B.   Rules and regulations:
     I.        Overtime
               Under no circumstances shall an Exhibitor work overtime. TWTC will disconnect light and power
               supply at the exact closing time. All Exhibitors are required to finish job by that hour. In case of
               overtime, any expenses occurred shall be responsible by the violator.

     II.       Vehicle control
               1.       During the six-day exhibition period (January 30~February 4, 2007), there will be
                        traffic control on the Shifu Road, Songshou Road and Songzhi Road. Any vehicle that needs
                        to gain access to the Site shall show the ―Exhibitor’s Pass‖, otherwise will be asked to detour.
               2.       During the installation/withdrawal period, all vehicles must enter the Site through
                        the designated entrances of the respective zones (please see attached floor plan).
               3.       All vehicles shall leave the Site within one hour after entrance to ensure traffic flow. The
                        Management will register the license plate and time of entrance of the vehicle and collect
                        NT$1,000 as a security deposit. Such fee is fully refundable shall the vehicle leave the
                        premises on time. Vehicles that have parked for over one hour will be charged an hourly
                        parking rate of NT$100, and it will be deducted from the deposit.

               4.   For vehicle loading during the Exhibition period, please use the B2 Unloading Zone on Shifu
                    Road. Each vehicle will be charged a NT$500 security deposit (NT$2,000 for a container
                    truck). Maximum standing limit is 1 hour in case of a truck, 30 minutes in case of a van and
                    20 minutes in case of a compact car. Overdue standing shall be subject to forfeiture of the
                    security deposit.

   III.        Nameplate of the booth
               In accordance to the Terms and Regulation 12.1, the Foundation will produce a standard nameplate
               that carries your company name in Chinese/ English with the booth number. The nameplate will be
               posted on the side panel and, attached vertically to the passageway.

   IV.         Construction at booth
          1.    Booths shall not exceed 2.5 meters in height. Billboards of corporate/ exhibition titles may be up
                to a maximum of 4 meters tall (In Hall 3, billboards shall not be exceeding 2.5 meters in height).
          2.    Official permission from the Foundation in advance shall be obtained for construction higher than
                the standard.
          3.    The height limit must be pursuant to TWTC’s guidelines for construction, All Exhibitors are
                advised to remind designated decorating contractors to inspect measurements on the site for more
                accuracy.

   V. Waste cleaning
          1. All waste shall be cleaned and moved out of the Site on a daily basis. Please do not place in the
                passageway to avoid jeopardizing traffic and safety.
          2.    Exhibitors shall withdraw and clean away all exhibits and decorating materials within the specified
                time limit. The Foundation assumes no responsibility for lost or stolen materials.
          3.    Any objects left on the Site will be considered waste and will be cleaned away by the Foundation.
                The Foundation will photograph it as evidence and charge to the Exhibitor for such cleaning
                expense. Should an Exhibitor fail to pay, the fee will be deducted directly from the Exhibitor’s
                security deposit.

   VI. Time for withdrawal
          1.    During the six-day exhibition, Exhibitors are prohibited to close booth ahead of schedule.       The
                 Foundation assumes no responsibility of missing objects under such circumstances.
          2.    Exhibitors may start taking down exhibits for withdrawal at 17:00, February 4, 2007 (excludes
                 decorating materials of the booth), but should not start the actual withdrawal until 18:00.
                 TWTC will disconnect power supply at the given time.

   VII. Passes
          1.    Throughout the exhibition period, all staff shall wear the official pass bearing the staff’s name.
                 Anyone without the badge is prohibited from participating in any sales or service behavior on the
                 Site. Any offender of such regulation will be expelled from the Site by the Foundation’s
                 authority.
          2.    Three passes will be issued for each booth. If you need more passes for additional staff, please file
                 the ―Provisional Work Permit‖ application to the Foundation. Each booth will be given no more
                 than four Provisional Work Permits per day.
          3.    The pass is valid only from January 30 to February 4, 2007.


