TERMS AND DEFINITIONS
TYPES OF CHARGES
Navigation Service Charge
The Navigation Service Charge is levied on vessels at the time of port entry for the general use of the
Port and its infrastructure, including the following facilities and services:
Breakwaters Vessel Traffic Control
Channels and Channel Dredging Emergency Response Units
Hydrographic Surveys Harbour Master/Port Management
Navigation Aids Environmental Protection
Port Communications
o Payer - Ship Owner (usually via Shipping Agent on port entry)
o Calculation - Calculated on basis of vessel's gross tonnage (GT) for each visit for all vessels
greater than 600 GT.
Note: A removal to the offshore anchorage area followed by a subsequent re-entry to the port is
considered a part of the original port visit for the purpose of levying Navigation Services Charge.
Wharfage Charge
These charges are levied for the provision of the following services and facilities by the NPC:
Berth-specific Dredging & Surveying Wharf Structure
Offices Workers' Amenities
Wetland (mooring) Pavements
Wharf & Area Maintenance Wharf Management & Patrol
Wharf Sheds Serviced Land
Utilities (excluding services to ship)
· Wharfage is charged for the availability of a site at which stevedoring operations may be carried out.
· Wharfage is levied per revenue tonne or container of cargo traded. As NPC costs are no different
for different types of goods, but are related to the actual berth being used, different rates are
charged for different berths rather than for different items of trade. The charge is levied on the
cargo owner.
o Payer - Cargo owner (can be via Shipping Agent)
o Calculation -
o Non-containerised Cargo - on basis of greater of weight or volume and berth used
regardless of type of commodity.
o Containerised Cargo - on basis of size of container regardless of type or source and
destination of cargo.
Note: A revenue tonne is a mass of 1,000 kilograms or a volume of 1 cubic metre or 1 kilolitre,
whichever gives the largest number of units of cargo quantity.

Site Occupation Charge
Site occupation is charged for the occupation of all or part of a site. The charge is levied per hour for
which a berth is reserved or occupied and is charged to the site occupant.
o Payer - Site Occupant (usually Stevedore)
o Calculation - Site Occupancy charge commences from tie up of a vessel at a berth until
departure of the vessel from the berth. This Site Occupation charge will be charged per hour or
part thereof.
Site Occupancy charges will be waived for any delays caused directly by an industrial dispute involving
employees of the Corporation.
Ship Utility Charge
The Utility Charge is a fixed fee on vessels for the supply and provision of facilities and services to
supply water, electricity and telephones to vessels.
o Payer - Ship owner (usually via Shipping Agent).
o Calculation - Per visit to NPC/PWCS berths where this service is provided.
Pilotage Charge
This charge is levied for provision of a pilotage service for vessels entering, moving within or departing
the Port.
o Payer - Ship owner (usually via Shipping Agent).
o Calculation - Calculated on basis of vessel's GT for each pilotage service provided.
Port Cargo Access Charge
Division 4 Clause 56 of the Ports Corporatisation and Waterways Management Act 1995 provides for
the levying of a port access charge in respect of port access for cargo at the interface between the
vessel and the land based facilities for the purpose of stevedoring operations. The charge is calculated
by reference to the quantity of the cargo loaded or unloaded and is payable by the owner of the cargo.
Clause 57 allows the Minister for Ports and Waterways to fix the port cargo access charge. This charge
is collected by the NPC and paid to the New South Wales government.

Navigation Service Charge Rates

Vessels over 600 GT and up to 50,000 GT $0.4312 per GT
Vessels over 50,000 GT $0.4312 for the first 50,000 GT plus $0.9702
per GT thereafter
MAXIMUM CHARGE $45,850 per visit

Three (3) free days cargo storage will be provided before and/or after the arrival of a vessel at the berth.
The hourly rate will apply on completion of the three days.
Koorangang No.2 and Eastern Basin No.1 & No.2 are leased berths and prices related to these
berths can be requested through the lessee.
Tie Up Berths
When a vessel requests a tie up berth which is unavailable, then the vessel may be allowed to use
another berth provided it does not interfere with the turnaround of any other vessel.
Partial Use of Berths
Where the full berth is not being utilised the rate charged will be at the percentage utilised as determined
by the NPC. This will normally apply to cargo storage only after the three (3) free days storage period.
Longer Term Site Occupation
Separate rates will be negotiated for cases of long term (eg in excess of four weeks) tie-up, subject to
the availability of a suitable berth.

Container wharfage rates apply to conventional containers or full size frames. All other types of
containers carrying cargo are invoiced at the appropriate tonnage rate based on the gross weight or
volume of the cargo.
Koorangang No.2 and Eastern Basin No.1 & No.2 are leased berths and prices related to these
berths can be requested through the lessee.
Note: A port cargo access charge of $0.0704 per tonne for all cargo, including coal, has been included
in the wharfage rates shown above.
Port Security Charge
A flat charge of $497.20 will be applied to each trading vessel entering the port. This levy is required to
cover costs arising from implementing the Australian Maritime Transport and Offshore Facilities
Security Act & Regulation 2003.
Ships Utility Charge
Per visit for vessels at coal berths $82.50
Per visit for all other vessels $192.50

Pilotage Rates
