The successful bidder for this bid solicitation will be responsible to ensure that the complete unit
is delivered to the City as per specifications listed and agreed to herein.

Note: This unit will be provided as a “complete unit” to the City of Santa Rosa

GENERAL: It is the intent of these specifications to describe newly manufactured and unused
2010 or newer Ford F550 4-Door, 4X4 Type IV Emergency Vehicle as per specs. The vehicles
shall meet or exceed the construction and performance specifications described in the following
minimum specifications.

Prior to delivery, all equipment specified herein shall be completed and serviced as necessary
to assure proper operation. Any deviations from the written specifications shown in the
Invitation For Bids shall be noted in the Exceptions Section of the Request (see Required Data

FLUID CAPACITY TAG IN CAB:

A fluid capacity tag shall be provided in the cab showing amount and type of all fluids
per NFPA 1901 requirements

SEAT BELT WARNING PLATE:

A warning plate shall be installed in the cab regarding seatbelt use.

"DO NOT WEAR HELMET WHILE SEATED" - WARNING PLATE

A warning plate shall be installed visible to each seating position that states "DO NOT
WEAR HELMET WHILE SEATED". The requirement for this warning plate shall be in
compliance with NFPA 1901-2009, Section 14.1.8.4.3.

AIR INTAKE SCREENS:

A stainless steel wire cloth screen shall be installed on the apparatus fresh air intake
system and outside cab vent. The air intake and outside cab vent shall be protected so
to prevent particulate matter greater than .039 inches in diameter from entering the
intake system. Particular attention is required on screening of the remote through the
hood style intake systems. The wire cloth specification shall be as follows: .014 inch,
304 stainless steel, 20 meshes per lineal inch.

TIRE PRESSURE MONITORING:

Each tire/wheel assembly shall be equipped with a heavy-duty tire pressure safety cap.
Each cap shall provide a visible indicator to indicate when the tire is properly inflated or

under inflated by 10%. When properly inflated, a green indicator shall be visible and
when under inflated, a red indicator shall be visible. This requirement shall be in
compliance to NFPA 1901-2009, Section 4.13.4. Inner rear dual tires shall have valve
extenders.

FUEL TANK IDENTIFICATION:

Fuel tank will be labeled with a “DIESEL ONLY” label. The type of label and mounting
locations shall be determined at the pre-construction conference.

CAB CONSOLE:

A Jotto Desk cab console #425-6248 with floor plate adapter and four (4) faceplates
shall be provided in the cab. Exact layout to be determined at the Pre-Construction
Conference.

FRONT WINCH:

A Warn Power Plant HD 12,000 lb. capacity electric winch and air compressor shall be
installed in the Reunel front bumper.

It shall have 80' of 3/8" cable, remote control pendant with dead man's control, and
fairlead roller.

A 12 CFM @ 0 PSI/5 CFM at 90 PSI air compressor with storage tank shall be provided
as part of the winch assembly. It shall have a maximum PSI of 100. Air outlet shall be
provided and installed on the left side pump panel.

REUNEL FRONT BUMPER:

A Reunel Extreme Duty front bumper Shall be provided and installed. It shall include
speaker cutout, diamondplate tops, and center cutout for winch and cable controls. Unit
shall be painted black. 1 ½” discharge with hose tray for 20’ single jacket 1 ½ hose.
A stainless steel hose tray shall be provided at the front bumper. Exact size and
location of the tray shall be determined at the Pre-Construction Conference.

The hose shall be accessible from the top of the open basket and secured in the basket
with nylon straps. The basket shall be properly reinforced from the underside to prevent
flexing or vibration and be provided with drain holes and rubber matting on the floor.

FRONT TOWING RECEIVER

A 2” square towing receiver shall be mounted below the front bumper equipped with an
insert with a 3” diameter towing eye. The receiver shall be designed not to interfere with
the required angle of approach.

APPARATUS BODY:

All sheet metal (except where otherwise specified) used in fabricating the buildup shall
be aluminum 5052-H32. All exterior aluminum used in fabrication shall be Tread Brite
Alloy # 3003H14. The entire body shall be welded. NO EXCEPTIONS.

100% bolt together construction is not acceptable. NO EXCEPTIONS.

The body assembly shall be independently fastened to the truck chassis by means of
cradle and four brackets. These brackets shall be spring loaded shock assemblies, one
set shall be attached to the forward portion of the left and right body longitudinal sills
and the truck frame and the other set shall be attached to the rear portion of the left and
right body longitudinal sills and the truck frame, the upper bracket shall be welded to the
sills and each lower bracket shall be bolted to the truck frame with two 1/2” grade eight
bolts, washers and self locking nuts. The spring mounting assembly shall utilize a 5/8”
grade eight bolt, washers and self locking nuts, the threaded end of the bolt shall be
cross drilled to Accept a cotter pin. The fabricated spring assembly mounting brackets
shall be manufactured from a minimum of .25” stainless steel plate and have all seams
or joints welded on both sides. A full length 3” x 1” x 80 shore rubber filler strip is
required between the longitudinal sills and the top of the truck frame to maintain 15" of
minimum loaded clearance between the ground and the lowest under body
compartment. The filler strips (bonded to the rubber) shall be welded to the body
longitudinal tubing.

STRUCTURAL BODY WARRANTY:

The primary body structure and pump module shall be warranted against leaks, defects
in materials or workmanship and structural failure for a period of 10 years commencing
with the in-service date of the apparatus. A full warranty statement shall be included
with the bid proposal.

COMPARTMENTATION:

Aluminum storage compartments each side. All sizes are considered minimal and will
be finalized at the Pre-Construction Conference using all available space.

Passenger Side Interior Compartment Dimensions:

Compartment Opposite Pump Panel: 28 ½” W x 17” D x 39 ½” H

Compartment Over Rear Wheels: 53.5” W x 22” D x 24” H against the back wall, 30”
high in the area in front of the hard suction compartment.

Compartment Behind Rear Wheels: 27.5 “ W x 22” D x 39” H against the back wall, 42”
high in the area in front of the hard suction compartment.

Driver Side Interior Compartment Sizes:

Compartment Over Rear Wheels: 53 1/2" W x 21” H x 22” D

Compartment Behind Rear Wheels: 27 1/2" W x 42” H x 22” D

Rear Interior Compartment Sizes:

Rear compartment size: 50” W x 37” H x 27” D.

The top of the compartment will be constructed with bright aluminum treadplate. All
screws and bolts which protrude into a compartment will have acorn nuts on the ends to
prevent injury.

Rear panels will be constructed of smooth aluminum.

Bottom edge of the side compartments will be trimmed with stainless steel 304 #2 finish.
Trim will be 2.00" high with a 1.00" flange turned inward for rigidity.

The trim will not be an integral part of the body construction, which allows replacement
in the event of damage.

COMPARTMENT VENTS:

All body compartments shall have adjustable vents capable of being closed with a
single screw adjustment. Vent covers shall be stainless steel.

PUMP MODULE:

The pump panel/auxiliary pump module sub frame shall be a self supported structure
mounted independently from the main body and apparatus cab. The design must allow
for frame deflection without imposing stress on the pump panel structure or side running
boards. The module shall be fixed mounted to the chassis frame rails. No floating
module mounts are acceptable. The module shall be a welded frame utilizing structural
stainless steel or structural aluminum components properly braced to withstand the
rigors of off road operations.

NO EXCEPTIONS TO ANY OF THESE REQUIREMENTS.

PUMP PANELS:

One (1) brushed 14 gauge T304L polished stainless steel pump control panel shall be
fabricated and installed on the left side of the apparatus and connected with gauges,
valves, switches, lights, and fittings shall be attached using stainless steel fasteners.

The left pump panel size shall be approximately 29" wide X 37" high. The pump
operators control panel shall be located on the left side of the apparatus and feature a
full width hinged gauge access panel. The lower portion of the pump panel
encompassing the discharge and suction valves shall have escutcheon plates. NO
EXCEPTIONS TO THIS REQUIREMENT.

The left side pump panel shall be designed to be completely removable for easy access
and servicing of valves, plumbing or related pump components.

