Old Delhi Railway Police have sought public help in identifying the following bodies:-

    1.   A male age around 55 years, height 5‟7”, sallow complexion, round face,
         wearing red/blue checkdar shirt, brown pant and coco-cola colour jersey,
         found on 18-2-2011.
    2.   A male age around 35/40 years, height 5‟8”, sallow complexion, oval face,
         wearing grey shirt and coco-cola colour pant, found on 16-2-2011.
    3.   A male age around 2526 years, height 5‟2”, fair complexion, long face,
         wearing green shirt, brown jersey and blue jeens pant, found on 17-2-2011.
    4.   A male age around 25/30 years, height 5‟6”, wheatish complexion, long face,
         Nromal built wearing Yellow/blue jacket, baingni colour sweter,
         mehandi/white checkdar shirt, grey pant, found on 17-2-2011.

                A GANG OF NOTORIOUS DACOITS/MURDERERS/GANSTERS BUSTED

                 With the arrest of the following desperate Dacoits and Gangsters vide case FIR No. 48/11 and
49/11 dated 20.2.11 u/s 25/54/59 Arms Act PS Maurya Enclave, Delhi, the Special Staff of North-West
District has busted a gang of notorious Dacoits/Gangsters and the Five cases of Dacoity with Murder, Dacoity
and Robbery have been worked out.

INCIDENT:-
                On 20-2-2011 the officials of Special Staff/NW were checking the vehicles on outer ring road T
point near AU block Pritam pura. At about 8:45 PM on the basis of secret information , the above accused
persons while they were coming from the service road from Income tax Colony Pritam pura side and when they
turned towards right-side, they were stopped by the below mentioned staff. Accused Umar Ali was found
riding Hero Honda CBZ Motor Cycle No. DL 4S 25 (incomplete) and Afsar was on the pillion . The other
Motor Cycle No. UP 7528 Hero Honda Glamour was being driven by accused Hari Singh and Naushad was
sitting on the pillion. All the four accused persons were without helmats . On demand of the registration
documents of the Motor Cycles, they could not produce any document . On the basis of this suspicision , their
informal search was taken and when SI Ajay Kumar along with Ct. Gajainder took the search of Afsar , a desi
loaded Katta of .12 bore was found in the weraring pant of Afsar and in addition to two live cartridges of .12
bore were also recovered from his pocket. When HC Sheshdhar along with Ct. Narender took search of
Naushad a desi loaded katta of .315 bore with one live cartridge was found in possession of Naushad .

          On verification of the Motor Cycles from Auto Match, the Hero Honda CBZ No. DL 4S 25 (
incomplete No.), it was found to be DL 4S AG 8825 and stolen vide case FIR No. 324/10 Dt. 10-9-10 U/s 379
IPC PS Model Town and other Motor Cycle No. UP 7528 Hero Honda Glamour was found to be UP 16 P 7528
stolen vide case FIR 254/10 dt. 18-7-10 U/s 379 IPC PS Nangloi . On the basis of recovery of illicit weapons ,
two separate case FIRs No. 48/11 and 49/11 Dt. 20-2-11 U/s 25/54/59 Arms Act were got registered at PS
Maurya Enclave against accused Afsar and Naushad respectively and further investigation was taken up.

INTERROGATION:

               On Interrogation of accused Afsar , he was found to be Head of the Gang of Dacoits and
Murderers . He was found earlier involved in the following 15 criminal cases.

                On sustained interrogation he revealed that he along with his gang members is also involved in
the following cases of Dacoity/Robbery/Murder and they are wanted in these cases.

            1. FIR No. 26/11 Dt 29-1-11 U/s 302/395/397 IPC PS Ashok Vihar, Delhi

          On 29-1-11 the gang members under the guidance of Afsar members armed with deadly weapons
namely Umar, Naushad , Hari Singh, Akram and two others entered the factory A-104 WPIA Ashok Vihar,
Delhi and shot dead one Anil Kumar and injured his employees and looted a bag containing money and other
articles.

            2. FIR No. 535/09 Dt 20/10/09 U/s 395/397 IPC PS Maurya Enclave, Delhi

          Afsar along with his gang members armed with deadly weapons and stolen bikes looted one Mahavir
Saini of Rs. 19.9 Lacs and they also fired a shot in the air.

