                                         BOARD MINUTES
                                 Regular Board Meeting – April 21, 2005
Village President, Ross Hohulin called the regular board meeting to order at 7:00p.m. at the Village Hall.
Roll call showed the following board members present: Terry Nohl, Tim Corry, Greg Wagner, Roger
Roberts, Ken Knapp and Jack Kuntz. Also present: Attorney, Public Works Administrator Mullins,
Clerk, Treasurer and 4 visitors. Engineer Duane Yockey arrived at 7:30p.m.
Meeting Minutes

Motion made by Corry, seconded by Roberts to approve the minutes, as amended. Motion passed with a
voice vote.
04-05-05 Planning/Zoning Committee Meeting
Motion made by Nohl, seconded by Roberts to approve the minutes. Motion passed with a voice vote.
Warrants/Accounts Payable
Motion was made by Knapp, seconded by Kuntz to approve the payment of bills as listed on warrants
dated April 21, 2005. The following totals from the warrants were approved:
**General Fund        $11,974.08
**O&M Fund            $11,407.93
**Capital Fund        $ 497.22
Motion passed with the following roll call vote: Nohl – yes, Corry – yes, Wagner – yes, Roberts – yes,
Knapp – yes and Kuntz – yes.
Treasurer’s Report
Motion was made by Wagner, seconded by Nohl to approve the Treasurer’s Report as amended to the
warrants dated April 21, 2005. Motion passed with the following roll call vote: Nohl – yes, Corry – yes,
Wagner – yes, Roberts – yes, Knapp – yes and Kuntz – yes.
Transfers
Motion was made by Wagner, seconded by Knapp to approve the following transfers:
  $ 497.22           from Bond Fund to General Fund Checking
  $11,407.93         from O&M Checking to General Fund Checking
  $30,000.00         from O&M Checking to O & M Money Market
  $10,000.00         from General Fund Money Market to General Fund Checking
Motion passed with the following roll call vote: Nohl – yes, Corry – yes, Wagner – yes, Roberts – yes,
Knapp – yes and Kuntz – yes
 $24,915.47          from Bond Fund to General Fund Checking
Motion passed with the following roll call vote: Nohl – yes, Corry – yes, Wagner –yes, Roberts – yes,

Citizens Request and Input -
Wes Hohulin, 310 E. Peoria St., Goodfield complimented the Board on a very informational website.
Wes also advised the Board that he felt the building permit fee for a deck is too high at $250.00. He asked
the Board to reconsider how these charges are considered stating that we are trying to encourage people to
improve their properties.
Committee Reports
       Streets & Alleys Committee –
       The Street walk through showed that localized areas need repair and those include Belaire,
       Parkside and Scenic Drive. The estimated cost would be approximately $124,000 with $9,900 for
       Engineering and $4,400 for inspection. The Streets and Alleys Committee and Engineer Yockey
       do not think the repairs have to be done this year, unless we supplement with MFT Funds.

       The Streets and Alleys Committee will meet after budget preparations have been made to
       determine when to do the work.
       Culverts for proposed road work on East Martin Drive should be televised for extent of any
       possible damages.
     Sidewalk areas that need to be replaced are on Cleveland from Fisk to Robinson. There are also
     some broken sections on Robinson. In the past the Village has participated in cost sharing with the
     homeowners where the Village pays 50% and the homeowner pays 50%. A list will be made of
     areas to be replaced.
     Water & Sewer Committee – None.
     Building Inspector – None.
     Health, Safety & Maintenance – None.
     Police Committee Report – In the month of March 2005 Goodfield had 157 patrolled hours,
     10 written reports, 1648 patrolled miles, 0 house checks, 227 business checks, 72 traffic stops,
     27 written tickets and 31 Administrative Hours, 10 assistance calls from other agencies and
     dispatched on 39 calls.
     Park Advisory Committee – Park meeting will be scheduled.
     Finance Committee – None.
     Planning Commission & Zoning Board of Appeals
     Planning/Zoning Chairman Wes Hohulin reviewed the 4-5-05 Planning/Zoning Committee
     Minutes with the Board.
OLD BUSINESS
     Water Improvements
     Engineer Yockey received pay request #6 (final payment) from Hoerr Construction in the amount
     of $24,915.47. Motion was made by Knapp, seconded by Nohl to approve final payment to Hoerr
     Construction in the amount of $24,915.47 for water main work. Motion passed with the following
     roll call vote: Nohl – yes, Corry – yes, Wagner – yes, Roberts – yes, Knapp – yes and Kuntz – yes.
       Brian Rieke, Zeller Electric, is working with Public Works to put together a water tower control
       systems bid. Brian talked to Water Operator Brad Bode regarding taking the old tower out of
       service and controlling the new tower level. The control system is very old. Last year one
       mercury switch was struck by lightning.
       Brian has suggested a couple of options for putting the new tank into system. He will meet with
       the Water and Sewer Committed to finalize.
       TOWER
       Era Valdiva finished blasting on interior stem, and are ready to paint. Approximate finish time is
       mid-May. A ¼” hole was found in the sump pit.
       Goodfield Business Park – No changes.
       Goodfield Crossing (Rob Pierce)
       They are ready to break ground next week.
       Treasurer was instructed to send monthly bills for engineering costs.
       Village Website – Update
       Planning/Zoning Chairman, Wes Hohulin, recommended adding an additional link for the Village
       Annexation Procedure. Goodfield resident Mark Albertson offered to help with the website if
       needed.
       Welcome to Goodfield Signs – Tabled.
       Annexation of Property inside Village limits – Tabled.
       Road Work Along East Martin Drive – Nothing new.
       Police Contract with Deer Creek – Tabled. Will try to have contract next month.