Pump panel escutcheon plates shall be fabricated from the same material as the pump
panels shall be provided around each discharge and suction intake valves. The trim
plates shall be designed to allow accessibility to the respective valve for service or
repairs.

Left side pump panel and the right side area below the compartment shall have a 6"
deep by panel width running board manufactured of aluminum or stainless steel grip
strut.

300 GALLON POLY WATER TANK:

The tanks shall be constructed out of ½” thick, black PROTECTION SERIES III, gloss
black co-polymer polypropylene. The PROTECTION SERIES III polypropylene is a non-
corrosive; U.V. stabilized thermo-plastic developed by Plas-Mac, Inc or equal for
exceptional impact strength with welding rod to match. The tank shall be designed to be
completely independent of the truck body and compartments and shall be equipped with
removable lifting eyes. The tank top, bottom, sides and ends shall be welded inside and
outside using a microprocessor-controlled extrusion welding process. This process
insures 100% weld penetration through the thickness of the plastic for maximum
strength and durability.
All exposed edges on the tank and fill tower will be rounded off to a 1/4" radius. The
baffles (swash partitions) shall be made out of 3/8" natural PROTECTION SERIES III
polypropylene. They are designed to permit maximum airflow throughout the tank. They
are designed to permit a minimum 500-gpm-water flow rate. The unique design of the
baffles allows the tank to twist and flex with the truck adding to the integrity and
durability of the tank. The baffles are interlocking with each other. The baffles are
welded to each other as well as to the tank sides, ends, and bottom of the tank. The
baffles are internally connected to the top of the tank. This will keep the tank top ridged
when fast filling. The top of the tank shall be smooth with the exception of the lifting
eyes. The lifting eyes are threaded into polypropylene dowels, which are flush with the
top of the tank. The dowels are bolted to the baffles with stainless steel bolts and are
designed to meet a minimum 3-1-safety factor.
The tank shall have a manual fill tower with a stainless steel strainer basket. The fill
tower shall have a hinged cover with a built in vent. The fill tower shall be constructed of
1/2" PROTECTION SERIES III polypropylene.

The tank assembly shall be independently fastened to the truck chassis by means of
cradle and six clips / brackets.

The tank shall be mounted in a fabricated stainless steel base. The base shall consist of
an angle iron, 3" x 3" x 1/4", fabricated such that it supports the entire perimeter of the
bottom of the tank. Also the base should prevent side-to-side and front-to-back
movement of the tank. The tank shall have room inside the frame to allow for thermal
expansion. * The base shall have crossmembers of 4" x 2" x 1/4" channel iron set on
12" centers. The truck frame may serve as part of the base as long as the previous
requirements are met. The base shall be padded with rubber 1/4" x as wide as the
crossmembers and a 60D to 65D hardness. The rubber shall be glued to the
crossmembers with an adhesive. A truck with a "flat bed" may be used. Angle iron shall
be bolted to the frame in such a way to prevent side-to-side and front-to-back
movement. The bed shall be padded with rubber strips, as previously described,
supporting the entire perimeter of the tank. The rubber strips shall be laid crossways on
12" centers and glued to the bed. The tank shall have a hold-down. The hold-down may
an angle iron bolted above the top of the tank and padded with rubber to prevent
vertical tank movement. The hold-down may be a 2" x 1/4" steel strap bolted to rear of
the base, extending up the rear of the tank to the top, across the top to the front and
then down to the base and bolted. The straps shall be padded with rubber. The straps
must be snug but not tight leaving room for thermal expansion.

FOAM CELL 20 GALLONS:

A 20 gallon foam cell shall be provided in the water tank with fill tower.

COMPARTMENT DOOR CONSTRUCTION:

Compartment doors shall be fully enclosed double pan style with covered access to the
compartment latch and be fabricated from 1/8" aluminum outer panel and 1/8” orbital
sanded removable aluminum inner panel fastened to the inner door frame with phillips
or torx head stainless steel counter sunk machine screws.

A hat section for additional strength and to ensure that all doors remain flat shall be
installed between the panels on all large compartment doors.

All compartment doors shall be flush fitting in design with heavy duty polished stainless
steel continuous type hinges, 1/4" pins and 1" joint length. The hinges shall be attached
to the doors and compartment jambs using stainless steel bolts.

All compartment doors must be designed to ensure that no binding occurs while
opening or closing when the apparatus is in a stressed off road environment.

On single vertically hinged doors, the doors shall be hinged on the forward jamb unless
otherwise specified. All polished stainless steel hinges and door handles shall not be
painted. There shall be a polished stainless steel drip rail installed above all
compartments.

All vertically hinged doors shall have over center door stays located in the upper jamb
area. Cleveland model # 2395AA double spring chrome plated door stays. Horizontally
hinged doors shall use gas shocks.

All compartment door seals shall be an automotive closed cell door seal that will ensure
a watertight compartment. Norton V510 Series closed cell (or equal)

Rubber bumpers shall be installed on all surfaces where compartment doors may
contact other surfaces when opened.

DOOR LATCHES:

The compartment door latches shall be removable, flush mounted, polished stainless
steel, cup style with retractable “D” ring handles. The latches shall be rotary style,
lockable, keyed alike, slam style with an adjustable striker. The blank door in a double
door configuration shall be provided with an internal two (2) point slam latch. Eberhard
# 206 (or equal).

Dissimilar metal insulating gaskets shall be placed between the door handles and outer
door panels to prevent any electrolytic reaction between dissimilar metals to protect
painted surfaces.

The latch and striker assembly must be of a style that must keep the compartment
doors from springing open while operating over rough terrain.

ADJUSTABLE SHELVES:

Nine (9) adjustable shelves made of 125 aluminum with a DA finish shall be provided.
Locations of these shelves to be determined at the Pre-Construction Conference.

SLIDEOUT TRAY:

One (1) 300 lb. capacity lock in/lock out slideout tray shall be provided in the rear
compartment above the tailboard.

SCBA BOTTLE TUBES IN WHEELWELL:

Three (3) SCBA tubes with Cast Products latching door shall be provided in the body
wheelwell area.

FLOOR TILES:

Floor tiles shall be provided for all compartment floors without trays and all shelves.
Color to be black.

APPARATUS HOSEBEDS:

Two (2) each main hose storage compartments will be fabricated and installed on either
side of the upper ladder storage compartment. The left hosebed shall be 55 3/4" long x
10" wide x 10" high. The right hosebed shall be 55 3/4” long x 19 3/4” wide x 10” high.
An aluminum hose rack shall be installed in each hose bed compartment floor using
fabricated aluminum slats.

HOSEBED COVERS:

Two (2) separate aluminum tread plate hosebed covers shall be installed, (.125 ST
aluminum alloy diamond plate) reinforced with a 3" X 1 ½" X .125 ST aluminum alloy hat
section. The covers shall be hinged on the outboard side using full length polished
stainless steel hinges with a minimum ¼” pin and 1" node length and installed with
acorn nuts and bolts.

The hosebed covers shall have full width grab rails and (2) sets of positively latched
hosebed hold-opens. NO EXCEPTIONS TO THIS REQUIREMENT.

End skirts, straps, and quick release thumb spring buckles will be installed on the hose
bed covers. Astrup # 207668 cadmium plated buckles and nylon tie down straps shall
be attached to the end skirts. The use of rubber coated hooks and footman loops will
secure the end skirts/bed covers to the main body.

HARD SUCTION STORAGE COMPARTMENT:

3” hard suction compartment shall be sectioned into the upper rear corner of left side
compartments. Access shall be gained at the rear of the body through single horizontal
hinged stainless steel door with single thumb latch locks. Compartment will be sized to
accommodate (2) 3” Kochek rocker lug hard suction hoses with 2 1/2" couplings.

ADJUSTABLE HOSEBED DIVIDER:

An adjustable hose bed divider shall be installed in the right hosebed. The
divider shall be bolted to two (2) uni-strut channels mounted on the hose bed
floor. Bolt ends or other sharp projection extending into the hose compartment
which may interfere with, or damage hose is not acceptable. The divider shall be
manufactured from brushed aluminum and the outside edges will be fabricated
with a double break flange with welded corners.

