                              DECEMBER 30, 2010, 4:00 P.M.

CALL TO ORDER:             Deputy Mayor Tilton called the meeting to order at 4:00 p.m.

SUNSHINE STATEMENT: Deputy Mayor Tilton read the sunshine statement and announced that same is being
held pursuant to the Open Public Meetings Act of 1974 and all provisions of that Act have been met. Notice of this
meeting has been transmitted by email to the Bordentown Register News, Burlington County Times and The
Trenton Times as well as given to those having requested same and posted on the Township Bulletin Board located
in the foyer of the municipal building.

1st PUBLIC HEARING FOR AGENDA ITEMS ONLY. Members of the public wishing to address the Mayor
and Township Committee must approach the podium and state their name and address for the record.

DISCUSSION: CANCELLATOIN OF 2010 APPROPRIATIONS
The Mayor and the Township Committee reviewed a spreadsheet provided by the Chief Financial Officer of which
they reviewed one line item at a time in order to determine which departments and sections thereof should carry a
balance to pay the remaining 2010 bills and which could be canceled. In the end it was agreed to cancel $55,000.
The resolution reflecting this is contained in today’s consent agenda.

CONSENT AGENDA DEFINED:
All matters listed on tonight’s consent agenda are to be considered as one vote by the Township Committee and will
be enacted by one motion. There will be no discussion of these items. If discussion is desired, that item will be
removed from the consent agenda and considered separately.

                                       TAX OVERPAYMENT
                                       RESOLUTION#2010-133

        BE IT RESOVLED, by the Township Committee of the Township of North Hanover that, as requested by
the Tax Collector, it hereby authorizes a refund of overpayment of 2010 taxes in the amount of $666.94 to
Dovenmuehle Mortgage, for Block 101 Lot 6.02 commonly known as 94 Ellisdale-Crosswicks Road.

 RESOLUTION AUTHORIZING SPECIAL RATE FEE OF $5 FOR SECONDARY DUMP STICKER OR
                           REPLACEMENT STICKER
                             RESOLUTION#2010-134

         BE IT RESOVLED, by the Township Committee of the Township of North Hanover that in conjunction
with Resolution 2010-130 of which authorizes a fee increase for the 2011 Dump Stickers, that it also hereby
authorizes a five dollar ($5.00) fee for a secondary Dump Sticker or replacement sticker if requested.

                         TOWNSHIP OF NORTH HANOVER
    RESOLUTION AUTHORIZING A REFUND OF RENTAL FEE FOR THE COMMUNITY ROOM
                              RESOLUTION#2010-135

         WHEREAS, Mr. Grouser of 126 Arneytown-Chesterfield Road, North Hanover, New Jersey requested the
use of the Community Room at 1:00 p.m. on Sunday, December 19, 2010; and

         WHEREAS, Mr. Grouser reported that he is in need of cancelling his event scheduled for December 19,
2010 at the Community Room due to flu-like illness with much of his family;

          NOW, THEREFOR, BE IT RESOVLED, by the Township Committee of the Township of North Hanover
that it hereby authorizes a refund of the room rental fee totaling $100.00 for a grand total refund of $100.0 for the
Community Room rental.

                          TOWNSHIP OF NORTH HANOVER
        RESOLUTION AUTHORIZING CANCELLATION OF 2010 BUDGET APPROPRIATIONS
                               RESOLUTION#2010-136

       WHEREAS, the Township Committee was presented with a list of 2010 Budget Appropriations, some of
which were to be canceled;

         WHEREAS, each line item was reviewed and recommendations were made by the CFO.

         NOW, THEREFORE BE IT RESOLVED, the North Hanover Township Committee hereby authorizes the
cancellation of 2010 budget appropriations in the amount of $55,000.00 as noted by the CFO.


         BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the following:

                             TOWNSHIP OF NORTH HANOVER
              RESOLUTION AUTHORIZING BUDGET TRANSFERS FOR THE 2010 BUDGET
                                  RESOLUTION#2010-137

          WHEREAS N.J.S.A. 40A:4-58 states: “Should it become necessary, during the last

2 months of the fiscal year, to expend for any of the purposes specified in the budget an

amount in excess of the respective sums appropriated therefor and there shall be an

excess in any appropriations over and above the amount deemed to be necessary to

fulfill the purpose of such appropriation, the governing body may, by resolution setting

forth the facts, adopted by not less than 2/3 vote of the full membership thereof, transfer

the amount of such excess to those appropriations deemed to be insufficient"; and,


          WHEREAS the Chief Financial Officer has recommended that the following

transfers, being in compliance with N.J.S.A. 40A:4-58, be made.

