work in the oversight and inspection of site developments for compliance with County stormwater management regulations,
Virginia Department of Transportation specifications and other environmental regulations; and, to support construction of
County capital projects. Primary Duties: performing inspections of public construction sites to ensure projects are in
compliance with local and State regulations to ensure projects are in compliance with approved plans; issuing inspection
reports documenting correction actions; conducting field conferences and inspections with contractors, engineers,
homeowners groups, and citizens; assisting in the design of County initiated projects and providing technical information for
use in the design; performing periodic inspections of stormwater Best Management Practice (BMP) and drainage structures
to ensure they are in conformance with County regulations and approved plans; performing minor plan review and site
analysis; assisting in collection of data required to evaluate stormwater management projects; compiling historical data on
storms for use in evaluating impact on future development. Minimum requirements: high school diploma or equivalent;
bachelor’s degree in engineering, hydrology, hydraulics, soil conservation, or related field; and, some experience in
engineering, construction, soil construction, soil conservation, contract administration, dealing with the public, enforcement of
ordinances and knowledge of computers; must obtain certification as an Erosion and Sediment Control Inspector from the
Virginia Department of Conservation and Recreation within 12 months of initial employment; knowledge of principles and
practices of engineering as applied to construction of site improvement projects; knowledge of techniques used in the control
of erosion and sediment generated from construction sites. Requires credential check and driving record check and

operation of the County’s energy conservation and greenhouse gas reduction programs. This position works with various
community groups to foster conservation initiatives; manages contracts with private vendors for the provision of services to
the County. Primary duties include: planning, developing, implementing and administering a comprehensive energy
conservation and green house gas reduction program for County operations that tracks usage, maximizes cost efficiencies,
and optimizes environmental performance; working with neighboring localities, organizations, and citizen groups to promote
community wide energy conservation and greenhouse gas reductions; developing and analyzing budgets and funding
streams to finance conservation programs; developing events, publicity, and programs in conjunction with staff and citizen
committees to promote conservation programs in a variety of areas; acting as staff liaison to the Clean County Commission;
representing the County in community, regional, and state activities; reviewing contracts for compliance with contracting
procedures, including monitoring for specified performance. Requires knowledge of energy efficiency and renewable energy,
and some knowledge of local, state, and federal energy regulations; knowledge of organizing, planning, coordinating,
managing, and directing comprehensive conservation projects; ability to use economic and accounting principles and
practices in the analysis and reporting of budget and funding streams; ability to work effectively in the public realm with
citizens, staff, and elected officials and communicate complex ideas. Requires Bachelor’s degree in public or business
administration, environmental policy, environmental science, or energy management, and some experience in program

Animal Control Officer (On-call) #406