            3. FIR No. 250/10 Dt 19-8-10 U/s 394/397 IPC PS Rani Bagh, Delhi

          Afsar along with his associates looted one person for Rs. 9.5 Lacs and fired a shot on the complainant
, who was got injured .

            4. FIR No. 263/10 Dt. 15-7-10 U/s 395 IPC PS Saraswati Vihar, Delhi

        He along with his associates armed with deadly weapons stopped one Ramesh Uppal R/o D 213
Ashok Vihar Near Subhash Place Ring Road and looted Rs. 3 Lacs.

          Afsar along with his associates armed with deadly weapons and stolen bikes shot dead a person and
injured others in a Petrol Pump opposite Punjab Kesri Ring Road, Near Subhash Palace.

         Afsar along with associate looted on Rishab Singhal of Rs. 40 thousand , gold chain and wrist watch
and attacked him with knife.

    He made a planning and with his associates looted a one Jeweller .

    Pinku Kana alongwith his associates Neeaj and others looted a person of his gold chain and other articles.

He looted one person who was pedestrian from factory area of Kirti Nagar of Rs. 8.5 Lacs .

            He along with his associates looted the truck and injured the driver . The truck was full of iron rods.

            He along with his associates looted one cloth merchant who was in Innova car of Rs. 6.5 Lacs

    16        FIR No 62/10 Dt 28-1-10 U/s 394/397/34 IPC PS Najaf Garh Delhi.

    Looted a person of Rs. 8.5 Lacs who was in Swift car along with his driver.

    17       Apart from the above mentioned incidents, he alongwith his gang was also wanted in 3 incidents of
outer distt. Two incidents related to Sanjay Gandhi Transport Nagar in which 11.5 lacs & 4 lacs were taken
away . Third incident related to Rohini & amount involved was 2.5 lacs. He was also wanted in case of 2009
PS Rajinder Nagar wherein 2.7 lacs were taken away.
INVESTIGATION :-
                 During the course of investigation of case FIR No. 48/11 and 49/11 dated 20.2.11 u/s 25/54/59
Arms Act of PS Maurya Enclave, Delhi, the accused persons disclosed that they are the members of the gang
headed by Afsar. They made disclosure statements about their involvement in the cases mentioned above and
Afsar also disclosed about his sub-groups of gangsters, the information about whom is being collected.


MODUS OPERANDI

                     Accused Afsar is the Head of this gang. He has spread over his tentacles of criminal
activities in entire Delhi. He has formed different small gangs to carry out the incidents of Dacoity and Robbery
by using illicit weapons and stolen bikes . He has a strong network of informers, who inform him about
prospective wealthy victims . The informers are suitably rewarded by him after the execution of
Dacoity/Robbery and for this the informers are further get encouraged. The meeting of gang members is taken
by Afsar and role of each and every member is specified before execution of plan. The proper Recee of the area
is done and entry exit points before and after execution are properly explained to the gang members . In case of
any resistance, they do not hesitate to shoot down the victim. After execution, they all assemble in a pit in the
area of Vijay Vihar, Outer District and then distribute the looted money and articles.

PROFILE OF ACCUSED PERSONS

1)    Afsar : He was born in Bombay in 1985. His parents shifted to Delhi in WPIA and started running
      Meat Shop. He is a school drop out and fall in a bad company of notorious thieves and started his
      criminal carrier by stealing steel rods and then graduated himself in Robbery and Docoities . Later on
      he formed his own gang and became the Head of the gang and recruited sharp shooters from western
      UP in his gang. Earlier he was involved in 15 criminal cases and now he has admitted his involvement
      -25 cases, in which he is to be arrested . He is a very desperate criminal and does not make more use of
      Mobile Phones to escape his position and identity.

2)    Naushad ; He is also a school drop out and belongs to Western UP . He came in contact with Afsar
      when he was working in a steel polish factory in Wazir Pur area. Earlier he used to provide information
      to Afsar regarding prospective victims in Wazir Pur area but later on became the active member of his
      gang .

3)    Hari Singh : He belongs to a family of labours and hails from Dist Mahuwa Madhya Pradesh. He is a
      six feet tall stout built young person . He use to work as a labour but he was lured in to crime by Afsar
      after seeing his stout built health and was promised handsome amount after looting people.

