     PROMOTION POLICY FOR PROMOTION FOR DEVELOPMENT OFFICER GRADE I
                        TO THE CADRE OF SCALE-1 OFFICER

1.    It has been decided to have a uniform and well-defined policy for promotions of
      Development Officer Grade I (including Development Officer (Administration) Grade I) to
      the cadre Scale-1 Officer (also known as Administrative Officer).

2.    The vacancies to be filled during the ensuing years shall be determined after taking into
      account the new posts created, the promotions to the higher cadres as also the
      retirements vacancies plus the exits on account of deaths, resignations and terminations.
      Promotions shall be within the zones of promotion to be decided by the Chairman-cum-
      Managing Director and vacancies as determined on the basis of organization plans for the
      year, for which promotions are to be made, shall ordinarily be declared on an annual basis.

3.    The Promoting Authority to be nominated by the Chairman-cum-Managing Director shall
      be an officer not below the rank of Scale-VI officer.

      The Promoting Authority shall in turn constitute the Promotion Committee wherein an
      officer not below the rank of Scale-V should act as Chairman and two other officers not
      below the rank of Scale -IV, as Members.

4.    All confirmed Development Officer Grade I who fulfill the conditions laid down hereunder
      and subject to cadre strength shall be eligible for consideration of promotion.

5.    In regard to the Development Officers against whom disciplinary action has been taken
      and a final order has already been passed imposing a penalty, the Promoting Authority
      may consider the circumstances of the case such as, the gravity of the offence with which
      he was charged, the penalty imposed, period elapsed, his service record, etc., and pass
      an appropriate order as to whether or not the candidate should be considered for
      promotion. Where, however, the charge related to a lapse involving moral turpitude, the
      employee shall not be eligible.

6.    Cases of candidates against whom prosecutions or disciplinary proceedings are
      contemplated or are in progress but not completed, shall be dealt with as per
      Administrative Instructions issued by Company in this regard from time to time.

7.    A Development Officer promoted to the cadre of Scale-I Officer shall remain on probation
      for a period of one year. Provided, however, that the Promoting Authority may in its
      discretion extend the period of probation by a period not exceeding one year.
8.         During the period of probation, the employee shall be liable to be reverted to Development
           Officer Grade I at any time.

9.         During the period of probation, the employee shall retain his lien on his lower post and the
           period shall count as permanent service for all purposes. However, during the period of
           probation, he shall be governed by the terms and conditions as applicable to Class I officers.

10.        All Development Officers promoted as Scale-I Officers shall, during the period in the promoted
           cadre, undergo training and confirmation in the promoted cadre shall be subject to satisfactory
           performance at the training. Above training does not, however, preclude Company from asking
           the promoted Development Officer to undergo further training wherever necessary even after
           confirmation.

11.        Those of the Development Officers Grade I, other than Development Officers (Administration)
           Grade I, who satisfy the following conditions of eligibility shall be considered for promotion:-

      a.               (i) He must have put in at least 3 years of service as Development Officer Grade I
                          and must have passed Fellowship examination of the I.I.I, or MBA / MCA/ PG
                          Diploma ( minimum two year duration) in Business Administration/ Management/
                          Computer Application from a recognized University/ Institute with AICTE approval

                                                         OR

               (ii)       He must have put in at least 4 years of service as Development Officer Grade I
                          and must have passed Associate ship examination of the I.I.I

                                                         OR

               (iii)                  He must have put in at least 5 years of service as Development
                          Officer Grade I and must have passed Licentiate examination of the I.I.I or must be
                          a graduate from a recognized university,

                                                         OR

               (iv)      He must have put in at least 8 years of service as Development Officer Grade I and
                         must have passed either the Development Officers‟ examination of the I.I.I or
                         Matriculation or Secondary School Certificate Examination or its equivalent
                         examination recognized by the State or Central Government.

                                                   OR

               (v)       He must have put in at least 10 years of service as Development Officer Grade I

      RELAXATION FOR SC/ST DEVELOPMENT OFFICERS:-
     (i)      Pass in Associate ship of I.I.I plus 2 years service
                                                      OR
     (ii)     Pass in Licentiate Examination of I.I.I or Graduate plus 4 years service
                                                      OR
     (iii)    Pass in Development Officers‟ Examination of I.I.I or SSC/ equivalent examination plus
              6 years service
                                                      OR
     (iv)     8 years service