         NOW THEREFORE BE IT RESOLVED by the Township Committee of the

Township of North Hanover, County of Burlington, (not less than 2/3 of the full membership

concurring affirmatively) that the 2010 budget transfers be made a permanent part of this

resolution, are hereby made and approved.

                                           RESOLUTION 2010-138
                                       TOWNSHIP OF NORTH HANOVER
                                         COUNTY OF BURLINGTON
                                  A RESOLUTION AUTHORIZING THE REFUND
                                          OF TAX SALE PREMIUM

        WHEREAS, Tax Sale Certificate#10-00003 was redeemed on December 20, 2010 in the amount of
$14,171.94.

             WHEREAS, FNA Jersey Lien Services, LLC paid tax sale premium, in the amount of $7,800.00, for said
lien.

         THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that,
as requested by the Tax Collector, it hereby authorizes a refund of tax sale premium, in the amount of $7,800.00 to
FNA Jersey Lien Services LLC; for Lien 10-00003, Block 500 Lot 31.05, commonly known as 609 Monmouth
Road.

DISCUSSION ITEM(S):

            Review and approve guest list for January Thank You Dinner. After brief review the Township Committee
             approved of the guest list for their January Thank You Dinner.

            Review 2011 Professional Contracts received for Consideration at the 2011 Reorganization Meeting. After
             brief discussion, the Township Committee’s general consensus is to reappoint the professionals who served
             in 2011.

            Transporting Rabies Clinic Vaccine and Needles: Township Clerk Antonides advised that the vaccine and
             needles supplied by the Burlington County Board of Health Office was picked up and dropped off by the
             Public Works Department. Since our own department disbanded, the Clerk inquired as to who is to now
             perform this task. The Township Committee advised that Don Mathews would be the person to do so and
             asked that the Clerk notify him of this.

TOWNSHIP COMMITTEE REPORTS:

        Committeeman Delorenzo: advised that the dump will be open on Friday, December 31, 2010 from 7:00
         a.m. to 3:00 p.m. On a side note, with the recent storm Mr. Durr said he feels the contractor did an overall
         good job managing such a brutal storm. Committeeman Durr concluded by wishing everyone a Happy New
         Year.

        Committeeman Moscatiello: stated that he felt the snow removal contractors did an outstanding job. With
         that said, keeping in mind this is our first storm using the new contractors there is still room to tighten up
         on how they are leaving our roads after a storm. Mr. Moscatiello said he is confident that we will improve
         upon it. Overall, they seemed to pass with flying colors. Mr. Moscatiello extended his compliments to
         Committeeman Durr for his hard work and effort he put into making sure our roads were well taken care of.

        Committeeman Durr: concurred with Mr. Moscatiello. Mr. Durr said the new contractors now have some
         experience under their belts and are now more familiar with our roads. We are looking to set up a meeting
         with them to discuss how to better the service provided. Some complaints were had but they were
         manageable and taken care of. Mr. Durr advised that we had more equipment out servicing our roads
         during the storm than ever before. Mr. Durr concluded by advising that during our earlier discussion
         regarding cancelling appropriations he was not happy to hear our court violations are lowered by half and
         wants to know why.

        Committeeman Tilton: reported that he was satisfied with the snow plowing company and felt that our
         DPW would not have been able to handle that type of storm. We simply did not have that kind of
         equipment that was used to manage that kind of storm. Mr. Tilton concluded by saying that the contractors
         are to be commended.

        RESOLUTION 2010-139
                        AUTHORIZING A CLOSED SESSION MEETING

         WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the
exclusion of the public from a meeting in certain circumstances; and

         WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive
Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

          WHEREAS the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A. 10:4-12 permits the
Township Committee to discuss certain matter(s) in private - specifically in this case today to discuss a Motion to
Appeal Order of the Trial Court Entered on October 15, 2010 pertaining to the Marczak Litigation Case of which
requires attorney-client privilege in this regard PBA Contract Negotiation which requires attorney-client privilege in
this regard;

          NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it
will go into an Executive Session for the purpose of the Township Committee - specifically in this case today to
discuss a Motion to Appeal Order of the Trial Court Entered on October 15, 2010 pertaining to the Marczak
Litigation Case of which requires attorney-client privilege in this regard

          BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the
matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties
may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in
this regard.