4)     Mohd. Umar : He is a primary school drop out and use to work as a labour in Wazir Pur industrial
      area. On community basis , he came in contact with Afsar and joined his gang he is also involved in
      many cases with Afsar.


5)    Jitender @ Pinku Kana : He is a school drop out and addicted to liquor . He came in contact with
      Afsar and became a member of his sub-group. He use to supply information regarding prospective
      victims who carry cash.

            Receiver of stolen property arrested
            Stolen Aluminum wire worth more than Rs. 3 Lacs and 4 Electric
             Transformers seized.

              A team of officers of the Crime Branch led by Inspr. Satya Prakash and
consisting of ASI Ramesh Chander, HC Baljeet Singh, Ct. Sunil Kumar, Ct. Pardeep
Kumar, Ct. Amit Kumar and Ct. Jagbir Singh under the supervision of Addl. DCP Joy
Tirkey have apprehended a notorious receiver of stolen goods. Aluminum wire worth
Rs. 3 Lacs and 4 electric transformers have been seized.

              Information was received by HC Baljit that a scrap dealer having his
godown in Nihal Vihar, Nangloi, Delhi is a receiver of stolen goods. This information
was further developed and on 18/02/2011, scrap dealer was apprehended from his
godown at Naresh Park, Nihal Vihar, Delhi He was identified as Kishan Lal Chawla
(aged 61 years) r/o Vishnu Garden, Delhi. 2 tones of Aluminum wire worth Rs. 3 Lacs
and 4 electric transformers were seized alongwith a truck.

               Kishan Lal Chawla was subjected to intensive interrogation. According
to him all the recovered items were stolen from Kotputli, Rajasthan and had been sent
by his associate from Kotputli, Rajasthan. Kishan Lal Chawla was found involved in 3
cases of receiving stolen property, one of PS Khaju Industrial Area, Alwar, Rajasthan,
another of PS Basai, Jaipur, Rajasthan and the third of Nooh, Mewat, Haryana.

             Kishan Lal Chawla is a diploma holder in Mechanical Engineering. He
has been shifting base regularly to evade the police dragnet. About a year back he
had rented a godown in Nihal Vihar, Delhi for storing stolen goods. He is also a
proclaimed offender in the case of PS Khaju Industrial Area, Alwar, Rajasthan.

               The Alwar police has been informed about his arrest.           Further
investigation is in progress.

            Robber arrested.
            Robbery of Pandav Nagar worked out.
            Robbed mobile phone recovered.

              A team of officers of the Crime Branch led by Inspr. Arvind Kumar and
consisting of SI Sukhbir Malik, HC Hanuman, HC Kartar, HC Rajender Hooda, Ct.
Ajay and Ct. Ramesh under the supervision of ACP Udaivir Singh Rathi have
apprehended a robber and has worked out a case of robbery of PS Pandav Nagar.
The mobile phone that had been robbed has been recovered.

              On 17/02/2011, HC Dinesh Kumar received an information that a person
involved in robberies will be coming to Millennium Park. A trap was laid and Narender
@ Tony (aged 28 years) s/o Brijesh Kumar r/o Ghaziabad, UP was apprehended.

              Narender @ Tony was subjected to intensive interrogation.           He
disclosed that he alongwith his associates Bijender, Suraj and Yogesh had committed
a robbery on the night of 3/4.02.2011, of a person going on motor cycle. The robbers
in a black colour Wagon-R car intercepted the motor cycle in the area of PS Pandav
Nagar and robbed him of motor cycle, ATM card, mobile phone and some documents
and fled away. A case under the appropriate sections of the law was registered at PS
Pandav Nagar, Delhi. The mobile phone that had been robbed has been recovered.
The Wagon-R car used in the robbery met with an accident in Ghaziabad and it was
left there. The Wagon-R car was found to be robbed from the area of PS Okhla.
Narender @ Tony took the crime as he could not make both ends meet from his
earnings as a labour.

               Concerned police station has been informed about his arrest. Further
investigation is in progress.

    Post Graduate in Commerce involved in trafficking of Drugs.
    209 Kgs. of Ganja recovered.
    Chevrolet Tavera vehicle used in transporting the Ganja seized.
    Contraband is worth approx. 10 Lakhs in the market.



