ignored, and complicity of many sharing blame—including prior solicitor generals
To Mr. Olson:
There is a certain unfortunate irony that you, the present solicitor general of the United States, should
suffer a great personal loss that was made possible by the corruption that I sought to report, and which was
protected by many who engaged in coverups, indifference, or actual obstruction of justice. Even some of the
prior solicitor generals knew of these charges through lawsuits I filed seeking to report these matters under
the federal crime reporting statute.
In my position as a federal aviation safety agent, and especially after I used the law in a creative manner
while in that position, I acted as an independent counsel seeking to force correction of the deep-seated
culture and corruption that played key roles in a long series of fatal airline crashes. The events of 9/11 were
the latest and most prominent consequences of that same corruption and culture.
Among the methods I used trying to report these federal offenses—some of which later made 9/11
possible--were filing federal actions seeking to report the federal crimes under the federal crime reporting
statute, Title 18 U.S.C. § 41 (and also 28 U.S.C. § 1361). A long series of federal judges (and Justice
Department personnel) acted to block these reports, enabling the long series of catastrophic consequences to
continue. In some of the federal lawsuits I sent copies of to the solicitor general, and their coverups made
them complicit in the consequences. I don’t recall sending a copy to the solicitor general of the latest
lawsuit2 seeking to report the corruption that enabled the events of 9/11 to occur.
It would be very difficult to find a more fitting example of the deadly “butterfly effect” than to realize
that if these obviously needed preventative measures had been taken that I and other federal agents had
reported—and had not blocked by corruption—the terrorists of 9/11 would never have succeeded in gaining
control of the four aircraft, and the many subsequent reactions would not have been taken.
It is surely a classic example of the degree of arrogance in government offices to address the brutal
misuse of government power by federal judges and Justice Department personnel to silence me, and the vast
coverups by virtually every check and balance. The despicable misconduct made possible the brutal deaths
on that memorable day. But they were only one-day’s victims of the spreading corruption that will continue
as before, made possible by cowards and others who block the exposure of these matters.
I am enclosing a copy of a declaration dated April 12, 2004, that I sent to Chairman Kean of the 9/11
commission, with copies to other people. The documented corruption stated in that declaration, some of

which made the events of 9/11 possible, will as usual be covered up. Additional information concerning the