ACCESS HANDRAILS:

Access handrails shall be provided at each position where steps for climbing are
located. The handrails shall be constructed of slip resistant, non-corrosive material.
Access handrails shall comply with NFPA # 1901 & # 1906 standards. The exact
location of the handrails shall be determined at the Pre-Construction conference.

REAR STEPS:

There shall be six (6) Cast Products # SP2011 aluminum rear steps to allow access to
the hosebed. These steps shall feature a designed in grab handle to supplement the
NFPA required access rails. Exact locations to be determined at the Pre-Construction
Conference.

REAR STEP BUMPER:

Rear step will be 10 GA brushed stainless steel with inlayed aluminum grip tread full
width x 12" deep with tapered ends, stand off type. An additional swing up step shall be
incorporated below the bumper step utilizing the same materials. It shall be 35" wide
and fully removable with pins to allow for better towing. NO EXCEPTIONS.

I-ZONE BRACKETS:

There shall be two (2) easily removable I-Zone brackets designed into the rear hose
bed area, one on each side. The exact design and mounting location shall be
discussed at the Pre-Construction Conference.

REAR TRAILER HITCH/PLUG:

A trailer hitch for towing up to a 9,900 lb. capacity trailer with 7 wire plug shall be
provided. A 12 volt hot lead and trailer brake circuit with controller shall be provided.

HALE CROSSMOUNT FIRE PUMP:

The pump and drive unit will be a cross-mount configuration utilizing a Hale HPX350-
DB34 pump.

Flooded suction performance:

350 GPM @ 50 PSI
150 GPM @ 150 PSI
 50 GPM @ 2000 PSI

The engine is a Briggs and Stratton DM950DT four cycle, water-cooled diesel engine,
spin on oil filter, and dry type with cyclone pre-cleaner. This will be hooked to the
chassis fuel system with a disconnect for service. Hour meter for the pump engine shall
be provided. A mechanical vernier throttle shall be provided at the left side pump panel.
Dual controls shall be provided, one in the cab and one set on the pump panel.

Pump will be wired to the chassis electrical system through the battery shut off switch in
the cab, and a quick disconnect in the cargo area for removal of skid unit.

The Manufacturer is to warrant the complete unit to be free from defects in materials
and workmanship under normal use and service for a period of two (2) years from date
the unit is placed in service, and agrees to make good at their factory any part thereof,
including attached equipment and trade accessories.

The pump shall be a single stage, centrifugal type, designed for use in the fire service.
It shall be designed so repairs can be made by replacement of normal repair parts, i.e.,
seals, bearings, impeller and wear rings. The impeller and wear rings shall be made of
bronze material. The pump pressure shall be tested to a minimum of 600 psi. The
impeller shaft seal shall be mechanical, self-adjusting type.

The contractor will furnish all gauges, piping, suction, discharge, pressure relief valve,
primer pump, unions, hose fittings, and pump controls necessary to make the entire fire
pump operational in compliance with NFPA #1901 and #1906 (as applicable) latest
editions.

NOMENCLATURE PLATES:

Metal, individual nomenclature plates approximately 5/8" X 3" shall readily identify all
switches, valves, and controls. The lettering shall be deeply etched, black enamel paint
filled and shall describe the function of all pump panel controls and switches. The
plates shall be attached with stainless steel nylock nuts and machine screws. Plastic
I.D. plates, rivets, adhesive backed plates, and/or self-tapping screws are unacceptable.
NO EXCEPTIONS TO THIS REQUIREMENT.

PRIMER PUMP:

An electrically driven, oil-less primer pump shall be provided. Primer actuation buttons
to be provided in the cab and on the left side pump panel.

CLASS 1 PRESSURE GAUGES:
All pressure gauges for the water pumping system shall be dry 0-400 PSI Class 1
gauges.
Two (2) 3 ½" diameter gauges shall be mounted on the pump operators panel to reflect
pump intake and discharge pressure and shall be properly labeled to their function.

Two (2) 2 ½” diameter gauges shall be supplied for the auxiliary pump. One (1) shall be
mounted on the pump operators panel and one (1) shall be mounted inside the cab
within clear view of the vehicle operators position and shall be properly labeled as to
their function. The in-cab gauge shall be an LED back lighted style gauge, red in color.
The light shall be controlled by the auxiliary pump ignition switch and both gauges shall
be properly labeled as to their function.

All pump pressure gauges shall be plumbed with Aeroquip hose with crimped stainless
steel fittings and swivels at both ends.

CLASS 1 WATER TANK LEVEL GAUGES:

The apparatus shall be equipped with a Class 1 Tank Level Gauge for indicating water
level. The Tank Level Gauge shall indicate the liquid level on an easy to read display
and show LED increments of ¼ of a tank on the left side pump panel. A second gauge
shall be mounted on the cab console. A third gauge shall be mounted on the rights side
of the body. Exact locations to be determined at the Pre-Construction Conference.

Each tank level gauge system shall include:

•    A pressure transducer that is mounted on the outside of the tank in an easily
    accessible area. Transducer shall have a ball valve below the transducer plumbing
    to allow flushing of contaminants. Must be accessible from side of body.

•    A super bright LED display with a visual alarm at 1/4 of a tank. The display shall
    also provide an output to activate an audible alarm or secondary visual alarm at 1/4
    of a tank.

•   A set of weather resistant connectors to connect to the digital display, to the
    pressure transducer and to the apparatus power.


PLUMBING SYSTEM REQUIREMENTS:

Where vibration or chassis flexing may damage or loosen plumbing or plumbing exiting
the pump enclosure, victaulic plumbing connections shall be utilized to facilitate
maintenance. Victaulic couplings shall also be located as close as possible to each
pump suction inlet and discharge outlet to facilitate removal of the pump(s). Threaded
piping systems except where plumbing is directly attached to the fire pump are not
acceptable.

The manifolds shall be designed with victaulic couplings to facilitate manifold/pump or
valve removal and shall also meet all NFPA pressure requirements. In order to minimize
friction loss, sweep type elbows shall be utilized. Threaded schedule 40 (pipe thread)
T304L stainless steel manifolds will be utilized for plumbing directly attached to the fire
pump.

All rigid plumbing shall be schedule 10 welded T304L Stainless Steel.

All flexible discharge lines other than in the suction plumbing shall be Aeroquip, with a
minimum of 300 psi working pressure and 1200 psi burst pressure, using full flow
stainless steel couplings/fittings.

All plumbing for the 1 1/2" discharge valves shall be 1 1/2" pipe or Aeroquip hydraulic
hose.

All intake and discharge plumbing must meet the construction requirements of NFPA #
1901.

STAINLESS STEEL PLUMBING WARRANTY:

All stainless steel plumbing shall be warranted against leaks, defects in materials,
workmanship or structural failure for a period of 10 years commencing with the in-
service date of the apparatus.

AKRON VALVES:

All valves shall be Akron 8800 series self-locking valves. NO EXCEPTIONS TO THIS
REQUIREMENT.

All 1" or larger in-line suction and discharge valves shall be full flow, one quarter turn
drop out style ball valves to simplify servicing and be of the same manufacturer.

All valves shall be controlled at the valve except where noted and be properly labeled
as to their function.

All valve end caps shall be chrome plated brass and of the same manufacturer as the
valves. Add-on reducers or adapters of another manufacturer are not acceptable.

The shutoff positions of the handles are to be 90 degrees to the flow of water. If not 90
degrees, the handle position needs to be labeled “open” and “closed”.
All exposed valve handles will be chrome and all 2 ½" discharge outlets shall be chrome
plated with a minimum of 30 degree discharge elbows.

Suction valve inlets, discharge valve outlets or their control features shall not extend
beyond the exterior body sides of the apparatus. All valve bodies shall be behind the
pump panels. NO EXCEPTIONS TO THIS REQUIRMENT.

TANK TO PUMP VALVE:

The 2 1/2" booster tank to main pump line shall have a quarter turn, full flow ball valve.
The tank suction valve shall be controlled by a t-handle control at the left side pump
panel. The control shall be located on the left pump panel, properly labeled as its
function.

A 2 1/2" stainless steel Techno Check one way full flow check valve shall be provided in
the tank suction line to prevent back flow to the tank.
Valve shall be “on when in”.