     Explanation: -
The service put in by a Development Staff initially categorized as Development Officer Grade I in
accordance with Para 4 (3) of the General Insurance (Rationalization of Pay Scales and Other
Conditions of Service of Development Staff) Scheme, 1976, under the erstwhile insurer under
whom such Development Staff was employed prior to 1.1.1973 shall be taken into account, that is,
those who were categorized as Development Officer Grade I in the first round of categorisation.
Those who were promoted subsequently or those Field Workers who are categorized as
Development Officer Grade I subsequent to the first categorisation are not eligible for the above
facility of reckoning services as Development Officer Grade I prior to 1.1.1973.

b.           The Scheduled Premium Income procured during the year immediately preceding the
     year in which promotion is being considered and the average of SPI procured during the
     preceding 3 years should not be less than the limits specified in column (2) and Column (3)
     respectively in the Table given below: -

TRANSITIONAL PROVISION              FOR    AMENDMENTS       IN      PROMOTION      POLICY     FOR
DEVELOPMENT OFFICERS

“The above provision for Premium Procurement in Rural Sector and Number of
Lives to be covered under Social Sector shall be implemented in a phased
manner, under which a transitional arrangement shall be followed for a period
of 3 years as under :
      i.           For promotions based on the last performance year 2007-08, the above
        provision shall not be applicable.
       ii.           For promotions based on the last performance year 2008-09, the above
          provision shall be applicable in 50% measure.
      iii.           For promotions based on the last performance year 2009-10, the above
          provision shall be applicable in 100% measure.”
d. The Cost Ratio in the three years immediately preceding the year in which promotion is being
considered shall be within the stipulated limits as specified in the General Insurance
(Rationalization of Pay Scales and Other Conditions of Service of Development Staff) Scheme,
1976, as amended from time to time:
 Provided, however, in case a Development Officer exceeds the stipulated limits of cost ratio in not
more than one year out of such three years immediately preceding the year in which the promotion
is being considered, but the average of cost ratios of these three years remains within the
stipulated limits of cost ratio, he shall be deemed to satisfy the eligibility norms under this clause.

11A. Development Officers (Administration) Grade I, who satisfy the conditions of eligibility as
indicated in clause a. of Para 11 above shall be considered for promotion to the cadre of Scale I
Officer against vacancies earmarked for them into four geographical zones of promotion which
shall be identical to those provided under para 7, clause a. relating to promotions to the cadre of
Scale I Officer under the Promotion Policy for Supervisory, Clerical and Subordinate Staff- 2008, as
amended from time to time.

Note: - “Service as Development Officer Grade I ” for the purpose of this paragraph includes the
service rendered by the employee in the cadre of Development Officer Grade I before seeking
conversion as Development Officer (Admn.) Grade I under the Amendment Scheme, 2003.

NOTE: For assessment in respect of performance appraisal, the average of the
three years immediately preceding the year in which promotion is being considered
shall be taken into account. The average will be calculated by dividing the
aggregate of the marks scored in each criterion in each of the relevant three years.
(D) Interview:                                                                    Max. Marks: 20
NOTE: A panel of Development Officers eligible to be considered for promotion in
terms of eligibility criteria shall be prepared on the basis of total marks obtained for
Seniority, qualifications and performance. Number of eligible employees to be called
for interview shall be restricted to 5 times of the number of promotional vacancies.

12A.Scheme of weight-age for promotion of Development Officers (Administration) Grade I:
Promotion from the cadre of Development Officers (Administration) Grade I to Scale I Officer shall
be based on seniority, qualification, work record and interview, as per the following scheme of
weight-age: -

The accrual of marks under each of these four criteria shall be as under;-
a.         Seniority: - As provided under Para 12, Item (B), above.
b.         Qualification:-
           Marks for academic and technical qualifications shall be assigned separately but the
            limitations on the maximum for qualifications shall operate on the total marks. In
           the Scheme of Weight-age for qualifications, the marks for the highest qualification
                                          only shall be given.
 Academic Qualifications: The maximum marks for academic qualifications shall be 15 and
                                    shall accrue as under:-

 Technical Qualifications: The maximum marks for technical qualifications shall be 15 and

             Chartered Financial Analysts of India or Associate of Institute of Company Secretary (ACS)
             qualification from the Institute of Company Secretaries of India;

Note: To secure the marks for technical qualifications and/ or eligibility for promotion on the basis of technical qualification
       acquired through Distance Learning Programme, appropriate approval from the Distance Education Council for the
       same should be in force.
c. Work record: -
The confidential report for the past three years will be taken into consideration and they shall be
rated by the Promotion Committee as per the scheme of rating the confidential reports, and the
average of the three years ratings shall be taken.
d. Interview: -
As provided under Para 12, Item (D), above

13. Ranking List:

    The Promotion Committee shall finalize the recommendations on the basis of marks gained on
    all the criteria and arrange the List in descending order of the marks gained, separately for
    promotions from the cadres of Development Officers (Administration) Grade I and
    Development Officers other than Development Officers (Administration) Grade I.