           A team of officers of Crime Branch led by Insp. Vivek Pathak and consisting of
SI Paramjeet Singh, HC Sanjeev and HC Harinder under the supervision of ACP/Bir Singh
and overall supervision of Addl. DCP Sanjay Bhatia have arrested a drug trafficker and
have recovered 209 Kgs. of Ganja. The Chevrolet Tavera sued for transporting the
contraband has also been seized.

            On 19.2.2011 on basis of specific information Virender Singh (aged 37 years)
s/o Pilu Ram r/o Vishnu Garden, Delhi was apprehended near Yamuna Bank, Metro Depot,
New Delhi. 209 Kgs. of Ganja was recovered and Chevrolet Tavera used for transporting
the contraband was also seized. A case under the appropriate sections of the law was
registered.

             Virender Singh was subjected to intensive interrogation and it was revealed that
he is a post graduate in Commerce from Delhi University. However, his family was
involved in criminal activities and his mother is a notorious bootlegger of Police Station
Tilak Nagar, Delhi and involved in as many as 34 criminal cases. Initially he earned his
livelihood through sale of readymade garments but he got drawn into the vortex of crime
and got involved in drug trafficking. He revealed that the contraband originated from
Orissa. Subsequently, it was transported through oil tankers in hidden cavity to Mathura
from where he collected the consignment. After procuring the Ganja and getting it to Delhi
it was to be further sold in the areas of Sultanpuri, Nand Nagri and Sonia Vihar. The
approx. cost of the seized Ganja is around Rs. 10 Lakhs in the market.

            Further investigation is in progress.

                                   DELHI TRAFFIC POLICE
ICC CRICKET WORLD CUP 2011 MATCH AT FEROZESHAH KOTLA GROUNDS on
                             24.02.2011

         World Cup international cricket match (Day/Night) between South Africa Vs West
 Indies will be played at Ferozeshah Kotla Grounds on 24 th, February 2011. Delhi Traffic
 Police has made elaborate traffic arrangements for parking of vehicles, traffic circulation,
 pedestrians‟ movement and safety of the visitors in and around the Stadium.

 PARKING

         There is very limited parking for labelled vehicles in the proximity of the Stadium.
 There is no parking for general vehicles in the proximity of the Stadium.

         No vehicle shall be allowed to be parked on Bahadurshah Zafar Marg,
 Jawaharlal Nehru Marg (both the carriageways) on the match days. Vehicles parked on
 these roads shall be towed away and action will be taken as per law.

 PARK & RIDE FACILITY
         For spectators park and ride facility has been created at following places:-

         1. Mata Sundari Parking. 2. Shanti Van Parking.

         All the spectators comming in their vehicles shall reach these Park & Ride sites, alight
 there and avail either “Park & Ride” facility or walk down to the stadium. After the
 conclusion of match, spectators are advised to reach park and ride places through shuttle
 service or walking down.

         Car parking label holders are advised to take Ring Road, JLN Marg, Asaf Ali Road or
 Bahadurshah Zafar Marg. „U‟ turn at Delhi Gate is allowed. Entry to parking labels P, P1, P2,
 P3, P4, are from Bahadurshah Zafar Marg only.
ACCESS TO THE STADIUM

(I)        Gate Nos. 1,2,3,4,5,6 and 7 are located on the Southern Side of the Stadium and entry
           to these enclosures are from Bahardurshah Zafar Marg.
(II)       Gate Nos. 8,9,10,11,12,13,14, and 15 are located on the Eastern side of the stadium on
           the road and entry is from J.L.N. Marg next to Ambedkar Stadium Bus Terminal.
(III)      Gate Nos. 16, 17 and 18 are located on the Western side of the stadium and entry is
           from BSZ Marg next to Petrol Pump.

DIVERSION/RESTRICTION

        No diversion has been planned for B.S.Z. Marg or J.L.N. Marg. However general
public is advised to avoid following roads from 12:00 to 3:30 PM and 09:30 to 11:30 PM:-

           (1)   Rajghat to J.L.N. Marg,
           (2)   J.L.N. Marg from R/A Kamla Market to Raj Ghat,
           (3)   Asaf Ali Road from Turkman Gate to Delhi Gate,
           (4)   B.S.Z. Marg from Ram Charan Agarwal Chowk to Delhi Gate.

