Somerset County lost 39 residents in the World Trade Center attacks on
 September 11, 2001. They were the husbands, wives, sons, daughters,
   sisters, brothers and parents of many of our friends and neighbors.

I am pleased to introduce the 2011 edition of the Somerset County
Directory.

This is a comprehensive guide to the more than 50 County divisions
and affiliated agencies that serve County residents on a daily basis.
Telephone and fax numbers, e-mail addresses and locations are
listed for easy reference.

Some of the other regular features of the directory include a
listing of U.S. and State representatives, information about our 21
municipalities and a listing of historical sites in each town.

      SOMERSET COUNTY - 2011
     Somerset County is at the hub of Central New Jersey. Its 21
municipalities, which encompass 305 square miles, contain a diversity of
landscape, population and development that reflects the varied lifestyles of
its estimated 326,869 residents.
     As one of America’s oldest counties, Somerset is steeped in colonial and
Revolutionary War history. The County was established by charter on May
22, 1688, with land conveyances dating to 1651. Historic sites, monuments
and buildings are found in virtually every town, preserved for future
generations.
     Located in the heart of the nation’s largest metropolitan area, Somerset
County contains a balance between urban and suburban neighborhoods
and rural countrysides. Fine residential communities, beautiful parks,
excellent shopping areas, extensive farmlands, numerous historic sites and
outstanding business and industry all make Somerset County a desirable
place to live, work and play.
     The County’s 11,600 acres of parkland include golf courses, picnic areas,
hiking and bicycling trails, stables, a swimming pool, an Environmental
Education Center and the County Fairgrounds, which each year hosts the
Somerset County 4-H Fair. The County has preserved 7,753 acres of farmland
through its Agriculture Development Program, and another 3,253 acres of
greenways through the County/Municipal Open Space Partnership Grant
Program.
     Our educational facilities - Raritan Valley Community College and the
Somerset County Vocational & Technical Schools - are among the finest in
the state. The college, a two-year school in Branchburg, includes a library/
theater complex and a planetarium.
     Many boards, commissions and advisory groups help the Freeholders
determine priorities and procedures in areas ranging from farmland
preservation to human services delivery. Members, who serve without
compensation, perform a valuable service to their community.
     Environmental protection, conservation of resources, shared services
and proper planning for future growth and development – all are major
goals for County government. The Board of Chosen Freeholders remains
dedicated to serving the residents of Somerset County and to maintaining
the county’s nationwide reputation for excellence.

          THE ROLE OF COUNTY
             GOVERNMENT
         “What Is A Freeholder?”
    Somerset County is governed and managed by a Board of Chosen
Freeholders. The board consists of five members; one or two are elected
each year from the County at large to serve three-year terms.
    New Jersey is the only state where elected county officials are called
“freeholders.” Most other states elect a county commission or county
council. The term “freeholder” is a carryover from colonial days, when only
property owners - then known as freeholders - were entitled to vote, and
one freeholder represented each municipality. Eventually, the number of
freeholders in each county was reduced by statute and now is determined
by referendum, and cannot exceed nine members.
    Freeholders elect from among themselves a director who conducts their
meetings. Each Freeholder in Somerset County chairs a standing committee:
Human Services, Finance and Administrative Services, Public Works I, Public
Works II and Public Health & Safety. The Freeholder Director and County
Administrator are ex-officio members of each committee.
    The position of Freeholder is considered part-time, although due to the
complexity of County government today, an increasing amount of time is
spent by these elected officials on County business.
    The Freeholders employ a full-time County Administrator who manages
the day-to-day operations of County government. The Clerk of the Board
of Freeholders oversees the work of their offices. Department heads are
appointed in accordance with statute and by resolution of the board.
Somerset County currently has approximately 1,353 full-time employees
and 91 part-timers in 55 divisions.
    Among the many essential services provided by Somerset County
government are higher education, road and bridge maintenance, curbside
recycling, parks and recreation, employment training, social services,
consumer advocacy, recording of deeds and wills and much more.

agenda session pertains to items to be voted upon at the regular meeting two
weeks later.