2 ½” LEFT SIDE SUCTION:

One (1) gated full flow suction quarter turn valves with twist lock handle, 2 ½” NH
female swivel, with chrome plug and chain with removable screens shall be provided on

left pump panel. The valve shall be recess mounted behind the pump panel. If the
gated suction intake valves location on the pump panel is higher than the top of the
frame rail, chrome 30 degree inlets with 2 ½" NH female swivels shall be supplied. A
Class 1 3/4" bleeder valve shall be provided on the pump panel.

1 1/2" TANK FILLER VALVE:

A tank filler line shall be provided from the discharge side of the pump and plumbed to
the top of the tank. The plumbing shall be 1 1/2" with a 1 1/2" quarter turn full flow ball
valve, controlled at the left pump panel by a twist lock push/pull T-handle and linkage.

1 1/2" LEFT PUMP PANEL TANK FILL:

A direct tank filler valve shall be provided and plumbed to the left side pump panel. The
plumbing shall be 1 1/2" with a 1 1/2" quarter turn full flow ball valve, controlled at the
valve with a chrome plated 1 ½" NH female swivel, screen, plug and chain.

1 1/2" TANK DRAIN

A 1 ½” drain valve shall be provided in the tank sump for flushing of the booster tank.

1 ½” LEFT SIDE DISCHARGE:

One (1) 1 ½” quarter turn full flow self-locking ball valve shall be provided on the left
side pump panel. Discharge shall have 1 ½" NH male threads with chrome outlet,
chrome cap and chain. Valve shall be recessed behind the pump panel.

FRONT JUMPLINE DISCHARGE:

One (1) 1 1/2" self-locking quarter turn full flow ball valves with 90 degree swivels, 1 ½"
NH male threads shall be provided. Discharge shall be fed from a single 1 1/2” supply
line consisting of hydraulic hose and fittings. The valve and plumbing location for the
front jumpline shall be determined at the Pre-Construction Conference.

LEFT REAR 1 1/2" DISCHARGE:

One (1) 1 1/2" quarter turn locally controlled full flow ball valve with 1 ½" NH male
threads and chrome cap and chain shall be provided. The valve and plumbing shall be
located in the hosebed on the left side.

PUMP PANEL CROSSLAY MODULE:

A stainless steel crosslay module shall be mounted on top of the main pump panel. The
total area will measure 72”L x 29”W x 15”H. Two (2) adjustable dividers shall be
provided in the crosslay.

Two (2) 1½” male NH chicksan swivels to allow the bed hose lay to be pulled to either
the left or right side shall be provided. Valves and plumbing to be 1½”. Valves shall be

push-pull controlled from the left side pump panel.

The crosslay module will be provided with hinged aluminum diamondette full width
cover and end covers complete with end skirts, straps, and quick release buckles.

HOSE REEL:

One (1) aluminum Hannay F4024-17-18 electric rewind hose reel with a 1” ¼ turn ball
shut-off valve, brakes, ½ hp high torque motor, circuit protection, constant duty relay
and 1” NPSH hose fittings shall be supplied. The hose reel is to be installed in the
center of the apparatus forward of the ladder compartment. The hose reel shall be of
the size to carry 100 feet of ¾” hardline along with two horizontal and two vertical
chrome fairlead rollers on both sides of the reel. The top and bottom horizontal rollers
shall be backed up with a 5/16” steel rod to prevent the roller mounts from spreading.
Two push button rewind buttons shall be located at the left and right body wheel wells.


BACK PUMP FILLER VALVE:

Class 1 ¾”, quarter turn ball valve with chrome T-handle shall be supplied and labeled
“Back Pump Filler”. The valve shall be installed on the left front side of the pump panel
with the discharge hose terminating at the outside of the apparatus body. The valve
plumbing shall be ¾” I.D. Aeroquip type hose with swivel fittings properly routed and
clamped from the tank sump to the filler valve.

FOAMPRO FOAM SYSTEM:

A FoamPro Model 1600 direct injection foam proportioning system shall be provided
and installed as per the manufacturers installation guidelines. The system shall be
plumbed to direct Class A foam concentrate to all 2" discharges and the hose reel. The
foam pump operating controls and shall be located in the cab and be properly labeled.
NO EXCEPTIONS

General Foam System Requirements

       1)   The foam pump shall be 12 volt, 1/3rd hp with a rated capacity of 1.7
            gpm at 200 psi and a maximum operating pressure of 400 psi.
       2)   Must maintain accurate proportion and injection rate over a water
            discharge range of 5 to 250 psi.
       3)   All fittings and connections shall be stainless steel or brass.
       4)   All hose shall be high pressure hydraulic. (Aeroquip or equal)
       5)   The wiring harness, pump switches and controls and etc. shall be
             sealed and protected from contaminates.
       6)   Capable of continuous operation in wet and dusty environments.
       7)   Proportioning rate shall be adjustable from 0.1% to 1.0%.
       8)   Electronic flow sensing and controls.

       9) A 2" full flow, high pressure 400 psi, spring closing check valve
          installed upstream of the injection port to prevent foam from back-filling into
          the pump or plumbing.
      10) A manual drain valve shall be provided at the lowest point of the
          concentrate storage tank. The drain line shall be piped to drain
          directly beneath the apparatus without contacting any part of the
           apparatus or components.
      11) A strainer in the foam concentrate supply line between the foam
           concentrate tank and the foam pump.
      12) Pump shall be actuated off of the diesel auxiliary pump engine.


FOAM TRANSFER SYSTEM:

The foam system shall incorporate a pre-plumbed transfer system Fire Foam
Equipment, model # FT-500, that enables the operator to re-fill the on-board foam tank
from ground level with “Class A” foam. The transfer system controls shall be properly
labeled and mounted on the left pump operators panel incorporating a stainless steel
quick disconnect fill wand with an 8" filler hose. The transfer pump shall be 12 volt,
5 gpm with auto shut-off and momentary switch. Pump shall utilize pipe fitting inlet and
outlet, non-swivel. All materials must be compatible with FSF and AFFF fire fighting
chemicals that require 1.0% or less foam concentrate. The pump, wiring harness, all
switches and controls shall be sealed and capable of operating in wet or dusty
environments at temperatures from 0 to 200 degrees. All hoses shall be Aeroquip type
with stainless steel or brass fittings.

FOAM TANK DRAIN VALVE:

A ¾” brass or stainless steel foam tank drain valve and hose shall be provided to
completely drain and flush the foam tank. The Aeroquip drain hose shall terminate
below the left pump panel and have brass or stainless steel swivel fittings at the tank
and drain valve to facilitate valve and/or tank removal. The T-handle drain valve shall
be located on the lower side of the left pump panel and be properly labeled.

ELECTRICAL SYSTEM:

All wiring shall be “Crosslink Polyethylene” that meets SAE J1128 type SXL, function
coded every 3 inches and of a gauge that is rated to carry 125% of the maximum
current for which the circuit is projected.

All wiring shall be loomed, grommeted and routed the maximum distance possible away
from high heat sources, and properly clamped to the body or frame members to
preclude chafing on other components. Only insulated metal clamps are acceptable for
this service. Where holes are cut and or drilled for wiring, such holes will be smooth
edged and have grommets installed. All wiring within compartments must be protected
from internal load damage with removable aluminum covers. The apparatus wiring shall
be installed as per the vendor supplied wiring schematic.

The battery cables shall be AWG size 1/0 with crimped terminals and heat shrink tubing
(insulation) installed to protect the terminal ends. The batteries shall be connected in
the parallel with red shrink tubing protecting the positive terminals and a black shrink
tubing protecting the negative terminals.

All un-insulated terminals AWG size 0-4/0 (starter and battery) shall be square crimped
with a Roto Crimp tool (AMP Special Industries Roto Crimp Tool # 600850-1). The
crimp area and wire shall be sealed with heat shrink tubing to protect it from moisture
and strain relief. Soldered terminal and connectors are not acceptable. The batteries
shall be individually grounded to the truck frame.

The power (positive lead) cable shall connect to a frame mounted terminal block. A size
1/0 cable will connect the truck engine battery cable to a terminal block and another 1/0
cable will be routed from the primer motor to the terminal block. All other electrical load
(except starters and primers) shall be connected to the frame mounted terminal block
through a battery disconnect switch. Electric load cable shall be size 4 gauge.