C. Online registration
   Exhibitors are advised to take the initiative to use the Exhibitor’s ID and Password and to register in the
   official website of the Fair: www.tibe.org.tw. Registration deadlines are listed as below:
          I.    Company data:
                Please fill out the Exhibitor’s company data for the ―Exhibitors’ Catalogue‖ in print. All

                  Exhibitors are advised to complete such registration by December 1, 2006.      Any late register will
                  not be accepted.
           II.     Copyright related data:
                   This function allows you to upload information on books for online promotion. Please fill out
                   the book title, summary of contents, authors and any relevant information for copyright sales no
                   later than January 25, 2007.
           III.     Your on-site activities:
                     It is a good opportunity to publicize your on-site activities online to the interested public.
                     Please fill out the event title, time and place, event description, and such relevant information
                     no later than February 4, 2007.



D.   On-site Service:

          I. Information Center (Hall 1 facing Xinyi Road; Hall 2 facing Songlian Road; Hall 3 facing
             Songshou Road)
          1. Chinese/ English consultation service for all Exhibitors concerning the Exhibition.
          2. Six-day multi-entry passes for publishing professionals. The pass exchange service is only available
              during 2007/1/30 10:00-18:00, and 2007/1/31 10:00-13:00 at the Information Center in Hall 1.
          3. Special ticketing service for the elderly and the impaired.
          4. Consulting service from the Fair’s official contractor.
          5. Sales of Fair’s merchandise.

          II. Publishers’ Corner (Hall 1)
          1. Rights Center: To serve domestic and foreign Exhibitors’ need of copyright talks. . (For further
            information, please contact Ms. Wendy Tzou of the International Division of the Foundation, E-mail:
            wendy@taipeibookfair.org)
          2. Information Center: Copyright sales updates, consultation, copyright table reservation, etc.
          3. Business Center: To provide xerox, fax, Internet access and phone service, etc.

          III. Press Center (Halls 1, 2, 3)
          1. To provide related news concerning the Exhibition, updates of Exhibitors’ activities, and assist in the
             arrangement for interviews.
          2. The center is equipped with desks, computers, Internet access, fax and phone service for the
            convenience of the press.

          IV. Foundation’s Office/ Medical Center
              TWTC Hall 1: Beside the Information Center at Xinyi Road Exhibition Entrance
              TWTC Hall 2: Beside the Information Center at Songlian Road Exhibition Entrance
              TWTC Hall 3: Beside the Information Center at Songshou Road Exhibition Entrance.


E.   Peripheral services

     I.        Banking service
          1. Banks and post offices are located at the Xinyi Road entrance of Hall 1, and the TWTC Plaza of the
              World Trade Building on Keelung Road.
          2. ATM machines are also available on the both sides of Hall 2’s entrance, and the Songshou Road
              entrance of Hall 3.

     II. Food & drink service
          1.     Sandwich venders and vending machines for soft drinks are available in both Hall I and Hall 2.

          2.     Restaurants are located on the second floor of Hall 1, and the second floor of Taipei International
                 Conference Center.
          3. A simple snack bar is located on the first floor of Hall 3.

     III. Transportation
          1.     Free shuttle bus is provided between TWTC Halls 1, 2, 3 and MRT’s Taipei City Hall Station at a
                 5~10 minutes interval.
          2.     Parking: parking lot is located next to TWTC Hall 2.      Also parking spaces are available in the
                 underground parking garage of Taipei City Hall.

     IV. Courier service
         Courier services are provided in TWTC Halls 1, 2, 3.


F.   Printed materials

     I.        Exhibitors Directory
               Provide brief introduction to domestic and foreign Exhibitors and general information on the
               Exhibition.

     II. TIBE Visitor’s Guide:
         Introduction to the Exhibition, reports on special topics, floor plans, and program of activities in each
         exhibition hall during the Exhibition.

     III. TIBE Visitor’s Guide (Map)
          Floor plans, along with listing of activities during the Exhibition in each exhibition hall.

     IV. TIBE Newsletter
         Daily reports on the events and highlights happened on the Site and listing of daily activities and/or
         special offers.

            Regulations Governing Exhibition Site of
            Taipei International Book Exhibition 2007
                                                                                         Updated on June 30, 2006,
Article I
These Regulations are duly enacted by Taipei Book Fair Foundation (hereinafter referred to as the Foundation)
in an attempt to maintain and safeguard the sound order of the Taipei International Book Exhibition (hereinafter
referred to as the Exhibition), so as to protect the Exhibitors’ rights and to promote the quality and image of the
Exhibition.

