                               SEX OFFENDER INFORMATION BULLETIN
                                 LEVEL 3 NOTIFICATION OF RELEASE
                                     (HIGH RISK TO RE-OFFEND)
   The Tacoma Police Department is releasing the following information pursuant to RCW 4.24.550 and the Washington State
Supreme Court decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex offender’s
release when; in the discretion of the agency, the release of information will enhance public safety and protection.

   The individual who appears on this notification has been convicted of a sex offense that requires registration with the
sheriff’s office in the county of their residence. Further, their previous criminal history places them in a classification level
which reflects the potential to re-offend. This sex offender has served the sentence imposed by the courts AND IS NOT
WANTED BY THE POLICE AT THIS TIME.

   The TACOMA POLICE DEPARTMENT has no legal authority to direct where a sex offender may or may not live.
Constructive community action through reporting parole violations is beneficial, but abuse of information through harassment,
threats or intimidation could jeopardize the community notification process and will not be tolerated. It is our belief that an
informed public is a safer public, and we advocate the responsible use of the following information.

       On December 8th, 2010 the following offender registered to live in the
       1900 block of South Cushman Avenue, in the City of Tacoma.

                                                                 Mark A. Davis
                                                                      Black Male
                                                                       Age: 44
                                                               Hair: Black Eyes: Brown
                                                             Height: 5’11” Weight: 160-lbs
                                             In 1995, DAVIS was convicted of ATTEMPTED INDECENT LIBERTIES WITH
                                             FORCIBLE COMPULSION in Pierce County. In 2001, he was convicted of
                                             FAILING TO REGISTER AS A SEX OFFENDER, also in Pierce County.
                                             According to official file documents, he sexually assaulted a 32-year old non-
                                             familial female. DAVIS did not participate in the Sex Offender Treatment Program
                                             while incarcerated. There is no documentation in the file to show that he has
       participated in any sexual deviancy treatment in the community either. DAVIS is required to report any change of
       address, employment, and school enrollment to the Pierce County Sheriff Department.


       As of the date of this bulletin, there are approximately 19,086 sex offenders who have registered as required and are
       living in the State of Washington. In the City of Tacoma, there are currently 1,128 offenders who have registered. There
       are approximately 2,900 sex offenders who have registered with the Pierce County Sheriff Department.

       900 block of East 66th Street, in the City of Tacoma.

                                                                    White Male
                                                                     Age: 61
                                                             Hair: Brown Eyes: Green
                                                           Height: 6’0” Weight: 160-lbs
                                              In 1997, EMWRIGHT was convicted of RAPE OF A CHILD 1st Degree and
                                              ASSAULT OF A CHILD 3rd Degree in PIERCE County. According to official
                                              file documents, EMWRIGHT sexually assaulted 9 and 14 year old familial females.
                                              EMWRIGHT participated in a Sex Offender Treatment Program while he was
                                              incarcerated. EMWRIGHT is required to report any change of address,
                                              employment, and school enrollment to the Pierce County Sheriff Department.

       As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
       approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
       City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders
       who have registered with the Pierce County Sheriff Department.

                                                               Hair: Blond Eyes: Blue
                                                             Height: 6’2” Weight: 250-lbs
                                              In 2004, FEREDAY was convicted of RAPE 2ND DEGREE in Pierce County.
                                              According to official file documents, FEREDAY sexually assaulted a 17-year old
                                              non-familial female. FEREDAY did not participate in the Sex Offender Treatment
                                              Program while incarcerated. FEREDAY is required to report any change of
                                              address, employment, and school enrollment to the Pierce County Sheriff
                                              Department.

       As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
       approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
       City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders
       who have registered with the Pierce County Sheriff Department.

                                                                        Age: 40
                                                                Hair: Brown Eyes: Brown
                                                              Height: 6’3” Weight: 240-lbs
                                              In 2002, HELLAND was convicted of BURGLARY 1st DEGREE and
                                              ATTEMPTED RAPE 2nd DEGREE in Lewis County. According to official file
                                              documents, HELLAND (age 30) entered unlawfully into a victim’s residence.
                                              HELLAND then attempted to sexually assault the known 13 year-old non-familial
                                              female victim. HELLAND declined to participate in the Sex Offender Treatment
                                              Program while incarcerated. HELLAND is required to report any change of
                                              address, employment, and school enrollment to the Pierce County Sheriff
                                              Department.

       As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
       approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
       City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders

                                                                        Age: 21
                                                                Hair: Black Eyes: Brown
                                                              Height: 6’0” Weight: 180-lbs
                                              In 2004, Lang was convicted of Child Molestation in the 1st Degree in King
                                              County. According to official file documents, Lang (age 13) sexually assaulted a
                                              known non-familial female age 7 over a four month period. Lang did participate in
                                              Sex Offender Treatment. Lang is required to report any change of address,
                                              employment, and school enrollment to the Pierce County Sheriff Department.

       As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
       approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the

                                                               Hair: Black Eyes: Brown
                                                             Height: 5’11” Weight: 154-lbs
                                             In 2001, LEWIS was convicted of ASSAULT 2nd DEGREE w/SEXUAL
                                             MOTIVATION. According to official file documents, LEWIS was confined in a
                                             juvenile detention center when he physically assaulted and attempted to sexually
                                             assault his 16-year-old male roommate. LEWIS participated in a Sex Offender
                                             Treatment Program while incarcerated. LEWIS is required to report any change of
                                             address, employment, and school enrollment to the Pierce County Sheriff
                                             Department.

