RESOLUTION AUTHORIZING REQUEST FOR EXTENSION OF DEADLINE FROM THE NEW JERSEY
   DEPARTMENT OF TRANSPORTATION FOR DISCRETIONARY AID FOR THE KNOLLWOOD
                   PEDESTRIAN BRIDGE REPLACEMENT PROJECT

      WHEREAS, Cherry Hill Township was awarded Discretionary Aid grant monies from
the New Jersey Department of Transportation for the replacement of the pedestrian
bridge on Knollwood Drive in the amount of $65,000; and

      WHEREAS, the deadline set by the NJ DOT to have the project awarded to a
contractor was June 3, 2011; and

      WHEREAS, the Township is in the process of finalizing the plans and will be
awarding a contract for this project by the end of summer 2011 and would like to
request that the Department of Transportation extend their deadline to August 31, 2011.

      NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of
Cherry Hill, in the County of Camden, State of New Jersey, a request for extension is
hereby authorized to be made to the New Jersey Department of Transportation for the
Knollwood Pedestrian Bridge Replacement Project.

Detailed Explanation of Request:

Cherry Hill Township was awarded a Discretionary Aid grant from the Department of
Transportation in the amount of $65,000 for replacement of the pedestrian bridge on
Knollwood Drive.

The current deadline for award to the contractor for the project is June 3, 2011. The
Cherry Hill Engineering Department is in the process of finalizing construction documents
to ready the project for bid, with a projected bid award date in late summer, therefore
an extension is required.

The attached resolution requests an extension of the deadline from the DOT to August
31, 2011.

             RESOLUTION AMENDING 2011 ABANDONED VEHICLES AUCTION #1 DATE

        WHEREAS, abandoned vehicles which have been received by the Township of Cherry Hill are being
stored at Flanagan’s Auto & Truck Service of NJ, Inc. where they remain unclaimed; and

         WHEREAS, by Resolution 2011-4-7 the Township was granted permission to offer at Public Auction sale
the following abandoned vehicles; and

      WHEREAS, it is necessary to amend Resolution 2011-4-7 to reflect a change of the inspection date to
Monday, June 6, 2011 during the business hours of 9:00 a.m. to 4:00 p.m. at FLANAGAN’S AUTO & TRUCK
SERVICE OF NJ, INC., 9035 COLLINS AVENUE, PENNSAUKEN, NJ ; and

        WHEREAS, it is also necessary to reflect a change to the auction date to Tuesday, June 7, 2011, beginning
at 11:00 A.M. at 820 Mercer Street, Cherry Hill, New Jersey, Room 208. Registration of bidders begins at 10:45
a.m.; and

        WHEREAS, the vehicles shall be offered for sale at Public Auction with a minimum starting bid to include
all towing and storage fees accrued against said vehicle from the date of impound/tow to the date of auction.

        NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Cherry Hill,
County of Camden, and State of New Jersey, that said Abandoned Vehicles inspection date is changed to Monday,
June 6, 2011 and the auction date is amended to June 7, 2011.

        BE IT FURTHER RESOLVED that Notice of Sale shall be published in newspaper at least seven (7)
days prior to the sale; and

         BE IT FURTHER RESOLVED that all items may be sold to the highest bidder; and the terms of sale
shall be as-is without warranty or guarantee of any kind, upon payment of the full price in cash or certified check,
and subject to all lawfully advertised terms and restrictions; and

         BE IT FURTHER RESOLVED that the proper Township officials be, and they are hereby authorized and
directed to perform all acts and to execute, on behalf of this body, all documents required by statute or this
resolution to effectuate said sale.

RESOLUTION 2011-5-13


                 RESOLUTION AUTHORIZING THE APPLICATION FOR
                      A COMPREHENSIVE SERVICE GRANT


     WHEREAS, the Township of Cherry Hill has been always been a leader in a
municipal provision of services to the disabled; and,

       WHEREAS, the Township of Cherry Hill desires to apply for and obtain a
grant from the New Jersey Department of Community Affairs for $24,000.00 to
provide recreational programs for individuals with disabilities within Cherry Hill’s
existing recreational programs entitled:

                       •   CHERRY HILL TEEN SOCIAL SCENE

                       •   CONNECTIONS INCLUSIVE SUPPORTS PROGRAM

                       •   NEW HORIZONS UNIFIED MORNING FUN SUMMER
                           RECREATION PROGRAM

NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of
Cherry Hill, County of Camden and the State of New Jersey that the Township of
Cherry Hill does hereby authorize the application for such a grant; and,

     BE IT FURTHER RESOLVED that the Mayor of Cherry Hill Township is
authorized to submit the necessary documentation to the Department of
Community Affairs in support of this application.

RESOLUTION: 2011-5-14


RESOLUTION AUTHORIZING THE RELEASE OF PERFORMANCE BOND AND FINAL PAYMENT FOR
           THE HOLLYWOOD AVENUE STREAMBANK STABILIZATION PROJECT


      WHEREAS, a contract in the amount of $153,137.00 was awarded to Site
Contractors, Inc. for the Hollywood Avenue Streambank Stabilization project under
ordinances 2005-2, 2006-6 and 2007-3 as authorized by Resolution 2010-8-5; and

      WHEREAS, Site Contractors has completed the work required by said contract,
which has been inspected and approved as satisfactory by the Township Engineering
Department; and

       WHEREAS, Site Contractors posted a Performance/Maintenance Bond
(#PAIFSU0530190), issued by International Fidelity Insurance Company, to guarantee the
Township of Cherry Hill the proper performance of the required improvements during
construction and guarantee said improvements for two years following the Township’s
acceptance of the improvements; and

       WHEREAS, the Township recommends the Performance Bond be released and the
Maintenance Bond be put into effect for a period of two years from the date of this
Resolution and the final payment in the amount of $3,062.74 be approved for payment.

         NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Cherry
Hill, in the County of Camden that the foregoing Contractor's Performance Bond be
released and two-year Maintenance Bond be put into effect.

      BE IT FURTHER RESOLVED that the work performed under this contract be accepted
and that final payment in the amount of $3,062.74 be paid to Site Contractors, Inc.

Site Contractors, Inc. was awarded a contract in the amount of $153,137.00 for the
Hollywood Avenue Streambank Stabilization Project by Resolution 2010-8-5.

The project is completed and the work has been inspected and approved as satisfactory
by the Township Engineering Department. The attached Resolution recommends the
Performance Bond be released, therefore putting the Maintenance Bond into effect, and
releasing the final payment.

RESOLUTION 2011-5-15

RESOLUTION AUTHORIZING THE AUCTION OF VEHICLES AND PERSONAL PROPERTY
   AND AWARD OF CONTRACT FOR AUCTIONEER TO FACILITATE SAID AUCTION

        WHEREAS, the Township of Cherry Hill has determined that the property described on Schedule A attached
hereto and incorporated herein is no longer needed for public use; and

        WHEREAS, N.J.S.A. 40A:11-36 authorizes the sale of surplus personal property no longer needed for public
use and provided that Council approve such sale by Resolution; and

       WHEREAS, the Township intends to utilize an on-site auctioneer to perform this auction at the
Department of Public Works and has received three (3) responses to a Request for Quotations; and

        WHEREAS, after review of the three responses, it was determined that the services of Auction Liquidation
Services/US GovBid, 1 Industrial Way West, Bldg. A, Eatontown, NJ 07724 would best suit the needs of the
Township; and

        WHEREAS, payment for services of the auctioneer will be paid from proceeds of the auction; and

        WHEREAS, the on-site auction will be held on a practicable date; and

        WHEREAS, an advertisement will be posted by the auctioneer in a local newspaper, auction websites,
direct mailings, email blasts, etc. announcing the auction date and time.

       NOW, THEREFORE, be it resolved by the Township Council of the Township of Cherry Hill, in the
County of Camden, State of New Jersey pursuant to the provision of N.J.S.A. 40A:11-36, that the said items be and
the same are hereby ordered to be auctioned for sale by Auction Liquidation Services/USGovBid; and

         BE IT FURTHER RESOLVED that items be sold to the highest bidder and the terms of the sale shall be
sold “as is” and “where is”, without warranty or guarantee of any kind, upon payment of the full price in cash or
certified check, subject to all lawfully advertised terms and restrictions.

The Township, Department of Public Works and the Police Department are in possession of vehicles,
equipment, machinery, computer equipment, etc. no longer needed for public use. The Township wishes to
auction the items on a practicable date by a qualified auctioneer on-site at the Department of Public Works.
The auctioneer through advertising will be announcing the on-site auction along with a list of the items to be
sold and the time and dates of the auction.

Quotations received as follows. The percentage stated will be deducted from the proceeds of the auction.

                           RESOLUTION APPOINTING CONSULTANT FOR
                          TELECOMMUNICATIONS STUDY FOR TOWNSHIP

       WHEREAS, the Township is in need of a Telecommunications Study due to an increasing
number of applications for the construction of new telecommunications towers and antennas
at locations throughout the Township; and

       WHEREAS, pursuant to N.J.S.A. 40A:11-1, et seq. N.J.S.A. 19:44A-20.4, Township Resolutions
2006-1-51 and 2008-10-10, Township Ordinances 2007-21 and 2008-9, the Township solicited
Requests for Proposals for Telecommunications Consultant; and

      WHEREAS, seventeen (17) firms were solicited and the Request for Proposals was
advertised in the local newspaper on February 3, 2011 and listed on the Cherry Hill website; and

     WHEREAS, five (5) responses to the Request for Proposals were received and opened on
March 1, 2011; and

       WHEREAS, based on the proposal of services submitted and the vendor’s qualifications, it
is recommended by the Mayor, the Professional Service Committee and the Purchasing
Department that the Township appoint V-COMM, LLC, 2540 US Highway 130, Ste. 101, Cranbury,
NJ 08512 for a period of one (1) year from execution of contract; and

      WHEREAS, the Township Controller will certify that sufficient, available and legally
appropriated funds are provided for this expenditure under C-04-55-900-465-101 the amount not
to exceed $25,000.00.

       NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Cherry Hill,
in the County of Camden, that the contract for Telecommunications Consultant be and is
hereby awarded to V-COMM, LLC, 2540 US Highway 130, Ste. 101, Cranbury, NJ 08512 for a
period of one (1) year from execution of contract.

      BE IT FURTHER RESOLVED, that notice of this resolution shall be published in a newspaper of
general circulation as required by law within ten (10) days of passage.

DETAILED EXPLANATION OF REQUEST:

As required by New Jersey Statute, Township Resolutions and Township Ordinances, a Request
for Proposal was advertised in the local newspaper, posted on Township website and five (5)
firms were solicited for the position of Telecommunications Consultant. The following submissions
were received:

V-Comm LLC            $23,900.00
RCC Consultants       $25,000.00-
Intertech Assoc.      $38,100.00
Tectonic Eng.                $53,750.00
Uptown Services       $80,000.00 ($65,000 services, $15,000 travel)

Upon extensive review of all submissions, the top two submissions were selected and further
inquiry was made into the suitability of these consultants. After reference checks, the group
unanimously agreed upon V-Comm. The V-Comm proposal was comprehensive, included
mapping compatible with our GIS software and addressed site specific issues related to future
locations of communication towers. V-Comm also has intimate knowledge of our region and
Cherry Hill specifically, due to prior experience preparing E-911 communications for the County.
