Thank you for your inquiry regarding the St Kilda Steiner Pre-School Program.

The Program:
  The program is based on the Steiner philosophy of education that has a distinctive and holistic
  approach towards the education of children.

  Children take part in a mixed-age, play-based curriculum in a nurturing environment where learning
  is done by imitation rather than direction. Attention is given to every detail of the kindergarten
  space so that all experiences are inviting to the senses. A rich supply of open-ended natural
  materials is arranged invitingly for the children; coloured cloths, seedpods from the natural world,
  shells, and handmade dolls and animals are all inspiring for creative play. Children spend a lot of
  time building playhouses as well as creating the settings for games arising from their own
  imagination.

  Daily activities for the staff and children are based on a healthy home life and could include
  household and maintenance tasks such as sweeping, gardening, caring for our chickens and cooking,
  preparing meals and setting the table.

  Indoor and outdoor play, movement with singing, listening to stories, modelling, textile work,
  painting and drawing are also part of the program. Festivities that include parents and all other
  activities are presented within a strong rhythmical framework.

Session Times
  Session times are: 8:45am-12pm (Morning session) or 11.45am – 3pm (Afternoon session)
                     8:45am-3pm (Two sessions)

  In each session there will be up to 20 children turning four, five and/or six years old, playing and
  learning together. Younger children attend 2 or 3 sessions per week, while older children are
  allocated more sessions (i.e. 4-6 sessions). As the year progresses and the children become more
  confident and trusting, the number of sessions can increase to suit the child‟s and the family‟s
  needs, if places are available. This includes the introduction of full days (two sessions).

  Currently, we have two kindergarten groups. One teacher with two assistants will run the program
  on Monday, Tuesday and Thursday. The second will run a program on Wednesday and Friday. We
  will come together and grow to know each other on special community occasions such as our end-
  of-term festivals, the winter bazaar, fundraising events, working bees and parent evenings.

  We are currently offering families the following choices, which may be subject to change in
  future years. Confirmation of session preferences will be finalised with you upon receiving an
  offer of placement at the kinder:

The Role of Parents
  Parental support and involvement is vital to our kindergarten. We have a vibrant and talented
  community. Parents are involved at many levels including team membership, day-to-day support
  within the kinder and during working bees. Our Planning Committee is a Committee of volunteer
  parents that manage the pre-school. Our pre-school depends upon your participation and we
  encourage parents to consider joining in.

Fees
   Sessions cost $25.00 per session ($50 for a full day) and a healthy, home-made food is
   included in all sessions; please refer to the Fee Policy Terms and Conditions for more information.

Enrolment Procedure
   If you wish to register for a place in the program, and having read and agreed to our terms and
   conditions, please return to St. Kilda Steiner Preschool

             The signed Terms and Conditions form (both parents to sign)
             Non-refundable administration fee of $50 (NO CASH)

   Children must have turned four by the 30th of September in the year they begin kindergarten;
   however children are welcome to begin a year later if that is the family‟s wish. If your child
   misses this cut-off date you may like to make an appointment to visit the kinder and talk to our
   teachers about this.

   Our first-round offers are sent out in July of the year prior to commencement. You are most
   welcome to call us at anytime to check on the status of your place; please inform us of any change
   of address details so we can maintain contact with you.



             We highly recommend that you make a time to view our kindergarten.

It is a condition of enrolment that each parent and guardian agrees to be bound by all policies, rules or
regulations that the St Kilda Steiner Pre-School may notify from time to time, including the current Pre-
School Fees Policy which is attached to these terms and conditions. Continuing to allow your child to
attend the Pre-School after receipt of these terms and conditions is deemed to be acceptance of
these terms and conditions and of the Pre-School Fees Policy. Failure to meet the fee commitments
will result in the child not being able to continue in the Pre-School. New children will normally only be
accepted if there is a strong expectation that the fee commitments can be met. New parents are to be
interviewed by the principal teacher before the enrolment of the child is approved.

