Welcome to the Civil Rights Office of Business and Economic Opportunity web site. The purpose of this
internet site is to be a resource and assist firms in doing business with the California Department of
Transportation (Caltrans). It is Caltrans’ goal to promote Small Business Enterprise (SBE), Disabled Veteran
Business Enterprise (DVBE), and Disadvantaged Business Enterprise (DBE) participation in its procurement
and contracting process by meeting or exceeding its small business goals. We are committed to achieving
these goals by continuing to be advocates for Small Businesses and keeping the community informed about
the contracting opportunities within the State of California.

Small Business Enterprise (SBE)

As a certified small business you are eligible for the state's Small Business Participation Program. For
information on becoming a certified SBE, visit http://www.pd.dgs.ca.gov/smbus/default.htm. The
program sets a goal for the use of small businesses in at least 25% of the state's overall annual contract
dollars. Certified small businesses increase their visibility and expand their business networking
opportunities by being automatically listed in the online Certified Firm and Application Status Search.

The Disabled Veteran Business Enterprise (DVBE) Certification Programs was established to increase
business opportunities for the DVBE communities with the State of California. The Department of
General Services (DGS), Procurement Division (PD), Office of Small Business and DVBE Services
(OSDS) are the State's certifying agency that administers the DVBE Certification Program. For

Disadvantaged Business Enterprise (DBE)

The purpose of the California Department of Transportation (Caltrans), Civil Rights, Disadvantaged Business
Enterprise (DBE) Program is to increase the level of DBEs in all Federal contracting activities. Pursuant to
Federal regulations, to participate in our program, qualifying firms must first be certified as a Disadvantaged
Business Enterprise (DBE) by the Caltrans Civil Rights Program.
