                              SEX OFFENDER INFORMATION BULLETIN
                                LEVEL 3 NOTIFICATION OF RELEASE
                                    (HIGH RISK TO RE-OFFEND)

 The Tacoma Police Department is releasing the following information pursuant to RCW 4.24.550 and the Washington State
Supreme Court decision in State v. Ward, which authorizes law enforcement agencies to inform the public of a sex offender’s
release when; in the discretion of the agency, the release of information will enhance public safety and protection.
   The individual who appears on this notification has been convicted of a sex offense that requires registration with the
sheriff’s office in the county of their residence. Further, their previous criminal history places them in a classification level
which reflects the potential to re-offend. This sex offender has served the sentence imposed by the courts AND IS NOT
WANTED BY THE POLICE AT THIS TIME.

   The TACOMA POLICE DEPARTMENT has no legal authority to direct where a sex offender may or may not live.
Constructive community action through reporting parole violations is beneficial, but abuse of information through harassment,
threats or intimidation could jeopardize the community notification process and will not be tolerated. It is our belief that an
informed public is a safer public, and we advocate the responsible use of the following information.

      On May 11th, 2010 the following offender registered to live in the
      4800 block of North Pearl Street, in the City of Tacoma.

                                                              Adrian T. Abram
                                                                     Black Male
                                                                       Age: 23
                                                               Hair: Black Eyes: Brown
                                                             Height: 5’7” Weight: 150-lbs
                                             In 2004, ABRAM was convicted on two counts of RAPE 3rd DEGREE in Pierce
                                             County. According to official file documents, ABRAM (age 16) sexually assaulted
                                             three adult non-familial female victims that had been sleeping at his residence.
                                             ABRAM did not participate successfully in a Sex Offender Treatment Program
                                             while incarcerated. ABRAM is required to report any change of address,
                                             employment, and school enrollment to the Pierce County Sheriff Department.

      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
      approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
      City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders
      who have registered with the Pierce County Sheriff Department

      On May 3, 2010 the following offender registered to live in the
      3300 Block of South Asotin Street, in the City of Tacoma.

                                                           Matthew Ailep
                                                              Black Male
                                                               Age: 63
                                                      Hair: Black Eyes: Brown
                                                      Height: 6’2” Weight: 165-lbs
                                             In 1983, AILEP was convicted of Rape 1st Degree in the State of California.
                                             According to official file documents, AILEP had broken into a neighbor’s
                                             apartment and sexually assaulted an adult female. In 1978, AILEP was convicted of
                                             Assault to Commit Rape in the State of California. AILEP did not participate in
                                             the Sex Offender Treatment Program while incarcerated. He is required to report
                                             any change of address, employment and school enrolments.


      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
      approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
      City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders
      who have registered with the Pierce County Sheriff Department

                                                                     Black Male
                                                                       Age: 15
                                                               Hair: Black Eyes: Brown
                                                             Height: 5’09” Weight: 200-lbs
                                             In 2010, Fourqurean was convicted of Child Molestation First Degree (Two
                                             Counts) in Pierce County. According to official file documents, Fourqurean
                                             sexually assaulted two known females (ages 6 and 7). Fourqurean was a friend of
                                             the family. Fourqurean is required to report any change of address, employment,
                                             and school enrollment to the Pierce County Sheriff Department.

      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
      approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the
      City of Tacoma, there are currently 1,157 offenders who have registered. There are approximately 2,900 sex offenders
      who have registered with the Pierce County Sheriff Department

                                                               Hair: Gray Eyes: Blue
                                                             Height: 5’07” Weight: 161-lbs
                                            In 2000, Gilbert was convicted of Child Molestation First Degree and Child
                                            Molestation Second Degree in King County. According to official file documents,
                                            Gilbert (age 50) sexually assaulted two known females (ages 10 and 11). Gilbert, a
                                            friend of the family, was babysitting the two children. In 1980, Gilbert was
                                            convicted of Attempted Statutory Rape in Pierce County. Gilbert did not
                                            participate in a Sex Offender Treatment Program during his recent incarceration.
      Gilbert is required to report any change of address, employment, and school enrollment to the Pierce County Sheriff
      Department.

      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are
      approximately 18,885 sex offenders who have registered as required and are living in the State of Washington. In the

      block of Martin Luther King Jr. Way, in the City of Tacoma.

                                                           Michael W. Gillaspy
                                                                     White Male
                                                                       Age: 52
                                                               Hair: Brown Eyes: Blue
                                                             Height: 5’08” Weight: 170-lbs
                                            In 2004, Gillaspy was convicted of Luring with Sexual Motivation and Indecent
                                            Exposure with Sexual Motivation in Pierce County. According to official file
                                            documents, Gillaspy, drove up to three unknown females ages 11, 12, and 15 and
                                            asked for directions to a strip club. The victims observed Gillaspy exposing himself
                                            and masturbating as he spoke to them. In 2007 Gillaspy was convicted of Indecent
      Exposure in Pierce County. While visiting an apartment complex, Gillaspy exposed himself to an unknown 3 year old
      female at the complex. He returned a few days later and exposed himself to an unknown adult female tenant. Gillaspy
      did not participate in a Sex Offender Treatment Program while incarcerated. Gillaspy is required to report any change of
      address, employment, and school enrollment to the Pierce County Sheriff Department.

