                      MINUTES OF A MEETING OF ARNE PARISH COUNCIL
                     held in Stoborough Village Hall, West Lane, Stoborough
                          on Thursday, the 17th October 2010 at 7.30 pm

1.          DECLARATIONS OF INTEREST

10/114      Chairman began the meeting by asking if any parish councillor had a personal
            interest under the Code of Conduct to declare for any item on the agenda. A
            declaration can be made at any point in the meeting before an item is discussed. The
            parish councillor can address the meeting on that item from the public gallery only
            during Public Participation Period if they want to make any comments.


2.          APOLOGIES

10/115      There were apologies for absence from Mrs V Ward (family). County Councillor M
            Lovell and District Councillor N Cake were not present.


3.       MINUTES

10/116 Mrs B Kenward proposed and Mrs C Macleod seconded the motion                   it was
       RESOLVED that the Minutes of the Parish Council meeting held on 17th September 2010,
       having been circulated, were confirmed and signed by the Chairman as a true record.


4.       PUBLIC PARTICIPATION PERIOD

10/117 Mr R Rickson introduced himself as the builder of the proposed extension for
       Middledene, Barnhill Road, Ridge and referred to 2 previous unsuccessful planning
       applications. Having discussed the plans with the planning officer, a new application has
       been made which conforms to the policies QL34/35, reduces roof height, reduces impact
       and should make street scene acceptable. Drainage issues to be dealt with by
       Development Control.

10/118 Mrs J Borrow of Barnhill Road, Ridge also spoke about the proposed Middledene
       extension and advised her notes were incomplete due to short notice of the application;
       full comments will be forwarded later to the planning officer. Mrs Borrow explained
       although roof height may be reduced, as the extension is being built on the terrace at the
       back of the house, the building itself will be higher in relation to her property. Mrs

         Borrow’s lounge is set back 9 ft from the building line so she will see more of the front
         extension. Her concerns were loss of light and the feeling of being overwhelmed by
         such a large building. Concerned also that the front garden will be used as a parking
         area for 4 cars when spaciousness was the main priority when building the current
         houses.

10/119 Mr P Wood advised he is a Stoborough allotment holder and that he has suffered large
       losses due to theft of complete crops. The concern amongst the allotment holders is
       that non-tenants are entering the site and stealing vegetables and fruit. People have
       been accosted but they say they have permission by a current allotment holder to collect
       some produce; some people have been seen leaving through a resident’s back garden
       with bags full of vegetables. They would like to suggest the Parish Council writes to all
       tenants reminding them this is a private site and that if produce is for family and friends,
       each tenant should pick the crops and give them outside the allotments or accompany
       the recipients on the site. Also a fence needed to be erected at the illegal access point
       to prevent further incursions. Mrs B Kenward advised she had also had complaints from
       tenants about the thefts.
       AGREED            Chairman will speak to the residents whose back garden is being used to
       let them know what is going on and ask if a fence can be erected on the allotment side.
       Clerk will contact PCSO S Hann and ask him to check the allotments when passing and
       will write to all allotment holders along the lines outlined by Mr Wood.

10/120 Mr Weeks advised he regularly walks his dog on Stoborough Heath and along Soldiers
       Road but last Sunday he found an area of 50 sq.yds. covered with used fireworks, food
       wrappers and took 3 carrier bags to remove the litter. After speaking to a local resident,
       it appears this has happened for 3 nights running, Saturday to Monday.
       AGREED          Mrs B Kenward to inform Natural England of these events as there was a
       potential danger of fire to the heath and there was young stock in the area. Clerk to
       email Ian Alexander and PCSO S Hann and give the same information.
       Mrs B Kenward publicly thanked Mr Weeks for picking up litter in the village as he is
       walking around.

         Chairman thanked everyone for attending and giving their comments.


5.       COUNTY COUNCILLOR'S REPORT

10/121 County Councillor Mike Lovell was not present.

                     Erection of 4 wind turbines (up to 125m height to the tip of rotor blade in
                     vertical position). Provision of crane hardstanding, substation building,
                     underground cabling, temporary construction compound, new site access
                     tracks and permanent 89.5m high anemometer mast. Form new vehicular
                     access.
         No decision

         6/2010/0380-382 Doreys Openpit, Holme Lane, East Holme
                      Extract Ball clay, sand and gravel as an extension of Doreys Pit including
                      erection of a building, provision of ancillary facilities and restoration of
                      land to agriculture, woodland and wetland plus variation of conditions in
                      existing planning permissions to facilitate the small extension requested.
         AGREED       Parish Council objects to this application

                       Demolish existing dwelling and replace plus access on Puddletown Road
         AGREED        Parish Council has no objections

10/124 CLERK'S REPORT

         1.    DORSET COUNTY COUNCIL
              Request for support in having works done to prevent further flooding at the
               entrance to Stoborough Village was agreed at the last meeting. Clerk emailed
               Highways and was advised by return that a works order was issued in first week of
               October to install a manhole/catch pit to intercept the highway water with
               installation of a single large diameter outlet into the ditch, also to be dug out. The
               PMU gang is to clear existing ditch for 5 metres and extend outfall.
              Clerk advised the verge opposite The Hayricks entrance on Corfe Road does not
               belong to Dorset County Council.
               Mrs B Kenward proposed and Mrs C Macleod seconded the motion                  it was
               RESOLVED         The Clerk to obtain details from Land Registry at its current fee.