        Display of car parking label on windscreen is mandatory. Vehicle number must
be written on the parking label. Those who do not display parking label with vehicle
number will not be allowed in the proximity of the stadium.

SECURITY INSTRUCTIONS

         Do not bring electronic items like Laptop, Camera/Video Camera, Transistor, Digital
          Diary, Remote controlled Car-keys, etc.
         Do not bring eatables, food packets, water bottles, cigarette lighter, match boxes,
          knives, arms, etc.

              The Sponsoring Committee of Trade Unions would organize a march to
Parliament House from Ramlila ground to Jantar Mantar New Delhi on 23-02-11 from 10.00
AM. The Participants In the rally will assemble at different places like Rajghat, New Delhi
Railway Station, State Entry Road and Ram Lila Ground. The rally will proceed to Jantar
Mantar from different assembly points through Ranjeet Singh Marg, Tolstoy Marg.
              Due to the rally, traffic congestion is expected in the areas of New Delhi and
Central Delhi. The roads affected would be Connaught Place, JLN Marg, Tilak marg, Rajghat,
Mandi House, Delhi Gate, Asaf Ali Marg, Netaji Subash Marg, Bahadur Shah Zafar Marg,
Mathura Road, Bara Khamba, Road Parliament street, Sikandara Road and Ashoka Road etc.

               Whereas reports have been received that due to the situation prevailing in the
areas of Police Stations specified in the schedule appended to this office, it is apprehended
that terrorist/anti-social elements may seek hideouts in the residential areas of the said
Police Stations and there is every likelihood of breach of peace and disturbance of public
tranquillity and also there is grave danger to human life and safety and injury to public
property on that account.

2.           And whereas it is necessary that some checks should be put on
landlords/tenants so that terrorist/anti-social elements in the guise of tenants may not cause
explosion riots, shoot outs, affray, etc. and that immediate actions is necessary for the
prevention of the same.

3.            Now, therefore, I, H.G.S. Dhaliwal, Deputy Commissioner of Police, South
District, New Delhi in exercise of the powers conferred upon me by Section 144 Criminal
Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/1/2008 UTL dated 26.11.2008, do hereby order that no
landlord/owner/person of any house/property which falls under the jurisdiction of area of
Police Stations specified in the schedule appended to this order, shall let/sublet/rent out any
accommodation to any person unless and until he has furnished the particulars of the said
tenant (s) to the Station House Officer of the Police Station concerned. All persons who
intend to take accommodation on rent shall inform in writing in this regard to the Station
House Officer concerned in whose jurisdiction the premises fall. The persons dealing in
property business shall also inform in writing to the Station House Officer concerned in
whose jurisdiction the premises fall about the particulars of the said tenants.

4.           The order shall come into force with effect from 22.02.2011 and shall remain in
force for a period of 60 days i.e. upto 22.04.2011 (both days inclusive) unless withdrawn
earlier.
5.           Any person contravening this order shall be punishable under Section 188 of
the Indian Penal Code.

6.            As the notice cannot be served individually on all concerned, the order is

                Whereas a large number of commercial places/shops have come up in Delhi
which are popularly known as Cyber Cafes and a large number of people visit them to use
the facilities available in such places including e-mail facility.

3.             And whereas it has come to notice that certain criminal anti-social
elements/terrorists are using these facilities to mislead the security/investigating agencies,
create panic in the public, endanger the security of VVIPs and Govt. Institutions, help in the
terrorist activities directly affecting the security of the State.

4.           And whereas it is necessary to take speedy measures in this behalf to prevent
danger to human life or safety, to thwart/prevent terrorist activities, which may affect the
security of the State and disturbance of public order and tranquillity.

5.     Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal
Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, H.G.S. Dhaliwal, Deputy
Commissioner of Police, South District, New Delhi do hereby made this written order for strict
compliance by the owners of such Cyber Cafes in the area of South District: -

(a)       Prohibiting the use of Cyber Café by unknown person and whose identity has not
          been established by the owner of the Café;
(b)       Maintaining a register for identity of the visitor/user;
(c)       Make an entry in the handwriting of the visitor/user mentioning name, address,
          telephone number and identity proof. The visitor/user shall also sign the register
          kept for this purpose;
(d)       The identity of the visitor/user shall be established through identity card, voter
          card, ration card, driving license, passport and photo credit card (any one of
          them);
(e)       Activity server log should be preserved in main server and its record should be
          preserved for atleast six months;
(f)       If any activity of the visitor is of a suspicious nature the owner of Cyber Café will
          immediately inform the police station;
(g)       Record be maintained about the specific computer used by the person; and
(h)       Users of Cyber Café are photographed on continuous basis and a record of the
          same will be kept properly.
(i)       Scan the copies of Identity Card of their customer while they visit the Cyber Café.

