1. The c u r r e n t N I H p r a c t i c e o f m a i l i n g a p p l i c a t i o n forms d i r e c t l y t o t h e p r i n c i p a l i n v e s t i g a t o r f o r s u b m i t t a l o f c o n t i n u a t i o n and renewal g r a n t requests w i 11 be discontinued December 31, 1973. 2. Under t h e new procedure, grantee i n s t i t u t i o n s are r e q u i r e d t o f u r n i s h t o t h e D i v i s i o n o f Research Grants, NIH, p r i o r t o November 15, 1973, t h e t i t l e and address o f a c e n t r a l a p p l i c a t i o n c o n t r o l o f f i c e . T h i s o f f i c e w i l l serve a l l components o f t h e i n s t i t u t i o n w i t h i n t h e same geographical area.
3. Upon r e c e i p t i n DRG o f t h e address o f t h e c e n t r a l a p p l i c a t i o n c o n t r o l o f f i c e , an i n i t i a l stock of research g r a n t a p p l i c a t i o n k i t s (Forms PHS-398 and PHS-2590 o r i t s r e v i s i o n i d e n t i f i e d as NIH-2006-1) w i l l be provided by NIH. Ifno c e n t r a l o f f i c e has been designated, t h e forms w i l l be m a i l e d t o t h e business o f f i c e address shown on t h e a p p l i c a t i o n face page. T h e r e a f t e r , t h e i n s t i t u t i o n w i l l be r e s p o n s i b l e f o r m a i n t a i n i n g , s t o c k i n g , and d i s t r i b u t i n g copies o f t h e necessary forms t o investigators

4. For new and competing renewal a p p l i c a t i o n s (PHS-398) , the c e n t r a l a p p l i c a t i o n c o n t r o l o f f i c e w i l l serve as t h e source o f a p p l i c a t i o n k i t s f o r t h e a p p l i c a n t investigator.

5. For noncompeting c o n t i n u a t i o t i a p p l i c a t i o n s (PHS-2590 o r NIH-2006-1) , t h e DRG w i l l p r o v i d e on t h e f i r s t o f each month t o the i n s t i t u t i o n ’ s a p p l i c a t i o n c o n t r o l o f f i c e a l i s t i n g o f a l l noncompeting a p p l i c a t i o n s which w i l l be coming up f o r c o n t i n u a t i o n f o u r months hence. Accompanying t h e l i s t w i l l be a computer-prepared a p p l i c a t i o n f a c e page t o be used i n completing each o f t h e a p p l i c a t i o n s i n v o l v e d . The i n s t i t u t i o n w i l l be responsible f o r assuring t h a t a p p l i c a t i o n s are prepared i n accordance w i t h both N I H and i n s t i t u t i o n a l p o l i c y and f o r e s t a b l i s h i n g in-house deadline dates t o ensure r e t u r n of completed a p p l i c a t i o n s t o t h e DRG 60 days p r i o r t o t h e beginning date o f t h e n e x t g r a n t period.

NATIONAL HIGH BLOOD PRESSURE EDUCATION RESEARCH PROGRAM
ANNOUNCEMENT
1. There are 23 m i l l i o n Americans who have h i g h b l o o d pressure (hypertension). Only 1/8 o f t h i s p o p u l a t i o n i s under adequate c o n t r o l d e s p i t e t h e v e r y s u b s t a n t i a l evidence t h a t t r e a t i n g t h i s c o n d i t i o n reduces t h e r i s k o f developing s i g n i f i c a n t cardiovascul a r d i sease.
2 . The NHLI w i l l sponsor a program o f research t o e x p l o r e ways o f educating p r o f e s s i o n a l s and general p u b l i c t h a t w i l l e f f e c t a g r e a t e r degree o f c o n t r o l o f hypertension.

The e d u c a t i o n a l research component o f t h e program has t h r e e m a j o r o b j e c t i v e s : a. To i d e n t i f y t h e most e f f e c t i v e ways o f i n c r e a s i n g p u b l i c awareness o f h i g h b l o o d pressure and i t s sequelae. b. To i d e n t i f y c o s t - e f f e c t i v e and f e a s i b l e ways o f d e l i v e r i n g p a t i e n t care and p a t i e n t education. c. To i d e n t i f y c o s t - e f f e c t i v e ways o f educating p r o f e s s i o n a l s and p u b l i c t o e f f e c t (a behavior change t h a t r e s u l t s i n ) a g r e a t e r degree o f c o n t r o l o f e l e v a t e d b l o o d pressure. i.e., more people on therapy, and g r e a t e r percentage o f p a t i e n t s under "adequate c o n t r o l . 4. The NHLI w i l l accept proposals f o r s t u d i e s on h i g h b l o o d p r e s s u r e education p r o j e c t s t h a t are designed t o e f f e c t and measure a change. The change m i g h t be i n :

Education should be i n t e r p r e t e d i n i t s broadest sense and n o t r e s t r i c t e d t o t r a d i t i o n a l approaches, a1though the use o f t r a d i t i o n a l methods must be f u l l y e x p l o r e d i n t h i s new context. 5. A u t h o r i t y f o r t h i s program i s d e r i v e d from P u b l i c Law 92-423, S e c t i o n 414A. Both g r a n t s and c o n t r a c t s w i l l be used t o s u p p o r t p r o j e c t s s e l e c t e d f o r t h e program. I n s t i t u t i o n s e l i g i b l e f o r g r a n t s should so s i g n i f y i n t h e i r r e q u e s t f o r a p p l i c a t i o n . P r o f i t making o r g a n i z a t i o n s a r e e l i g i b l e o n l y f o r c o n t r a c t support. The N I H p o l i c i e s concerning t h e a d m i n i s t r a t i o n o f research p r o j e c t g r a n t s w i l l apply t o a l l research g r a n t p r o j e c t s i n t h i s program. The proposal must c o n t a i n d e t a i l e d plans f o r e v a l u a t i o n o f t h e p r o j e c t . Suggested e v a l u a t i o n techniques i n c l u d e measurement o f b l o o d pressure o f i n d i v i d u a l s i n t h e t a r g e t p o p u l a t i o n , c o s t - e f f e c t i v e n e s s e v a l u a t i o n p e r increment of change, change i n frequency o f p a t i e n t v i s i t s , change i n p a t i e n t dropout r a t e s , changes i n a t t i tude determined by survey techniques, and changes i n m o r b i d i t y and m o r t a l i t y
