1 Section 1- The United States Federal government will limit the number of
2                terms any member of congress can serve.
3 Section 2- Limiting the number of terms any member of congress can serve will
4               help keep our nation progressing with new ideas. It will keep the
5               ideas of our youth and our future as well as being the strongest
6               nation in the world
7 Section 3-The united states federal government will oversee the enforcement
8               of this bill.
               a)Senators can serve a maximum of 2 terms.
               b)Representatives can serve a maximum of 6 terms.
9 Section 4 -This bill will go in to effect January 3rd 2012 and for senators who
10              have already begun their term this will be enforced once their term
11              ends.
12 Section 5- All legislation in conflict with this bill is now declared null and void.

 1                                          A Bill to Allow Use of Education Vouchers

 2   BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

 3   SECTION 1.    Education vouchers are vouchers given to those who want to benefit from a choice school education at

 4                 reduced or no cost to the person paying tuition.


 5   SECTION 2.    Choice schools are parochial schools, magnet schools or any school not directly affiliated with a public

 6                 school system.


 7                 Education vouchers are vouchers that will allow a person to attend a school and receive a better education at

 8                 reduced or no cost.


 9                 Private school education is educational institutions where the education level is usually higher and creates a

10                 more productive, harder-working, and smarter student.


11                           A.     According to the National Assessment of Educational Progress

12                                  private schools tested 18.2 points higher in reading than students in public school and 12.3

13                                  points higher in mathematics.


14   SECTION 3.    A. The National Department of Education would oversee the enforcement of this bill.

15                 B. Education vouchers will be given to those who need it most. If a child’s parents choose to send their

16                 children to a private school even though they do not have the monetary income. These vouchers will be

17                 funded by federal taxes.


18   SECTION 4.    This law will take effect on July 1st, 2011.

19   SECTION 5.    All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Abolish Affirmative Action in College
                           and Employment
  1. Whereas, Our current system of affirmative action uses outdated features such as
  2.           race and gender as decision factors; and
  3. Whereas, these factors are often put ahead of merit and intent in situations such as
  4.           employment and college admissions; and
  5. Whereas, affirmative action is currently and will continue to discriminate in favor
  6.           of minorities; therefore, be it
  7. Resolved, by this Student Congress that all implementations of affirmative action
  8.           in college admissions and employment be immediately removed.

     A Resolution Regarding the Establishment of a No-Fly Zone

                                      over the Libyan Airspace
 1   WHEREAS,         the United States, as a member of the United Nations, has an obligation to assist
 2                    in humanitarian crises; and

 3   WHEREAS,         the Libyan government under Muammar Gaddafi has engaged in acts of state-
 4                    sponsored terrorism, nepotism, and other forms of oppression of the citizens of
 5                    Libya, as well as attempts to acquire nuclear and chemical weapons; and

 6   WHEREAS,         there are thousands of citizens in protest of the Libyan government who are
 7                    currently being bombed from the air by the Libyan Air Force, under the control
 8                    of the Libyan government under Gaddafi, resulting in the deaths of thousands of
 9                    Libyans at the hands of the government; and

10   WHEREAS,         this is a humanitarian crisis that demands further attention from the United
11                    States, and the rest of the world; and

12   WHEREAS,         the establishment of a multilateral no-fly zone over the Libyan airspace would
13                    be beneficial in alleviating the harms caused by the Libyan Air Force under
14                    Gaddafi ; and

15   WHEREAS,         other countries, such as France, have made the need for a no-fly zone over the
16                    Libyan airspace very clear to the United Nations; now, therefore, be it

17   RESOLVED,        by the Congress here assembled that the United States shall demand a United
18                    Nations mandate for the purposes of the multilateral enactment of a no-fly zone
19                    over the Libyan airspace; and be it

20   FURTHER RESOLVED, that should the United Nations implement such a mandate, that the
21                    United States take responsibility for helping to enforce a multilateral no-fly zone

22                    over the Libyan airspace.

              Article I.      A Resolution to Provide School Uniforms



                            Equality belongs in the public school system.




 1   Be it enacted by Congress that every student in every public elementary/secondary school
 2   be provided a proper uniform.

 4   Section 1. Whereas many public school systems require a uniform and,

 6   Section 2. Whereas these uniforms rarely provide the uniformity the code attempts to
 7   bring,
 8
 9   Section 3. This Congress will increase the provisions of the No Child Left Behind Act to
10   include funding for uniforms.

