Food and Public Distribution , of the
Union Government is the nodal agency for
all matters relating to Legal Metrology in
India.
ii)National Physical Laboratory
(NPL), New Delhi

-custodian of national standards.
iii)Regional Reference Standard
Laboratories

established in 5 regions of the country
[including one for north east region ]
maintains Reference standards
iv)Indian Institute of Legal
Metrology (IILM) at Ranchi

-is an institute to train all verification
officers from States.
Legal Metrology Departments in
    the State Governments

-enforce Legal metrology in individual
               States.
PRESENT SCENARIO

The following is the list of weighing and measuring
instruments subjected to legal control.

i)All types of weights, including heavy denomination Weights

ii)Liquid Capacity Measure, Dispensing Measures, Liquor Measures

ii) Length Measures of all kinds like Non Flexible meter rods, Folding
Scales, Fabric or Plastic Tape Measure , Steel Tape Measure,
Surveying Chains, Tapes for use in Measurement of Oil Quantities;
          PRESENT SCENARIO-continued



iv)Non self indicating weighing instruments like
    Beam Scale and Counter Machine

v)Non automatic Weighing machines of all kinds
   including Weighbridges

vi)Automatic Gravimetric Filling Instruments
         PRESENT SCENARIO-continued



vii)In motion Rail Weighbridges

viii)Water Meters

ix) Measuring system for Liquids (Other than
    Water) including Dispensing Pumps for auto-
    fuel [ Gasolene] and LPG auto fuel
    dispenser;

x) Clinical Thermometers and Blood Pressure
   measuring instruments

xi) Taximeter

xii) Compressed Natural Gas (CNG) auto Fuel

                Present scenario- Contd   …
   The existing regulation provides that verification
    of weighing/measuring instruments needs to be
    done by the verification officer appointed by the
    State Government only .

   There are around 2000 verification officers in
    the entire country, which approximately works
    out to one verification officer for a population of
    0.5 million.
VIOLATION OF LAWS

-Most of the violations are compounded by
verification officers after realizing fine from the
violator

-Only for certain violations of serious nature or in
the event of violator not agreeing to compound
the violation, the offender is prosecuted in Court
of law.
       NEEDS AND CHALLENGES

   -   CHANGE OF LEGAL FRAME WORK


  -For better enforcement , the existing laws are being
  reviewed so that verification of certain weighing and

measuring instruments can be entrusted to a Government

                 approved testing body.

   This will ensure utilization of infrastructure and
    expertise already available in the country, thus
    avoiding duplication of efforts .This will also
    pave way for bringing more and more weighing
    and measuring instruments under legal control,
    like
   Electricity meter
   Pollution checking instruments
   Speed measuring radars
   Noise measuring instruments

   Alternatively it is also being explored to
    outsource the verification work done by
    the verification officers.
   This means the testing and calibration will
    be done by a third party agency and
    based on test report of the agency ,
    verification stamp will be put by
    verification officer
CHANGE OF          EXISTING           PRACTICE

i) The tank lorry calibration is currently done through dip

rod which needs to be changed, namely tankers should

be fitted with duly verified flow meters .

ii) The [ Gasolene] fuel dispensers is being
   checked with a 5 litre conical shaped volume
   measure of content type .

iii) This needs to be changed by appropriate
    check measure of higher capacity say 10,20, or
    50 litre of discharge type .

iv) Involvement of NPL, New Delhi in Legal
  Metrology activities

i) To verify Road weighbridges , mobile kits consisting of a

truck fitted with crane and   standard weights of heavy

denomination.

ii) State of the art Mass comparators
INITIATIVES FOR THE NEXT 3 YEARS
BY UNION GOVERNMENT

-Total sum earmarked – Rupees       1500 million

-Construction of 200 standard laboratories in States

-Supply of standard equipments for these laboratories

- human capacity building of verification officers in india
