  DISTRICT GOVERNOR MESSAGE
I believe that YOU, the individual LION,
are the most important person in our
association. It is you who performs the
SERVICE projects. It is you who performs
the fund raising activities to support the
service projects. It is you who forms the
new clubs and renews older clubs. And, it is
you who makes District 24-E strong.
I want to see the clubs of District 24-E
renew their commitment to service by
creating or adopting a new service activity
this year. Make the ordinary extraordinary
by increasing your impact of service by
taking on new service challenges. Spend
more time SERVING than MEETING.
I want to see a year of positive membership
growth. I have challenged each club to have
a net increase over the year of three
members. You can do this but it will take
team work. This means that the larger clubs
will have to have a larger net growth to get
all of our clubs to average three new
members.
I have also challenged the District to charter
three new Lions clubs and one new LEO
club. This can be accomplished. You can
do this.
I am humbled by the faith and commitment
of the Lions of District 24-E. I thank you
for giving me the opportunity to serve as
your District Governor. I look forward to
our year of serving together.

     International President’s Theme

    2010-2011 International Theme:

I BELIEVE
Melvin Jones had one quality that made it
all possible – he believed. He knew even
then the difference between ―thinking‖ and
―believing‖ is a matter of conviction.
To me, believing is different from thinking
because it has three other key elements:
• Courage • Commitment • ACTION
Even if you first fail — like the Wright
brothers did with their first trial airplanes – a
strong belief creates a sense of courage to
try things others thought impossible. You
then need commitment to try and try again,
and to inspire others to follow you. And
finally you need to take action, or run the
risk of being just an idle dreamer.
It was these qualities that helped Melvin
Jones transform an idea from a droplet into
a river that could change the world. He
created a culture organized around a belief
in the value of giving back, and a belief that
one person can make a difference. He
believed in his idea of creating an
organization that would serve people in
need; he had the courage to follow through
with his idea; he was committed to make the
organization a success; and he took the
necessary action to bring everything to
fruition. Like a mighty river, Melvin Jones
believed even in 1917 that we would gain
strength with each Lion who joined our
ranks – person by person, community to
community – serving millions of people
along the way.
Today – 94 years after the first drop of
water nourished a seed that would grow into

a worldwide service organization, Lions
Clubs International continues to flow. Our
course has flowed in every direction, and
across nearly a century in time. But one
thing has remained constant. We Serve.
I believe we are making a difference like no
other service organization in the world. I
believe in our motto ―We Serve.‖ And I
believe in you – the Lions of the world, who
make up a network of caring, and a network
of service. Together, as a family of unique
volunteers, we constitute Lions Clubs
International – the global leader in
community service.
This year, I am calling on all Lions to
embrace a sense of belief of what it truly
means to be a Lion – a belief that each
individual Lion makes a difference and that,
together, we can change the world even
more than we have yet imagined.
I have set my vision – driven by my beliefs –
on three special goals this year:
        Strengthening and retaining our
         membership by taking care of fellow
         members as if they were family
        Expanding our service to new
         heights, propelled by a special
         campaign to plant one million trees
        And nurturing our future by involving
         more young people and Leos in all
         that we do
Together we will flow onward – a
benevolent flood of service to the world.

   ATTENDANCE MAKE-UP RULES
Absence from a regular meeting of the Lions Club may
be made up, within the time limits of thirteen days prior to
and thirteen days following the date of the meeting
missed, through attendance at any of the following:
  1.   Meeting of any other Lions Club, regular or
       special.
  2.   Meeting of the member’s home Club Board of
       Directors.
  3.   Duly constituted meeting of a standing committee
       of the member’s home Club.
  4.   Any meeting scheduled or sponsored by the
       member’s own Club.
  5.   Region meeting.
  6.   Zone Meeting.
  7.   International, State or District Conventions, or any
       other recognized Lions meeting.
  8.   A Lion who visits the office of Lions International
       when in Oak Brook or any District or State office
       outside the country of which the visiting Lion is a
       resident, is allowed attendance make-up if such
       visit is made within the above named time limits.
       Cards announcing such visits are presented to
       the Lions involved.
  9.   A member who is forced to miss meetings by
       reason of illness or medical care shall
       automatically be granted attendance for meetings
       missed upon acceptable evidence of said illness
       or medical care.

  10. A member who is forced to miss meetings as a
      result of military service, jury duty or other
      statutory requirements will be given credit for
      meetings missed. In each case, the Club Board
      of Directors shall decide if credit should be given
      for the missed meeting.
  11. Any Lion who finds it necessary, or is assigned to
      perform occupational duties for an extended
      period in a place from which he cannot readily
      attend a Lions Club meeting, may be granted, at
      the discretion of the member’s home Club, credit
      for meetings missed.

