I. Attendance of several seminars on WASTE and REACH
The GEIR President and vice-presidents attended several
EU related seminars in the last year, including:
WRIC meeting on Safety Data Sheets (26/03/2009,
Brussels)
“European Waste Regulations-Impact on Waste
Industry and Public Authorities” (30& 31/03/09, Berlin,
Germany)
“The new Waste Framework Directive, towards
transposition” (1 & 2/10/2009,Brussels)
I. Waste Recovery Industry (WRIC) meeting on Safety
Data Sheets
• What? GEIR invited as a stakeholder to take part in a
meeting organised by the European Commission and WRIC,
an ad hoc alliance of recyclers (BIR, EUPC, Eurometaux)
• When and Where? 26/03/2009 in Brussels
• Main issues: Results of the implication of GEIR in the WRIC
work :
• GEIR aknowledged as a key EU stakeholder on waste and recycling
and increased its EU visibility with DG Entr, DG ENVI, ECHA,
recyclers, etc.
• GEIR raised issue of sameness of substance under REACH
• GEIR submitted a draft template for a safety data sheet for waste
oils to ECHA
I. “European Waste Regulations-Impact
on Waste Industry and Public Authorities”
• What? Meeting on the implications of the WFD organised by the
European Academy of taxes, economics and law
• When and Where? 30 & 31 March 2009, Berlin
• Who? Speakers included Mr. Andreas Versmann, Policy Officer at
DG ENVI (Sustainable Production and Consumption) dealing with
waste oils during WFD negotiations
• Main issues:
• detailed information on how to assess consequences of the implementation of EU´s
waste legislations
• first hand information on priorities of the European Commission
• insider reports on efficient incentives for waste prevention & increased recycling
• insider reports on useful solutions for recycling, safely controlled waste exports and
financial issues of waste management projects
I. The new Waste Framework Directive,
towards transposition
• What?
Conference organised by the European Academy of Law (ERA) on
the implementation of the Waste Framework Directive
• When and Where? 1 and 2nd of October 2009, Brussels
• Who? High level speakers from DG ENVI included:
-Karl Falkenberg, Director General of DG Environment
-Klaus Koegler, the Head of Unit of the Sustainable Production and Consumption Unit
-Andreas Versmann, Policy Officer, Sustainable Production and Consumption Unit
• Main issues discussed were:
• The waste hierarchy
• Life cycle thinking
• End of waste definition
• Waste management plans
• Future role of the waste legislation in the sustainable use of resources.
II. END OF WASTE CRITERIA: the JRC
recommendations
• Under the recently adopted WFD, the European Commission
must assess the need for end of waste criteria for several
waste streams.
• The Joint Research Council (scientific advisor of the
Commission) published a report on END OF WASTE CRITERIA
(304 pages) on 13/02/09 to outline its recommendations.
• The overall objectives of defining end of waste criteria:
promote recycling
ensure a high level of environmental protection
reduce the consumption of natural resources and the
amount of wastes sent for disposal
Increase confidence of users on quality standards and
encourage the use of secondary materials
II. END OF WASTE CRITERIA: the JRC
report
• JRC proposes a general methodology & principles
• Process of defining methodology runs in parallel with three pilot
case studies for:
• Recyclable aggregates
• Compost (work in collaboration with the European Compost Network)
• Aluminium & scrap steel
• The JRC recommends that criteria cover:
Input waste material
recovery processes used
quality of the resulting products
potential applications
quality control procedures
Impact assessment guidelines (for environment & health impact,
economic and market impact, etc…)
The Commission is expected to publish proposals for end of waste criteria by end of 2009
II. END OF WASTE CRITERIA: the specific issue of
waste oils
• The aim of this report is to suggest a list of material streams
which qualify for a thorough assessment on their suitability for
the development of end-of-waste criteria. What is the stake is
potentially very important for the different waste streams listed,
especially as the application of the criteria would help
determine when a waste ceases to be waste.
THE LIST INCLUDES WASTE OIL
• The reports puts into doubts the environmental credentials of
the recycling of waste oils when compared to its incineration
(« energy recovery »).

Contact with the JRC officials who drafted the report (official
letter of GEIR president, 05/08/09)
Strategy to get in touch with the European Commission to
submit data on the environmental benefits of the re-refining of
waste oils (Q4 2009)

-new environmentally friendly technological developments in the
sector
III. Helsinki meeting (15/09/2009) hosted by new
GEIR member
• L&T Recoil Oy (Finland) recently joined GEIR
• Kindly hosted a new re refining plant visit in Hamina, on 14
September 2009
• 15/09/2009: GEIR General Assembly in Helsinki
Re election of Fabio Dalla Giovanna as GEIR President for a 2 year
term
Approval of GEIR annual budget
Potential new member: S.i.ra.l. S.p.A. (Italy)
Presentation by Jochen Matthes, ECHA, on “REACH, waste and
recovered substances: current guidance developments”.
IV. GEIR Congress:
“The re-refining industry: 40 years at the service of
Europe’s environment”
• What? 4th European GEIR Congress to celebrate 40 years
at the service of the environment and to reach out to
international re-refining players
• When and Where? 16 & 17 November 2009, in Brussels
(Renaissance hotel)
• Who?
- Key European re-refining industry representatives
- Worldwide re refining players (Asia, South Africa, Australia,
etc.)
- EU institutional stakeholders (European Parliament,
Commission, ECHA)
- Academia and technical experts
IV. GEIR Congress: “The re-refining industry: 40 years
at the service of Europe’s environment”
