DEPARTMENT OF ENERGY CONSTRUCTION SAFETY ADVISORY COMMITTEE MEETING MINUTES Albuquerque, NM June 16, 2004 The Chairperson, Pat Finn, Department of Energy (DOE-HQ, EH-22) called the meeting of the DOE Construction Safety Advisory Committee (CSAC) to order. Mr. Finn welcomed attendees and introductions were made. A brief review of recent events was conducted. Among the items discussed were changes to the Secretariat for the ANSI A10 committee, the recent meeting of OSHA’s Advisory Committee on Construction Safety and Health (ACCSH), OSHA negotiated rulemaking efforts for Cranes and Derricks in Construction, and the status of EH efforts in the development of regulatory language and enforcement policy for the 10 CFR 831 rule for Price Anderson enforcement of occupational safety. Following the introductory remarks, the following presentations were made: 1. Mr. Dave Chaney (NNSA Service Center, Albuquerque) made a presentation on the history, objectives and progress of the DOE/NNSA Electrical Safety Advisory Group. 2. Mr. Bill Atkin (Los Alamos National Laboratory) discussed plans for an upcoming Construction Contractor Safety Forum at Los Alamos. 3. Mr. Atkin discussed plans by the Energy Facilities Contractors Group (EFCOG) to form a Construction Safety Subgroup. There was a EFCOG Construction Safety Subgroup in the early 1990’s, but it has been inactive in the past several years. 4. Mr. Finn and Mr. Atkin led a discussion about future collaboration of the EFCOG Construction Safety Subgroup with the CSAC. It was concluded that efforts should be made in the future to coordinate the annual meeting of the CSAC with one of the several meetings that the EFCOG Subgroup may have. Messrs. Finn and Atkin will attempt to coordinate the agendas and schedules of upcoming meetings of their respective groups to facilitate this collaboration. 5. After a brief period of open discussion, the meeting was adjourned.
