5 kg gas cylinder, regulator and rubber pipe to each selected BPL family. 2.6 A sum of Rs. 3230.50 lakhs has been proposed during 2006-07 for TSP area.

3. TOURISM
TSP area is full of religious-cultural monuments and this has immense possibilities of tourism. 3.1 Centrally Sponsored Scheme For integrated development of identified tourist circuits and tourist destination, organization of events and festivals has been taken as CSS during 2006-07. 3.2 A sum of Rs. 1410.25 lakhs has been proposed for 2006-07 under the TSP area.

Under Gram Siksha Abhiyan 220400 tribal students have been enrolled. 212 tribal students have been given merit scholarship. Under Sarwa Shiksha Abhiyan 6542 EGS centres have been upgraded into primary school. 1000 primary schools have been upgraded into middle school. 14 school buildings have been constructed. 216 additional classrooms were constructed. Drinking water facilities were provided in 1400 schools. 1.1.2 Proposals Under Kasturba Gandhi Awasiya Vidyalaya 2146 girl students will be admitted. Under State Literacy Mission Authority 520797 tribals would receive formal education.

Under Mid day meal scheme 1182206 students would be covered. 1182206 tribal students are proposed to be distributed free text books. Under Gram Siksha Abhiyan 255629 tribal students would be enrolled. 212 tribal students would be given merit scholarship. Under Sarwa Shiksha Abhiyan 2342 EGS centres will be upgraded into primary schools. 324 primary schools will be upgraded into middle schools. 521 school buildings will be constructed. 1.2.2 State Plan Schemes The govt. is contemplating to establish more high schools in remote area where there is high concentration of SC/ST population. 238 secondary schools are proposed to be strengthened. The govt. has decided to continue support to Netarhat Awasiya Vidyalaya on regular basis. Grants in aid will be given to 52 schools under Vitta Rahit Vidyalaya. The govt. has decided to provide free education to every girl studying in Intermediate classes and distribute free bicycles to general and OBC girl students studying in class VIII. 318 tribal students will be given scholarship.
A sum of Rs. 2882.15 lakhs proposed for 2006-07 under the TSP. 1.3 Higher Education The govt. is committed to quality reforms in the field of higher education. Girl students and students of weaker sections
experience a lot of trouble due to lack hostel facilities these will be provided. 1.3.1 Proposals One time grant to constituent colleges are proposed to be provided. A scheme for free education to girl students upto post-graduate level has been launched. A sum of Rs. 900.00 lakhs has been proposed for 2006-07 under the TSP.

ART, CULTURE, SPORTS AND YOUTH AFFAIRS
TSP area is home to famous sportsperson. Their contribution to games of Archery, Hocky is well recognized. The rural hinterland especially among tribal communities is replete with sporting talent. The govt. is making determined efforts for improving tribal participation in sports.
2.1
Sports Sector Following schemes have been proposed in this area.
2.1.1 State Training Centres 11 residential training centre are located in tribal areas. 15 Day Boarding Centres are proposed to be run in the scheduled area where 500 trainees could be accommodated. 2.1.2 Sports Equipment for Schools 112 high schools and 560 middle schools in scheduled area will be equipped with sports material. 2.1.3 National/International Competition Under the scheme no sportsman should be deprived of participating in National/International games competition due to financial constraint. 1500 sportsmen are proposed to be benefited under the scheme. 2.1.4 Stipend to talented Sports person Talented tribal youth will be given stipend so that they can concentrate on their play free from worry. 120 sportsmen
belonging to ST community will be covered under the scheme.

2.1.5 National Games Infrastructure 34th National Games will be hosted at Ranchi. A Mega Sports Complex at Hotwar Ranchi is proposed to be constructed. 2.1.6 Astroturf Scheme One Astroturf will be constructed at Ranchi. 2.1.7 Stadia at District Level 5 stadium with modern facilities are likely to be constructed in 5 districts of TSP. 2.2 Culture Sector Following schemes directly beneficial for the ST community have been proposed. 2.2.1 Folk Drama Festival/Training Under the scheme theatre work shop specially for ST members will be organized in order to impart training in different aspects of theatre and TV. 2.2.2 Survey Research and Documentation Its aim at conducting research on various cultural aspects of the ST community. 2.2.3 Tribal Cultural Exhibition cum Competition Under the scheme the tribal culture specially its vanishing for would be brought and presented. Public opinion will be mobilized for preserving it. A sum of Rs. 17416.50 lakhs is proposed for 2006-07 under the TSP.