         2.    PRIORY MEADOW
              Clerk has advised Brenscombe Outdoors Centre of members preferred new waste
               bin to be installed near the bridge. Helen Lilley is off on sick leave at present.

         3.    THE HAYRICKS
              As the quotations for resurfacing the circular path are now out of date, the Clerk
               has requested the companies to requote. Also those received were not for
               identical specifications so the new request will result in more compatible
               quotations.

              A contractor has been asked to give a quotation for the extra works needed to
               make the BMX jumps longer with the exit away from the kicking field.

       4.      PARISH PLAN FOR ARNE
              Bournemouth University are now studying the results from the questionnaires and
               will produce a report identifying concerns, actions required and comments made.

       5.      HOUSEHOLD RECYCLING
              Purbeck District Council has advised the Wareham Household Recycling Centre
               will be closed from the 25th to 27th January 2011 for essential maintenance. A rota
               of all closures of household recycling centres in Dorset will be put on the notice
               boards.


10/125 REPORTS FROM REPRESENTATIVES

         (a)       Mr J Barnes attended a seminar at his works organised by Woodland Trust
         about tree cutting, veteran trees and notable trees in the area as they want to build up a
         register.

         (b)       Mr J Barnes went to the planning site meeting regarding the plans for the
         floodplains east of Holme Lane. After having everything explained, he felt there were no
         objections but there were concerns from nearby cottages regarding their septic tanks
         flooding.

         (c)      Mr N Barnes and the Chairman attended the housing meeting at Purbeck
         School where the proposed supermarket was strongly fought against. Chairman
         advised the district council called a special meeting to consider the comments made
         and the supermarket was deleted from the strategy.

         (d)      Mrs B Kenward visited a parish in Estonia very similar to Arne. The council
         there was keen to twin with Arne due to the similarities in country and housing.

         (e)       Mr T Heritage attended Stoborough Residents’ Association meeting where Mr
         J Carvell stepped down from chairmanship, Mr G Cochrane has taken on this role
         temporarily. Mr J O’Brien reported on the extension to the BMX jumps. Mrs B Kenward
         said she had the offer of more free clay from Imereys for the bund but she was waiting
         for Anvil Ground Maintenance to give a quote for the labour.

         (f)      Mrs C Macleod and the Clerk attended the Purbeck Area DAPTC meeting,
         notes are attached.

         (g)      Mrs C Macleod attended the second meeting on housing in Purbeck and
         reported housing was not going ahead at Swanage, Wool or Corfe Castle but Upton,
         Wareham and Lytchett Matravers will go ahead with its allocations.

         (h)       STOBOROUGH HALL – Nothing to report

         (i)       FURZEBROOK HALL – Nothing to report

8.       PLANNING APPLICATIONS TO BE CONSIDERED

10/126 The Parish Council made the following comments :

9.       CORRESPONDENCE/ITEMS RAISED AT MEETING FOR DISCUSSION AND ACTION

10/127
         (a)   ANNUAL RETURN 2009/2010 – ANNUAL RETURN 2009/2010 – Clerk advised the
               audit had now been completed by BDO LLP and one matter of concern was raised
               regarding the effectiveness of the internal audit. Members to consider approving
               the return and Clerk will obtain the information needed for the internal audit issue.
               Mrs C Macleod proposed and Mrs B Kenward seconded the motion                 it was
               RESOLVED Parish Council noted the comments from BDO LLP and approved and
               accepted the Annual Return as presented for 2009/2010.

         TO CONSIDER CORRESPONDENCE FOR ACTION RECEIVED SINCE THE AGENDA WAS SET

10/128
         (a) FINANCE COMMITTEE – Clerk advised the Precept needed to be considered by the
             Finance Committee as well as the comments of BDO LLP.
         AGREED     Finance Committee will meet on 4th November 2010 at 6pm in the hall.

         (b) PURBECK FILM FESTIVAL – Clerk had been given a cheque for £37 as proceeds
             from the film showed at Stoborough Hall.
             Mrs C Macleod proposed and Mrs B Kenward seconded the motion     it was
         RESOLVED Parish Council would donate this amount to the Dorset Air Ambulance
             Trust.

         (c) BMX SIGN – Mrs B Kenward advised the sign had not been replaced and originally
             it had not been put under the Perspex so it was easy to remove. The sign’s
             position will have to be changed due to the bunding work.
         AGREED      Clerk to chase Monster plc for the sign and advise its relocation.

         (a) Thefts at Stoborough Allotments – Chairman will speak to the residents of the
         house being used as a short cut and Sgt Wasey at Wareham whilst the Clerk will email
         PCSO S Hann. It was agreed the fencing could be put up by the allotment tenants to
         block the short cut.

         (b) Fireworks on Stoborough Heath – Mrs B Kenward would contact Natural England,
         Chairman to contact Sgt Wasey and the Clerk to email Ian Alexander and PCSO S
         Hann.
