Scholarships are offered for full-time study for Masters by Research, PhD’s and Professional
Doctorates within the University’s 8 Schools: Arts Academy; Business; Behavioural and Social
Sciences and Humanities; Education; Human Movement and Sport Sciences; Nursing; Information
Technology and Mathematical Sciences; and Science and Engineering.

The University of Ballarat is committed to enhancing its research profile and is implementing a
challenging research program.

                                                  Process
     1.     All students are awarded scholarships on the recommendation of the RHDSC. Recommendations will
            be merit based and while the points awarded for qualifications and research performance will be an
            important determinant of an applicant’s rank they will not necessarily be the sole determinant. For
            example preference may be given to applications which align with the University’s strategic research
            directions. If an application is considered to be aligned with the University’s strategic research
            directions supporting evidence must be provided.


     2.     Points will be awarded for:

                   a)        the highest qualification achieved.
                   b)        research performance such as publications, exhibitions, conference presentations etc.
                             Points will only be awarded for outputs achievements within the last five years and will
                             normally comply with DEEWR definitions of research outputs.

     3.     Applicants with a research Professional Doctorate (that is containing at least 2/3 research component)
            will be considered on an equal basis with Doctor of Philosophy applicants.

     4.     Applications will be ranked into two bands (A & B). Band A applications will be ranked higher than
            Band B applications.

            Band A will include applicants who have completed a research Masters degree or an Honours degree
            or a degree with honours at first class level or an equivalent qualification. Rankings within Band A will
            be determined by research performance.

            Band B will include applicants who have an honours degree or a degree with honours at upper second
            division (eg Honours 2A) or an equivalent qualification. Rankings within Band B will be determined by
            research performance.

            In exceptional circumstances applicants in Band B may be elevated to Band A.

     5.     Scholarships will be awarded to the highest ranking applicants with those applicants in Band A ranked
            above those in Band B.

     6.     The Scholarship Application Summary Sheet will be completed for each applicant. This information will
            then be incorporated into a School Ranking Form.

a)   Evidence must be provided for all points awarded – if evidence is not provided the points will be
     subtracted.

 In the case of any co-authored research performance items the following guidelines should be applied to
 allocate points to the applicant:

 Authorship

 1. Definitions: Authorship is substantial participation, where all the following conditions are met:

       a)        conception and design, or analysis and interpretation of data;

       b)        drafting the article or revising it critically for important intellectual content and

       (c)       final approval of the version to be published.

 2. The points awarded to the applicant when authorship is shared should be based on the applicant’s
 contribution to the research performance item. Evidence of the applicant’s contribution must be provided
 through the completion of the Co-authored Authorship Form (attached).

 In cases where the applicant’s contribution is not verified as outlined above the points allocated will reflect
 an equal share to all listed authors (for example, if there are 3 authors one third of the points will be
 allocated to the applicant).

 For further information concerning authorship please refer to the Joint NHMRC / AVCC Statement and

Eligibility and Criteria for Award of Scholarships

Evaluation of applications

In the first instance expressions of interest must be lodged on the attached form at the Research &
Graduate Studies Office by 31 October 2008. A scholarship applicant who is not already a higher
degree candidate at the University of Ballarat will be required to lodge an application for candidature
before the scholarship application will be considered. Such an application must be submitted by 31
October 2008. The onus will be on the applicant to provide all documentation required for
consideration of candidature and scholarships. As applications are received at the Research &
Graduate Studies Office they will be recorded and forwarded to the relevant School Research,
Research Higher Degrees & Ethics Coordinator for consideration of eligibility for teaching
assistantships, stipend supplementation or, in the case of overseas applicants, eligibility for an
International Postgraduate Research Scholarship or a Special Overseas Student Scholarship.

