Rationale Behind the Project:
• Article  37(d) of the constitution of Islamic Republic of
Pakistan 1973 enshrines “that state shall ensure inexpensive
and expeditious Justice”
•Social Audit of Abuse Against Women (SAAAW)
conducted by Ministry of Women Development, GoP
• Identification of problems of access to formal judicial
system for women & other vulnerable groups (Social –
cultural - economic hurdles)
• Exploring Alternate Dispute Resolution (ADR) mechanism
as a means for providing „justice for all‟ at grass-roots level
• Provisions of Musalihat Anjuman at Union Council level in
Local Government Ordinance (LGO) 2001

LGO 2001 Provisions:

Project Goal:

Objectives/Outputs:
• Constitution and mobilization of the Musalihat
  Anjumans (MAs) in all Union Councils (UCs) in the
  pilot districts (under Section 102, LGO 2001)
• Musalihat Anjuman‟s capacity built to dispense
  gender justice at the community level through
  Musalihat Anjuman Support Service (MASS)
• Partnerships between judiciary, police and
  Musalihat Anjuman for accountable, fair and
  equitable dispensation of justice
• Community Advocacy for legal rights of Women
  and Men‟s role in ending violence

Budget:

The Project is being co-financed by the UNDP, Swiss
Development Cooperation (SDC) and Royal
Norwegian Embassy (NoRAD) through grant
resources for two years (2005 – 06). Details are as
under:

Total Budget:             $ 1.546 m
Federal Component:        $ 0.417 m (27%)
Provincial Component:     $ 1.129 m (73%)

Project Execution:
   1. Ministry of LG&RD is the Executing Agency in close collaboration
      with UNDP and the Provincial Governments (LG&RD Dept.);
   2. A Project Management Unit (PMU) has been established at the
      Federal level and in all four Provinces in the LG&RD Ministry and
      Departments, respectively;
   3. The LG&RD Ministry & Provincial Departments have notified a
      National Project Director and Provincial Project Directors,
      respectively and have provided office space for the Project
      related staff and notified National Steering Committee (NSC)
      and Provincial Steering Committee‟s (PSC) and other
      implementation forums (MASS, MAJA, etc.);
   4. The Project is being implemented through grant resources
      provided by its cost-sharing partners: UNDP, SDC, RNE for which
      the UNDP guidelines {as per Project Cycle Operations Manual
      (PCOM) approved by EAD} are followed for utilization of funds,
      recruitments and Project procurements. Relevant committees
      have been notified as per PCOM.

Project Up-scaling & Extension:

US $ 7.44 million (Out of these US $ 0.419 million was for the year 2006 to meet budget short-fall and undertake additional