4.           The order shall come into force with effect from 22.02.2011 and shall remain in
force for a period of 60 days i.e. upto 22.04.2011 (both days inclusive) unless withdrawn
earlier.

5.           Any person contravening this order shall be punishable under Section 188 of

located at 14, Jor Bagh, New Delhi in the area of Police Station Lodhi Colony.

demonstrations, etc. are likely to be held in the area which could cause obstruction to traffic,
disturbance to public tranquillity and threat to the security.

3.          And whereas it is necessary to take speedy measures in this behalf to prevent
danger to human life or safety and disturbance of public tranquillity.

4.            Now, therefore, in exercise of the powers conferred upon me by Section 144
Criminal Procedure Code, read with Govt. of India, Ministry of Home Affairs, New Delhi’s

prohibiting in an area surrounding the office building of UNHCR upto a distance of 200
meters.

             (i)     the holding of any public meeting;
             (ii)    assembly of five or more persons;
             (iii)   carrying of fire-arms, banners, placards, lathis, spears, swords, sticks,
                     brickbats, etc.;
             (iv)    shouting of slogans;
             (v)     making of speeches, etc.;
             (vi)    processions and demonstrations; and
             (vii)   picketing or dharnas in any public place within the area specified in the
                     schedule and site plan appended to this order without a written
                     permission.

5.            The order shall come into force with effect from 22.02.2011 and shall remain
in force for a period of 60 days i.e. upto 22.04.2011 (both days inclusive) unless withdrawn
earlier.

6.           Any person contravening this order shall be punishable under Section 188 of

                                            ORDER
1.      Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres)
prominently known as call Centres, Corporate and Media Houses in Delhi and other parts of
the NCR offering employment opportunity for the youths.
2.      And whereas, the employees including young women from across the country have
been staying in various parts of Delhi while their work place may be in the NCR region and
their employers are providing cab services for the purpose of picking up and dropping them
from their place of stay to office and back. As these organizations are functioning round the
clock, the cabs are ferrying employees even at late night hours. Such employers are reported
to have hired cabs on contract basis and have not been able to properly monitor these cabs
operators and their drivers for ensuring safe and secure transportation of the employees
resulting in grave danger to human life, safety and security of the employees, especially of
women employees.
3.     And whereas, it has come to notice that certain criminal and anti-social elements look
for soft targets, particularly during the odd hours and the women employees who travel
during late night hours are vulnerable to crime and criminal acts by such elements, if they are
not dropped securely and safely at their places of stay.
4.     And whereas, it is rendered imperative to put some regulatory checks on organizations
having such service of picking and dropping their employees and the transporters, security
agencies, driver and security guards involved in the same so that anti-social and criminal
elements may not cause danger to human life & safety and their property and it is felt that
immediate action is necessary in this regard.
5.    Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144
Cr.P.C., 1973 (No.2 of 1974) read with the Govt. Of India, Ministry of Home Affairs, New
Delhi’s Notification No. U-11036/(i) ULT dated 09.09.2010, I, Bhoop Singh Asstt.
Commissioner of Police, Chanakya Puri New Delhi District, Delhi do hereby make this
written order that all such organizations like BPOs, Corporate & and Media Houses having
the system of picking up and dropping their employees and the concerned transporters,
security agencies, drivers and security guards in the jurisdiction of Sub Division, Chanakya
Puri, New Delhi shall:
a) Maintain a data base of all employees, security personnel cab drivers and contractual
workers working with them, for access by the police as and when required.
b) Hire the security personnel and other contractual personnel as far        as possible from
licensed agencies only.
C)     Ensure verification of antecedents of all their employees including contractual
employees.

D) Ensure that women employees are not made to travel alone with the cab driver during
the night and a duly verified security guard or a male colleague (regular employee of the
company) is invariably deployed in each cab carrying women staff during night hours i.e 8
PM to 7AM.

