CIP COMMITTEE CHAIRMAN CHECKLIST: Bids opened June 25, 2009, 9 bidders Bids are very competitive Tessa Construction and Tech Co., LLC is the apparent low bidder Staff is reviewing the apparent low bidder’s submitted bid and other information, including documentation required for stimulus funded projects. Liz Sitter will provide an update regarding the bid review at the July 9, 2009 Board meeting. BACKGROUND: Loudoun Water received bids on June 25, 2009 for the construction of the North Water Reuse Main on Commonwealth Center Property, Phase 2. This main is to serve the office building for a data center that is a top economic focus of Loudoun County. This main will also provide future connections for two other developments (One Loudoun and Commonwealth Center). This project involves the construction of 4,100 linear feet of 16-inch reclaimed water main, and appurtenances, including valves, and other miscellaneous work and materials. This project has $580,000 of DEQ Stimulus funding. Staff is reviewing the apparent low bidder’s submitted Bid and other information required by the Contract Documents. This review process includes input from Loudoun Water’s legal counsel and a review of the impacts to the CIP. Award of the contract will be to the lowest, responsive and responsible bidder. Loudoun Water staff will present a recommendation for contract award as an action item July meeting of the Board of Directors. RECOMMENDED BOARD ACTION: I move the Board approve award of North Water Reuse Main on Commonwealth Center Property, Phase 2 to the lowest, responsive and responsible bidder for their lump sum bid amount with an approximate five percent contingency to be controlled by the General Manager. Additional expenditures will require further Board Approval.
