        (OC)  Good evening, everyone. I'm Carole Simpson. President Bush will address the nation shortly in his
        first speech from the White House since the night the war in Iraq began. Tonight, the President faces
        growing criticism about his handling of the war against terrorism, its cost and the situation in Iraq. The
        President is expected to talk about all of this, as well as the fighting in Afghanistan and the conflict in the
        Middle East. ABC's Terry Moran joins us now from the White House. Terry, what does the President hope
        to achieve with his speech tonight?

        (OC)  Carole, this is going to be a tough speech tonight, another wartime address from a president who
        defines himself as a wartime President. Aides say Mr. Bush wants to change the tenor of the public
        discussion on postwar Iraq, and he wants to do that by arguing that success in Iraq is critical to success in the
        wider war on terrorism. He will say, in some excerpts we were handed a few minutes ago, he'll say, quote,
        "terrorists want to shake the will of the civilized world," and, quote, "Iraq is now the central front."

        (VO) This afternoon, Mr. Bush took a break from preparing his speech to watch youngsters play baseball on
        the south lawn of the White House. The sunny scene contrasts sharply with his subject tonight. The
        violence in Iraq and the fitful reconstruction there will be his focus, according to Secretary of State Powell.

         Are there still difficulties? Yes. Are terrorists trying to take advantage of this situation? Yes. Are we
         taking casualties? Regrettably, yes, but we're going to stay the course.

        (VO)  Aides say the president will speak directly to US allies, asking for more support and saying he is
        willing to move faster to shift power in Baghdad to Iraqis themselves, a key demand of many nations. He
        will also tell the American people that stabilizing Iraq will cost tens of billions of dollars more this year
        alone. It was just over four months ago that a triumphant Mr. Bush declared the mission accomplished in
        Iraq.

        (VO)  Since that day, more US troops have died in Iraq than died during the major fighting, and progress in
        setting up a new government in Baghdad has been halting at best. But the main goal of the president’s
        speech tonight, aides say, is to rally the country once again to the moralistic vision he has laid out for the
        war on terrorism and place Iraq squarely in that conflict.

         They're a little surprised that, you know, they're out on the streets doing what they're doing.

        Tikrit area against Americans and against Iraqis who are helping them. These new recruits are aware of the
        risks. "I want to protect my city," he says. "I don't want people to say the Iraqis are giving everything over
        to the coalition forces.” On their first patrol with American soldiers, they found a homemade bomb on the
        road.

        The Bush administration says it plans to significantly increase aid to the country, where as many as 9,000
        US troops are deployed. This, as Defense Secretary Donald Rumsfeld visited US and NATO troops in
        Afghanistan.

        (VO) The defense secretary visited an American outpost in eastern Afghanistan, sharing a meal with some of
        the 9,000 US troops in the country. Then it was on to Kabul to share a podium with President Hamid
        Karzai. The US wants help from other countries to extend peacekeeping forces beyond the capital. But
        Rumsfeld said, ultimately the security of Afghanistan is up to the afghan people.

        (VO) A stronger Taliban could mean new life for al Qaeda and would complicate the ongoing search for
        Osama bin Laden. The US military says hundreds of Taliban fighters have been killed in clashes over the
        past month, and four American soldiers have been lost. Between military operations and reconstruction
        programs, Afghanistan is costing US taxpayers about a billion dollars a month. Increasing that would show
        increased support for the Karzai government.

         Well, we certainly need more money because we need to rebuild more of Afghanistan. On the other hand, a
         big part of the rebuilding requires security that is not currently present and that money by itself cannot buy.

        (VO) Like in Iraq, the US is looking for more international help in Afghanistan, because, like in Iraq, the cost

        (VO) Tonight, the Israeli military launched new strikes at a suspected militant in the Gaza Strip. At least ten
        people were injured. It is the latest development in a day of escalating threats. The attack came shortly after
        Palestinian leader, Yasser Arafat, named the man he wants to serve as the new prime minister. More from
        ABC's Hilary Brown in Jerusalem.

        (VO) Ahmad Qureia is a longtime ally of Yasser Arafat and one of the architects of the Oslo Peace Accords.

        after a four-month losing battle with Yasser Arafat over control of the security services. That lack of control
        made it impossible for Abbas to crack down on extremists, as required by the US-brokered peace plan
        known as the Road Map. He was even physically threatened by Arafat's supporters when he arrived to
        address the Palestinian parliament this week. Though the US and Israel have tried to push Arafat to the
        sidelines, so far he has refused to be marginalized, which raises the question, could Arafat's new choice for
        Prime Minister suffer the same fate?

