Meso: Oblast level interventions of the Rural Development Network (RDN) via informing authorities about legal gaps, discrepancies and lack of correct implementation of laws at district level. Training of land committees. Macro: Participation of the RDN in development/amendments of bills on land reform with relevant ministerial departments and monitoring of implementation of Resolution 111 for the Independent Commission and Donor Coordination Council via feedback from the field. Training of Judges via the national Judicial Training Center. The Government of the Republic of Tajikistan as key initiator of the land reform in the country is one essential partner of the project. Thus, it is foreseen to initiate a constructive but critical-supportive communication with the authorities at the district and regional levels and to maintain simultaneously close relations with the responsible Ministries (Justice and Agriculture) at national level. The Judiciary on all levels is also key as it plays a crucial role for the resolution of land conflicts. In order to meet the farmers’ needs for comprehensive services delivered, it is important to support RDN and its member LAC in building specific partnerships with service providers and networks in other support domains in rural areas. This is particularly relevant for future alliances with the organizations dealing among others with micro finance, agricultural extension, processing as well as marketing. For these purpose the Project aims at close cooperation and coordination of activities with a series of other partners. Basically the major tasks of the Implementing Agency will be: a) technical and managerial development of a network 'Rural Development” including e.g. certification of member NGOs and lawyers, b) expansion of the network by supporting the establishment of representative offices of existing and new member NGOs, c) assurance that LAC offer quality legal aid services related to the land reform, i.e. in land registration, land titling, farm restructuring, freedom to farm, debt resolution, monitoring implementation of resolution 111. 2.6 Location where service is supplied: Tajikistan 2.7 Division into lots / several procurements?