An application for a scholarship will be considered by the Research Higher Degrees Sub-Committee
on 6 December 2008 only if:
 (a)    the person is eligible for the award of a scholarship (see above section on eligibility),
 (b)    the scholarship application is complete, and the person is eligible for admission to higher
        degree candidature at the University of Ballarat,
 (c)    at least two referee reports are available in relation to the scholarship application (Note: The
        applicant will nominate referees, and be responsible for calling for reports from referees).
        Students are requested to forward their ‘Referee Reports’ to nominated referees as soon as
        possible. These ‘Referee Reports’ are included in the Application Form for Candidature.
        Student must complete (Sections A & B) in the Applications for Candidature, all application
        forms must reach the Research & Graduate Studies Office on or before the 31 October 2008.
        Nominated referees are requested to return their completed reports to the Research &
        Graduate Studies Office. Referee reports must reach the Research & Graduate Studies
        Office no later than 28 November 2008.
 (d)    if the person is completing honours, Masters, or another award in 2007, written notification of
        results (e.g., a fax from Head of School) must be available no later than 20 November, 2007.
        (Note: For internal applicants it will be the responsibility of the School Research, School
        Research, Research Higher Degrees & Ethics Coordinator to ensure this information is
        available).

 It is in the interests of applicants to include with their application a copy of their research thesis
 and/or publications. This material will be returned to the applicant by the Research & Graduate
 Studies Office as soon as possible.

 The Research Higher Degrees Sub-Committee will meet on 10 December 2008 and rank the
 applications received from Schools. The sequence of steps at that meeting will be:

 (a)    identify cases where an applicant is ineligible or the application is incomplete.
 (b)    identify from the applicants those holding a four year undergraduate degree at first class
        honours level or equivalent (see above); the committee shall then award the Australian
        Postgraduate Award with stipends to the most highly meritorious applicants in this category.
 (c)    identify from the remaining applicants those holding a four year undergraduate degree at first
        class honours level or equivalent and award the remaining University of Ballarat
        Postgraduate Research Scholarships and Part Postgraduate Research Scholarships on the
        basis of assessed merit.
 (d)    if some scholarships remain unallocated following the procedures outlined above,
        consideration will be given to applicants who do not hold a four year undergraduate degree at
        first class honours level or equivalent.
                                   POSTGRADUATE SCHOLARSHIPS

          University of Ballarat Postgraduate Research Scholarships commencing in 2009



    The University of Ballarat has one International Postgraduate Research Scholarship will be
    awarded to the highest ranked eligible overseas applicant under the procedures outlined above. At
    most, one Special Overseas Student Scholarship may be awarded to an overseas applicant ranked
    sufficiently highly to be awarded a University of Ballarat Postgraduate Research Scholarship
    provided the School concerned has indicated, prior to the meeting, that the applicant is eligible for
    such an award.

    All scholarships will be allocated on 10 December 2008 - none will be held pending results or
    obtaining further information regarding an applicant. An application must be fully completed (as
    specified above) in order to be considered. School Research, Research Higher Degrees & Ethics
    Coordinators should ensure that each application within their own School is completed in full and
    has been ranked.

    Eligibility for APA, UBPRS and PPRS

    Australian Postgraduate Awards and University of Ballarat Postgraduate Research Scholarships
    (and Part Postgraduate Research Scholarships) are open to graduates who have completed a four
    year undergraduate degree at first class honours (or have other qualifications such as a Masters
    degree or experience in research that lead the Research Higher Degrees Sub-Committee to
    evaluate the applicant as being equivalent to first class honours level). Awards are restricted to
    Australian citizens and persons with permanent resident status. All scholarships are awarded on
    merit.

    A person who is not currently a higher degree candidate at the University of Ballarat must lodge an
    application for candidature in conjunction with a University of Ballarat Postgraduate Research
    Scholarship application in order to be considered for the award of a scholarship. All persons
    (including current University of Ballarat candidates) must lodge the attached Expression of Interest
    form in order to be considered for award of a scholarship.

    Award entitlements
                                        1
    Australian Postgraduate Awards may be held for three years (PhD or Professional Doctorates) and
    the University of Ballarat Postgraduate Research Scholarships may be held for one year (Master's
    candidature) or three years (PhD candidature) subject to satisfactory progress. In the case of PhD
    candidature there is the possibility of six month’s.