One (1) pair of spare wiring shall be provided. One wire shall be 12 volt battery
switched and the other shall be 15 amp fused. The wiring shall be labeled as to their
function, coiled and located within the center console.

All body wiring shall be separate and distinct from the chassis wiring. A Class One
relay and circuit board (power distribution board) with three (3) cannon plugs, one each
for chassis, pump and body functions, shall be provided and mounted in the center cab
console under the right side lift out map box. A “Class One” 150 amp circuit breaker
shall be located between the master battery switch and the sub-panel. All terminals on
this panel shall be properly labeled and numbered with permanent, moisture and heat
resistant material. This board shall contain independently switching relays with
selectable input polarity. The relays shall be connected in the normally open or
normally closed position depending on application. Each relay will be protected by
circuit breakers. All terminal strips shall have protective covers.

A Kussmaul load manager shall be provided and installed with sequencing to be
determined at the Pre-Construction Conference.

One or more junction blocks or cannon plugs shall be provided with water tight seals to
allow for main body removal from the truck chassis.

“AMP” CP screw together electrical couplings shall be utilized in all wiring harnesses
are spliced or cut. Crimped butt connectors are not acceptable.

Only marine grade weather proof constant duty solenoids, relays and toggle switches
with screw terminals will be accepted, spade type terminals are unacceptable.

APPARATUS BODY LIGHTING:

The following LED body lighting shall be provided:

       •   Clearance Lights: Truck-Lite, rubber mounted
       •   Marker Lights: Truck-Lite, rubber mounted
       •   Rear License Plate Light: Arrow # 437
       •   Dietz # 8-75200 (red) reflectors

TRUCK-LITE STOP/TURN/BACKUP LIGHTS:

Truck-Lite LED SS4050 red stop lights, Truck-Lite LED SS4050A turn signal lights, and
Truck-Lite 40204 halogen clear back up lights shall be provided. All lights shall be
rubber grommet mounted.

LICENSE PLATE INSTALLATION:

The license plate light and bracket shall be installed at the rear of the body.

PUMP PANEL LIGHTS:

The left and right pump panels shall be illuminated each with four (4) flush mounted
Truck-Lite incandescent halogen lights under a stainless steel hood/shield for night
illumination. The on/off switch shall be located on the left pump operators panel. The
center light on the left panel cluster shall illuminate upon main pump engagement.


LED COMPARTMENT LIGHTS:

LED lights in rigid plastic tube that protects the LED lights shall be provided for the
compartments. Lights shall be door activated when the door is opened. The lighting
shall be installed so as to fully illuminate the upper and lower section of all
compartments with shelves. The strip lighting must be protected from internal
compartment load damage. The compartment lighting shall be wired so that only the
light for the compartment that is opened will turn on.
Each compartment shall have (2) LED light assemblies. NO EXCEPTIONS TO THIS
REQUIREMENT.

GROUND LIGHTS:

Seven (7) incandescent rubber mounted ground illuminating lights shall be provided.
One (1) on each side between the cab doors, one (1) each below each pump panel, one
below each compartment behind the rear wheels, one below the front bumper, and one
(1) located at the rear step area. The lights shall all activate when the parking lights are
on and the transmission is in park.

OPEN COMPARTMENT WARNING:

A 2" diameter flashing red “Open Door” warning light, buzzer and label shall be installed
in the cab to the right of the steering column. The open door warning shall be wired to
all compartment doors with button type switches, stem style switches are not
acceptable. The buzzer and warning light shall activate when only the apparatus is in
gear.

REAR RUBBER FENDERS:

The rear fender wells 2” shall have a black rubber fender molding.

MAP LIGHT:

A Federal Littlite model # LF18ERB18" rheostat controlled map light shall be mounted in
a location to be determined at the Pre-Construction Conference.

HEADLIGHT FLASHER:

A headlight flasher (wig-wag), 90 FPM shall be provided. It shall be activated by the
master emergency light switch. Lights will deactivate when transmission is in park or
parking lights are on.

FEDERAL LEGEND 53" LED LIGHT BAR:

A Federal Legend 53” wide LED light bar with (4) corner LED’s, (4) forward facing LED
lights, and (2) forward clear takedown lights. Colors and exact configuration to be
determined at the Pre-Construction Conference.

OPTICOM EMITTER

A 3M Opticom emitter shall be provided in the light bar. The emitter shall be activated
when the master emergency light switch is on and shall cut out when the transmission is
placed in park.

FEDERAL IMPAXX LED WARNING LIGHT:

Two (2) Federal Impaxx LED warning lights with a red lens shall be installed on the front
of the cab. Exact locations to be determined at the Pre-Construction Conference.

FEDERAL IMPAXX LED WARNING LIGHTS:

Two (2) Federal Impaxx LED warning lights with a red lens shall be installed at the left
and edge of the front bumper as intersection lights. Exact locations to be determined at
the Pre-Construction Conference.

lower rear of the body, one (1) left and right. Exact locations to be determined at the
Pre-Construction Conference.


FEDERAL IMPAXX LED WARNING LIGHTS:

Four (4) Federal Impaxx LED warning lights shall be mounted at the upper sides of the
body at the rear, two (2) per side. Light colors and exact location to be determined at
the Pre-Construction Conference.

FEDERAL IMPAXX LED WARNING LIGHTS:

Four (4) Federal Impaxx LED warning lights shall be mounted at the upper sides of the
body at the rear, two (2) per side. Light colors and exact location to be determined at
the Pre-Construction Conference.

FEDERAL TOUCHMASTER ELECTRONIC SIREN:

A Federal UTMDELTA Touchmaster with progressive slide switch lighting control shall
be supplied and installed. Six (6) 20 amp auxiliary switches for controlling electrical
functions shall be provided on the siren. Controller will be mounted in the cab console.

Slide switching sequence shall be determined at the Pre-Construction Conference.

FEDERAL MS100 SIREN SPEAKER:

A Federal MS100 siren speaker shall be installed behind the front bumper with exact
location to be determined at the Pre-Construction Conference.

KUSSMAUL BATTERY CHARGER:

A Kussmaul battery charger shall be provided and installed. Exact mounting location to
be determined at the Pre-Construction Conference.

KUSSMAUL 15 AMP AUTO EJECT:

A Kussmaul 15 amp Auto Eject plug shall be provided and wired to the battery charger.

ANTENNAE MOUNTS:

Two (2) antennae mounts with 15 of coaxial cable will mounted for customer supplied
and installed radios. All coaxial will terminate in the center console. Weatherproof caps
shall be provided for the mounts.

LIGHTWEIGHT HARD SUCTION HOSE:

Two (2) lengths of 3" Kochek lightweight hard suction hose with 2 1/2" rocker lug fittings
shall be provided in the hard suction compartments in the hosebed.

BARREL STRAINER:

A 3" barrel strainer with 2 1/2" fittings shall be provided.

LITTLE GIANT FOLDING LADDER

A Duo-Safety Little Giant ladder #17 Revolution XE will be supplied in the hosebed.

CHOCK BLOCKS

A set of (2) chock blocks with mounting brackets shall be installed in locations
determined at the Pre-Construction Conference.

PAINT REQUIREMENTS:

The completed apparatus will be subject to severe wildland use and accompanying
body abrasion. However, as a new vehicle, a high quality commercial finish is required
to provide the best possible foundation for finish maintenance and operator pride. All
visible exterior surface areas shall be free of grind marks, dents, peen marks, paint sag,
and/or unsightly workmanship when the finished vehicle is presented for acceptance.

When completed, all exterior painted surfaces of the entire main body will be finished to
be an exact color match of the OEMs commercially finished cab exterior. This includes
repainting surfaces (i.e. cab, chassis, etc.) that may have already received factory, OEM
or pre-delivery painting. All removable items will be painted separately to ensure finish
paint is behind the mounted items. All exterior mounted discharge valves shall be
painted body color.

The entire body structure shall be painted. Designs which only paint the compartment
doors are not acceptable. NO EXCEPTIONS TO THIS REQUIREMENT.