I/WE AGREE TO BE BOUND BY THE FOLLOWING CONDITIONS:
1. The parents/guardians, whose signatures appear below or on the enrolment form, shall be jointly and
   severally responsible for the payment of all fees and charges. Wherever possible, BOTH
   parents/guardians MUST sign the application form in order to have the enrolment accepted.
2. If your child is not currently attending the Pre-School, payment of the application fee and lodgement of
   an enrolment application will place your child on a waiting list for the Pre-School and does not guarantee
   your child a place at the Pre-School.
3. When you are contacted and advised that you are being offered a place for your child/children at a Pre-
   School session, you must respond by the given date and pay a non-refundable enrolment fee in the
   amount of $100.00, or the place will be offered to the next family on the waiting list.
4. Fees, charges and Pre-School policies are subject to amendment from time to time, a copy of the current
   Pre-School Fees Policy is attached.
5. Fees are billed a term in advance and are required to be paid in full no later than 14 days before the
   commencement of the Pre-School term to which they apply. New families starting at the beginning of the
   school year will have their Term 1 fees and Annual Capital Contribution payable 4 weeks prior to the
   commencement of the Pre-School year. Terms fees & Annual Capital Contribution relating to children
   beginning part way through a term will be required to be paid in full before the child attends their first
   day at the Pre-School.
6. Any fees remaining unpaid after the payment due date will incur interest at the rate of 12.0% p.a. from 14
   days after the date of invoice.
7. Fees are not refundable if the child ceases to attend the Pre-School prior to the end of the term. A full
   term‟s notice in writing to the Treasurer or the payment of a term‟s fees in lieu is required if the child is
   removed from, or ceases to attend the Pre-School for any reason.
8. Siblings of existing children at the Pre-School with unpaid fees will normally not be accepted into the Pre-
    School.
9. The Pre-School reserves the right to restrict or prohibit the attendance of a child at the Pre-School,
    where issues or grievances relating to the child‟s education or behaviour remain unresolved between the
    child or family, and the Pre-School.
10. You hereby consent to your details being included in a mailing list, class list and/or contact list for
    distribution to parents of children at the Pre-School. You may elect to have your details removed from
    these contact lists by providing written notice to the Pre-School.
11. The Pre-School from time to time engages in fundraising activities. Information received from you may be
    used to make an appeal to you. It may also be disclosed to organisations that assist in the Pre-School's
    fundraising activities solely for that purpose. We will not disclose your personal information to third
    parties for their own marketing purposes without your consent.
12. You are required to advise the Pre-School in writing of full details of any pre-existing medical condition
   or special needs of your child, and provide the contact details of all doctors, medical and emergency
   contacts. The Pre-School and its staff and/or parents will not be responsible or liable in any way for
   any injury, illness, damage or death arising from or relating to any medical condition or special needs

       not disclosed to the Pre-School in writing.
   13. As part of the promotion of the Pre-School we sometimes wish to use photographs of the children
       attending the Pre-School. In the event that your child appears in one of these photographs, you
       hereby give your permission in advance for internal and external publicity and promotion purposes, eg.
       for newspaper ads, on our internet site, pre-school brochures etc. You will be required to complete
       and sign a Consent Form on your child‟s commencement at the Pre-School. Please note that all images
       will be used only for the educational promotion of the Pre-School.
   14. Accounts referred to a Collection Agency or Solicitor will have all legal costs, debt collection fees,
       expenses and commission added to the account due.
   15. If the number of applications in any one year level exceeds the number of places available, it may be
       necessary for the Pre-School to take into consideration some of the following factors in deciding
       priority for enrolment:
            I.     Children who have previously attended the Pre-School.
           II.     Children who have siblings at the Pre-School.
          III.     Application date based on which child has been on the waiting list for the longest time.
           IV.     Fee payment record of the parents or guardians.
            V.     Any other special circumstances.

   We, the parents/guardians of the child mentioned above, hereby apply for his/her admission. We have
   read the terms and conditions of enrolment and the Pre-School Fees Policy and agree to be bound by

   you will be required to pay a non-refundable annual capital contribution fee in the amount of $200.00 and enrolment fee of

   tuition or session fees will result in cancellation of your child‟s place and in your child‟s place being offered to another
   family on the waiting list.
   Prior to commencement at the Pre-School, you are required to complete a “biography” form for your child, as this is an
   important part of the Steiner curriculum for the Pre-School, and assists in the care and education of your child at the
   Pre-School.

