                         MINUTES OF LAGRANGE VILLAGE COUNCIL MEETING
                         Held November 11, 2010

  Mayor Strauss called the regular scheduled meeting to order at 7:30 PM. After the recitation of the Pledge of
    Allegiance, roll call was taken with Honer, Price, Gregory, Kincannon, Dill and Karpinski present.

    Motion by Kincannon with a second by Dill to approve the minutes of the 10/28/2010 Regular Council Meeting
      as prepared. Roll call: 6 yeas.

    PUBLIC PARTICIPATION –Nick Rossi requested the Village release West End Land Development
      performance bond obligation. Solicitor stated nothing has happened in regards to the bond since the surety
      was put on notice. Council requested Solicitor talk to Engineer concerning performance bond and
      maintenance bond for recent paving work at Durham Ridge.

    MAYOR’S REPORT-
      1. Mayor Strauss gave the Mayor’s Court report for 10/2010. Gross monthly receipts were $794.00 with
         $488.00 to the Village and $306.00 sent to the State. Year to date receipts are $9,432.80 with
         $5,628.80 to the Village and $3,804.00 sent to the State.
      2. Mayor Strauss gave the Police Report for 10/2010. The Police Department handled 2 Criminal
         charges, 4 juvenile charges, 27 traffic charges, 87 traffic warnings, 4 traffic accident and 28 complaint
         calls, 1 domestic violence call, 1 theft, 0 breaking and entering. Full-time officers worked 1070 hours,
         part-time officers worked 75 hours.
      3. Due to Veterans Day activities conflict, 2011 Council November schedule will be reviewed.

    SOLICITORS REPORT-
      1. Christensen to provide performance bond for paving.
      2. No appeals to date on Demolition of Church Street property, 30 day notice ends 11/15/2010.

     VILLAGE ADMINISTRATOR’S REPORT-
        1. Water tower was inspected robotically.
        2. Contractors for Columbia Gas replacing risers throughout Village.
        3. Fiscal Officer and Administrator completed OML Group rating required 2 hour safety training.
        4. Arbaugh, Keystone School District Superintendent, to provide updates on New Middle school project.
        5. US Grant and Rundle Streets have been paved.

     FISCAL OFFICER REPORT-
        1. Received reimbursement for Fire Station water meter.
        2. OML dues for 2011 remain same as 2010.
        3. Village received ballot from USDA Farm Bureau.

    OLD BUSINESS- No progress toward Township obtaining easements on Rt 303 Property for Sidewalk
      installation.

     NEW BUSINESS- Ordinance 2010-2203 AN ORDINANCE FOR THE PERMANENT APPROPRIATIONS
FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF LAGRANGE DURING THE
FISCAL YEAR ENDING DECEMBER 31, 2011 AND DECLARING AN EMERGENCY. Motion by Kincannon with a
second by Dill to suspend the rules governing three readings. Roll call: 6 yeas. Motion by Kincannon with a
second by Gregory to adopt Ordinance 2010-2203 as an emergency measure. Roll call: 6 yeas.
                  Resolution 2010-732 A RESOLUTION AUTHORIZING THE PAYMENT OF FIFTY THOUSAND
DOLLARS ($50,000.00) TO THE LAGRANGE JOINT RECREATION BOARD FOR PURPOSES OF CAPITAL
IMPROVEMENTS AND OPERATIONAL EXPENSES OF THE LAGRANGE COMMUNITY PARK AND
DECLARING AN EMERGENCY. Motion by Kincannon with a second by Karpinski to suspend the rules governing
three readings. Roll call: 6 yeas. Motion by Kincannon with a second by Dill to adopt Resolution 2010-732 as an
emergency measure. Roll call: 6 yeas.
                  Ordinance 2010-2204 AN ORDINANCE RESCINDING ORDINANCE 2010-2191 AND
ENACTING NEW SECTION 951.02 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF LAGRANGE. First
reading.
         LORCO= Plant receiving wastewater gets the Planning area. Current Planning area stops at LaGrange
Township.

    Council set December meetings at 12/9/2010 & 12/30/2010.

   COMMITTEE REPORTS-
      Park Board- Working on annual presentation to Village and Township.
      Planning Commission- Harvest Court representative John Copley provided update. Solicitor composing
   agreement with Homeowners Association regarding plowing.

   PRESENTATION OF BILLS-
   The Fiscal Officer presented the following bills for payment as shown on the attached list for checks 33912
   through 33946 Motion by Dill with second by Gregory to pay all bills and charge to the respective accounts.
   Roll call: 6 yeas.
   Presentation of the October 2010 Financials.

   Motion by Karpinski with second by Dill to adjourn the meeting. Roll call: 6 yeas. Meeting adjourned at 8:47
   PM.
