   The city of Tallinn has 400 000 inhabitants. The
    legislative organ is the City Council, which consists
    of 63 members, the executive organ is the City
    Government, which is formed by the City Council
    and consists mayor and 6 deputy mayors.

   The city administration is organised by municipal
    institutions, which include the Office of the City
    Council, the City Office, the 13 boards of the City
    Government and the 8 city district administrations.
