What can it be used for ?

         1 Competency based pay: as employees increase their score they are paid more
         2 Training Needs analysis - which employees need training to increase coverage of a particular skill
         3 Training Needs analysis - which skills have few employees matching

Note that some crucial skills or tasks can be weighted 2,3, or more.