MATERIALS:

The highest quality, state of the art, low V.O.C. polyurethane finishing system shall be

utilized. (i.e. Sikkens, Dupont, PPG or equal). The finish coat will be applied in multiple
coats to ensure proper paint coverage with a high gloss finish.
Priming will be a two (2) stage process. First stage will be a coating with a two part
component, self etching and corrosion resistant primer to chemically bond the surface of
the metal for increased adhesion. Second stage will be multiple coats of a catalyzed,
two component polyurethane, primer-surfacer applied for leveling of small imperfections
and top coat sealing. Application shall be in strict accordance with the paint
manufacturer's instructions, including number of coats and dry mil thickness.

PREFINISH, BODY:

Upon completion of the body assembly, and prior to mounting of assembly on chassis,
underside shall be properly cleaned, primed and painted red. Glazing and primer
surfacer shall be used wherever necessary to provide a smooth surface.

PREFINISH PAINTING, CHASSIS AND UNDERCARRIAGE:

After the installation of the fire pump, tow hook, body hold-down brackets, pump
framing, fuel tank framing, and prior to the mounting of the body assembly, the entire
chassis, undercarriage and installed components shall be thoroughly cleaned (steam or
spray) to remove all oil, grease, loose paint, and dirt. All unpainted components and
plumbing will be cleaned, primed, and the entire undercarriage and all components
painted the specified red.

PREFINISH PAINTING, MISCELLANEOUS:

The chassis area and component parts that will be inaccessible for “finish” painting
when the completed vehicle is to be painted will be cleaned, primed, and painted the
specified red to match the existing fleet.

FINISH PAINTING, BODY ASSEMBLY:

The body assembly will be checked for proper filling of seams, glazing and filler as
required, thoroughly cleaned with surface cleaner to remove all grease, oil and other
foreign matter. The finish paint shall be applied in the exact sequence in accordance
with the paint manufacturer’s specifications.

POLY ARMOR COATINGS:

The body undercarriage, all compartment interiors, and the hosebed walls shall be
coated with a polyurethane coating. Zolotone or similar paint does not meet this
requirement. NO EXCEPTIONS.

All compartment interiors of the body shall have a gray Poly Armor lining, or equivalent.
Hosebed interiors shall have a red Poly Armor lining, or equivalent.
Body understructure will have a black Poly Armor lining, or equivalent.

REFLECTIVE STRIPING

A straight reflective stripe, with a minimum width of 4" shall be affixed to the perimeter of
the apparatus.

REAR CHEVRON STRIPING:

A minimum of 50% of the rear of the apparatus body shall be provided with red/yellow
chevron striping meeting NFPA 1901-2009 requirements. Exact striping configuration to
be determined at the Pre-Construction Conference.

LETTERING:

A complete set of proposal drawings prepared specifically for the bid specifications shall
be provided. Drawings of stock units or demonstrator apparatus is not acceptable. View
to include curbside, streetside, rear, and overhead view.

NO EXCEPTIONS TO ANY OF THESE REQUIREMENTS.

PRE-CONSTRUCTION CONFERENCE:

A Pre-Construction Conference of the proposed shall be held at the Santa Rosa F.D.

PRE-PAINT CONFERENCE:

A Pre-Paint Inspection for (2) Santa Rosa F.D. personnel shall be conducted at the
factory of the successful bidder. If the factory is located in excess of 250 miles from the
City of Santa Rosa, then air fare, meals, lodging, and transportation for the (2) Santa
Rosa F.D. personnel shall be provided by the successful bidder.

FINAL INSPECTION:

A Final Inspection for (2) Santa Rosa F.D. personnel shall be conducted at the factory
of the successful bidder. If the factory is located in excess of 250 miles from the City of
Santa Rosa, then air fare, meals, lodging, and transportation for the (2) Santa Rosa
F.D. personnel shall be provided by the successful bidder.

WARRANTY SERVICE:

The City of Santa Rosa Municipal Service Center shall be deemed an approved service
center for warranty and repairs in addition to any local service center used by the
successful bidder.

MANUALS

Repair manuals for engine, transmission, and major components, “as-built” wiring
diagrams, and parts manuals for build-up components shall be included.


                                  SPECIAL PROVISIONS


Illustrative and Technical Data: Seller shall submit with bid the complete current
illustrative and technical data on the proposed vehicle. Failure to render such data may
be considered sufficient reason to declare the bid non-responsive.

Replacement Parts: Replacement parts availability shall be a critical consideration in
the evaluation of this bid. The bidder shall maintain a stock of replacement parts for
each bid item, and shall be in a position to replace such part or parts as may be
required for a period consistent with the life of the vehicles. The type and location of the
supplier's parts service facility shall be provided with the bid submittal.

Dealer Preparation: Bid prices must include all necessary dealer preparation
applicable to the vehicles and destination delivery charges from the factory to the
dealer.

Dealer Registration: It shall be the responsibility of the successful bidder to:

       1. Provide the equipment, with Department of Motor Vehicles temporary
       operator’s permit, upon delivery of the completed unit.

       2. Furnish the City with the required proof of ownership for the vehicles.

       3. Apply to the Department of Motor Vehicles for exempt registration and license
       plates on behalf of the City for the equipment ordered.

       4. Provide the City with a copy of the completed vehicle weight certificate.
       Final acceptance of the vehicles for conformity with the specifications shall be
       made by the City's garage and purchasing staff on-site after delivery.

Manuals and Technical Information: The successful bidder shall provide to the City
the following technical information for each vehicle ordered.

       A. Maintenance and operation manuals covering the vehicles and all special
       equipment, parts and supplies purchased.

       B. Shop service manuals covering all vehicles components as purchased, to
       include engine, transmission and differentials.

       C. Parts lists giving service part numbers complete in every detail covering the
       vehicles purchased. (If Applicable)

       D. Factory diagnostic software for engine, transmission, ABS, and electronic
       components to include all leads, adapters and data cables to connect to
       computer.

Warranty: All material and workmanship herein specified, including all equipment
furnished by the successful bidder, shall be guaranteed to be free from defective
material or workmanship for the manufacturer's standard warranty period. Seller will be
required to furnish and install all parts and pay any additional expense to repair the unit
that has been affected by defective workmanship, equipment or material during this
period, at no cost to the City of Santa Rosa including transportation to and from
warranty site.

                                      GENERAL PROVISIONS

Bids: Discounts for prompt payment must be shown on bid, otherwise prices will be considered
net. Prompt payment discounts of less than 20 days following final acceptance of the
equipment/materials by the City will not be factored into the evaluation of bids. Unless prices
and all information requested are complete, bid may be disregarded and given no consideration.

This Invitation For Bids shall result in a firm, fixed price contract to purchase.

In case of default by the vendor, the City of Santa Rosa may procure the articles or services
from other sources and may deduct from any monies due, or that may thereafter become due to
the vendor, the difference between the price named in the contract or purchase order and actual
cost thereof to the City of Santa Rosa. Prices paid by the City shall be considered the prevailing
market price at the time such purchase is made. Periods of performance may be extended if
the facts as to the cause of delay justify such extension in the opinion of the Purchasing Agent.

All prices and bids must be in ink or typewritten. No pencil figures or erasures are permitted.
Mistakes may be crossed out and corrections inserted adjacent thereto and must be initialed in
ink by person signing the bid. All bids must be signed with the firm's name and by a responsible
officer or employee. Obligations assumed by such signature must be fulfilled.

Submission of Bids: Each bid must be submitted on the prescribed form in a sealed envelope
with a bid number, closing date and time on the outside. Each bid must be signed as indicated
above.

Information must be furnished complete in compliance with the terms, conditions, provisions and
specifications of the Invitation For Bids. The information requested and the manner of
submission are essential to permit prompt evaluation of all bids on a fair and uniform basis.
Accordingly, the City reserves the right to declare as non-responsive, and reject any bid in
which material information requested is not furnished or where indirect or incomplete answers or
information is provided.

Bids shall be for the total net price including all applicable taxes and charges, delivered F.O.B.,
City of Santa Rosa.

Bids and modifications or corrections thereof received after the closing time specified will not be
considered.

No telegraphic, telephone or facsimile of bids will be accepted.           If a photocopy is to be
submitted, it must be signed in original, in ink.

