I. History and Characteristics

Brief History

Georgia College & State University is one of 35 colleges and universities in the
University System of Georgia (USG), and is Georgia's designated Public Liberal Arts
University. The Georgia House of Representatives chartered GCSU in 1889 as Georgia
Normal and Industrial College. Its emphasis at the time was largely vocational, and its
major task was to prepare young women for teaching or industrial careers. In 1917, in
keeping with economic and cultural changes in the state, Georgia Normal and Industrial
College was authorized to grant degrees, the first of which was awarded in 1921. In
1922, the institution's name was changed to Georgia State College for Women. The
University has been a unit of the University System of Georgia since it was formed in
1932. The name was changed to Women's College of Georgia in 1961, and, when the
institution became coeducational in 1967, it became Georgia College at Milledgeville.
The name was later shortened to Georgia College. In 1967 the institution also became a
regional, co-educational college, and by the 1970s, it had extended its reach of
commuter campuses in the Middle Georgia area. In August of 1996, the Board of
Regents approved a change of name to Georgia College & State University, and a new
mission as Georgia's Public Liberal Arts University. In 2001, GCSU was invited to
become a member of the Council of Public Liberal Arts Colleges, an organization of
publicly-funded institutions with a strong dedication to liberal arts.

Description of the Mission

GCSU’s mission as the Public Liberal Arts University is expressed by a commitment to
combining the educational experiences typical of esteemed private liberal arts colleges
with the affordability of public higher education. The university is a residential learning
community that emphasizes undergraduate education and offers selected graduate
programs. It aims to produce graduates who are well prepared for careers or advanced
study and who are instilled with exceptional qualities of mind and character. These
include an inquisitive, analytical mind; respect for human diversity and individuality; a
sense of civic and global responsibility; sound ethical principles; effective writing,
speaking, and quantitative skills; and a healthy lifestyle.

GCSU is also subject to and embraces the following principles from the Board of
Regents' Core Mission Statement for State Universities:
    - a commitment to scholarly and creative work to enhance instructional effectiveness
and to encourage faculty scholarly pursuits, and a commitment to applied research in
selected areas of institutional strength and area need;
    - a commitment to a teaching/learning environment, both inside and outside the
classroom, that sustains instructional excellence, serves a diverse and college prepared
student body, promotes high levels of student achievement, offers academic assistance,
and provides learning support programs for a limited student cohort;
    - a high-quality general education program supporting a variety of disciplinary,
interdisciplinary, and professional academic programming at the baccalaureate level,
with selected master's and educational specialist degrees;
    - a commitment to public service, continuing education, technical assistance, and
economic development activities that address the needs, improve the quality of life, and
raise the educational level within the university's scope of influence; and
    - a commitment to scholarly and creative work to enhance instructional effectiveness
and to encourage faculty scholarly pursuits, and a commitment to applied research in
selected areas of institutional strength and area need.

Geographic Service Area/Composition of the Student Population
With its 1996 change in mission, Georgia College expanded its primary service area
from the central portion of the state of Georgia to a statewide mission. Approximately
5,500 undergraduate students and 1000 graduate students attend the university, with
about 6,000 enrolled on the main campus in Milledgeville and 500 graduate students
attending one of two off-campus instructional sites in Macon and at Robins Air Force
Base in Warner Robins. The demographics of the undergraduate student body have
changed rapidly since the adoption of the public liberal arts mission. The institution has
a selective admission process. SAT averages have risen significantly since 1996, and
applicant selectivity is the third highest in the USG, second only to the University of
Georgia and Georgia Tech. After the 1996 mission change, the vast majority of the
students became full-time and of traditional college age, and their geographic origin
indicates a statewide constituency with a significant majority coming from the suburban
counties surrounding metropolitan Atlanta. Previously, most students were from the
Middle Georgia region. The campus also made a transition from a commuter to a
residential campus, and all freshman students are now required to live on campus. The
university offers degrees through its four colleges, The College of Liberal Arts and
Sciences, The John H. Lounsbury College of Education, The J. Whitney Bunting College
of Business, and The College of Health Sciences.

II. Locations and Distance Education

   1. New off-campus sites established since GCSU’s previous reaffirmation where
      a student can be awarded a degree, certificate, or diploma at the site or where a
      student can obtain 50 percent or more of credits toward the educational program:

   On March 17, 2009, the SACS Commission on Colleges approved GCSU to offer 9
      courses towards in the M.Ed. in Educational Leadership at the Warren County
      High School, 1253 Atlanta Highway, Warrenton, GA 30853. This program did not
      lead towards a degree, but a possible recommendation for state certification from
      the Georgia Professional Standards Commission. The program was intended for
      administrators who already held master’s degrees and was offered for only one
      cohort of students from the fall 2008-fall 2009. There are no longer any GCSU
      course or other offerings at Warren County High School.

   On January 3, 2008, the SACS Commission on Colleges approved GCSU to offer the
      MBA on the campus of Sandersville Technical College for one cohort from
      January 2008-December 2009. GCSU has completed this project and no longer
      offers courses or programs through this site.
  On April 16, 2007, the SACS Commission on Colleges approved a new address for
     The Macon Center for Graduate and Professional Learning. The Center moved
     from the Macon State College Campus (100 College Station Drive, Jones Bldg.,
     Macon, GA 31206) to its current location at 433 Cherry Street Macon GA 31024.

RN-BSN program, first approved for offering online in 2008-2009. During 2008-2009,
   there were 13 students enrolled from Middle Georgia and 7 participating GCSU
   faculty members. 100% of the course work is available online.
Master of Music Therapy (MMT): During 2008-2009 there were 11 students enrolled
   from across the nation (Georgia Alabama, New York) and abroad (Costa Rica,
   Taiwan). Students who need equivalency courses to be fully admitted are on
   campus. There are 2 participating faculty members. All courses are available online,
   but the program requires one intensive face-to-face weekend session.
The Master of Education (M.Ed.) in Instructional Technology. In 2008-2009, there were
   31 students enrolled and 11 participating faculty members. This is a hybrid program
   that requires some meetings face-to-face, but offers courses online.
The Georgia WebMBA, which is offered by a consortium of institutions in Georgia.
   Faculty members at various member institutions offer courses, and students are
   enrolled from institutions throughout the state of Georgia. In 2009, there were 208
   students and 7 participating faculty members from various institutions in Georgia.
