in the year. Checks will be returned after May 1.

2006-07 Financial Aid Decisions
Academic year awards will be made after grades for the spring term have been recorded.
Federal Satisfactory Academic Progress (SAP) requirements must be satisfied before aid
can be renewed. Decisions are generally available by mid June and will be posted on
my.american.edu.

Alert - 2006-07 Private/Supplemental Loans – Hold for Now
With introduction of the new federal Graduate PLUS loan we are recommending Grad
PLUS as the preferred loan for supplemental funding. Private (commercial) loans will
still be available and may continue to be best for some.
With Grad PLUS you will have -
the benefit of a fixed interest rate
the option of consolidating it with your other federal loans, and a
         less stringent credit requirement.
You must file a FAFSA to apply and a 3% origination fee reducing the amount disbursed
is charged - some lenders are offering paybacks.

The Grad PLUS is effective as of July 1. We are awaiting guidance from the Department
of Education on when processing can begin but expect full implementation by our
established private loan application deadline. Hold your application until you hear
further from us. It should be noted that this applies to loans for the academic year and
not to loans for the summer enrollment period. Summer borrowers will have to secure
supplemental funding through conventional private loan sources and are advised to
request “summer only” loan assistance. Check with the office for details. We will keep
you posted.

2006 – 2007 Grant Applicants - Reminder Notice
Verification Worksheet/Supplemental Information Forms and tax returns are due May 1.

Change in Loan Disbursements
Effective with summer, all financial aid will be posted directly to your student account.
Make sure your file requirements are satisfied in time to ensure quick refund and access
to money for living expenses.

                     ACADEMY ON HUMAN RIGHTS

ACADEMY ON HUMAN RIGHTS SUMMER PROGRAM: REGISTRATION
FOR WCL STUDENTS IS NOW OPEN!
WCL students can now register for the Summer Program of the Academy on Human
Rights and Humanitarian Law, which will take place May 30-June 16, 2006. There is
no application for WCL students – just register as you would for any other classes.

The Academy Summer Program is the only intensive, three week program in the world to
offer human rights courses in both English and Spanish. Every year the Academy hosts
over 25 visiting world-renowned scholars and activists who teach courses on topics
including regional human rights approaches; the United Nations; international criminal
tribunal; human rights and development; women’s rights; terrorism and human rights;
international humanitarian law; and much more. As a Graduate Certificate Program, the
program is open to lawyers, professionals in the human rights field, and law students,
who can earn up to seven credits toward their degree. This year’s program will take
place May 30-June 16, 2006. For more information on the Academy, including the
annual Human Rights Award competition and Human Rights Month, please visit our
website at http://www.wcl.american.edu/hracademy/summer.cfm contact Meredith Fox at
hracademy@wcl.american.edu, by phone at 202-274-4070.
SUMMER PROGRAM FACULTY HIGHLIGHT: LEO ZWAAK
Leo Zwaak is a Senior Researcher at the Netherlands Institute of Human Rights (SIM)
and University Lecturer, Utrecht University. Professor Zwaak is currently involved in
two projects: the Digest of Strasbourg Case-Law Relating to the European Convention on
Human Rights and the Council of Europe and Gross and Systematic Violations of Human
Rights in Europe: the Case of Turkey. The Digest project (in cooperation with Council of
Europe, Directorate of Human Rights; Professor P. van Dijk, co-editor) is designed to
meet the needs of all those who are required to be, or have an interest in becoming,
familiar with the case-law of the organs of the European Convention on Human Rights.
The present project is an up-date of a six-volume publication on the case-law of the
European Commission and Court of Human Rights, covering the period from 1955 to
1996. The Digest is regularly updated. The second project addresses the question of
whether the mechanisms under the European Convention on Human Rights will be
effective in case of gross and systematic violations of human rights. The case of Turkey
shows that the present mechanism lacks effectiveness when dealing with gross violations.
Professor Zwaak received his LLM from Utrecht University. Prof. Zwaak will be
teaching “European Human Rights Law” at the 2006 Academy Summer Program. It is
a two credit course and will be held May 30-June 16, 2006 from 2:30-4:20 pm. For more
details about this class and others during the Summer Program, please visit our website at
http://www.wcl.american.edu/humright/hracademy/courses.cfm.

IT’S NOT TOO LATE!
Many employers have recently contacted the Externship Office indicating that they are
looking for externs for the summer. To view these employers, please go to the Externship
Database, which is now searchable based on employers who have recently contacted us
looking for externs. Most employers do not contact us when opportunities are available.
Please do not limit yourself to those that have, or you will miss hundreds of
opportunities. Please contact the Externship Office for the database username and
password (different from OCS’s e-campus recruiter password!).

NEW Externship Opportunities:

unclassified discovery and prepare this case for trial. While not required, travel is
a possibility including trips to Guantanamo Bay. Based on the nature of this
particular case there may be an opportunity for students to serve as trial assistants

                          FACILITIES MANAGEMENT

As many of you know there is one elevator which serves the 3C level of the WCL garage.
This elevator is also the principle means for making deliveries and moving items back
and forth through the building. When being used in such a fashion the elevator is taken
“off-line” and is not accessible, which at times leaves people waiting on the 3C garage
level.

In order to reduce the wait time at the 3C level an intercom system has been installed
between 3C and the security desk. If the elevator button does not light up in 3C
(signifying that the elevator is off-line) the intercom can be used to contact security.
Security will locate the elevator as quickly as possible and send it to 3C. If the elevator
button on 3C lights up and stays lit the elevator is on its way.
We hope this service will facilitate those who use this elevator.

The Modern American
Call for Class Papers- The Modern American, WCL’s publication dedicated to diversity
and the law, is expanding to promote publication opportunities for WCL students.
Many law professors now require class papers instead of exams in complex theory
courses. The paper length requirements (10-45 pages double spaced including
footnotes) as well as the conversational tone and reader-friendly citations conform easily
to our publication standards. We believe that issues of race, gender, class, religion, and
sexuality are pervasive throughout all legal fields and we welcome class papers from all
classes so long as the scope of the paper includes an aspect of diversity.
We welcome and encourage diversity in ideology and politics. Submissions will be
considered for publication in the Fall 2006 issue or Spring 2007 issues. If your paper
covers a cutting edge issue confronting the African American community, we will also
consider your submission for publication in our special Summer 2006 issue dedicated to
the 10th Annual Sylvania Woods Conference on African Americans and the law.
For more information, please see our publication on the stands and check out our website
at http://wcl.american.edu/modernamerican/. Submissions should be emailed in Word
format to tma@wcl.american.edu.

Recruitment - The Modern American, WCL’s publication dedicated to diversity issues
and the law, is accepting applications for junior staff members, staff writers, articles
editors, a marketing editor, and a publication and design editor.
Applications are available on our website’s homepage at
http://wcl.american.edu/modernamerican/ and are due by Tuesday, April 18th at 6:00
pm (please note new application deadline). Completed applications can be emailed to