If you do not bid, return this Invitation For Bids and state reason; otherwise your name may be
removed from our mailing list.

Local Vendor Preference: A one percent (1%) preference shall be granted to local bidders. A
local bidder is defined as a business entity with its principal place of business located within the
city limits of the City of Santa Rosa. To qualify for the preference, local bidders must submit
proof of the address of its principal place of business and a copy of their current City Business
Tax Certificate. Proof of address is normally the address to which Purchase Orders or contracts
and payments will be sent. Copies of current City Business Tax Certificate must be submitted

with each bid for which a preference is claimed. The total amount of preference granted in a
single bid shall not exceed $5,000.00. Local preference only applies to the procurement of
material, supplies, equipment, or services, and will not apply to bids conducted cooperatively
with other public agencies nor when prohibited by the terms of a Federal, State or private grant
of funds.

All or Nothing Bids: If your bid is on an "all or nothing" basis, so state as indicated in the
Schedule beginning on Page 1 of this Invitation For Bids. If a seller elects to bid "all or none" as
a part of his bid, the City will be bound by that condition and will not accept bids on individual
items or group items for that bid. If the City awards to an "all or nothing" seller, that award shall
be for the proposal as a whole or no part thereof.

Other Agency “Piggy-Back” Procurements: Other municipalities, fire districts or public
agencies in Sonoma County may be interested in purchasing equipment as procured through
this solicitation. The seller is to indicate in the Schedule beginning on Page 5 of this Invitation
For Bids if pricing offered in this bid will be extended to other public agencies in this area not
later than ninety (90) days after award by the City of Santa Rosa. Any such "piggy-back"
awards will be made independently by each agency, and the City of Santa Rosa is not an agent,
partner or representative of these agencies and is not obligated or liable for any action of debts
that may arise out of such independently negotiated "piggy-back" procurements.

Delivery Charges: Delivery charges to the City of Santa Rosa shall be listed as a separate line
item where indicated in the Schedule beginning on Page 1 of this Invitation For Bids.

Delivery: The delivery date or term within which the proposed item(s) will be delivered shall be
stated in the space provided under Delivery Information. Failure by the successful seller to
notify the City of Santa Rosa immediately of any delivery beyond the stated date or terms is
cause for him to be held responsible for damages incurred as a result of an extended delivery
time.

All equipment/material, spare parts and supplies shall be delivered F.O.B. destination, delivery
charges prepaid and added, to the following location, unless otherwise indicated on the first
page of the Invitation For Bids:

Warranty: The seller shall state on the Required Data Section the terms and conditions of the
warranty being offered with the equipment bid.

It is understood by the sellers, and a condition of these specifications to which all sellers agree,
that the City will not issue complete acceptance until the above warranty is furnished to the City
by means of filing with the City Purchasing Agent.

In all purchases by the City of Santa Rosa, availability and accessibility of warranty service, and
service after warranty may be considered in determining the low seller. [NOTE: Refer to Special
Provisions Section and/or Minimum Specifications for any additional terms and conditions.]

Material and Equipment Specified by Name: Whenever any material or equipment is
specified by patent or proprietary name or by the name of the manufacturer, unless stated
differently, such specification shall be considered as if followed by the words "or acceptable
equal", whether or not such words appear. The seller may offer material or equipment with
equal or better qualities and performance in substitution for those specified which he considers
would be in the City's interest to accept. No verbal offers for substitution will be acknowledged
or considered from sellers, distributors, manufacturers or subcontractors. Any such offers shall
be made in writing to the Purchasing Agent for his consideration with the submission of the
proposal and the seller shall include sufficient data which, together with any other data the City
may require, will enable the City to assess the acceptability of the material or equipment. Such
acceptance by the City shall not relieve the seller from full responsibility from the efficiency and
quality and performance of the substitute material or equipment, in the same manner and
degree as the material and equipment specified by name.

It should be understood that specifying a brand name, components and/or equipment in these
specifications shall not relieve the seller from full responsibility to produce the products in
accordance with the performance warranty and contractual requirements. The seller is
responsible for notifying the City of any inappropriate brand name, component and/or equipment
that may be called for in the specifications, and to propose a suitable substitute for
consideration.

Materials and Workmanship: Materials used shall be of new and recent manufacture and
best quality.

Bid Postponement and Amendment: The City of Santa Rosa reserves the right to revise or
amend the specifications up to the time set for opening the bids. Such revisions and
amendments, if any, shall be announced by amendments to this solicitation. Copies of such
amendments shall be furnished to all prospective sellers. Prospective sellers are defined as
those sellers listed on the City's Invitation For Bids list for this material, or who have obtained
bid documents subsequent to the bid advertisement. If the revisions and amendments require
changes in quantities or prices proposed, or both, the date set for opening bids may be
postponed by such number of days as in the opinion of the City shall enable sellers to revise
their bids. In any case, the bid opening shall be at least five (5) working days after the last
amendment, and the amendment shall include an announcement of the new date, if applicable,
for the opening of bids.

Single Bid Response: If only one bid is received in response to the Invitation For Bids, a
detailed cost proposal may be requested of the single Seller. A cost/price analysis and
evaluation and/or audit may be performed of the cost proposal in order to determine if the price
is fair and reasonable.

Bid Withdrawal: After the bids are opened, bids may not be withdrawn for ninety (90) calendar
days. Prior to the date/time set for the bid opening, however, bids may be modified or
withdrawn by the Seller's authorized representative in person, or by written telegraphic notice. If
bids are modified or withdrawn in person, the authorized representative shall make his identity
known and shall sign a receipt for the bid. Written or telegraphic notices shall be received in the
office designated on Page No. 1 of this Invitation For Bids no later than the exact date/time for
the bid opening. A telegraphic modification or withdrawal received in the designated office by
telephone from the receiving telegraph office no later than the date/time set for the bid opening
shall be considered if such message is confirmed by a copy of the telegram.

Award: The City of Santa Rosa reserves the right to accept bids, award bids and/or not award
bids on individual items listed, on group items, or on the proposal as a whole; to reject any and
all bids, to waive any informality in the bids, and to accept the bid that appears from all
consideration to be for the best interest of the City of Santa Rosa.

In determining and evaluating the best bid, the prices will not necessarily be controlling, but
quality, equality, efficiency, utility, general terms, delivery, suitability of the equipment/material
offered, and the reputation of the equipment/material in general use will also be considered with
any other relevant factors. The Purchasing Agent shall be the sole judge in the determination of
these matters.

Notice of bid award, if bid be awarded, will be made within ninety (90) days of opening of bids to
the lowest responsive and responsible seller, whose bid proposal complies with all the
requirements in the Invitation For Bids. Receipt of the official Purchase Order of the City of
Santa Rosa covering the supplies, materials, equipment or services as described in the Bid will
indicate the award of the bid and a contract to purchase.

Order Acknowledgment: The successful seller, after receipt of a City of Santa Rosa Purchase
Order, shall be required to furnish the City Purchasing Agent, when made available, a copy of
the factory order acknowledgment or production date(s) for the equipment/material ordered.

Contract Administration: Except as otherwise specifically provided in this Invitation For Bids,
and the resulting Purchase Contract or Purchase Order, any notice, submittal or communication
required or permitted to be served on a party hereto, may be served by personal delivery to the
person or the office of the person identified. Service may also be made by mail, by placing a
notice, submittal or communication in an envelope with the proper first-class postage affixed
thereto and addressed as indicated, and depositing said envelope in the United States mail (see
Required Data Section).

Option to Increase Quantity of Ordered Units: The City reserves the right to increase the
quantity of ordered units shown on this Invitation For Bids by issuance on the original purchase
order or an additional purchase order not later than ninety (90) days after award of bid. The
successful seller agrees to furnish to the City the additional ordered units at the unit price
offered in this Bid.

Modification: The City of Santa Rosa, at any time prior to the delivery date specified on the
resulting Purchase Order or Purchase Contract, may issue a written order for any modifications.
Such modifications shall be the result of negotiation and agreement between both parties.

Oral change orders are not permitted. No change in this Invitation For Bids or resulting
Purchase Order or Purchase Contract shall be made unless the City of Santa Rosa gives its
prior written approval from the office of the Purchasing Agent. The Seller shall be liable for all
costs resulting from any unauthorized changes to the Invitation For Bids, Purchase Order or
Purchase Contract.

