Clearwater and Nez Perce National Forests
2009
This plan serves as the Fire Management Plan (FMP) for both the Clearwater and Nez Perce
National Forests. The 2008 Fire Management Plan with the attached Errata sheet will serve as
the 2009 Fire Management Plan.
Federal Fire Policy, Forest Service Manual direction, and the Forest Plans provide the highest
level of direction. The Fire Management Plan provides guidance for implementation of the
abovementioned direction. Many other subordinate plans and documents are referenced or
excerpts included within this plan.
In February 2009 two new policy directives include many of the changes to the implementation
of the Federal Wildland Fire Management Policy (2001) that serve as the basis for this revision
of the 2008 Fire Management Plan: 1. The WFDSS Decision Analysis Authorized as
Replacement for WFSA, WFIP & LTIP correspondence from James Hubbard and 2. Guidance
for Implementation of Federal Wildland Fire Management Policy.
Both Forest Plans are currently in the revision process. The terminology contained in both the
Clearwater and the Nez Perce Forest Plans is not consistent with that of the 2001 Federal
Wildland Fire Management Policy. This plan is considered a living document and will be
amended by letter as policy changes become effective.

Guidance for Implementation of Federal Wildland Fire Management Policy(2009):
AMR The term Appropriate Management Response is removed from implementation
guidance with “Response to Wildland Fire” as the policy area defining the actions for
managing a wildland fire. (page 20)
WFU The term Wildland Fire Use is replaced with a wildfire that has an objective of
resource benefit.

Section A. Reference to Planning and Policy Documents:
o The Guidance for Implementation of Federal Wildland Fire Management Policy
(February 13, 2009) replaces the Interagency Strategy for the Implementation of
Federal Wildland Fire Management Policy (June 2003).
o Interagency Standards for Fire and Aviation Operations (Red Book), 2008 should be
replaced with the 2009 version
Table 2. Summary of Fire Management Direction by Management Area (Appendix D,
CWF LRMP) is updated to reflect Amendment #20. New table is provided at the end of
this errata sheet.
Chapter 3. Wildland Fire Management Policy:
Section C. Wildland Fire Management Options: The following are changes to previous
policy contained in the Guidance for Implementation of Federal Wildland Fire
Management Policy(2009):
o Guidance: The term Appropriate Management Response is removed from

o #5. Wildland fire is a general term describing any non-structure fire that occurs in the
wildland. Wildland fires are categorized into two distinct types (page 7):
Wildfires – Unplanned ignitions or prescribed fires that are declared wildfires
Prescribed Fires - Planned ignitions
o #6. A wildland fire may be concurrently managed for one or more objectives and
objectives can change as the fire spreads across the landscape. Objectives are affected
by changes in fuels, weather, topography; varying social understanding and tolerance;
and involvement of other governmental jurisdictions having different missions and
objectives (page 7)

o #8. Initial action on human-caused wildfire will be to suppress the fire at the lowest
cost with the fewest negative consequences with respect to firefighter and public
safety (page 7)
Section D. Description of Wildland Fire Management Strategies by Fire Management
Unit (FMU):
o Four additions were added to the Clearwater WFU guidebook:
North Fork- West side of Mallard Larkins/Smith Ridge: B2 and US (5,648 ac). This
small area will serve as a buffer to the St.Joe's area to the N.
North Fork- Upper Weitas: C8S, with a few inclusions of US
Lochsa- East of Lowell, South side of River: C8S, C4, w/ a few inclusions of US (2
and 3 combined are 109,019ac.)
Lochsa- North of River along Hwy 12 above Lochsa Historical Station: A3, C3 (+/-
12,000ac)
Chapter 4. Wildland Fire Management Program Components:
Section A.(1) Setting out Implementation Procedures:
o Managers will use a decision support process to guide and document wildfire
management decisions. The process will provide situational assessment, analyze
hazards and risk, define implementation actions, and document decisions and
rationale for those decisions. Guidance for Implementation of Federal Wildland
Fire Management Policy 2009 (page 7, #9). WFDSS replaces WFIP and WFSA
process in most cases. However, in cases where multiple jurisdictions may exist
with the Idaho Department of Lands or Bureau of Land Management, a WFSA
may be used to document decisions.
Section B. (4b) Implementation plan requirements - WFSA development:
WFDSS replaces WFSA in most cases, and will be used to document decisions and not to
display alternatives, see Chapter 4, Section A. changes above for further exceptions.
Timeline to submit the DAR after a fire exceeds IA are 24hr for RL-2, 36 hr for RL-3. FSPRO,
RAVOR and others might be longer to receive based on activities in region, but unit part of the
DAR for RL-3 is 36 hrs.
Section C. Wildland Fire Use: The term Wildland Fire Use is replaced with a wildfire
that is has an objective of resource benefit. WFDSS replaces the WFIP process to
document decisions. Note: Fire Use Manager (FUM) is replaced with Strategic
Operational Planner (SOPL) in Ross and IQCS.
