Profile of IPK
The Inter-ethnic Project Kumanovo (IPK) is a local non-governmental organization that was formed in April 2003. IPK was initiated by IKV
(Peace organization from the Netherlands) and IPG (local NGO in Gostivar), to work on improvement of inter-ethnic relations in Kumanovo and
the region based on the experience of IPG as organization with same goals operating in the Municipality of Gostivar . Thanks to the support of
IPG and IKV, now IKV Pax Christi, as IPK strategic partners, IPK has been able to initiate projects that focus on a wide range of civil society
issues and inter-ethnic community building in the municipalities of Kumanovo and Lipkovo. IPK started to operate at a time when inter-ethnic
relations were at the bottom level as the first and unique organization in Kumanovo with the mission to promote inter-ethnic dialogue and peace
in a post conflict situation. IPK’s past achievements are connected to the strategic objectivities at that time, which were:
    - To establish a local association in the municipality of Kumanovo with the aim to encourage inter-ethnic dialogue and minority
        integration based on the experience of Inter-ethnic Project Gostivar (IPG)
    - To support financially and technically the implementation of local community inter-ethnic projects, mostly initiated by domestic Non-
        Governmental Organizations, with a focus on inter-ethnic dialogue in the municipality of Kumanovo.
    - To implement own projects with respect to inter-ethnic dialogue in the field of youth, media, inter-religious dialogue, education.
    - To strengthen the NGO community and encourage networking between all civil society actors of Kumanovo irrespective of ethnic
        background in order to sustain long-term inter-ethnic co-operation
IPK was known for supporting the local NGOs from Kumanovo in terms of funding and capacity building. IPK supported around 30 projects
from local NGOs that were tackling the issue of inter-ethnic dialogue: from women empowerment to supporting a centre for people with
handicap, and opening of a community library with literature on 5 local and 3 world languages, publishing the first and unique promotion
material about Kokino ancient observatory.
IPK trained around 150 young leaders/ high school students in the fields of journalism, project development and communication skills on the
training courses that were organized for them who were afterwards carrying out own initiatives. IPK supported Dutch interns for carrying out
researches in the Kumanovo and Lipkovo Municipality on the subjects: Segregation of Macedonian and Albanian youth communities by Pieter

people.

through participation of youth seminars in the country and abroad, where they represented IPK activities and improved their knowledge on
various topics
IPK’s biggest success is the setting up of the popular Time Out high schools magazine on 2 languages on a monthly basis as a tool to bridge the
divided schools in Kumanovo area. Other successful projects were: issuing brochure on religious objects and customs for the Orthodox and
Muslim religion, screening a documentary film
All different all equal” covering the opinions of the youth about education, politics, religion, sexuality, organizing workshops in secondary
schools about STDs, issuing of cross-border trilingual magazine Youth Bridges for the youth from Kumanovo, Gnjilane, Presevo and Trgoviste.
After 3 and half years of establishment, based on the past accomplishments from the projects and to the new situation in the society (political,
economic) IPK has adopted its goals, vision and mission, which resulted in this multi annual strategic plan. The inter-ethnic issue remains a core
value but will no longer be the priority issue. The conflict between the ethnicities is much reduced and institution development is the biggest
priority for Kumanovo. IPK will keep the main focus on youth activities and sustainable mechanisms that will provide valuable services for the
young citizens in Kumanovo

Vision
Inter-ethnic Project Kumanovo strives for a society where young citizens enjoy equal access to opportunities regardless of their ethnicity, have a
voice in their community, whose needs are addressed by the institutions that have a direct impact in their daily lives



Mission
IPK is a local non-governmental organization based in Kumanovo whose aim is to empower youth and to strengthen inter-ethnic cooperation. To
achieve this IPK work in and outside schools to prepare young people for the challenges of modern life offering schools support in developing
educational alternatives while providing youth with training, voluntary opportunities and assistance in advocating for their interests.


Values

The context for IPK’s 2007-2010 strategy

Macedonia and the situation of the young people in Macedonia

6 Years after the conflict in Macedonia in 2001 the ethnic tensions and violence on ethnic basis is reduced so we can say that the political
situation is stable. The most difficult challenge is still about to come. That is the reform of the institutions from bureaucratic to democratic and
from corruptive to transparent, with qualified administration, able to provide quality services to its citizens. The decentralization process brought
new and increased competencies to the local self government units as Macedonia was completely centralized in the past.

Unemployment and poverty levels in our country are still very high. According to figures from the state statistic, 36% were unemployed, and 22
per cent of the population lived below the poverty line according to the World Bank statistics.
In October 2006 Macedonia formally became a candidate country of the European Union (EU). [NB: Macedonia &EU didn’t open the talks yet.
Mac only became a candidate country. Opening of talks now depends on solving of current political problems.] However Macedonia has still a
long path to conduct the necessary reforms (juridical system, police, education, health care etc).

Under the term Youth in Republic of Macedonia a special socio-ethnical category of population is recognized at the age from 15-24 years old
which is especially vulnerable on the social and economic changes in the society and which represents basic development resource in the society.

Having in mind the consequences of the socio-economic crisis in Macedonia which stops the development process of an active and responsible
individual, under the term young in Republic of Macedonia will fit people at the age from 24-30 years old. Knowing the weak economic power
of the country, knowing that there are not many opportunities for employment the situation of the young people is not promising. Completed
high school or faculty education is not a guaranty that you will find a proper job (according to the statistic data 20 % at the age of 15-24 years
are unemployed). The number of young people who are leaving the country to find better opportunities abroad is increasing from year to year.
From the other side the potential in educated and dedicated young people is not used enough.