       Annexation of Schrock Storage Property – Ordinance 05-03
       Motion was made by Kuntz, seconded by Knapp to approve the Annexation Petition, Plat and
       Annexation Ordinance #05-03. Motion passed with the following roll call vote: Nohl – yes, Corry
       – yes, Wagner – yes, Roberts – yes, Knapp – yes and Kuntz – yes.
     PrimeCo Lawsuit Update
     PrimeCo is suing all municipalities in IL regarding the Telecommunication Infrastructure
     Maintenance fees. Holland & Knight is handling this lawsuit. They are requesting a contribution
     of legal fees, .25 per each citizen in Goodfield. It is a class action lawsuit with 102 counties
     involved. The lawsuit covers monies collected from 1998 – 2002 for infrastructure maintenance
     fees.
     Codebook Changes re: Building Permit packets
     Currently Building Inspector Mark Maloney does the following inspections:
             1. Application and plans
             2. Framing
             3. Final
     The cost for each inspection is $100.00. A possible solution to the problem with re-inspection fees
     could be to put Mark on a salary instead of per inspection.
     This topic will be tabled and will go to a Health, Safety and Maintenance Committee.
NEW BUSINESS
     Insurance Approval of March 20-26 Pay Period for Brad Bode
     Motion was made by Kuntz, seconded by Knapp to approve payment of $473.50 for health
     insurance for Water Operator, Brad Bode, due to a lack of work hours the week of March 20-26,
     2005 because of the death of their daughter. Motion passed with the following roll call vote:
     Nohl – yes, Corry – yes, Wagner – yes, Roberts – yes, Knapp – yes and Kuntz – yes.
     Water Discharge from Cargill
     IDOT believes the drainage is unlawful and Cargill needs to repair the problem. Frank Ierulli,
     Village Attorney, will prepare a letter to send to Cargill.
     Weight limits for streets
     The Village would like to have the same standards as the Township. Attorney Frank Ierulli will
     draft an ordinance stating what the weight limits are, excluding the truck route.
     Posting of speed limit, weight limit and no parking signs
     Public Works Administrator spoke with Frank regarding the speed limit being 30mph unless
     posted. Some areas are posted as 20mph. The police have some questions and concerns regarding
     the speed limits. Engineer Yockey said even with a study it is hard to lower to 20mph and
     suggests leaving the speed limits posted as is.
       No Parking signs will be discussed in the Streets & Alleys Committee meeting.
       Garage sales – May 14, 2005
       PWA Mullins spoke the Chief Ruestman and Officer Edwards regarding the garage sales. They
       would like to put up No Parking signs.
       Update zoning maps – Tabled until current annexations are completed.
       Budget
       Treasurer Teresa DeGrave handed out a budget report. The Trustees will review for upcoming
       Finance Committee meeting.
       Schedule Committee Meetings
       Water & Sewer Committee Meeting is scheduled for May 10 at 7:00p.m. The agenda will be to
       discuss work on the water tower control system.
       Finance Committee Meeting is scheduled for May 17, 2005 at 7:00p.m. The agenda will be to
       discuss budget and appropriations.
       Park Committee will be scheduled at a later date.