Termination of Contract to Purchase: If at any time, in the opinion of the City, upon
recommendation of the Purchasing Agent, 1) seller fails to conform to the requirements of this
contract; or 2) seller seeks relief under any law for the benefit of insolvents or is adjudicated
bankrupt; 3) any legal proceedings are commenced against seller which may interfere with the
performance of the contract; or 4) seller has failed to supply an adequate working force, or
material of proper quality, or has failed in any other respect to prosecute the work with the

diligence and force specified and intended in any by the terms of the contract, notice thereof in
writing may be served upon him, and should he neglect or refuse to provide means for a
satisfactory compliance with the contract as directed by the Purchasing Agent within the time
specified in such notice the City in any such case shall have the right and power, at its option
and without prejudice to any other right it may have, to terminate the contract. Any excess of
the cost arising there from will be charged against the seller and his sureties, who will be liable
thereof. In the event of such termination, all monies due the seller or retained under terms of
the contract shall be forfeited to the City; but such forfeiture will not release the seller or his
sureties from liability for failure to fulfill the contract.

Inspection: The City reserves the right and shall be at liberty to inspect all materials and
workmanship and shall have the right to reject all materials and workmanship which do not
conform to the equipment/material specification provided; however, the City is under no duty to
make such inspection. Should it be determined, after inspection that a conditional acceptance
exists and corrections are needed to bring the equipment/material up to the specifications of the
bid award, the City, for the purpose of earning the discount, may extend the date of complete
acceptance beyond the date of delivery.

Title: Title to the equipment/material shall pass to the City at the F.O.B. point designated under
Delivery, subject to the right of the City to reject upon inspection.

Acceptance and Payment: Acceptance shall be made at the time all equipment/material is
operational and in proper working order as determined by and to the satisfaction of the City of
Santa Rosa. Acceptance of the equipment/material shall be determined on the basis of
technical completeness, performance and adherence to the operational requirements and
functions of the specifications.

Payment will be scheduled within thirty (30) days upon complete delivery and acceptance of all
material/equipment and receipt of an original and one (1) copy of an invoice complying with the
terms and conditions of the award. The City reserves the right to withhold up to ten percent
(10%) of the purchase price in the event there is a conditional acceptance.

In connection with any discount for prompt payment specified on this Invitation For Bid, time will
be computed from the date of complete acceptance of the equipment/material, or from date
correct invoices are received in the City Finance Office, if the latter date is later than the date of
complete acceptance. For the purpose of earning the discount, payment is deemed to be made
on the date of mailing of the City warrant or check.

Non-compliance with any one of the following requirements shall constitute a conditional
acceptance:

       1. Adherence to the general construction and performance specifications.
       2. Reasonable opportunity for equipment/material inspection by City Purchasing
          Department.
       3. Receipt of manuals (if applicable).
       4. Receipt of warranty statement.

Assignment and Subcontracting: The seller shall not assign or subcontract the work, or any
part thereof, without the previous written consent of the City, nor shall he assign, by power of
attorney or otherwise, any of the money payable under this contract unless written consent of
the City has been obtained. No right under this contract, not claim for money due or to become

due hereunder shall be asserted against the City, or persons acting for the City, by reason of
any so-called assignment of this contract or any part thereof, unless such assignment has been
authorized by the written consent of the City. In case the seller is permitted to assign monies
due or to become due under this contract, the instrument of assignment shall contain a clause
subordinating the claim of the assignee to all prior liens for services rendered or materials
supplied for the performance of work.

Should any subcontractor fail to perform in a satisfactory manner the work undertaken by him,
his subcontract shall be immediately terminated by the seller upon notice from the City. The
seller shall be fully responsible and accountable to the City for the acts and omissions of his
subcontractors, and of persons directly or indirectly employed by them, as he is for the acts and
omissions of persons directly employed by him. Nothing contained in this contract shall create
any contractual relation between any subcontract and the City.

Indemnify and Hold Harmless Agreement: Seller agrees to accept responsibility for loss or
damage to any person or entity, and to defend, indemnify, hold harmless and release the City,
its officers, and employees, from actions, claims, damages, disabilities or the cost of litigation
that are asserted by any person or entity to the extent arising out of the negligent acts or
omissions or willful misconduct in the performance by the seller hereunder, whether or not there
is concurrent negligence on the part of the City, but excluding liability due to the active
negligence or willful misconduct of the City. This indemnification obligation is not limited in any
way by any limitation on the amount or type of damages or compensation payable to or for
seller or its agents, under workers’ compensation acts, disability benefits acts or other
employees' benefits acts.

Seller shall be liable to City for any loss of or damage to City property arising from seller's
negligence or willful misconduct.

Patents and Royalties: All costs involved in fees, royalties or claims for any patented
invention, article, process or method that may be used upon or in any manner connected with
the supply of this material shall be paid by the seller. Should the seller, his agent or employees
or any of them be enjoined from furnishing or using any invention, article, material or plans
supplied or required to be supplied or used under the contract, the seller shall promptly
substitute other articles, materials or appliances in lieu thereof equal finish, efficiency, quality,
suitability and market value, and satisfactory in all respects to the City. Or in the event that the
City elects, in lieu of such substitution, to have supplied and to retain and use any such
inventions, articles, materials or plans as may be required to be supplied the seller shall pay
such royalties and secure such valid licenses as may be requisite for the City, its officers,
agents, and employees, or any of them to use such invention, article, materials or appliances
without being disturbed or in any way interfered with by any proceeding in the law or equity on
account thereof. Should the seller neglect or refuse to make the substitution promptly or to pay
such royalties and secure such licenses as may be necessary, then in the event the City shall
have the right to make such substitution or the City may pay such royalties and secure such
licenses and charge the seller even though final payment under the contract may have been
made.

Federal and State Tax: Prices quoted shall not include Federal Excise Tax. California Sales
Tax of nine and one quarter percent (9.25%) will be paid in accordance with the contract
payment schedule.

Legality: If any provisions of this Invitation For Bids shall be held to be invalid, illegal or
unenforceable, the validity, legality and enforceability of the remaining provisions shall not in
any way be affected or impaired thereby.

California Law: This Invitation For Bids shall be governed according to the laws of the State of
California.

Compliance with Laws and Regulations: All materials, parts and equipment furnished
pursuant to these specifications shall be in compliance with the laws and regulations of the
State of California and OSHA. The seller shall, if requested by the City, supply certification and
evidence of such compliance.

Retention of Records: The seller shall be required to retain any records necessary to
document the charges for goods to be provided or services to be performed and make such
records available to the City for inspection at the City's request for a period of four (4) years.

Recycled Content, Recyclability:

A.   Recycled Content Preference: It is the City policy, whenever practicable, to purchase
     functional products which contain, in order of preference:

     1. the highest percentage of post-consumer recovered material available in the
     marketplace; and
     2. the highest percentage of secondary waste recovered material available in the market
     place.

B. Recyclability and Waste Reduction: In addition to the recovered material content of a
product, important criteria in selecting products shall also be:

     1. the ability of the product and its packaging to be reused, reconditioned for use, or
     recycled through existing recycling collection programs; and
     2. the volume and toxicity of waste and by-product a given product and its packaging
     generate in their manufacture, use, recycling, and disposal. Products and packaging
     designed to minimize waste and toxic by-products in their manufacture, use, recycling, and
     disposal shall be preferred.

C. Equipment Compatibility: Equipment purchased or rented by the City shall be compatible,
whenever practicable, with the use of recycled-content products.

D. Definitions: For the purposes of this general provision, a "recycled product" means all
materials, goods, and supplies, no less than 50% of the total weight of which consists of
secondary and post-consumer waste with not less than 10% of its total weight consisting of
weight consisting of post-consumer waste. "Post-consumer waste" means a finished material
which would normally be disposed of as solid waste, having completed its life cycle as a
consumer item, and does not include manufacturing waste. "Secondary waste" means
fragments of products or finished products of a manufacturing process which has converted a
virgin resource into a commodity of real economic value, and includes post-consumer waste,
but does not include excess virgin resources of the manufacturing process. [Source: California