        (VO)But on the island of Bermuda tonight, thousands remain without power, after Hurricane Fabian's

        (VO) There were no services this morning at the Gospel Tabernacle Church, not without a roof. Hurricane
        Fabian left its mark on Bermuda, roads washed away, homes collapsed into the ocean, tennis courts ripped

         The building took a beating for about four or five hours.

        (VO)   Only one confessed al Qaeda sleeper agent has been caught on US soil. His name, Iyman Faris.

        (OC) And, as ABC's Pierre Thomas reports, Faris' case offers disturbing insight into the way al Qaeda has
        attempted to operate in the United States.

        (VO) From America's heartland, Columbus, Ohio, Iyman Faris, in early 2002, typed an e-mail to his boss,
        Khalid Shaik Mohammed, the al Qaeda mastermind of the 9/11 attacks. Mohammed, a half world away in
        Pakistan, had sent Faris on a mission to scout the feasibility of bringing down the Brooklyn Bridge by
        slashing its suspension cables. Using a secret code, Faris wrote, "the weather is too hot," meaning
        destroying the bridge was too difficult. It was that message which caught the eye of CIA and FBI agents
        when they began examining Mohammed's computer after he was captured last March. Mohammed then
        fingered Faris, who, when confronted by the FBI in April, admitted he was an al Qaeda sleeper agent.

         We learned a lot from this case about al Qaeda, that they are not afraid to reach out and task American
         citizens like Iyman Faris to do their bidding, to make overt steps to further a terrorist conspiracy.

        (VO) Sources tell ABC News Faris fits the profile of the type of men al Qaeda has recruited and infiltrated
        into the US. Faris came to the US in 1994 from Pakistan and became a citizen in 1999. He was a
        commercial truck driver with access to airports. He was also licensed to haul flammable, poisonous
        chemicals. And he was unstable. Paris once tried to jump off this bridge in downtown Columbus and was
        housed briefly in a mental hospital. His ex-wife, Geneva Bowling, says Faris sometimes woke in the middle
        of the night screaming. She says he saw demons.

         He would tell me about the man that he talked to when he would go out and have the blackouts. He was a
         half-man that looked like him, and he would be up in the tree.

        (VO) By 2000, Faris was exactly what al Qaeda was looking for. His life was falling apart. His marriage had
        failed and his father had died. On a trip back to Pakistan and Afghanistan, he met Osama bin Laden. Soon,
        he was a man leading two separate lives, buying 2,000 sleeping bags for al Qaeda training camps and
        researching airplanes at Karachi Internet cafes.

        (OC) Finally tonight, in the hours after the twin towers collapsed two years ago, there was the frantic rush to
        safety. Tens of thousands of people trying to leave the island of Manhattan. In the panic, an aging boat
        once headed for the scrap heap became a hero of sorts. Here's Bill Blakemore.

        (VO) The John J. Harvey was supposed to be sold for scrap when eight fireboat lovers bought it. They were
        thinking of making it a floating bar when mechanic Tim Ivory said, "wait, I think we can make it work
        again.” They did, having no idea how useful it would be. On September 11th, they raced to Pier 11,
        evacuating 150 terrified, dust-covered people. Then, a second call, the firemen had no water. The Trade
        Towers had fallen on the water lines.

         The water mains were destroyed, so there was no other source of water available, except for the river.

        (VO)The fireboat works by sucking in the water it floats on. The Harvey's pumps can shoot 20,000 gallons a
        minute. And for three days, the Harvey joined three of her active-duty sister fireboats to provide the only
        water there was to keep the 9/11 fires from being worse. Not the first action she'd seen.

         When you have lots of time to sit in one spot and look around, you realize that there's been 70 years' worth
         of people crawling all over this boat.

        (VO) Most powerful fireboat in the world when built in 1931, she could douse the cars more than 200 feet up
        on the George Washington bridge. She battled dockside fires, won fame when the ship, Normandy, capsized
        during World War II, almost crushing another fireboat, by pulling that fireboat free at the last moment. To
        the owner/operators, she's a time machine. That's the same brass signaling dial.

         This boat runs, and that is the beautiful thing about it. She's a living museum.

        like it of all ages.