    A Part Postgraduate Research Scholarship may be held for one year (Master's candidature) or
    three years (PhD candidature) subject to satisfactory progress. There is no possibility of extension
    for holders of a Part Postgraduate Research Scholarship. Holders of a Part Postgraduate
    Research Scholarship may apply during the period of candidature for a University of Ballarat
    Postgraduate Research Scholarship.

    In the case of persons who previously held any other postgraduate research scholarship, the
    maximum duration of the University of Ballarat Postgraduate Research Scholarship or Part
    Postgraduate Research Scholarship will be reduced by the prior period of scholarship support. The
    maximum duration of a scholarship may also be reduced if the person has already spent a period
    of time as a higher degree candidate. A University of Ballarat Postgraduate Research Scholarship
    or Part Postgraduate Research Scholarship cannot be held in conjunction with any other award,
    scholarship, or stipend except with approval of the Research Higher Degrees Sub-Committee.
    Since both University of Ballarat Postgraduate Research Scholarships and Part Postgraduate
    Research Scholarships are awarded for full-time higher degree candidature, recipients are
    permitted to engage in paid employment for a total of 8 hours per week, during the hours of 9.00am
    – 5.00pm. Recreation leave is four weeks per year, and must be taken during tenure of the award.

            University of Ballarat Postgraduate Research Scholarships commencing in 2009



     The stipend for a University of Ballarat Postgraduate Research Scholarship is $20,007.00p.a. paid
     fortnightly in arrears. The stipend for a Part Postgraduate Research Scholarship is $10,003.50 p.a.
     paid fortnightly in arrears. The APA provides for relocation and thesis expenses. University of
     Ballarat awards do not provide for travel or other benefits.

     Part Postgraduate Research Scholarships - 2009
     A number of Part Postgraduate Research Scholarships (PPRS) will be available for 2009. Each
     scholarship will carry a stipend of $1003.50 and be tenurable for a period of up to three years (for
     PhD and Professional Doctorate candidature) or 1.5 years (for Masters candidature).

     Schools may provide additional support to candidates awarded a Part Postgraduate Research
     Scholarship.

     The following additional comments should be noted:

          The term of the proposed new scholarships will be limited to 3 years (without the possibility of
           extension).
          These scholarships are only available to Australian citizens or permanent residents.
          Applicants awarded a part scholarship will also receive a course fees exemption scholarship.
          Part scholarships are restricted to full-time applicants.

     Applicants will need to indicate at the time of application for a scholarship if they are willing to
     accept a part scholarship. Schools will be required to indicate prior to the process of allocating
     scholarships whether they are prepared to provide additional financial support or a teaching
     assistantship and at what level of support (based on the applicant’s background).

     Eligibility for IPRS – course fees

     Applicants for the International Postgraduate Award (IPRS) are open to international graduates who

     such as a Masters degree or experience in research that lead the Research Higher Degrees Sub-
     Committee to evaluate the applicant as being equivalent to first class honours standard). Please

     covers all fees relating to the course and pays basic Health Insurance for the successful applicant.

     The successful student awarded the University of Ballarat IPRS will receive a UBPRS award. This
     award is valued at $20007p.a. and is available for the term of the IPRS.

     Eligibility for SOSS – course fees
     Applicants for the SOSS are open to international graduates who have completed a four year
     undergraduate degree at first class honours (or have other qualifications such as a Masters degree
     or experience in research that lead the Research Higher Degrees Sub-Committee to evaluate the
     applicant as being equivalent to first class honours standard). The successful student awarded the
     SOSS will also receive a UBPRS award. This award is valued at $19231 p.a. and is available for the
     term of the SOSS. A student must be ranked second on the University of Ballarat Research
     Scholarships Merit List. This award is funded by the School and covers course fees only. The
     School must provide confirmation in writing from the Head of School that the School will cover all
     course fees from non-DEEWR accounts. This letter must be in the students file when re-submitted to
     the Research and Graduate Studies Office for consideration by the Research Higher Degrees Sub-
     Committee –10 December, 2008 – Agenda Items due 28 November 2008..
