Position: Firefighter (Hazard Material Technician), (EMT) GS-0081-7, Full-Time PD # 7764A
Duty Location: Service Line, Engineering Service, Fire Department, VA Medical Center, Canandaigua, NY
Salary: GS-7 ($38,790 - $50,431 per year) Permanent
Tour of Duty: One of three shifts providing 24-hour coverage, 7 days a week
Area of Consideration: Medical Center Employees and Status Eligibles. Current permanent employees of
the Canandaigua VA Medical Center including permanent Veterans Canteen Service Staff (after 90-days),
current Federal employees serving under a career or career conditional appointment applying for
transfer/reassignment, former Federal employees with reinstatement eligibility, veterans who are preference
eligible or who have been separated from the armed forces under honorable conditions after 3 or more years of
continuous active service or persons eligible for non-competitive appointment under Special Authorities, such
as, but not limited to, appointment authorities for disabled veterans, veterans recruitment authority (VRA)
eligible, or severely disabled individuals. The area of consideration has been expanded to ensure an adequate
pool of candidates.

Duties: The incumbent, under the supervision of the Fire Chief and the Lead Firefighter, is responsible for
participating in a proactive fire inspection and prevention program. Serves as an operator of Squad 361 and as
assigned for training or in the absence of the Driver/Operator may at the discretion of the Fire Chief or Lead

firefighter serves as the driver/operator of the firefighting apparatus. Shall perform daily checks and
maintenance on Squad 361 and or assist the Driver/Operator with daily checks and maintenance of Engine 311
as assigned. The Firefighter shall respond as part of the facility emergency medical response team as a first
responder or higher medical level as per his/her training. In performing these basic life support duties the
incumbent:
1) Performs initial and ongoing focused patient assessment and physical examination.
2) Determines priority of patient care based on findings
3) Takes records and monitors patient’s baseline vital signs including pulse, blood pressure, respirations,
level of consciousness, skin color, and SPO2 and pain level. These are some of the duties for the
incumbent, but these are not all of the duties and responsibilities. As assigned the Firefighter serves as
part of an initial response team that mitigates the presence or potential release of hazardous materials to
protect persons, property or the environment from the effects of release. Will assist in the maintenance
of up-to-date maps, drawings of all the fire related equipment and information of out of service hydrants,
roads and alarm systems. Will also respond to non fire related calls and provide appropriate actions to
include but not limited to the following person s stuck in elevators, motor vehicle accidents, emergency
back up for police, missing patient grounds search’s, flooding. A copy of the complete position

Qualification Requirements: Within 15 days of the closing date of this announcement, you must meet the
qualifications set forth in the OPM Qualification Standards Operating Manual for the Fire Protection and
Prevention Series, GS-0081. At the GS-7 level you must have had one year of specialized experience equivalent
at least to the GS-6 level.
Specialized experience is experience that demonstrates the particular knowledge, skills, and abilities to perform
successfully the duties of the position. These include controlling or extinguishing fires as a member of an
organized military, industrial, volunteer, or governmental fire department; rescue operations; detection,
reduction, or elimination of potential fire hazards; operation of fire communications equipment; controlling
hazardous materials incidents; or developing, implementing, or providing training in fire protection and
prevention.
Basis of Evaluation & Ranking: Please provide 2 solid examples for the questions below. Your experience,
training, education, performance and awards will be evaluated as they relate to the Knowledge, Skills &
Abilities (KSA’s) listed below. If necessary, a panel of subject matter experts will be convened to rate and rank
candidates according to the KSA’s identified as essential at the GS-7 level:
1. Knowledge of firefighting principles, practices, tools, and equipment.
2. Ability to drive and operate all assigned fire-fighting and emergency equipment.
3. Knowledge of safety requirements and environments restrictions as outlined in applicable safety standards,
regulations, and/or technical orders.
4. Knowledge of fire prevention materials and up-to-date equipment found in NYS building codes.
5. Ability to inspect (disassemble and reassemble), test and make minor adjustments to firefighting apparatus
and equipment, fire extinguishers, fire alarm systems and sprinkler systems using an appropriate inspection
checklist.
*Note: You must give adequate narrative responses of work examples for each of these KSA’s so that you can
be adequately evaluated for your possession of each ability, knowledge or skill. Without adequate examples,
Human Resources will not be able to adequately determine your qualifications for this position.

MAXIMUM AGE REQUIREMENT: This position requires a maximum entry age for an initial appointment;
applicants cannot have reached their 37th birthday by the date of appointment. Applicants who have passed the
designated entry age limit, but who have previously served as a federal employee in a covered position, may be
eligible to re-enter the fire service provided that they: (1) meet all applicable qualifications for the position and
(2) will be able to complete a total of 20 years of covered and creditable Federal fire service by the time the
firefighter reaches the age of 57. This appears as question #2 on the Assessment Questionnaire.
Physical Requirements: You must meet the physical requirements for positions involving arduous physical
exertion. If you are not working currently in a position with equivalent physical requirements, you must pass a
physical examination to determine your ability to perform the duties of this position, such as the: ability to lift
and move ladders and fire hose; ability to hear oral directions and orders in confusing, stressful situations;
ability to visually inspect items; ability to move freely throughout the medical center in order to inspect
equipment, construction projects and medical center facilities and to respond to emergencies; ability to
communicate orally and to write; ability to use both hands to manipulate small hand tools; ability to hear spoken
word over the telephone; ability to move into interstitial spaces; and ability to wear and use personal protective
equipment.
Eyes: corrected distance vision must be at least 20/30 in one eye and 20/70 in the other; able to distinguish basic
colors
Ears: no loss of 30 or more decibels in the unaided worse ear at 500, 1000, and 2000 HZ levels
Nose, mouth, and throat: no impediments to distinct speech, free breathing or use of breathing apparatus or
protective equipment
Lungs: no pulmonary or chest wall disease impeding performance of duties
Heart and blood vessels: no evidence of organic heart disease, valvular or vascular diseases, coronary heart
disease, angina pectoris, recurrent syncope or history of myocardial infarction
Abdomen: no acute or chronic disease or inflammation of the abdominal viscera, hernia or significant
enlargement of the liver or spleen that would impede performance of duties
Spine, pelvic, sacroiliac and lumbo-sacral joints: must have free movement of spine and pelvic joints
Neurological system: no history of serious mental illness, no neurological impairment impeding performance of
duties
Extremities: no anomalies in the number, form, proportion, movement of extremities that interfere with function
Other: You must have a valid state driver’s license and a safe driving record. Upon selection, you will be
required to complete an SF-177 if you are not currently a motor vehicle operator with our medical
center.
Substitution of Education for Experience: At the GS-7 level, there is no substitution of education for
experience.
English Language Proficiency: If you are appointed to a direct patient-care position or position incident to
direct patient care, proficiency in spoken and written English is required in accordance with 38 USC 4105(c).
Drug Testing: This is a testing designated position (TDP) under the VA Drug-Free Workplace Program.
If you are selected tentatively for the position and are not now in a TDP subject to random testing, you may be
subject to urinalysis to screen for illegal drug use prior to final selection. Applicants who refuse to be tested
