POSITION:              ASSOCIATE DIRECTOR FOR HUMAN RESOURCES

SALARY:                $71,700 - $101,900


The Detroit Public Library is an institution that is redefining itself and undergoing system-wide
change initiatives. The Associate Director for Human Resources reports to the Chief Administrative
and Technology Officer and is a member of the Executive Leadership Team.

The Associate Director for Human Resources directs and administers the labor relations, personnel ,
payroll and staff development/training function of the agency by performing the listed
responsibilities personally or through subordinates. The Associate Director for Human Resources
provides direction and guidance to library employees at every level to ensure efficient and effective
operations throughout the system.

An office is maintained in the Main Library at 5201 Woodward Avenue.

                    ASSOCIATE DIRECTOR FOR HUMAN RESOURCES
                                     (EXEMPT POSITION)

GENERAL SUMMARY

Reporting to the Chief Administrative & Technology Officer is responsible for the overall administration
of the Human Resources function including labor relations, personnel, payroll and staff development.


GENERAL DUTIES & RESPONSIBILITES INCLUDE:

   Provides vision, leadership, planning, project coordination and management for the development of a
    cost-effective department while concurrently facilitating efficient operations to meet current and future
    business needs within the HR organization
   Responsible for analyzing and directing all function-related activities within the scope of the Human
    Resources Management
   Promotes proactive approaches using the company’s HRIS to solve business needs/problems, while
    also enhancing the understanding and acceptance of the HRIS capabilities
   Act as chief spokesperson in collective bargaining, grievance/arbitration hearings, conferences, MESC
    and MERC hearings
   Participates in developing and administering Library goals and objectives that assist in creating a high
    performance work environment, policies and budgets by serving on the Executive Management Team
   Develop personnel policies/procedures, guidelines, collective bargaining language, job descriptions,
    interview questions and responses to queries/meetings
   Develop and deploy human resources strategies to attract, retain and motivate employees
   Foster and maintain positive relationships with HR constituents and customer base
   Evaluate the effectiveness of human resources programs and adjust strategies and plans to meet
    changing organizational needs and direction. Work with management and staff on performance
    planning, succession planning and employee relations
   Interpret/explain and assure system-wide compliance with collective bargaining language, personnel
    rules/procedures, legal requirements, regulations and practices to staff, union representatives and non-
    DPL entities

GENERAL QUALIFICATIONS INCLUDE:

   Bachelor’s Degree from an accredited college/university with specialization in Human Resources
    Management, Business Administration or a related field
   Minimum seven (7) years of human resource or related experience with three (3) to five (5) years in a
    supervisory role
   Demonstrated ability to effectively manage labor relations
   Experience in financial management
   Effective leadership skills that can energize multi-disciplined work teams to respond to business needs
   Ability to effectively present information to senior management, public groups or board of directors
   Excellent communication and presentation skills
   Valid State of Michigan Driver’s License and a good driving record (use of a personal vehicle is
    required)
   Ability to work a varied schedule
