          SCSA Assessment Forms Release 2 (2007) beta version
          Since the SAC, and SCSA, inception (1999) a set of assessment forms were made available to scientists in
          order to provide a common framework to present assessments.
          It has been decided to present a new release of these forms to facilitate their use. We took advantage of these
          upgrade to modify and amend some aspects. We would like to receive comments and suggestions from the
          users in order to improve the forms.
          The structure of this new release is basically the same. The differences are:
                  • Migration from Word to Excel
                  • Some fields (yellow) are filled automatically
                  • Some sheets have been added
                         o A cover sheet with title, authors, species and GSAs
                         o A new sheet "other" allowing to include assessments based on methodologies other
                           than the usual ones.
                         o An abstract sheet to be included (copy/paste) in the SCSA report
                  • It is more clear what sheets or fields are compulsory to fill
                  • The sheets for direct methods have not been yet upgraded
          Excerpts from the presentation of 1st version of the assessment forms (1999), however the sheet
          "other" can be used in such a case
          Each assessment consists of several sheets. Each assessment will take, at least, one sheet of paper numbered
          “0” (Sheet #0) and will also include no less than one copy of sheets “B”, “P1” and “P2a” (now using the
          current "operational units" terminology). It is not compulsory to fill out any of the other sheets that make up
          this assessment form, but the person in charge is supposed to fill out some of them: otherwise no assessment
          is actually made. There may be more than one copy in several cases. Sheets “D” (diagnosis) and “Z”
          (conclusions and recommendations) should be considered as essential too.

           Result
           Results are presented from the stock assessment of the Aegean Sea (GSA 22) anchovy stock by
           s are
           Integrated Catch at age analysis (ICA). Integrated Catch at age analysis (Patterson and Melvin
           1996) uses separable virtual population analysis (VPA) (Pope & Shepherd, 1985) with weighted
           tuning indices. ICA was applied for the Aegean anchovy tock and it was based on commercial catch
           data (2000-2006) and tuning indices were the biomass estimates from acoustic surveys and Daily Egg
           Production Method (DEPM) estimates over the period 2003-2006, that were used as relative indices
           of abundance.

          Biological sampling derived from various european & national sampling programmes for the period
          2000-2006 and it was used for Weight-Length relationships, length frequency distribution and ALK
          estimation. Sampling procedures involved either separate length and age sampling or representative
          age sampling. Maturity at age was estimated based on biological samples from commercial and
          research vessels collected during the spawning season; weighted maturity ogive was used according to
          SSB biomass and the results of acoustic surveys.

                 An increasing trend in anchovy reported landings has been observed reaching
                 approximately 22000 t in 2006. This increase was mostly observed on groups 1
                 and 2 and these age groups were the most represented in the catches.

           Reference F is Fmean1-3 (average of ages 1 to 3, which are considered the target ages of this

           fishery). Natural Mortality is considered constant for all ages and it is setup at 0.7, based on the
           acoustic surveys results and similar to the natural mortality applied to the Adriatic Sea anchovy stock.
           Six years of separable constraints were applied. Separable VPA results show no unusual pattern of
           Log catchability residuals. ICA main settings were Fmean for age groups 1-3; Age 2 was considered
           the reference age for the fishery. Catchability for the DEPM index is assumed as absolute indicator
           of Biomass, linear catchability relationship is assumed for the acoustic surveys. Catchability regarding
           landings was considered constant with time. Ages 0, 4 and 5 were underweighted in the landings
           based on their percentage in the catch. Age 1 was also underweighted in the acoustic surveys.

           Current run of ICA estimated Fmean=0.356 for 2006 and Z=0.356+0.7. Total Biomass in 2006 (TB=
           62,685 t) and Spawning Stock Biomass in 2006 (SSB=42,700 t) show a slight recovery of the stock
           from the lowest observed SSB (SSB=20,533 t in 2005), although both TB and SSB are still at a rather
           low level. An increasing trend in the number of recruits of age 0 was observed in 2006. Furthermore,
           TB and SSB estimates showed sharp increase and recovery of the stock. Fishing mortality seems to
           level out since 2004

          Monitoring should be continued on an annual basis and a time series extension is required in order to be

            Points for the anchovy GSA22 fishery. This fishery is considered as fully exploited. However this has
            to be confirmed in following years as this assessment is based on a short time series of data and the
            anchovy stock should be monitored in an annual basis.

            By these results we consider fishing effort should not increase beyond the current levels. This should
            allow to maintain the curre Fishing mortality.

            Monitoring of the status of the stock with fisheries independent techniques in an annual basis is
            essential for this fishery.

            The possibility of a change in the closed period for the survey should be examined. Shift in the closed
            fishing period (present: mid December to end of February) towards the post recruitment period of
            anchovy (e.g. October to December) or the post recruitment period of sardine (e.g. February to April)
            to allow the fishery to recover and more individuals of anchovy and sardine to enter the fishery at an
            older age.

            By these results we consider fishing effort should not increase beyond the current levels. This
            should allow to maintain the current levels of Fishing mortality.

            The possibility of a change in the closed period for the survey should be examined. Shift in the
            closed fishing period (present: mid December to end of February) towards the post recruitment
            period of anchovy (e.g. October to December) or the post recruitment period of sardine (e.g.
            February to April) to allow the fishery to recover and more individuals of anchovy and sardine to
            enter the fishery at an older age.

                  This assessment suggestions should be taken as preliminary and cautionary, as this ICA assessment for
                  this area it is based on a short time series of data.The major component of the stock were the 1-year-old and
                  2-year-old-anchovy (i.e. the recruitment to the fishery). An increasing trend in the number of recruits of age
                  0 was observed in 2006. Furthermore, TB and SSB estimates showed sharp increase and recovery of the
                  stock. Fishing mortality seems to level out since 2004.

                  Opposed to the results of a previous preiliminary ICA assessment (GFCM 2007: 4 years of separable
                  constraints and M=1.2) lower levels of exploitation rate have been estimated. Specifically, the highest value
                  of the exploitation rate was estimated in 2003, followed by a decrease well below the empirical level for stock
                  decline (E>0.4, Patterson 1992) for small pelagic in 2004, 2005 and 2006.

                  Monitoring should be continued on an annual basis and a time series extension is required in order to be
                  able to suggest reliable Reference Points for this fishery. Monitoring of the status of the stock with fisheries
                  independent techniques is essential for this fishery.
