Foreword

This document (TC 212 WI 00212056) has been prepared by Technical Committee CEN/TC 212 “Pyrotechnic
articles”, the secretariat of which is held by NEN.

This document is currently submitted to the CEN Enquiry.

This document will supersede EN 14035-2:2003.

This document has been prepared under a mandate given to CEN by the European Commission and the Eu-
ropean Free Trade Association, and supports essential requirements of Directive 2007/23/EC on the placing
on the market of pyrotechnic articles.

For relationship with Directive 2007/23/EC, see informative Annex ZA, which is an integral part of this docu-
ment.

1     Scope

This European Standard defines various terms relating to the design, construction, primary packaging and
testing of fireworks of category 1, 2 and 3.

NOTE       Category 4 fireworks are covered by EN #####.



2     Normative references
The following referenced documents are indispensable for the application of this document. For dated

3     Terms and definitions

For the purposes of this document, the terms and definitions given in WI 00212055 apply.


4     Categories
Fireworks are subdivided into categories as follows:
category 1: fireworks which present a very low hazard and negligible noise level and which are intended for
use in confined areas, including fireworks which are intended for use inside domestic buildings;
category 2: fireworks which present a low hazard and low noise level and which are intended for outdoor use
in confined areas;
category 3: fireworks which present a medium hazard, which are intended for outdoor use in large open
areas and whose noise level is not harmful to human health.


5     Category 1

5.1    List of articles which fall into category 1

The following articles (i.e. types of firework) fall into category 1 without any doubt, when meeting the require-
ments in WI 00212057 and WI 00212059 for category 1:
¾ Bengal flames;
¾ Bengal matches;
¾ Bengal sticks;
¾ Christmas crackers;
¾ crackling granules;
¾ flash pellets;

¾ fountains;
¾ ground spinners;
¾ hand-held sparklers;
¾ non-hand-held sparklers;
¾ novelty matches;
¾ party poppers;
¾ serpents;
¾ snaps;
¾ table bombs;
¾ throwdowns.



5.2   List of articles which do not fall into category 1

All remaining articles (i.e. types of firework) do not fall into category 1, as for example:
¾ aerial wheels;
¾ bangers;
¾ batteries and combinations;
¾ double bangers;
¾ flash bangers;
¾ ground movers;
¾ jumping crackers;
¾ jumping ground spinners;
¾ mines;
¾ rockets;
¾ roman candles;
¾ shot tubes;
¾ spinners;
¾ wheels.



5.3   Procedure to determine, whether an article falls into category 1

This procedure shall be used when a new article is presented, which does not fall into one of the types named
in 5.1.

The following questions shall be answered in the order given. To fall into category 1, an article must have a
negative answer to all the questions. If one answer is “Yes” the article does not fall into category 1.

5.4     Types of firework

Fireworks are further subdivided into various types, as described in Table 1.

                                                (informative)

   Relationship between this European Standard and the Essential
Requirements of EC Directive EC Directive 2007/23/EC on the placing on
                  the market of pyrotechnic articles


This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive 2007/23/EC on the placing on the market of pyrotechnic articles. The Parts 1, 2, 3
and 4 of the Standard will support Part 5 to fulfil the Essential Requirements of the Directive 2007/23/EC
Annex 1.

Once this standard is cited in the Official Journal of the European Communities under that Directive and has
been implemented as a national standard in at least one Member State, compliance with the clauses of this
standard given in Table ZA confers, within the limits of the scope of this standard, a presumption of conformity
with the corresponding Essential Requirements of that Directive and associated EFTA regulations.