3. HEALTH
The State has formulated and adopted three important Policies in Health Sector: Health Policy Drug Policy RCH & Population Policy
3.1 Objectives
Reduction of mortality rate in children under five years of age Reduction of maternal mortality rate Improvement of maternal and child health as well as their nutrition level Increased community participation in the health care system. The goal is to reach health care to every resident of Jharkhand.
3.2 Achievement
CATCH UP ROUND : The Govt. has started Catch-up round as a part of focused intervention to deliver routine immunization and micro nutrients over and above normal operation going on round the year. Process has started for the Formulation of Village Health Committee in each village with the help of NGOs and Faith Based Organizations. SAHIYAA: A key female village health worker in every village will be selected by the Village Health Committee and will be the link person between the service provider and the Community.

Itki Sanitorium is being developed as the Centre for Communicable Diseases (CCD) with 500 beds to deal with the referred cases under the Communicable diseases like- Malaria, T.B., Filaria, Kalazar etc. Brombay Leprosy centre will be developed as a 500 Bedded Hospital.
3.3
Proposals
The Govt. is contemplating to introduce comprehensive Social Health Insurance Scheme under "Sarv Swasthya Mission" for all people living below poverty line. Every Family will be provided Health Card & Treatment cost up to Rs. 50,000.00 will be met by the insurance. Insurance Premium for the BPL families would be contributed by the State Govt. to a great extent. Under National Rural Health Mission Program the govt. is contemplating to upgrade Primary Health Center and labor rooms will be provided in all Primary Health Center in all phased manner. A sum of Rs. 16891.42 lakhs has been proposed for 2006-07 under the TSP.

4.
WATER SUPPLY AND SANITATION
A major cause of poor health and unhygienic living conditions in the rural area is contaminated drinking water and bad sanitation. The schemes like Accelerated Rural Water Supply Program (ARWSP), Swajaldhara and Total Sanitation Campaign (TSC) have been launched for the rural population to provide pure drinking water and good sanitation.

4.2.1 Accelerated Rural Water Supply Program (ARWSP) It aims at development of pumping units with solar system, coverage of old hand pumps in school, construction of tube wells in SC/ST habitation, water supply in residential govt. schools and hostels in rural area, rain water harvesting and construction of check dams. 4.2.2 Urban Water Supply Urban Water Supply Schemes are being implemented at various locations in Ranch and Dumka areas. 4.2.3 Rural Piped Water Supply 18 Rural Piped Water Supply Schemes will be completed during 2006-07 and 30 new rural piped water supply schemes will be taken up. In 2143 tolas wells will be dug up and tube wells sunk.

4.2.4 Bharat Nirman Under Bharat Nirman schemes are proposed to be taken up for Ranchi, Lohardaga, Sahebganj, Jamshedpur and 876 tolas will be covered. A sum of Rs. 5847.67 lakhs has been proposed for 2006-07 under the TSP.

HOUSING
Jharkhand has about 1.27 crore population living in the TSP area. Housing problem is quit serious in urban areas, especially for the tribal people. Improvement of housing facilities is an important objective of the government. A sum of Rs. 300.00 lakhs is proposed as a plan outlay in the year 2006-07 for construction of quarters in the TSP areas.

TSP areas has one Municipal Corporation (Ranchi), nine Municipalities and Twelve Notified Area Committees. The State has been making efforts not only for the rural areas but also for the people of the urban areas.

INFORMATION AND PUBLICITY
The Information and Public Relations Department is having the onerous responsibility of carrying the message of the Government to the people of the State and also keep the government informed of the public reactions to the schemes and measures being taken. After the enactment of Right to Information Act, it has become imperative to make the Information and Public Relations Department proactive and responsive the tribal people.
Schemes 7.1 Rajya Soochana Bhavan Soochana Bhavan at Ranchi is proposed to be constructed. 7.2. Field Publicity Scheme : Three vehicles for district publicity units at Chaibasa, Lohardaga and Gumla are proposed to be purchased. 7.3 Films Documentary Films regarding development and welfare schemes relating to tribals will be produced. 7.4 Soochana Kendra Bhavan (Information Centre) New Soochana Kendra Bhavan in district headquarters at Chaibasa, Gumla & Lohardaga will be constructed during the year 2006-07.