                                                      Height: 6’2” Weight: 205-lbs
                                          In 2001, MITCHELL (age 14) was convicted of RAPE 3rd Degree in Pacific
                                          County. According to official file documents, he sexually assaulted a 15-year old
                                          non-familial female. In 2006 and 2008 MITCHELL was convicted of FAILING
                                          TO REGISTER AS A SEX OFFENDER in Pierce County. MITCHELL did not
                                          participate in the Sex Offender Treatment Program while incarcerated. There is no
                                          documentation in the file to show that he has participated in any sexual deviancy
      treatment in the community either. He is required to report any change of address, employment or school enrollment.

                                                                        Age: 27
                                                                Hair: Brown Eyes: Blue
                                                              Height: 5’06” Weight: 145-lbs
                                            In 1997, Quinn (ages 13 &14) was convicted of Child Molestation 1st Degree
                                             (2 counts) in Pierce County. According to official file documents, Quinn sexually
                                            assaulted a 4-year old familial female, a 5-year old familial female and a 9-year old
                                            familial female during a two month period. Quinn was convicted of Failure to
                                            Register as a Sex Offender in 2002, 2004, and 2006 all in Pierce County. Quinn
       failed to complete his Sex Offender Treatment. Quinn is required to report any change of address, employment, and
       school enrollment to the Pierce County Sheriff Department.

                                                              Height: 5’08” Weight: 140-lbs
                                              In 2002, Rhem was convicted of Attempted Kidnapping 1st Degree with Sexual
                                              Motivation in Pierce County. According to official file documents, he sexually
                                              assaulted a non-familial female at her place of work. Rhem did not participate in
                                              the Sex Offender Treatment Program during his incarceration. Rhem is required to
                                              report any change of address, employment, and school enrollment to the Pierce
       County Sheriff Department.

       As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are

                                 LEVEL 3 NOTIFICATION OF RELEASE
                                     (HIGH RISK TO RE-OFFEND)
   The Tacoma Police Department is releasing the following information pursuant to RCW 4.24.550 and the Washington State
Supreme Court decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex offender’s
release when; in the discretion of the agency, the release of information will enhance public safety and protection.

   The individual who appears on this notification has been convicted of a sex offense that requires registration with the
sheriff’s office in the county of their residence. Further, their previous criminal history places them in a classification level
which reflects the potential to re-offend. This sex offender has served the sentence imposed by the courts AND IS NOT
WANTED BY THE POLICE AT THIS TIME.

   The TACOMA POLICE DEPARTMENT has no legal authority to direct where a sex offender may or may not live.
Constructive community action through reporting parole violations is beneficial, but abuse of information through harassment,
threats or intimidation could jeopardize the community notification process and will not be tolerated. It is our belief that an
informed public is a safer public, and we advocate the responsible use of the following information.

       On November 18, 2010 the following offender registered to live in the
       4700 block of South Puget Sound Avenue, in the City of Tacoma.

                                                               Kenneth Sinclair
                                                                      Black Male
                                                                        Age: 37
                                                                Hair: Black Eyes: Brown
                                                              Height: 5’08” Weight: 170-lbs
                                           In 1994, Sinclair was convicted of Rape 2nd Degree in King County. According to
                                           official file documents, the 21-year old female victim had just ended an 18 month
                                           relationship with Sinclair. A week later, during evening hours, Sinclair confronted
                                           the victim at her apartment. The victim was beaten throughout the night and
                                           sexually assaulted in the morning hours. In 2004, Sinclair was convicted of Assault
       3rd Degree in Pierce County. The adult female victim was living with Sinclair at the time of the assault. In 2009, Sinclair
       was convicted of Failure to Register as a Sex Offender in Pierce County. Sinclair declined to participate in the Sex
       Offender Treatment Program. Sinclair is required to report any change of address, employment, and school enrollment
       to the Pierce County Sheriff Department.

       As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
       approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
       City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders
       who have registered with the Pierce County Sheriff Department.

      “Homeless / Transient”, in the City of Tacoma.

                                                          Terrell L. Smith
                                                                Black Male
                                                                 Age: 25
                                                        Hair: Black Eyes: Brown
                                                      Height: 6’1” Weight: 220-lbs
                                             In 1999, SMITH was convicted of CHILD MOLESTATION 1st Degree and
                                             CHILD RAPE 1st Degree in Kitsap County. According to official file documents,
                                             when he was 11-years old, he sexually assaulted two familial female children.
                                             When he was 13-years old he sexually assaulted a 6-year old non-familial female.
                                             SMITH participated in the Sex Offender Treatment Program. He is required to
                                             report any change of address, employment, and school enrollment to the Pierce
                                             County Sheriff Department.

                                                                Native American Male
                                                                       Age: 32
                                                               Hair: Black Eyes: Brown
                                                             Height: 5’06” Weight: 175-lbs
                                             In 2006, SOLOMON was convicted of Sexual Abuse of a Minor in Federal Court.
                                             According to official file documents, SOLOMON sexually assaulted a known
                                             12-year-old female. SOLOMON is required to report any change of address,
                                             employment, and school enrollment to the Pierce County Sheriff Department.
                                             Solomon is currently under Federal Supervision.

      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
      approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