E) Choose the route in such manner that as far as possible a woman employee is not the
first one to be picked up or the last to be dropped.
F) Ensure that during the night hours the cab involved in transportation of women
employees drops such employees right at their housed, remains halted at the point where a
woman employee has been dropped till she confirms about her arrival/reaching at her
residence/place of stay through a telephone call.
G) Ensure that, whenever the house of a woman employee is so located that the approach
road is not motorable, the duly verified security guard or the male colleague, during night
hours, accompanies the employee on foot up to her house and takes a confirmation about
her safe arrival.
H) Exercise effective check and control on the vehicle's movement in order to check any
unwarranted activities of the cab drivers, such as picking up strangers, straying away from
the designated route etc.
I) Get GPS system installed in the cab used in the transportation of employees especially of
women employees within two months time.

6. These orders shall come into force with effect 17/02/2011 shall be effective for a period of
60 Days up to 17/04/11 (both days inclusive).

7. Any person/employer/transporter etc. contravening this order shall be liable to be
punished in accordance with the provision of Sec. 188 of the IPC, and


8. As the notice can not be served individually of all concerned, the order is hereby passed

Robber masquerading as “Corruption Crusader” nabbed

       The Special Cell has arrested one Sajjad Akhtar @ Shahjad @
Raja Bhai aged 44 years r/o VPO - Sainthal, District, Bareilly, (UP)
who claims himself to be District President of a non political party
namely “Uttar  Pradesh Bharastachar    Virodi Morcha” from Bareilly.
Sajjad Akhtar apparently running the business under name & style of

        “M/s   Sajjad   Akhtar    Jari    Work” at Bareilly  has   been
involved in a spate of robberies committed in Delhi. On the basis of
specific information Special Cell team led by Inspector Videsh Singhal
under the supervision of Sh. L.N.Rao, ACP nabbed Sajjad Akhtar on 17th
Feb 2011 from Hafizganj-Sainthal Road, Bareilly.   Sajjad was using an
identity card of his organization, i.e. “U.P. Bharastachar Morcha” to
escape notice and checking by the police.

His criminal involvements are as under :-

*        On 17th April 2003, Sajjad Akhtar alongwith his associates
robbed a lady of Rs.6 Lakhs cash and approximately 400 gms of gold
jewellery from the area of Sadar Bazar. In this regard, a case of
robbery was registered at PS Sadar Bazar and three of his associates
were arrested but Sajjad Akhtar absconded and was also later on
declared a Proclaimed Offender by the Trial Court.

*        On 28th April 2008, Sajjad Akhtar and his associates robbed
one person of Rs.20.75 Lakhs who was travelling in his car on Gazipur
Road after throwing red chilli powder in the eyes of the driver. In
this incident Sajjad Akhtar wore Traffic Police uniform and stopped
the car whereas his associates hiding nearby came and threw the red
chilli powder in drivers’ eyes.     A case of armed robbery was
registered at PS Mandawali in this regard. In this case also two of
his associates were arrested but Sajjad Akhtar was absconding ever
since.

*      On 11th June 2008, Sajjad Akhtar and his associates robbed a
person of Rs.3.50 Lakhs near Chawri Bazar, Delhi. During the scuffle
when the person resisted they fired in the air and fled with the
booty. In this regard, a case of robbery was registered at PS Jama
Masjid   but   Sajjad  Akhtar   remained   absconding   ever   since.

*       On     04th July 2008, Sajjad Akhtar and his associates were
planning to    commit a robbery when they were intercepted by the police
and a case      of attempt to robbery was registered against them. In this
case while       his associates were arrested, Sajjad Akhtar remained
absconding     and was later on declared a Proclaimed Offender by the
Court.
        The accused is also involved in two cases of NDPS Act and
hurt in Bareilly.     His interrogation is continuing to ascertain about
his other involvements in Delhi and U.P.

He was produced in the court by Special Cell and taken on police
remand by the concerned police station where he is involved in
different offences.

Last     week     of   December      2010,     on the basis   of secret
information regarding Hawala money being sent to J&K to various
organization/individuals      suspected      to   be   connected   with
terrorist/secessionist activities, surveillance was mounted by Special
Cell.    On the basis of intelligence gathered it appeared that a
conspiracy was going on to obtain/send/circulate the money through
Hawala transactions. On the basis of the said information a case u/s
120-B IPC r/w 17 Unlawful Activities (Prevention) Act was registered
and investigation taken up.