Article II (Exhibits)
All Exhibitors shall provide exhibits exactly in accordance with the following:
I.   All Exhibits shall fall within the categories specified by the Exhibition.
II. Under no circumstances shall an Exhibitor display a publication which is against the law and regulations
    concerned or allegedly infringes upon Trademark Law and /or Copyright Law.
III. An Exhibitor who intends to display publication published by another publishing house shall obtain
     licensing from such publishing house.
IV. Restricted (―R‖-rated) publications shall be conspicuously labeled on the covers in accordance with
    ―Regulations Governing Classification of Publications and Videotaped Programs‖ and shall be enveloped
    before being put on display.


An Exhibitor who breaches any provisions set forth in the preceding paragraph shall immediately withdraw
from the Exhibition and shall, in addition, receive a warning from the Foundation.


Exhibitor who exhibits no books or magazines and who exhibits only CD, VCD, DVD, videotape (audio) in
disks or tapes, or exhibits any items other than the categories of books, comics, and magazine will receive one
warning from the Foundation and be asked to improve. For any Exhibitor who fails to improve after two
warnings will receive a penalty of being banned from joining next year’s Exhibition.
An Exhibitor who intends to exhibit books of simplified Chinese published in Mainland China shall duly apply
in advance for permit in accordance with ―Regulations Governing Permit for Publications, Film, Video, TV or
Radio Program from Mainland China for Sales, broadcasting or exhibition in Taiwan Area‖. Violators shall be
subject to penalty by the Government Information Office in accordance with Article 88 in ―the Act Governing
People from Taiwan and Mainland China‖..

Article III (Decoration of booths)
All Exhibitors shall decorate booth in accordance with the following:
I.   All booths require decoration, with a minimum of partitions and basic facilities.
II. Decoration of booths shall be subject to the ―General Provisions of the Taipei World Trade Center
    Regarding Decoration and Construction Rules of the Exhibition Halls‖.
III. Each Exhibitor shall carry only the same Chinese/English name and booth number on their billboard as on
     the registration form when enrolled. Any other letterings or logo (ex. Of Exhibitor’s sponsor or affiliated
     company) will be prohibited.
IV. The exhibits and decorating materials shall not be placed beyond the boarders of the leased booth.
An offender against the requirements set forth in the preceding paragraph shall immediately proceed with
corrective action and shall, meanwhile, receive a warning from the Foundation.
Decoration of the Exhibition booths shall be completed not later than the deadline of 5:00 p.m. of the day
preceding the opening of the Exhibition. In case of overdue, such additional costs shall be borne by the
responsible Exhibitor.


Article IV (Order of the Exhibition site)

Exhibitors shall carry out sales promotion or sales operation only within the range of the leased booths. In the
event that any service crew of an Exhibitor occupy the passageway or the entrance to the booths for sales or
sales promotion, such Exhibitor shall be subject to weighted penalty in accordance with Article VI of this
Regulation on a successive basis. In case of serious offense, the Foundation reserves the right to forfeit the
Exhibitor from the qualifications for the next Exhibition.    Throughout the exhibition period, the Exhibitors’
crew members must wear the official pass or ―Provisional Work Permit‖ issued by the Foundation. Anyone
without such passes shall be banned from any sales or promotional behavior on the Site. Offenders shall be
expelled out of the Site forthwith by the Foundation.

For Exhibitors of Exhibition Halls 1 and 3 who use audio/ video equipment in the booth, the volume shall not go
beyond 70 Decibel; 80 Decibel for Exhibitors of Hall 2. Violators shall stop such behavior at once, or will
receive a warning from the Foundation.
Under no circumstances shall an Exhibitor print or forge the official pass, work permit, admission ticket or any
document of the Exhibition and the Foundation. Any offender shall be forfeited the security deposit. Nor can
the Exhibitor issue letters, news or invitation on the behalf of the Foundation. Offenders shall receive a
warning, and be sent to the legal office for further prosecution.