                                             In 1993, GOULD was convicted of CHILD MOLESTATION 1st DEGREE in King
                                             County. According to official file documents, GOULD (age 16) sexually assaulted
                                             a 4 year-old familial female. GOULD was convicted of FAILURE to REGISTER
                                             as a SEX OFFENDER on three occasions (2004 and 2005 in King County, 2008 in
                                             Pierce County). GOULD has not successfully completed a Sex Offender Treatment
                                             Program. GOULD is required to report any change of address, employment, and
                                             school enrollment to the Pierce County Sheriff Department.

                                                               Hair: Bald Eyes: Brown
                                                             Height: 6’01” Weight: 220-lbs
                                          In 1997, HATTON was arrested for Rape in the 1st Degree in Pierce County.
                                          According to official file documents, HATTON (age 29) sexually assaulted an
                                          unknown female (age 33) at knifepoint. Hatton was subsequently convicted of
                                          Assault 1st Degree. In 1986 Hatton was convicted of Criminal Sexual Conduct 1st
                                          Degree in Wayne County, MI. HATTON did not participate in a Sex Offender
      Treatment Program while incarcerated. HATTON is required to report any change of address, employment, and school
      enrollment to the Pierce County Sheriff Department.

      1100 block of Altheimer Street, in the City of Tacoma.

                                                                 Bryan V. Jones
                                                                     White Male
                                                                       Age: 49
                                                               Hair: Red Eyes: Blue
                                                             Height: 6’01” Weight: 310-lbs
                                         In 2005, JONES was convicted of Coercion and Enticement for Illegal Sexual
                                         Activity in Salt Lake County, Utah (Federal). According to official file documents,
                                         JONES (age 42 / Pierce County Resident) used the internet to establish a
                                         relationship with a 15 year old female. Jones later sexually assaulted the 15 year old
                                         female after he traveled to Salt Lake City, where he met with the victim. Jones is
                                         under Federal Probation. JONES is required to report any change of address,
      employment, and school enrollment to the Pierce County Sheriff Department.

      “Homeless / Transient”, in the City of Tacoma.

                                                              Shroma H. Lang
                                                                      Black Male
                                                                       Age: 54
                                                               Hair: Black Eyes: Brown
                                                             Height: 5’9” Weight: 170-lbs
                                             In 1981, LANG was convicted of RAPE 1st DEGREE and ROBBERY 1st DEGREE
                                             in Pierce County. According to official file documents, LANG (age 26) ran up
                                             behind an unknown female victim (age 38), struck her on the head rendering her
                                             unconscious, and dragged her into his car. LANG drove the victim to a secluded
                                             location where he sexually assaulted and robbed her. There are no records in
                                             LANG’s file that indicate that he participated in a Sex Offender Treatment
                                             Program. LANG is required to report any change of address, employment, and
                                             school enrollment to the Pierce County Sheriff Department.

      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are

                                             In 1983, MILES was convicted of INDECENT LIBERTIES in Benton County.
                                             According to official file documents, MILES sexually assaulted a known adult
                                             female victim. After the assault, MILES dropped the victim off at a restaurant she
                                             worked at. MILES then went to the residence of a second known adult female
                                             victim and sexually assaulted her in her home. MILES was convicted of RAPE
                                             FIRST Degree related to the second assault. MILES participated in the Sex
                                             Offender Treatment Program. MILES is required to report any change of address,
                                             employment, and school enrollment to the Pierce County Sheriff Department.

      As of the date of this bulletin, there are 566,782 offenders who have registered to live in the United States. There are

                                           In 1981, MILLER was convicted of RAPE 2ND DEGREE in Pierce County.
                                           According to official file documents, MILLER broke into a young woman’s
                                           residence. He found the victim asleep and sexually assaulted her. When the victim
                                           woke up and screamed, Miller ran from the bedroom and was apprehended by the
                                           victim’s boyfriend. MILLER was in the sex offender program at Western State
                                           Hospital for 3 years starting in 1982 as a “sexual psychopath”. Miller was
                                           terminated from the program as no longer amendable to treatment. Miller was then
      incarcerated with the department of Corrections in 1986. MILLER is required to report any change of address,
      employment, and school enrollment to the Pierce County Sheriff Department.

                                           (age 32) sexually assaulted a 19-year female. In 1989, SHEPARD was convicted of
                                           Communicating with a Minor for Immoral Purposes in Pierce County.
                                           SHEPARD failed to complete the Sex Offender Treatment Program while
                                           incarcerated. SHEPARD is required to report any change of address, employment,
      and school enrollment to the Pierce County Sheriff Department.

                                             Register in 1998 and 2008 both in Pierce County. STEPNEY is required to report
                                             any change of address, employment, and school enrollment to the Pierce County
                                             Sheriff Department.

                                             Pierce County. According to official file documents, WILSON (age 17) sexually
                                             assaulted an unknown female victim (age 16). WILSON refused to participate in a
                                             Sex Offender Treatment Program while incarcerated. WILSON is required to report
                                             any change of address, employment, and school enrollment to the Pierce County
                                             Sheriff Department.