  12. In addition to the above rules, many Clubs have
      from time-to-time instituted other makeup rules
      which are permissible if they do not void any of
      these rules suggested by Lions International.

        LIONS CODE OF ETHICS
TO SHOW my faith in the worthiness of my
vocation by industrious application to the end
that I may merit a reputation for quality of
service.

TO SEEK success and to demand all fair
remuneration or profit as my just due, but to
accept no profit or success at the price of my
own self-respect lost because of questionable
acts on my part.

TO REMEMBER that in building up my business
it is not necessary to tear down another’s; to be
loyal to my clients or customers and true to
myself.

WHEREVER a doubt arises as to the right or
ethics of my position or action towards others, to
resolve such doubt against myself.

TO HOLD friendship as an end and not a
means. To hold that true friendship exists not on
account of service performed by one to another,
but that true friendship demands nothing but
accepts service in the spirit in which it is given.

ALWAYS bear in mind my obligation as a citizen
to my nation, my state and my community and to
give them my unswerving loyalty in word, act
and deed. To give them freely of my time, labor
and means.

TO AID my fellow man by giving my sympathy to
those in distress, my aid to the weak and my
substance to the needy.

TO BE CAREFUL with my criticism and liberal
with my praise; to build up and not destroy.

   Lions Clubs International Purposes

TO CREATE and foster a spirit of understanding
among the people of the world.

TO PROMOTE the principles of good
government and good citizenship.

TO TAKE an active interest in civic, cultural,
social and moral welfare of the community.

TO UNITE the clubs in the bonds of friendship,
good fellowship, and mutual understanding.

TO PROVIDE a forum for the open discussion of
all matters of public interest; provided, however,
that partisan politics and sectarian religion shall
not be debated by club members.

TO ENCOURAGE service-minded people to
serve their communities without personal
financial reward and to encourage efficiency and
promote high ethical standards in commerce,
industry, professions, public works and private
endeavors.

      District Governor’s Official Visit
The Office of the District Governor (DG) is the highest
ranking authority within our District. Accordingly, proper
recognition and respect for the Lion who holds this office
requires the careful attention of the Clubs within the
District.

No one means to be inconsiderate and certainly not rude,
but sometimes under certain circumstances we lack the
information to guarantee a smooth meeting. The
following list of suggestions may prove helpful:

1.   Do not have any other programs during the District
     Governor’s official visit. The DG is the program.

2.   Have a member (preferably a Past President) meet
     the District Governor and keep the DG entertained
     until dinner. It is good practice to have the DG meet
     all the Lions present.

3.   Be sure the DG is seated at the head table, next to
     the President and to their right. Many times the First
     Vice District Governor, Second Vice District
     Governor, Cabinet Secretary, or Zone Chair will
     accompany the District Governor. In these cases,
     the President should introduce the lowest ranking
     officer of those present, who will introduce the next
     highest officer.

4.   The DG should NOT be introduced at any time other
     than when they are being introduced as a speaker.
     When the DG is introduced, the members should
     immediately rise and applaud and should do so
     again at the conclusion of her/his talk.

5.    District Officers are usually treated as a guest of the
     club.

6.   Even though the District Governor will most certainly
     be a good sport, it is not considered good taste to
     have the Tail Twister bother her/him to excess.

7.   Remember that the DG would like to meet with your
     entire Board of Directors immediately after your
     regular meeting. Try to have 100% attendance.

8.   Do not hesitate to discuss club problems with your
     DG. It is her/his job to help solve problems and give
     new ideas to clubs that have run out of ideas.
     Maybe your Club will have ideas that will help other
     Clubs. Make this meeting with your DG a real
     down-to-earth get-together.

               The presiding emcee of the meeting (usually
                the Club President, but not always) should
                always be seated to the left of the speaker’s
                stand.

               The speaker should always be seated to the
                right of the speaker’s stand.

               The head table should not be too long.

               Honored guests not seated at the head table
                should be placed at a reserved table directly in
                front of the head table.

               The speaker’s table should not be too small.
                Allow those seated at the head able ample
                elbow room.

               Make sure there is sufficient room behind the
                head table for the speaker and presenter to
                move with ease.

               DO NOT HAVE any vacant chairs at the head
                table.

               DO NOT SIT on both sides of the table.

               Other guests should be seated at a reserved
                table with an assigned club host or hostess.
