BACKGROUND INFORMATION
Over 80 p e r c e n t o f p a t i e n t s w i t h c a n c e r are t r e a t e d i n t h e community. The CCOP was i n i t i a t e d i n 1983 t o b r i n g t h e b e n e f i t s o f c l i n i c a l r e s e a r c h t o c a n c e r p a t i e n t s i n t h e i r own communities by p r o v i d i n g s u p p o r t f o r p h y s i c i a n s t o e n t e r p a t i e n t s o n t o t r e a t m e n t r e s e a r c h p r o t o c o l s . The CCOPs c l e a r l y were v e r y e f f e c t i v e i n a c c r u i n g p a t i e n t s t o t r e a t m e n t c l i n i c a l t r i a l s . The second RFA, i s s u e d i n 1986, expanded t h e f o c u s t o i n c l u d e c a n c e r c o n t r o l r e s e a r c h .

The development o f c a n c e r c o n t r o l r e s e a r c h i n t h e CCOP network h a s been i n c r e a s i n g s t e a d i l y s i n c e f u n d i n g began i n 1987. P r o t o c o l s are developed by t h e r e s e a r c h b a s e s and reviewed by DCPC’s Cancer C o n t r o l P r o t o c o l Review P r o t o c o l s c o v e r t h e f u l l spectrum o f c a n c e r c o n t r o l Committee (CCPRC). r e s e a r c h , i n c l u d i n g chemoprevention, marker s t u d i e s , smoking c e s s a t i o n s t u d i e s , s c r e e n i n g and e a r l y d e t e c t i o n , and p a i n c o n t r o l and o t h e r s u p p o r t i v e care i n t e r v e n t i o n s aimed a t r e d u c i n g c a n c e r i n c i d e n c e , m o r b i d i t y , and mortality. T h e r e w i l l b e two t y p e s of g r a n t e e s : community programs and r e s e a r c h b a s e s . Community a p p l i c a n t s may be a h o s p i t a l , a c l i n i c , a group o f p r a c t i c i n g p h y s i c i a n s , a h e a l t h maintenance o r g a n i z a t i o n (HMO) or a c o n s o r t i u m o f t h e s e . Community programs (CCOPs) w i l l b e r e q u i r e d t o e n t e r p a t i e n t s o n t o NCI-approved t r e a t m e n t and c a n c e r c o n t r o l c l i n i c a l t r i a l s t h r o u g h t h e r e s e a r c h b a s e c s ) w i t h which e a c h CCOP is a f f i l i a t e d .

Research b a s e a p p l i c a n t s must b e e i t h e r a n NCI-funded c l i n i c a l t r i a l s c o o p e r a t i v e group or c a n c e r c e n t e r or a p u b l i c h e a l t h d e p a r t m e n t . Research b a s e s w i l l b e r e q u i r e d t o p r o v i d e c l i n i c a l r e s e a r c h t r e a t m e n t and/or c a n c e r c o n t r o l p r o t o c o l s , m o n i t o r t h e q u a l i t y o f p r o t o c o l c o n d u c t , and f o l l o w CCOP accrual.
MECHANISM OF SUPPORT CCOP and r e s e a r c h b a s e awards w i l l b e made a s C o o p e r a t i v e Agreements. The c o o p e r a t i v e agreement i s a n a s s i s t a n c e mechanism i n v o l v i n g c o o p e r a t i o n by N C I s t a f f as d e s c r i b e d i n t h e RFA. I t i s a n t i c i p a t e d t h a t up t o $ 4 . 4 m i l l i o n i n t o t a l c o s t s p e r y e a r f o r 5 y e a r s w i l l b e committed t o s p e c i f i c a l l y fund a p p l i c a t i o n s which are s u b m i t t e d i n r e s p o n s e t o t h i s RFA. The N a t i o n a l C e n t e r f o r Human Genome Research i n v i t e s a p p l i c a t i o n s f o r s u p p o r t o f s h o r t , a d v a n c e d - l e v e l c o u r s e s emphasizing new l a b o r a t o r y t e c h n i q u e s i n genome a n a l y s i s , i n f o r m a t i c s a s it r e l a t e s t o t h e human genome, p r i n c i p l e s of genomic a n a l y s i s f o r s c i e n t i s t s t r a i n e d i n f i e l d s o t h e r t h a n b i o l o g y or s c h o l a r s t r a i n e d i n t h e h u m a n i t i e s , s o c i a l s c i e n c e s , o r l a w and p r i n c i p l e s and methods o f s t u d y i n g t h e s o c i a l , e t h i c a l and l e g a l i s s u e s r e l e v a n t t o t h e human genome program. These c o u r s e s a r e meant t o enhance t h e s k i l l s of i n d i v i d u a l s i n t e r e s t e d i n pursuing l a b o r a t o r y o r s c h o l a r l y research r e l e v a n t t o t h e g o a l s o f t h e Human Genome Program.

BACKGROUND
For t h e genome p r o j e c t and t h e f i e l d o f genomic r e s e a r c h t o d e v e l o p r a p i d l y enough t o m e e t t h e s e g o a l s i n a t i m e l y and c o s t - e f f e c t i v e manner, it w i l l be n e c e s s a r y t o d i s s e m i n a t e t e c h n o l o g i c a l advances and new i n f o r m a t i o n as r a p i d l y as p o s s i b l e and t o r e c r u i t s c i e n t i s t s from many d i s c i p l i n e s , b o t h b i o l o g i c a l and n o n - b i o l o g i c a l , i n t o t h i s r e s e a r c h area. The development o f many f i e l d s , suck as m o l e c u l a r b i o l o g y and g e n e t i c s , h a s been enormously a b e t t e d by t h e a v a i l a b i l i t y o f s h o r t , i n t e n s i v e , advanced l e v e l c o u r s e s . P r o p e r l y d e s i g n e d c o u r s e s i n areas o f r e l e v a n c e t o genomics c o u l d be o f similar u t i l i t y t o t h e development o f t h e genome p r o j e c t i t s e l f and t o t h e a p p l i c a t i o n o f t h e i n f o r m a t i o n produced by t h e p r o j e c t . RESEARCH OBJECTIVE The g o a l o f t h i s Request f o r A p p l i c a t i o n s (RFA) i s t o s t i m u l a t e t h e development o f c o u r s e s i n s u b j e c t s r e l e v a n t t o t h e Human Genome Program and a p p r o p r i a t e t o t h e b r o a d e r s c i e n t i f i c community.