                                         Pre-School Fees Policy
                                          (This copy is for your records)

It is a condition of enrolment that parents and guardians agree to be bound by all policies, rules or
regulations of the Pre-School and any additional changes to these policies that the Pre-School may
issue from time to time. Failure to meet the fee commitments will result in the child not being able to
continue in the Pre-School. By signing the term and conditions form you agree to be bound by all
policies of the Pre-School, so please read over them carefully.

General Conditions:
  Parents and guardians are bound by the terms and conditions set out in the Application for
  Enrolment and those terms and conditions are incorporated into these general conditions.
  Fees are payable at the start of each term and your child‟s ongoing attendance at the Pre-School is
  dependent on them being paid. If you have any difficulties, please speak with the Treasurer prior
  to the beginning of the Pre-School term.

  The following fees are currently payable for enrolment and attendance at the Pre-School:
   (1) Application Fee of $50.00 per child as a non-refundable administration fee for each child
       sought to be enrolled, payable on lodging the initial application for enrolment of your child.
   (2) Non-refundable enrolment Fee in the amount of $100.00 is payable on acceptance of offer.
   (3) A $200 annual capital contribution fee for each family is payable with the first term fees.
   (4) Session Fees are set at $25.00 per child/per session for each week of the pre-school term,
       and are billed and payable for each term in advance. This fee covers any meals that are
       scheduled during the session times, programme materials, early drop off or late pick up times
       outside scheduled hours (from 8.30 am to 3.30 pm), birthday celebrations, festivals and special
       events unless otherwise informed. The fees are applicable for each week of the term
       regardless of public holidays, child illness, or arranged family holidays. If you are intending on
       being away from the programme for more than a few weeks, please inform the committee of
       your arrangements.

  The Pre-School reserves the right to charge interest at the rate of 12.0% per annum from 14 days
  after the date of invoice on any fees remaining unpaid after the due date for payment.

Paying your fees
  You can pay your fees either:
       Online:    Bendigo Account Name: St Kilda Steiner Pre-School Inc., BSB: 633000, Account
       Number #: 136879913. Please include all details and a description (i.e. enrolment fee, invoice
       number#, etc.) and your child‟s name so that we can match deposits made to each outstanding
       account.
       Or: you can deliver or post a cheque or money order (no cash please), payable to:
       „St Kilda Steiner Pre-School‟, 435 Inkerman St, East St Kilda.
  Please include details of your child‟s name and reason for payment, and leave your fees in the tray
  marked BANKING in the Pre-School office.

  Please Note: Due to extra burden placed on our committee arising from difficulties in tracing
  direct cash payments via the banks, we advise that we will no longer be accepting any cash
  payments. Cheques/ Money orders can be obtained from any post-office.

Variations to Fee Payments
  The Pre-School expects all fees to be paid by the due date. If families are unable to make the
  payment by the due date, they should contact the Treasurer to discuss their situation.
  The following options may be considered:
     An arrangement may be agreed to make fee payments on a regular instalment basis. The
        outstanding balance should be cleared in full by the end of each term. This agreement will be
        confirmed to them in writing.
     A Special Concession application.
     A special request to the Committee.

Non-performance of Fee Payments
In the event that the fees account is not paid within the trading terms provided by the Pre-School
the following shall apply:
     In the event that the Parent(s) fails to pay the fees on the due date for payment, the Pre-
         School may demand in writing payment of the whole amount due within a further period of
         seven (7) days, and if any part of the fees then remains unpaid then the Pre-School shall be
         at liberty to instruct a collection agency and/or solicitors to recover the monies outstanding
         and the Parent(s) shall be liable for any costs, charges, commissions and expenses reasonably
         and properly payable by the Pre-School to such Collection Agency and/or solicitors relating to
         the recovery of such sum.
     Any monies recoverable by the Pre-School from the Parent(s) pursuant to the sub-point above
         shall be added to the amount otherwise due and shall be recoverable as a liquidated debt.
     The Pre-School reserves the right to pursue legal options such as the seeking of a court
         order for the placement of a caveat or lien on any property to secure the Pre-School‟s
         interest.
     The child/children may be excluded from further attendance at the Pre-School.