Being young and unemployed and living in Macedonia you do not fulfil the basic conditions to get a travel visa to the European countries. From
the one hand you are isolated in your own country and from the other you are at risk of labour exploitations from the other countries.
The overall situation has a great impact to prolong the period of dependence of the young people from their parents. As a result young people
stay long time with their parents even when they decide to get married and create own family. This affects the social relations and social life of
the family where the influence of the parents to the decisions of the young couple is big.

Kumanovo and youth in Kumanovo

Kumanovo is the fifth largest city in Macedonia. It has about 105 500 inhabitants and is located in the north of Macedonia. Kumanovo is
inhabited by many different ethnicities (60,43 % Macedonian, 25,87% Albanian, 4, 03% Roma, 8,59 % Serbs, 0,28 % Turks, 0,14 % Vlachos,
0,02 % Bosnians, 0,64 % others). The youth populations (young people till the age of 20) represent 1/3 of the population of Kumanovo. During
the conflict in 2001, the tensions rose high especially between the two biggest ethnic groups: the Macedonians and Albanians.
The result from the questionnaires in Kumanovo high schools show that 63 % of the Macedonians value the inter-ethnic relations as bad, while
more than 63 % of the Albanian respondents say that the inter-ethnic relations have improved. This shows that the youth population from the 2
biggest ethnic groups in Kumanovo value the situation from own standing point: while the Macedonians feel as victims of the Ohrid frame work
agreement the situation for the Albanians has significantly improved.
Young people in our municipality are very little organized. Even when they do organize themselves into non formal or formal groups they have
no voice in the community. The access to the public institutions is limited.

When it comes to the free time there are very little possibilities to spend it. The sport facilities are in a bad state and for years there have not
been investors in improving their condition. The schools are also struggling with paying for rents to the few sport facilities for their sport teams.
The result from the research shows that most of their free time they spend in city bars or just visiting each other or meeting on the streets. The
cultural activities organized by the Cultural centre have improved but the frequency of organizing different cultural events like theatre plays,
music events is not high. There is a serious need of improving of the spending of the free time of the youth population on organized way. ]

To come to the conclusion, IPK as an organization primarily targeting youth can contribute in improving some aspects of life of the youngsters:
within the education system, through providing opportunities for free time activities (camps, seminars and exchanges abroad) and to stimulate
the institutions to be more open for their needs of their youngest constituents. IPK can play an important role in stimulating the schools and other
existing actors to organize activities that will bring into contact the Macedonian and Albanian youth so they can learn about each other culture.
This is an important step to the creation of a stabile society where both groups at least will respect each other.


Education issue in Kumanovo

After 1991 and the independence of the country from the former Yugoslavia the Macedonian constitution granted the Albanians primary and
secondary education in their own language. The lessons were given in the same school buildings in separate classes (Macedonian and Albanian).
During the fighting around the city in 2001 the situation in the school became very polarized, with some incidents and protests from the
Albanian students who did not feel safe to continue with education in the same building with the Macedonian pupils. The government decided to
accommodate the Albanian classes from the four secondary schools in other buildings. The situation has normalized but instead of working on
reunion the government accomplished in practice the split up of the schools and the situation has not been changed since then. Although the
political situation is stable and the inter-ethnic relations are more stable, we can say that still they are not improved. The tendency of segregation
in all aspects of life has increased since almost there is no place where the two biggest ethnicities can meet each other. Kumanovo as multi-
ethnic city is clearly ethnically segregated in Macedonian east and Albanian west side so the inter-ethnic contact is very limited. The facilities

that the youth are visiting are mostly ethnically divided. The school was the only place where the youngsters were forced to interact, but since
the split up in mono-ethnic buildings in 2001 there is hardly any contact between the 2 school locations. “This lack of contact does lead to
ignorance and the creation of stereotypes and negative images about the other ethnic group” (research Leotien de Zoete Social Segregation and
Inter-ethnic contact in Kumanovo).

What is clearly evident in the education system is the passive attitude among teachers and students which becomes visible in the lack of the
school democratisation. The students don’t have any opportunity to express their concerns and opinions about education in general and about
inter-ethnic issues in particular (Research Pieter van der Wilt). The possibilities that are offered by the more progressive attitude of youth
towards this issue are blocked by the conservative attitude of the teachers and school management who are not taking into account the opinions
of their students. The corruption as a general problem in our countries society is also visible in the school system. It is evident that some students
are gaining better grades because of the higher status of their parents or just because they “buy” their grades on different ways. This gives a bad
example to the students, who can accept this as a value which they will follow in their lives, which must not be the case. The lack of school
democratisation, the passive attitude towards taking action in voluntary work or civil society sector is strengthening the passive stance towards
changes in terms of inter-ethnic cooperation, teaching methods etc. Such teachings not only have a negative impact on the self-esteem of the
country’s youngest members, but also negatively impacts Macedonia’s future well-being. In order for Macedonia to transition into a strong,
democratic society, attention must be paid to its future leaders. IPK could play a role by advocating and directing them to change this attitude
and to encourage them to organize activities for cooperation among the different school buildings.

Resource development

Achievement of the strategic plan envisages significant development of IPK resources in terms of further development of staff skills (more
specialized in certain area) staff numbers and time.


Staffing
Staff number remains the same. The ethnic composition of the staff will be mixed.
Knowledge, skills and expertise

      Public relations knowledge and skills across the whole staff
      Communication and networking skills for most staff members
      Knowledge of volunteering, advocacy, lobbying, PR, project cycle management, leadership


Management and internal capacities

      IPK will set a new board by the end of 2007 consisting of people from the community, meaning that IKV will no longer be part of the
       IPK board.
      IPK’s planning system will be done yearly based on previous evaluations of the programs.