8.
WELFARE OF ST/SC/OBCs
As per 2001 census, the ST population in tribal sub plan blocks (112) is 56.31 lakhs which is a little over 44% of the total population of these blocks. The govt. is committed to all round development of the most underprivileged sections of the society particularly the Scheduled tribes. The ST population lives in remote rural villages where the infrastructure facilities are not up to the mark. The incidence of poverty is the highest among the tribal population. The status of education/literacy among ST population is also not very good. As per 2001 census, as against the state average of 43.71%, the literacy rate among tribals is as low as 33%. The scenario is even worse in the case of tribal women whose literacy rate is as low as 22.11%.

Objectives
To provide employment/income generation activities to ST population with a view to enhance their economic status. To provide educational facilities to ST population with a view to increase literacy rate among ST people especially ST girls. To create infrastructure facilities in tribal areas with a view to bring them at par with the state average of these facilities.

Achievements
For providing self employment 589 buses have been distributed to the youth of ST community. 25 ST boys are getting Commercial Pilot Training in Pandichery and Kanpur.

Rural livelihood projects based on water shed development in the tribal dominated areas is being run by Tribal Development Society with the help of IFAD (International Fund for Agriculture Dev.). For providing free education out of 110 residential schools 87 are made for ST and 21 for SC and 2 for BC community. 1035 tribal students have been benefited under Birsa Munda Technical Scholarship studying in technical institutions outside the state. Establishment of a Poly-technic institute for STs / SCs at BIT, Mesra. 124 ST and SC students have passed out in diploma courses in various streams. 101083 girl students studying in VIII, IX & X std of ST/SC/BC community have been distributed bicycle. This has led to a sharp decline in the dropout cases among girl students. 90 PTG students have received Vocational Training at XISS, Ranchi in various vocational trades. 6 Ashrams/Eklavya Schools one each at Ranchi, West Singhbhum, Saraikela-Kharsawan, Gumla and Sahebganj have been constructed. These are exclusively meant for ST boys/girls from 6th to 12th class. 257 hostels (100/50 bedded) for STs/SCs/BCs/Minorities have been sanctioned. 150 have been completed. 14 Gramin Hospitals in Meso areas have been completed. 2110 wells have been sanctioned for tribal population. 2 cold storages one each at Ranchi and Dumka has been sanctioned to provide benefit ST farmers.

Academies of Chhau dance and Archery have been set up in Saraikela- Kharsawan. Three Astroturf for hockey grounds at Khunti, Gumla and Simdega have been sanctioned to benefit hockey players of tribal areas. Under Birsa Awas Yojana a house at a cost of Rs. 64000/-is provided to each PTG family.
8.3 Proposals
18746 girl students are proposed to be provided bicycle. Maintenance and improvement of Asharam/Eklavya Schools
benefiting 1800 tribal students.
Provisions for furniture, utensils and TVs for residential schools which will benefit 7000 ST/SC students.
Provision for imparting vocational training to 200 tribal
students.
Medical assistance will be provided to 2000 ST/SC people. Legal aid will be given to 2000 people.
A sum of Rs. 18715.00lakhs has been proposed for 2006-07 under the TSP.

9.
LABOUR, EMPLOYMENT AND TRAINING
To protect the interest of workers, to maintain industrial harmony and peace and to provide benefits of social security particularly to SC/ST and weaker sections the State Govt. has been implementing various schemes.
9.1
Achievements
Under upgradation of ITI 100 persons have been enrolled and given training out of which 61 belong to ST and 4 to SC categories. Vocational Training has been started in Ranchi, Dumka, Chaibasa in which 43 persons belonging to ST and 4 to SC categories are getting training in different trades. New ITIs have been set up in Jamshedpur and Kharsawan for training educated unskilled. 59 persons belonging to ST and 7 to SC categories. New Women ITIs have been set in Jamshedpur, Latehar and Chaibasa. 8 Women belonging to SC and 55 to ST categories
are receiving training.
9.2
Proposals
Under national old age pension schemes 202896 pensioners
both male and female above 60 years of age are proposed to be benefited.
Special Employment Exchanges for physically handicapped are
proposed to be set up in Ranchi and Jamshedpur. 100 trainees are to be skilled in multiple areas of trade which will include 70 ST and 6 SC trainees.