Withdrawal of Child from Pre-School
  Parents who wish for any reason to withdraw a student from the Pre-School must give a full term‟s
  notice in writing to the Treasurer or Principal Teacher.
  Failure to give the required notice will result in a full term‟s tuition or session fees being charged.
  It is also a requirement for parents to give a full terms notice in writing to the Treasurer, if they
  wish to withdraw their child for a term or more and still want to keep a place in the Pre-School (eg
  travel). They will then be required to pay a holding fee, being half the fees for the period of their
  absence, to keep their place available. This half fee will be billed at the normal billing times.
  Failure to pay the holding fee by the due date will mean that the Pre-School cannot guarantee to
  hold the place open for the child and the place may be offered to another child on the waiting list.
  If fees are not up to date at the point of departure, not only will the place not be kept open;
  procedures will be commenced to collect the outstanding debt. Failure to give the required notice
  will result in a full term‟s tuition or session fees being charged.

  If fees are unpaid on the departure of a child from the Pre-School, the unpaid amounts remain
  payable to the Pre-School. This debt should be settled as soon as possible prior to their departure,
  or an arrangement entered into between the Pre-School and the parents.
  If this is not done, the Pre-School will immediately refer the account onto the Pre-School‟s
  collection agency or solicitor for recovery without further consultation.

Special Needs Children
  Children with special needs will be catered for to the degree that the Pre-School can resource
  programs required for any special needs of the child. Support such as teacher aides and extra or
  special lessons can only be provided where external or private funding can provide a full or
  substantial under-pinning for the service. The Pre-School will consult parents about the needs of
  the child and the availability of resources, in order to find co-operatively, the most effective ways
  to meet any such needs.

Illness
   If your child is sick or ill the child should be kept at home and not send to the Pre-School, in order
   to reduce the risk of spreading sickness and disease to other children at the Pre-School.

Private Property
   Parents are advised that they should provide comprehensive insurance cover for any private
   property which may be brought to Pre-School, especially valuable items. This should be done
   through their own arrangements such as a domestic insurance policy. The Pre-School, while trying
   to avoid any damage to such items, does not accept any responsibility for damage to, or the loss or
   theft of such items, whether within the Pre-School or in transit to or from the Pre-School.

Concession / Health Care Card Holders
  Once a year the Pre-School can claim a rebate on your behalf that will usually be taken off your
  term fees. You MUST provide your current concession card number to the Fees officer by April
  each year to be eligible for this rebate. If your concession card expires, please provide a copy of
  your new concession card as soon as possible.

Child Care Benefit
   Eligible families may claim the child care benefit. St Kilda Steiner Pre-School Carer No is 320
   673 474X. You will need to obtain a Claim for registered care form from the Medicare office,
   and have the teacher sign the relevant Pre-School form.

Enrolment Policy
  St Kilda Steiner Pre-School Enrolment Policy states that when you are contacted and advised that
  you are being offered a place for your child/children at a kinder session, you must respond by the
  given date and pay a non-refundable enrolment fee in the amount of $100.00 in addition to tuition
  or session fees for your child. Non payment of the annual capital contribution fee of $200 or any
  tuition/session fees by the due date will result in cancellation of your child‟s place and in your
  child‟s place being offered to another family on the waiting list, provided that:
    If the day/time offered does not suit you, you can ask to remain on the list for the next
       alternative option.
    If you no longer wish to be on the waiting list you will greatly assist us by advising us.
    If you are concerned about your ability to respond to by the given date, we ask for your
       assistance to enable us to be accommodating. We recommend that you periodically contact our
       enrolments officer so we can let you know approximately when you are likely to be offered a
       place, and what arrangements would suit you best in relation to confirming a placement.