Article V (Exhibition site safety and security)
All Exhibitors shall comply with the following safety and security rules regarding the Exhibition Site:
I.     No unauthorized storage at the emergency exit, hydrant, or passageway, nor any storage beyond the
       borderlines of the booth which hinder public safety.
II.    Any article shall not block emergency exits and hydrant functions.    If any, it shall be removed.
III.   No gas stove, electric heater, or any explosive or flammable items shall be carried into the Exhibition Site.
An offender shall complete corrective action at once or be expelled by the Foundation.       Any expenses incurred
shall be solely borne by the defaulting Exhibitor.
Exhibitors shall secure safety during decorating and display. In case of casualties or damage in property
resulting from any fault in installation, operation, maintenance or management during the decorating,
withdrawal or exhibition period, the Exhibitor shall solely assume all responsibilities of indemnity and legal
responsibilities.

Article VI (Weighted penalty in case of successive offenses)
In the event that an Exhibitor fails to complete corrective action forthwith after having received two oral
warnings from the Foundation, the Foundation will immediately issue a warning ticket. The Foundation will
further confiscate the deposit in the event that an Exhibitor continually breaches the rules after having received
two warning tickets.
In the event that an Exhibitor still fails to complete corrective action forthwith and continually breaches the rules
after deposit is confiscated by the Foundation, the Foundation reserves the right to forfeit such Exhibitor’s
qualifications for the next Exhibition.

Article VII
No Exhibitor shall transfer or sublet a leased booth without the approval from the Foundation. Violators shall
be construed as having withdrawn from the Exhibition, and be forfeited all sums paid for the booth(s) and
deposit.

Article VIII
Throughout the Exhibition period, Exhibitors shall invoice all sales. In case of tax evasion found by the
taxation authorities, such Exhibitor shall solely assume the legal responsibility and pay the penalty. When
necessary, the Foundation reserves the right to deduct and pay such penalty from the Exhibitor’s deposit.
In the event that an Exhibitor damages the facilities on the Site during decoration or exhibition and withdrawal,
the Exhibitor shall solely assume the responsibility for the indemnity to TWTC. When necessary, the
Foundation reserves the right to deduct and pay such penalty from the Exhibitor’s deposit.
Exhibitors are solely responsible for the management of their own booths on the Site.         In case of missing or
damaged exhibits, the Foundation assumes no responsibility for indemnity.

Article IX
In case of natural disasters or other unavoidable contingencies, the Foundation reserves the right to postpone or
cancel the Exhibition. The Exhibitors shall not claim indemnity for the loss.

Article X
The Foundation reserves the right to amend the regulations as it sees fit.   All amendments will be announced
on the official Taipei International Book Exhibition website.

2.   Orders without remittance will not be accepted.

3.   We cannot guarantee provision of orders received after the deadline. In addition, a 30% surcharge
     will be levied for late orders. Onsite orders will be surcharged at 50%.

4.    An administration fee of 30% of total amount will be charged if the order is cancelled within 15 days
     before show opening. No refund will be made for onsite cancellation.

5.    This order form functions as an invoice for overseas Exhibitors.     Formal invoices, in needed, are also
     available upon request.

6.   All items are on a rental basis and Exhibitors are responsible for any damage or loss incurred.

 I.      Explanatory Notes for Application for Electric Supply:
      1. Please file the application before December 22, 2006. Free electricity will be supplied to each booth.

      2. Exhibiting publishing houses should commission qualified electric supply contractors to be responsible for
         the installation of electric appliances and equipment. In case of loss by reason of the improper installation
         or use of the above-mentioned electrical appliances and/or equipment, the responsible exhibiting
         publishing house shall pay for the losses incurred.
      3. In case of (i) connection to and use of electric supply without filing an application and permission; (ii) an
          application for electric supply not in accordance with the actual conditions of electricity use or overload
          in electricity use; (iii) other violations in and unsafe electricity uses, this organization shall request the
          responsible publishing house to pay for the losses so incurred.
      4. To revoke or change the application, a written application shall be filed to us within ten days before the
         first day for the opening of the exhibition. Delayed applications shall not be accepted for making changes.

