									September 2008 report on RTI work in Bihar by Asha Parivar activists
AID Penn State supports 5 Asha Parivar activists in Bihar namely Mahendra (Patna), Vandana Pandey (Patna), Manoj Mishra (Siwan), P.C. Ghosh (Khagaria) and Tarkeshwar (Gopal Ganj). On 23rd September 2008, we received the following documents from Vallabh ji by postal mail. 1. Filled feedback forms of Vinod Kumar Ram, Tarkeshwar Prasad, Vandana Pandey and Manoj Mishra which they brought to the Kaithi meeting of 14th and 15th March. 2. Few case studies and some RTI applications made by Manoj Mishra. 3. Xerox copies of some RTI applications and paper cuttings. 4. Pamphlets printed on coloured paper with information on the RTI Act, NREGA, IndiaUS nuclear deal and mid-day meal scheme. The Xerox copies of the documents were very unclear and it is hard to read them. The feedback forms of the four activists mentioned above and the case studies written by Mnoj Mishra has been translated to English and given below. Also the pamphlets have been scanned and are given at the end of the document. The feedback forms of Tarkeshwar Prasad and Vandana Pandey were translated by Somesh Prasad Roy, the feedback forms of Vinod Kumar Ram and Manoj Mishra were translated by Anirban Hazra, and the case studies written by Manoj Mishra were translated by Amit Arora.

The feedback forms sent to us contained only three questions: 1. In the past four months, what have been your efforts in the RTI campaign?

2. In the past four months, in which areas/departments have you made RTI applications? 3. What are your plans in the next three months? However, in the blank feedback forms sent to us earlier by Vallabh, there were the following additional questions: 1. Are you organizing regular (weekly/monthly) camps on right to information? If yes, please give details. 2. Please tell us the departments (any three) from which you receive the maximum issues. 3. How many times have you applied on your behalf for the last six months? Please give details. 4. If you have taken any efforts towards conducting primary education, mid-day meal, Aanganwadi, primary health and the likes, please narrate with examples. 5. What kind of change you expect to see in the society through your efforts? 6. What are your plans for the next six months? 7. What kind of difficulties do you face generally? It is not clear why the form was changed.

Organized 10 camps in front of the Siwan community center in which 104 RTI applications were filed. Out of these, 15 were related to teacher hiring, 22 were related to the public distribution system, 18 were related to the midday meals scheme, 8 related to job cards, and the rest in various other departments. Of these, apart from 11, all issues are in first or second appeal. 5,000 pamphlets were distributed. At this time 25 volunteers are working in 12 zones.

Q2. In the past four months, in which areas/departments have you made RTI applications? A2. In the education department, food and civil supplies department, bhu-urjun department related to the proposed location for the Kamalapur sugar factory, and at the gram panchayat, 19 applications were filed. We got replies for 8 applications, the rest are in the appeal stage. Q3. What are your plans in the next three months? A3. 1. Start camps at Siwan, Hussainganj and Deroli block office. 2. Expose corruption in summer camps organized last June under the Sarva Shiksha Abhyaan scheme. 3. Initiate no-confidence motion against mukhia of Baghoni Panchayat of Hussainganj block. 4. Expose corruption in distribution of coupons for ration kerosene

6. In seven villages awareness was created using RTI about NREGA and panchayat election. Q2. In the past four months, in which areas/departments have you made RTI applications? A2. Employment guarantee act, pension and social welfare department, education department, integrated child development scheme (ICDS), rural development, child welfare department Q3. What are your plans in the next three months? A3. 1. Organize camp in Kateya, Bhore and Vijaypur 2. Employment guarantee and other schemes related meetings. Programs in 15 villages. Discussion on food and employment related programs. Organize meeting for issues in public interest. Application for social audit.

Held a protest in front of Income Tax office on 6th May and sent petition to Governor, Information Comminsioner, Press and Chief Minister

4. Organized meetings with girls in colleges to inform them about RTI, had two meetings with parents of poor children Q2. Some cases and an RTI application by Manoj Mishra (March 08)
Cases
1. Jeba Rashidi, ShikshaMitra, Urdu Maktab, Darveshpur block, Hussain-ganj, Sivan. Jeba Rashidi was appointed as a ShikshaMitra in the aforementioned school. However she did not receive any remuneration. An RTI application was filed on behalf of Jeba Rashidi. The information did not come, however within a month she received a check of Rs 78,000/-. 2. Consumers of Aandar block, Gadaar panchayat were unhappy with Surendra Prasad, Public Distribution Dealer. In RJD govt. with the backing of local MP, he would not distribute kerosene and other ration for 6 months. There was no response even after several complaints to concerned officials against him. People used Right to Information after all the tries and asked for the detailed description

of complaints against Surendra Prasad by Nov. 07. Even after the pressure of local minister, the S.D.O. had to suspend dealer Surendra Prasad. This suspension was acted upon on March 10th. People celebrated the result for two days. This event inspired 10 more local people to file Right to Information application to get the information about the development work done by the panchayat. 3. On seeing the action taken against Surendra Prasad, another PDS dealer from the same village provided one quintal each rice and wheat to 25 consumers. 4. Dealer Vidhyarthi Ram sold all the kerosene for the month of February. Manoj Mishra himself filed an application on behalf of the people and asked for attested copy of all the distribution related documents. This scared the dealer and he came to make a compromise with people. It was decided in the compromise between public and dealer that the dealer will distribute 4 liter for March and 3 liter for February together. At the time of distribution the dealer tried to go back on his promise, however he had to give in to the public pressure and distribute 6 liters of kerosene. 5. Under the XXXX-4 information has been asked related to the compliance of 17 points from B.D.O., Deputy Dev. Officer, District Supply Officer, Civil Surgeon and Social Welfare Officer. Three B.D.Os and Information & Public Relation officers have replied, however these are incomplete. 6. The campaign is organizing camps in front of the gate of Hall every Thursday. Manoj Mishra.