      Article II.         A Resolution To Stop Driving While Intoxicated




 1   Be it enacted by Congress that the punishment for DWI should be increased.
 2
 3   Section 1. Whereas there is no excuse for drunk driving, and in 2008 drunk driving
 4   caused 37% of all alcohol-related deaths, the penalty for such behavior is increased to:
 5
 6   Section 2. For those over the age of 18
 7          A. First offense: Minimum of six months in prison, $5,000 in fines, 6 months
 8          driver’s license suspension
 9          B. Second offense: Minimum of 5 years in prison, $15,000 in fines, 2 years (after
10          prison) license suspension

12   Section 3: For those under the age of 18
13          A. First offense: Minimum of six months in juvenile detention center and 6
14          months driver’s license suspension
15          B. Second offense: Minimum of 2 years in juvenile detention center, 2 years
16          license suspension

18   Section 4. This bill will be enacted within one month of its passing. Warnings of the
19   provisions of this bill will be advertised

                                (a) A Resolution Capping Personal Wealth
                                           (b) at $300 Million
 1   WHEREAS, A large sum of the wealth is currently

 2           trapped within the hands of many

 3           multimillionaires and billionaires; and

 4   WHEREAS, the lower and middle class cannot

 5           balance out or improve in standards if changes do

 6           not occur; and

 7   WHEREAS, The personal wealth of these people

 8           will continue to increase causing the government

 9           to print more money unless a limit is created; now,

10           therefore, be it

11   RESOLVED, By the Student Congress here

12           assembled that: personal wealth be capped at

13           approximately $300 million, which is beyond

14           what is needed to survive lifetime; and, be it

15   FURTHER RESOLVED, That the wealth be

16           redistributed nationally through programs

17           benefiting the common people.

        A Bill to Build a High-Speed Rail System between New Orleans, Louisiana and

                                        Lafayette, Louisiana



 1   Whereas pollution from cars and trucks is harming the environment, and

 2   Whereas high-speed rail (hereby referred to as “HSR”) disrupts the environment far less

 3   than motorway traffic or air traffic, and

 4   Whereas a HSR line can be used to transport people, goods, and resources, and

 5   Whereas construction projects such as on an HSR line will stimulate the economy, and

 6   Whereas a HSR line will stimulate the economies of the cities through which it travels;

 7   therefore,

 8   BE IT HEREBY ENACTED BY THE STUDENT CONGRESS ASSEMBLED:

 9   Section One- Cost. The total cost of the HSR, including building, salary, and insurance

10   costs, is estimated to be 3.2 billion dollars, with an estimated return of 100% over thirty

11   years. The state of Louisiana along with the local governments of the cities through

12   which the HST will pass (Lafayette, Baton Rouge, Metairie, and New Orleans) shall

13   invest 1.0 billion dollars taken from their transportation budgets. The remaining 2.2

14   billion dollars shall come from private investors.

15   Section Two- Logistics. The contract to build the HST will be awarded to the company

16   with the lowest bid. A company shall be selected by July 1st, 2011. Construction shall

17   begin thereafter.

A RESOLUTION TO ANNEX PUERTO RICO

1: Whereas, Puerto Ricans were collectively made United
States citizens through the Jones-

2: Shafroth Act; and

3: Whereas, Puerto Ricans are able to receive citizen benefits
and;

4: Whereas, Puerto Rico's agriculture and lumbering industries
can be beneficial to the United State's

5: unstable economy; and

6: Whereas, the underdeveloped yet principle minerals found in
Puerto Rico can be further developed

7: with the annexation of Puerto Rico; and

8: Whereas, the school system in Puerto Rico is extremely
weak, and can be strengthened if it were

9: to become a state; therefore

10: Be it resolved by this Student Congress that: Puerto Rico
shall be annexed as the 51st state.

1    Whereas        Plea bargaining is a deal offered by a prosecutor(s) as an incentive

2                   for a defendant to plead guilty and;

3    Whereas        A statement by a criminal defendant should be a product of free

4                   will, unencumbered by threats or promises and;

5    Whereas        When the Justice Department is permitted to make promises of

6                   leniency, and threats of maximum enforcement to coerce

7                   defendants into giving up their right to silence, deligitimizes the

8                   government; now, therefore, be it

9    Resolved       By the student congress here assembled that plea bargaining not be

10                  used by prosecutors.

11   Further Resolved,      That the defendant(s) inform judges if prosecutors have

12                  attempted to plea bargain with them, and the defendant be

13                  advised that plea bargaining is not to be used by prosecutors.

             A Bill to Allow Carrying Concealed Weapons on College Campuses

Be it enacted by the Student Congress here assembled that:

   1. Section 1: All colleges and universities shall hereby allow the carrying of legally-

   2. obtained concealed weapons on their campuses.

   3. Subpoint A: A concealed weapon must adhere to all laws and penalties regarding

       the

   4. regulation of concealed weapons, as outlined by each individual state.

   5. Section 2: The regulation of concealed weaponry for each state must minimally

       include:

   6. fingerprinting, FBI criminal background check, live-fire certification, and 3 4-

       hour

   7. training sessions on gun usage.

   8. Section 3: All laws or portions of laws in conflict with this bill are hereby null and

       void.

