EFFECTIVE ADVOCACY……. Legislators are understaffed and pulled everyday in numerous directions. Every legislative session thousands of bills are filed, each requiring careful consideration. Legislators are always required to make tough budgetary decisions each legislative session. Often funding for one important program means cuts to another. And always keep in mind that your legislator’s office receives hundreds of phone calls, emails and letters a day. For these reasons, it is imperative that we all work hard to be effective advocates. When confronted with tough choices involving children, elected officials tend to look very carefully at constituent viewpoints. Legislators WILL pay attention, IF the legislator receives a clear and concise message about constituent concerns AND the message was delivered in an effective and respectful manner. Being an effective advocate for young children is not difficult, but it does involve some preparation and practice. Here are some tips to help you get the most out of your visit to the General Assembly. TALK TO YOUR LEGISLATOR EARLY AND OFTEN Legislators are especially attentive to people from their own districts. They are even more attentive to people they can consider “local experts” – people they can trust to respond to their questions quickly, knowledgeably and truthfully. The best way to establish this relationship is to meet with your legislator early and often – that means starting when they are candidates. If you cultivate these relationships early on, then you won’t be starting from scratch during crucial times. Remember, times and politics change, but memories are forever. A candidate that loses a primary or general election today could win that same election in two years. Always keep legislators informed of what is going on at home. Keep in touch with legislators even when they are not in session. Find opportunities to forward relative information, success stories, human-interest notes, appointment of new board members, grant awards, etc. Make sure your legislators are on your distribution lists. RESEARCH, RESEARCH, RESEARCH! Be aware of your legislator’s personal background, relevant experiences, campaign promises and legislative priorities and make sure to demonstrate how Smart Start plays a role in those items. Know your legislators record on early childhood programs, including their voting record and public comments they’ve made related to these programs. KNOW YOUR STORY, TELL YOUR STORY….BRIEFLY When you meet with your legislator assume you will only have 2-3 minutes to make your case. State your concern/issue upfront. In writing, keep the letter or email to no more than one page. Always identify yourself by name and include the town in which you work or live so the legislator knows you are a constituent. Make sure to stay on message. In most circumstances, you will only have a very short time to meet with your legislator. Look through the message points included in this packet. Pick the one or two message points that are most relevant to your community and drive them home. MAKING THE ASK Due to cost principles, you are limited in what you are able to ask for directly from your local legislator. However, you are able to answer questions from your legislator. This year the North Carolina Partnership for Children is seeking $44.7 million in the 2008 continuation budget. Spend your time educating your legislator about the benefits your program brings to your community and the challenges you face, but make sure you are prepared to answer their questions regarding funding and pending legislation. OTHER ITEMS TO KEEP IN MIND: • • • • Be Positive and Respectful Use Correct Etiquette in addressing the legislator. Always use their title of Senator or Representative when speaking to them or writing letters. BE KIND TO STAFF Connect at Home
