        IIJ Launches Low-cost Firewall Service “IIJ Security Lite” for SMEs
TOKYO, December 5, 2002 -- Internet Initiative Japan Inc. (“IIJ”, NASDAQ: IIJI) today announced
that it has started a low-cost managed firewall service, “IIJ Security Lite,” effective today. The new
service targets SMEs (Small and Medium sized Enterprises) who are connected to the Internet over
inexpensive broadband access lines such as ADSL (Asymmetric Digital Subscriber Line) and FTTH
(Fiber to The Home). By setting limits on service features, IIJ is able to make the new service
available for as low as 19,800 yen per month.

Revenue from the new service will be recognized as a part of “         Connectivity and Value-added
Services” in IIJ's financial statements. Besides the new service, IIJ currently provides five types of
managed security services to approximately one thousand corporate customers.

“As ‘always-on’ connections become more standard in the SME market during the continued
broadband boom, security needs at this level are increasingly important,” said Koichi Suzuki,
President and CEO of IIJ. “By expanding our security lineup into the SME market, we aim to
capture a wider range of customers into the frame of our total network solutions.”

The basic plan of the new service includes automatic round-the-clock monitoring, status reports and
software updates. The i itial charge will range from JPY30,000 to JPY50,000 and the monthly
charge will range from JPY 19,800 to JPY35,800, depending on the types of terminal equipment.

IIJ employed SonicWALL, Inc.’s SOHO3 and PRO100 firewall terminals at user sites.