   9. Section 4: This piece of legislation shall take effect on July 31, 2011.

 1          A Resolution to Mandate that GPS Microchips b
 2                           Inserted into Sex Offenders
 3   WHEREAS,       There are over 374,270 registered American sex offenders; and

 4   WHEREAS, The typical rapist will, on average, rape 117 children, who do not report the offence,
 5                  before being caught; and

 6   WHEREAS, The median age of victims of imprisoned sex offenders is 13 years old; and

 7   WHEREAS, Currently, the only information about the location of sexual predators available to
 8                  parents is on the internet and only provides their address; and

 9   WHEREAS, A GPS-enabled chip could make it possible for individuals to be physically located by
10                  latitude, longitude, altitude, speed, and direction of movement; now, therefore,
11                  be it

12   RESOLVED,      That the Student Congress here assembled make the following recommendation
13                  for solution that when GPS microchip technology is available, it shall be inserted
14                  into registered and convicted sex offenders; and, be it

15   FURTHER RESOLVED, That cell phone companies make an optional application for consumers’
16                  cell phones to be able to receive the data collected by the GPS microchips
  A Resolution to Disarm the United States Nuclear Arsenal


WHEREAS, Nuclear weapons are dangerous and immoral, because they greatly endanger human life,


WHEREAS, Seeing as the Cold War is over and no countries present the level of threat the Soviet Union

            once did, the weapons serve no use,


WHEREAS, Maintaining a nuclear arsenal is very costly, and the current economic situation is forcing

            the government to reduce spending,


WHEREAS, There are risks of accidents and unauthorized launches, which could lead to a global conflict,


WHEREAS, A global thermonuclear war, according to scientific predictions, could lead to the extinction

           of mankind, therefore, be it


THEREFORE BE IT RESOLVED by the student congress here assembled,


That the United States will begin total disarmament of all nuclear facilities.

                    A Bill to Dismantle the Electoral College
1   BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2   SECTION 1.    The Electoral College was founded on the presumption of an uninformed

3                 American public and should now be abolished.


4   SECTION 2.    The method of electing the president should be by popular vote.


5   SECTION 3.    The Supreme Court and United States Congress will review and amend any laws

6                 that come in conflict.


7   SECTION 4.    This law will take effect before the November 2012 Presidential election.

8   SECTION 5.    All laws in conflict with this legislation are hereby declared null and void.

A Bill to Eliminate Anchor Babies to Repair Immigration Policy



                     BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:



SECTION 1. The following amendment to the Constitution of the United States, as

stated in Section 2, shall be submitted to the states for approval, as per

proper Constitutional procedure.

SECTION 2. All provisions in the Constitution referring to citizens born in the United

States, including but not limited to the 14th Amendment, shall now refer

to second-generation Americans, namely those born to a mother born in

the United States.

SECTION 3. This amendment must be ratified within five years of this bill's passing to
be valid

       A Bill to Ban the Requirement for Students to have Prescribed Medication in the Main
                                              Office


 1   Article I:     The requirement for students to have prescribed medication in the main office is

 2                  hereby prohibited.

 3   Article II:    Prescribed medication is defined as a medication which has been prescribed by an

 4                  authorized physician for a patient.

 5   Article III:   The provisions of this bill shall take effect January 1, 2011.

 6   Article IV:    The district school system shall be responsible for enforcing the provisions of this

 7                  bill. All schools will be required to stop the requirement of forcing students to

 8                  have prescribed medication in the main office.

 9   Article V:     All laws in conflict with the provisions of this bill shall be declared null and void.

                       A Bill to Update U.S. Transportation Infrastructure

Be it enacted by the Student Congress here assembled that:

   10. Section 1: The transportation infrastructure in the United States shall hereby be

   11. evaluated and mended or replaced.

   12. Subpoint A: The Department of Transportation and the Department of Health and Human

   13. Services shall both be responsible for creating the regulations for evaluating, mending,

   14. and/or replacing the transportation infrastructure.

   15. Subpoint B: Transportation infrastructure is hereby defined as: the railway system,

   16. bridges, roads, the aviation system, and the canal/river systems.

   17. Section 2: The execution of the necessary changes outlined by the DoT and DHHS shall

   18. be carried out by a joint effort of the two departments.

   19. Subpoint A: The money necessary to pay for the formulation of the regulations,

   20. evaluations, and changes shall come from the budget of both departments, equally, as

   21. well as any changes or replacements to existing transportation infrastructure.

   22. Section 3: All laws or portions of laws in conflict with this bill are hereby null and void.

   23. Section 4: This piece of legislation shall take effect on December 1, 2011, by which date

   24. the DoT and DHHS shall have formulated the evaluation processes.

   25. Subpoint A: The DoT and DHHS shall have established blueprints for each piece of

   26. infrastructure completed by July 1, 2011.

   27. Subpoint B: Construction to mend or replace existing water infrastructure shall begin on

   28. August 27, 2012.

   4. regulations for evaluating, mending, and/or replacing the water infrastructure.

   5. Subpoint B: The money necessary to pay for the formulation of the regulations,

   6. evaluations, and changes shall come from the budget the Environmental Protection

   7. Agency. The money to pay for the changes or replacements shall come from the budget

   8. of the Department of Transportation and the Department of Health and Human Services.

   9. Section 2: The execution of the necessary changes outlined by the EPA shall be carried

   10. out by a joint effort of the Department of Transportation and the Department of Health

   11. and Human Services.

   12. Section 3: All laws or portions of laws in conflict with this bill are hereby null and void.

   13. Section 4: This piece of legislation shall take effect on August 27, 2011, by which date

   14. the EPA will have formulated the evaluation processes.

   15. Subpoint A: Construction to mend or replace existing water infrastructure shall begin on

   16. August 27, 2012.
