by one or more officers, this matter shall be treated as a single incident, if there are three or less citations/ICRs
issued as a result of the check, two incidents if 4 to 6 citations/ICRs are issued as a result of the check, or three
incidents if 7 to 10 citations/ICRs are issued as a result of the check. If more than 10 citations/ICRs result from a
single check, the matter shall be brought before the City Council for consideration of penalty.
NOTE: If there is a first offense and another offense does not occur in a three-year period, the first offense
is no longer recognized in regards to the violation listed above.
