Ms. Van Pelt welcomed the participants to the meeting. Ms. Cunningham gave the antitrust guidelines. The participants introduced themselves on the phone. Ms. Crockett moved to adopt the agenda as written. Mr. Young seconded the motion. The agenda was adopted as written. Approval of January 30, 2009 Meeting Minutes
The group reviewed the January 30, 2009 meeting minutes. Ms. Davis provided redlines for the meeting minutes which were used as the basis of the discussion. Mr. Skiba moved to adopt the meeting minutes as proposed by Ms. Davis. Ms. Davis seconded the motion. The meeting minutes were approved as amended. WEQ Action Items Update re R08020 Status on discussions with Gas Transportation Providers
Mr. Cardone provided a brief overview of discussions with gas Transportation Service Providers (TSP). He stated that he had previously held discussions with gas TSPs regarding Critical Notices. In a month since these discussions, the number of the Critical Notices from the subject TSPs significantly reduced. For example, one TSP stated that Critical Notices were reduced from 250 to 150 per month. Mr. Cardone noted, however, that an issue still remains with gas TSPs that are sending many Critical Notices. He stated that one gas TSP in Louisiana is sending at least 100 Critical Notices monthly. Ms. Davis questioned whether shippers from the gas TSPs had been contacted. Mr. Cardone was uncertain as to whether shippers had been contacted with respect to Critical Notices. Ms. Davis explained that the shippers on the TSPs would be able to tell them which Critical Notices would impact them and which wouldn’t. Ms. Gussow stated that a system could be developed to separate Critical Notices from non-critical notices such as through the use of rules in a mail system such as Microsoft Outlook. The group determined that this discussion would be continued further at the next joint WEQ / WGQ BPS meeting in April 2009. 3. WGQ Action Items Update re R08020 Adding new categories
Ms. Van Pelt stated that the following four additional categories could be added as Notice Types: 1) Weather (i.e., Hurricanes, Tornados, other Natural Disasters, etc.); 2) Gas Quality; 3) Customer Service Updates; and, 4) Operational Update / Alert. She stated that the Gas Quality Notice Type could be operational issues related. The Operational Update / Alert Notice type could be used only in regards to possible intraday bumps.

Adding Examples to NAESB WGQ Standard No. 5.3.38
The group discussed adding examples to WGQ Standard No. 5.3.38. Ms. Van Pelt stated if examples are added, the examples are better suited to be included in the Technical Implementation of Business Processes (TIBP) for the System Wide Notices data set (WGQ Standard No. 5.4.16). Mr. Young agreed that the examples are better added to the TIBP. The group will further discuss examples for Critical Notices at the April 21, 2009 meeting. 4. Review Education Options related to R08020 such as Develop set of FAQs Develop/Conduct Training Create Implementation Guide for Email of Critical Notices
The group discussed educational options. It was determined that further information was needed from Gas TSPs regarding additional Notice Types. It was further determined that educational options will be discussed during the April 21, 2009 meeting. 5. Schedule of Upcoming Meeting(s)
The next joint WEQ/WGQ BPS meeting is scheduled for April 21, 2009- 9:00am-11:00am. 6. Adjourn