Rural Training Camps will be organized to create awareness among the rural agricultural labourer regarding minimum wages. Child Labour Commission is proposed to eradicating the practice of child labour and formulating schemes for the welfare and development of the children. Houses for Bidi workers has been constructed at Pakur, Sahebganj, Dumka, Chaibasa and Saraikela-Kharsawan. A sum of Rs. 2150.98 lakhs has been proposed for 2006-07 under the TSP.

10. SOCIAL WELFARE
The main activities in these areas cover women and child development, welfare of the disabled the aged and empowerment of women. The govt. has been running several schemes for these target groups.
10.1 Schemes 10.1.1 Adolescent Girls Scheme (Kishori Shakti Yojana)
The Scheme is aimed to improve the nutritional health status of 1118 years old girls as well as providing required literacy and numeric skills through non-formal education to train and equip the adolescent girls to improve/upgrade home-based vocational skills and to promote awareness regarding issues related to health, hygiene, nutrition and family welfare. As of now many blocks of the TSP districts are covered under the KSY. 10.1.2 Supplementary Nutrition Scheme The scheme provides for supplementary nutrition to the children in the 0-6 year groups, adolescent girls as well as pregnant and lactating mothers. The food distributed on 300 days a year
contains 300+ calories and 10 gms of protein per serving. The Govt. of India has recently revised the rate of food per serving to Rs. 2.00, Rs. 2.30 and Rs. 2.70 for normal children, adolescent girls/pregnant and lactating mothers and under-nourished children respectively. The supplementary nutrition consists of 50 grms of Murri (puffed rice), 25 grms Sattu (powdered gram) and 15 grms of gurr (jaggery).This is basically dry and uncooked food. The state govt. has introduced Khichhrri (cooked food) on an experimental basis.

In case this food model is found to be more acceptable, it may be replicated in other projects. 10.1.3 Empowerment of the WOMEN For the welfare and uplift of the women in the State, a number of measures/schemes have been taken up, such as, constitution of State Women Commission, construction of Observation
Homes/Children Homes/Special Homes, setting up of Women Helpline. 10.1.4 Hostel for Working Women The working women, particularly tribal and unmarried females hailing from rural areas, face the problem of proper
accommodation in the towns where they work. To sort out this problem, hostels for the working women in Ranchi and Jamshedpur have been constructed.
A sum of Rs. 18379.52 lakhs has been proposed for 2006-07 under the TSP.

1. PUBLIC WORKS (BUILDING CONSTRUCTION)
The Building Construction Department is responsible for construction and maintenance of all the Government buildings in the State including TSP area. 1.1 Priority Construct and maintain a) All the Government offices in the State Capital. b) State Guest House, Circuit Houses and Inspection Bungalows. c) The Raj Bhawan (Governor’s House) and Government residences provided to the Ministers, M.L.A’s, the Judges of the High Court and lower courts, other judiciary employees and all Government servants. d) The High Court and all other Court buildings. e) The Vidhan Sabha premises
A sum of Rs. 4310.00 lakhs has been allocated for TSP districts for Office buildings, residences and circuit house in the year 2006-07.

HOME (Jail / Police / Home Guards / Fire Services)
Jail To ameliorate the pathetic condition of the prisoners, due to overcrowding leading to health and sanitation problems, new jail at Hotwar in Ranchi of the capacity to imprison 3000 male and 100 female prisoners is on the verge of completion. Further district jail at Ghaghidih in Jamshedpur with capacity of 1250 prisoners is almost complete. The existing capacity of the jails is also being increased by construction of 43 additional wards.

Home Police Under Twelfth Finance Commission, the schemes for the Special needs of Police forces has been proposed during the year 2006-07.
2.3
Home Guard Home guards is a training-oriented organization. In order to improve the standards of training one regional training Centre at Dumka has been established. Besides, there is a Central Training Institute at Ranchi. The plan priority is to strengthen infrastructural facilities at the centre as well as at the district units.
2.4
Fire Services Fire extinguishing related works are carried out by the Jharkhand Fire Services. The trained fire workers do the rescue works for the protection and safety of life and goods with the available fire engines at town and remote village areas. Fire stations have been sanctioned in all TSP districts as well as in fire prone towns also.
A sum of Rs. 5259.65 lakhs has been allocated for TSP districts in the year 2006-07.
