Protest ……………………………………….. 5 CORAL GABLES PARKS & RECREATION The mission of the City of Coral Gables Parks and Recreation department is to provide recreational opportunities and services for residents and others that create memorable life experiences through exceptional customer service, programming, facilities, and leadership that exceeds community expectations. The game atmosphere should remain good-natured at all times. Participants shall maintain good sportsmanship throughout their participation in all facets of the program. I. GENERAL LEAGUE INFORMATION A. Registration Registration will be done at the Coral Gables Youth Center. Registration times will be Monday-Friday (8:00am-8:00pm) and Saturday (8:00am12:00pm). B. Divisions Offered 1. Recreational Co-Ed 2. Recreational Competitive Co-Ed C. Roster Limits Team Rosters will be limited to no more than Fifteen (15) players. After the third week roster are locked and no players may be added to it. D. Line Up Cards Each team will complete a line up card prior to each game. This card will have player names and their numbers. E. Equipment (Game Balls): Official game softballs will be used according to A.S.A Rules and Regulations. F. Forfeits Game time is forfeit time. Games will consist of 7 innings or one hour and ten minutes. The first games will be allotted a (5) minute grace period. If this is not possible the game will be forfeited. 2 II. PLAYERS & UNIFORMS 1.) Complete team Uniform: jersey, pants or shorts, hat and cleats. These must be worn by all players. 2.) Shirts will be tucked in at all times. 3.) No metal cleats are allowed. 4.) No Jewelry of any kind will be permitted. 5.) NOMETAL CLEATS ALLOWED A. Injuries to Players: When an umpire recognizes an injury, it is an OFFICIAL TIME OUT and a CGYC staff member shall determine if the player may be allowed to continue play (if physically able to do so). III. • • • THE GAME & PLAYING RULES • • • • League play will be governed by the A.S.A Rules and Regulations with exceptions to Youth Center Rules. There will be a ONE run rule in effect per inning. This means all teams will be allowed one homerun per inning and every homerun followed will result in a recorded out for that inning. Games will be seven innings in length or 1 hour 10 minutes, whichever occurs first. If an inning begins before the time limit expires, the inning should be completed. If the score is tied after 7 innings time limit the game ends at that point. Ties will not be broken. Teams must have nine players to start game. All substitutes must enter the field in the following inning. Example: first inning a team has three players sitting out – all three players must go in the next (second) inning. The three coming out and sitting the second inning go back in for the third inning. This alternating continues throughout the game. Each team fields 10 players and bats all players in their batting order. If a team is (12) twelve or more runs ahead at any time after the 4th inning, the game is officially over. The home team, if losing, always gets their bat to complete the inning. The home team should not bat after the fourth inning, if after the visiting team bats; the home team is twelve or more runs ahead. Lineups must be submitted ten minutes prior to game time. 1. An extra player, referred to as an “EP” is optional but if one is used it must be made known prior to the start of the game and be listed on the scoring sheet in the regular batting order. If the “EP” is used he/she must be used the entire game. Failure to follow this rule will result in forfeiture of the game. 2. The “EP” must remain in the same position in the batting order for the entire game. 3. If an “EP” is used all 11 players must bat and any 10 can play defense. 3 4. The “EP” may be substituted at any time, either by a “pinch hitter” or a “pitch runner” who then becomes the “EP”. The substitute must be a player who has not been in the game yet. The starting “EP” can re-enter. • • • • • • The pitcher can pitch from either pitching rubber, but may not change his/her position once the game has begun. The pitcher must come to a stop after receiving the ball from the catcher. There will be NO quick pitching allowed. A game stopped by the rain will be considered full if 4 or more innings were played and completed. Batting order will alternate sexes beginning at the top of the order. If a male batter is walked the female batter has the option to walk or hit. If a team has less than (4) ladies at game time: 1. The team can not use more than 6 males on the field at any time unless the opposing team agrees to use less amount of females on the field and allows more males on the field. 2. If a team does not agree to use more males on the field, the team with three females will have to play the field with 9 players on the field. The females will bat in the order specified by the rules and when the fourth female is up to bat that is absent it will result in an automatic out. The walk rule will not apply in this spot. 3. If the fourth female arrives late she must be placed in the vacant seventh spot in the order. 4. No game can begin with less than three females per team. Every team will play in a single elimination tournament. Awards will be given to the winners in each league and also to the second place team. • 4 IV. EJECTIONS PLAYERS & COACHES PLAYERS: ALL DIVISIONS EJECTION POLICY 1st = Suspension from next two games 2nd= Suspension from league *Note: A player may be ejected from the game at the official’s discretion with out receiving any warning* *If a player or coaches receives 3 ejections in a season- he or she will be suspended from the league. Only unsportsmanlike acts will count toward this.* (1) It is at the CGYC supervisors discretion to EJECT an unruly spectator. If he or she fails to cooperate, law enforcement will be called. V. PROTESTS Protests will NOT be considered regarding judgment situations. Protests regarding rules will be considered: 1. Notice of intent to protest must be made to the official and Athletic supervisor immediately when the situation occurs before the next live ball. 2. A written protest MUST be in the site office or given to the league director within 24 hours. The Coral Gables Parks & Recreation Athletic Committee will rule on the protest and their decision will be final. The committee will be composed of the athletic program coordinator, assistant supervisor, and supervisor of the CGYC. 3. If the approved captain does not attend the team meeting, they will forfeit the right to file a protest for any reason. 5 I have read and understand the aforementioned Rules and Regulations and agree to abide by said rules while participating in the Coral Gables Youth Center sponsored leagues. _____________________________ Name of Team _____________________________ Signature of Coach/Manager 6