14.The list so prepared shall include the number of candidates equal to the number of vacancies
    declared for the purpose of promotion
15.The promotion shall take effect only after the Development Officer concerned takes charge of
    the post in Scale I Officer cadre.

16. Mere eligibility and selection of Development Officer on the basis of the above Policy would not
    automatically entitle placement to the Scale I Officer cadre. Placement will be subject to
    availability of vacancy.

The above Promotion Policy comes into effect immediately.

      LIST OF SALIENT AMENDMENTS IN THE EXISTING PROMOTION POLICY FOR DEVELOMENT
        OFFICERS AS APPROVED BY THE GOVERNING BOARD OF GIPSA IN MEETING DT. 10TH
                                     SEPTEMBER, 2008

      1. The old designations of Officers (Assistant Administrative Officer, Manager, AGM etc.) replaced by
         the new designations (Scale I, Scale V, Scale VI etc.).
      2. In para 1., the applicability of the Policy extended to include Development Officers Grade I
         (Admn.).
      3. In para 2., the zone of promotion left to be decided by the CMDs with broad consensus amongst
         member companies that for Development Officers Grade I other than Development Officers Grade
         I (Admn.) it would be Regional office area (as at present) while for Development Officers Grade I
         (Admn.) it would be at par with those for promotions from Class III to Scale I officer, as further
         clarified in newly added para 11 A.

      4. Applicability of Para 11 restricted to exclude Development Officers Grade I (Admn.).
      5. In para 11., clause (a), sub-clause (i), qualifications of MBA / MCA/ PG Diploma ( minimum two
         year duration) in Business Administration/ Management/ Computer Application added as an
         alternative in the Eligibility Criteria.
      6. In para 11., clause (b), the premium norms in the Eligibility Criteria updated to fall in line with the
         current level of premium income generation in consonance with the cost limits.
      7. In para 11., clause (c), the non-traditional business norms in the Eligibility Criteria replaced by the
         twin parameter of premium income from rural sector and number of lives insured under social
         sector to fall in line with the IRDA Regulations.
      8. In para 11., clause (d), the requirement of conforming to the Stipulated Limits of cost ratio during
         the past 3 years rationalized to provide for protection to Development Officers against unforeseen
         fluctuations (limited to one year) in business due to volatility of the market, to address the changes
         in the market scenario and suitable proviso added to the clause.
      9. After para 11., para 11 A. inserted to provide for eligibility norms for consideration of promotion to
         the newly created cadre of Development Officers Grade I (Admn.), which, inter-alia provide as
         under:-
            (a)   eligibility norms are the same as for those other than Development Officers Grade I (Admn.)
                   minus the criteria of cost and premium income;
            (b)     mobility on promotion being extended to a larger zone of promotion identical to Class III
                   employees competing for promotions to Scale I officers; and
            (c)     service rendered before conversion as Development Officer Grade I (Admn.) included in the
                   length of service for eligibility purposes.
      10. Applicability of Para 12. restricted to exclude Development Officers Grade I (Admn.).
      11.     In the Scheme of Weight-age under para 12., clause (C ), the distribution of 40 marks restricted
            to 4 criteria of 10 marks each in stead of 5 criteria of 8 marks each (after excluding the weight-age
            for NTB business).
      12.     In the Scheme of Weight-age under para 12., clause (C ), sub-clause (a), the Scheme of weight-
            age for volume of SPI updated to correspond to the current level of premium volumes.
      13. In the Scheme of Weight-age under para 12., clause (C ), sub-clause (b), the Scheme of weight-
          age for Profitability of Portfolio rationalized to provide for a twin parameter of operating surplus i.e.
          either percentage or absolute amount, whichever is lower, to address the anomaly affecting the
          Development Officers with higher premium base.
      14. After para 12., para 12 A. inserted to provide for Scheme of Weight-age for consideration of
          promotion to the newly created cadre of Development Officers Grade I (Admn.), which is basically
          at par with Sr. Assistants‟ consideration of promotion to Scale I officer with minor changes in marks
          for Interview and service parameters to ensure that they do not land up in an advantageous
          position viz-a-viz those other than Development Officers Grade I (Admn.).
      15. In para 13., provision for separate Ranking List for the two streams - those other than Admn. And
          those on Admn. Side, - made.
      16. From para 13, the provision for validity of the Ranking List till next exercise and from para 14, the
          provision of 20% contingency deleted.