                                      Telephone Rental

The official contractor can provide rental of phones and fax lines/machines. Please note the
following conditions:

1.   Deposit – A refundable deposit (amount stated below) must be placed for each telephone line ordered. This
     deposit will be used to off-set the cost of lost instruments and expenses incurred for the local/overseas call,
     directory assistance, etc. If these charges exceed the deposit, excess charge will be billed accordingly.

     Balance of the deposit will be refunded if the instrument is returned in good condition and traffic charges do
     not exceed the total. This can only be done after traffic charges are detailed/billed by 2-3 months after
     show closes.

2.   Positioning of phone/fax – please remember to mark on location plan, showing the location of the
     phone/fax machines.

                             Provisional Work Permit
                                          Application Form


1.   Exhibitors are provided with three ―Exhibition Site Work Permits‖ per booth, and may fill out this form for
     ―Provisional Work Permits‖ to meet the needs when additional work permit(s) is (are) required for the
     worker(s) hired provisionally beyond anticipation.

2.   This Application Form, when needed, should be filed on or before December 5, 2006 or the day preceding
     the desired date of use. The Foundation will issue all the applied permits in Exhibitor’s Orientation on
     December 15. No applications will be accepted after Dec. 5. The next opportunity to apply will start
     January 30. Please bring the application form to the Information Centers on site in Hall 1, 2, 3 to complete
     the application.

3.   Each Exhibitor may apply for a maximum of four Provisional Work Permits every day, which are valid
     only on the following day after the issuing date. Only those with the eligible passes can be allowed into
     the Site.

4.   Exhibitors shall provide the work permits only toward their staff. Under no circumstances shall an
     Exhibitor provide or transfer the work permit to non-staff people. Violators shall be subject to penalty in
     accordance with the Article IVin the ―Regulations Governing Exhibition Site of Taipei International Book
     Exhibition 2007‖.

                         Provisional Warehouse Space
                                           Application Form

In order to ease the traffic surrounding Exhibition Hall 1 area, the Foundation provides this year a provisional
warehouse at the B2 floor of Hall 1 for the Exhibitors to use as a temporary extra storage space.

1.    The space is charged on a 100 x 100 sq cm unit base, with a fee of NT$100 net per day. For anyone who
      is in need of it, please use the form below to file your application by January 10, 2007 via fax to the
      Foundation. Since the space is limited, it is offered on a first come first serve base. The Foundation
      will notify qualified applicants about the results and information on the payment.

2.    The Warehouse is open from 8 a.m. to 5 p.m. However, supply for the stock is limited to three time slots
      only in order to control traffic flow: 9:30~10:30 a.m., 12:00~1:00 p.m., and 4:00~5:00 p.m.

3.   For Exhibitors who will be using this space, please enter via Shifu Road, the B2 Unloading Zone of Hall 1,
     to get into the warehouse. Each vehicle shall pay a security deposit of NT$500 (NT$2,000 for trucks)
     which will be fully refundable should the vehicle leave the premises before the time limit (1 hour for truck,
     half an hour for van, and 20 mins. for small-sized vehicles). Vehicles that stay longer than the time limit
     will be charged NT$100 per hour as a surcharge.

4.    Please wear the ―Provisional Warehouse Entry Pass‖, ―Exhibitor Pass‖, and carry a personal I.D. for
      security inspection upon entrance.

Who Can Make a Reservation?
1.   All exhibitors participating in TIBE 2007 can register with the use of rights tables free of charge.

2.   Literary agents, publishers, scouts and other rights professionals who are not an Exhibitor will be charged
     NT500 per time slot or NT$3,000 per day, plus a 10% handling surcharge. One can register either under
     the name of a company or an individual.

How to Make the Reservation?
1.   For advance booking, please fill out the Rights Table Reservation Form and fax to
     +886 -2-2546-9995 before January 15, 2007. Telephone applications are not accepted.

2.   If you miss the deadline, please contact directly with the Publisher’s Corner receptionist during the
      Exhibition to seek any vacancy of the Table.

3.   Conference sessions shall be arranged on a first come first serve basis. After receipt of the respective
     application, we will inform the applicant of the availability of the session applied.

4.   TIBE is entitled to approve the application’s qualification and reserve the right to adjust the schedule if
     necessary. Those who make an advance registration should attend on time, or the reservation is to be
     cancelled.