Appointed for a five‑year term. Responsible for the
day‑to‑day operation and supervision of County
departments and projects. Also responsible for implementation of Board policies.
Acts as the Freeholders’ representative in many internal and external matters.

Responsible for coordinating and preparing those things
needed for Freeholder meetings, including meeting
scheduling, preparation of agendas, and correspondence
to Freeholders; attendance; recording votes and actions;
processing of all resolutions and ordinances and
forwarding to appropriate entities; and required
legal advertising.

Acts as the depository of vital County documents, including resolutions, ordinances,
contracts, bonds, minutes of meetings and insurance policies; and as custodian of the
official County seal and affixing it to appropriate documents. Serves as the designated
Keeper of the Records as required by the Open Public Records Act (OPRA) and is
responsible for handling all requests for official records of business of the County of
Somerset that are releasable under the OPRA law.

Appointed for a three‑year term. Manages all
routine legal matters for the County, and coordinates
the work of special counsel for certain areas.

Duties: Responsibilities include maintaining a safe
and secure environment at the Somerset County Courthouse and the county complex,
providing support to all county law enforcement efforts, the operation of the Somerset
County Jail and the care and custody of persons incarcerated and committed by the courts.
The Sheriff’s Office is also responsible for the Sheriff’s Bureau of Criminal Identification,
Sheriff’s Sales, Sheriff’s K-9 Unit, Sheriff’s Special Response Team, Gang & Terrorism
Intelligence Unit, the safe transportation of county prisoners, execution of civil and criminal
court warrants and processing of civil documents, and providing a School Resource Officer
for Somerset County schools.
Biography: A lifelong resident of Somerset County who resides in the Borough of
Raritan with his wife Lou Ann. Sheriff Provenzano joined Bridgewater Township Police
Department in 1968 and retired in 2001 as Captain of the Administration Division. As
a member of Bridgewater Police he saw all aspects of police work from road patrol to
working undercover assignments in the detective bureau to serving as the Commander
of Emergency Service Division, which included SCUBA, Heavy Rescue and Haz-Mat. He
was an assistant coordinator for the Somerset County Emergency Response Team hostage
negotiations unit. He is a 2002 graduate of the National Sheriffs’ Institute Executive
Development Program, sponsored by the National Sheriffs’ Association and the National
Institute of Corrections. He has been the Somerset County Sheriff since January 2002.

The Office on Aging and Disability Services is committed to promoting health, independence,
dignity and choice for adults (aged 60+), as well as adults with physical disabilities,
veterans and caregivers in Somerset County by providing access to diverse services which
meet the individual’s needs in a fiscally responsible manner. Our Eldercare Services and
Medicaid Waiver units offer information and assistance, benefits screening, comprehensive
assessment, care coordination, nutrition and wellness services. Additional services include
the Plan Ahead Project, which guides people on how to organize important documents
and Telephone Reassurance which provides a daily check in frail, homebound elders, SHIP
(State Health Insurance Assistance Program) which assists with billing problems for doctors,
programs or insurance companies including Medicare-D Prescription Program, health
promotion and education. Our Veterans’ Administration Home and Community-Based
Services Program provides access to community based long term care services to eligible
veterans. Our Disability Services Unit works with county officials to maintain compliance with
the Americans with Disabilities Act and Section 504 of the Barrier Free Code in their resolve

to assure accessibility of all County buildings and programs. Disability Services staff work to
establish a comprehensive program whose objective is to gain equality, opportunity and
security for all people with disabilities through information and referral, advocacy, outreach
and legislation. Designated as an Aging and Disability Resource Center (ADRC), the agency is
designed to streamline access to long term care.

with at-risk delinquent youth and youth with emotional and/or behavioral disturbance. Plans
and develops programs and services to meet the needs of this diverse population. Prepares
needs-based plan for state and county government and distributes federal, state and local
funds to develop needs-based programs and services. Responsible for the development
of sanctions and services for court-involved youth. Provides 24-hour response, immediate
intervention, assessment and family counseling for youth and their families who are in crisis.
Provides training and education to the community in the area of child abuse and missing