On    22.1.2011,   during   investigation of   the   case,   officials   of
Spl.Cell/NDR     apprehended       four   persons     associated       with
Hizb-ul-Mujahideen, a banned terrorist organization, namely (1) Mohd.
Siddiq Ganai s/o Ghulam Rasool Ganai r/o Hatishah, Sopore, J&K (2)
Ghulam Gilani Laloo @ Salim s/o Abdul Khaliq Laloo r/o Baba Yusuf,
Buttpura, Sopore, J&K, (3) Farooq Ahmed Dagga s/o Ghulam Mohd. Dagga
r/o Main Market, Kupwara, J&K and (4) Ghulam Mohd. Butt s/o Jalaluddin
Butt r/o 63, Zakoora, Malabagh, Srinagar, J&K, from Srinagar, J&K. and
Rs.01 lac, Rs.10,000/-, Rs.10,000/- & Rs.20 lacs (total Rs.21.20 lacs)
was recovered from their possession respectively. One Martui car,
mobile phone and some incriminating documents were also recovered from
them.

During police remand one of the accused Gulam Mohd. Bhatt disclosed
his association and financial dealings with Hurriyat faction led by
Shri S A S Gillani. In order to clarify certain issues known during
disclosure of Gulam Mohd. Bhatt a letter was sent to Shri S A S
Gillani   (presently   in   Delhi)  on   17th     Feb    2011   to   meet  the
Investigating   Officer   regarding   questioning    into   the   matter. Shri
Gillani expressed his inability due to medical reasons for the said
meeting with Investigating Officer. In response to his reply another
letter was sent asking him to indicate the date and time convenient as
per his health condition to meet the Investigating Officer. He was
further asked not to leave Delhi till he has been examined in
connection with the investigation of the case.

Further investigation into this case is in progress.

With the arrest of Muttu Kumar s/o Sukkalingam r/o vill.Kullu Guddi,
PS Kullu Guddi Distt. Villupuram aged 25 yrs. H.N Din Railway Police
worked out three cases of Theft.

             ASI Kushal Pal, No. 1003/Crime and Const Shabeer Singh No.
273/Crime were on duty at Foot Over Bridge, H.N.Railway Station
(Comsum Side Entry Gate). During checking they stopped one person who
was carrying a bag. The person after seeing police party tried to
flee from the spot. He was detained and checked by the staff. During
checking it was noticed that he was carrying four laptops in a bag and
failed to give a satisfactory reply. On sustain questioning he broke
out and admitted that his associates gave this bag to him to carry the
material up to Chennai.

Modus operandi- They commit theft in a group of three persons. One of
the three used knock the door of the car and asked some questions from
the driver. In this process he diverts the mind of the driver and
other two lift the laptop /bag from the car. The four laptop, one
calculator, one purse with Rs. 1500/- and one lady golden kundal etc
were recovered by Nizamuddin Railway Police .The details of      stolen
Laptop are as under:-

1. One laptop of Samsung 10” company Model No. 150 plus was stolen
   from PS Kashmere Gate.
2.   One   laptop   of   HP company   stolen  from  PS   Janakpuri
3. One laptop of Lenovo company was stolen from PS Hari Nagar
4. One laptop of DEL company was stolen from PS Hauz Khas.

           Further investigation is in progress.

Painting competition - cum - commemorative function of Road Safety
club-21 Feb. 2011

Today, as part of Delhi Police Week – 2011 celebrations an on-the-spot
Painting Competition-cum-Commemorative function of Road Safety Club
was organized by Delhi Traffic Police in association with Society for
Indian Automobiles Manufacturers Hero Honda, J. K. Tyre & others at
India Gate Lawns with a view to aware the tiny tots about the
importance of following road safety norms and obeying traffic rules at
India Gate lawns.

Sh. B. K. Gupta CP/Delhi graced the occasion as Chief Guest. Sh.
A.S. Mehta, Dir. Marketing-J.K. Tyre; Sh. Rajesh Mukhija, Sr. GM Hero
Honda; Sh. Sugato Sen, Assoc. Dir. SIAM attended the function as
guests of honour.

Speaking on the occasion, CP Delhi called upon the schools and
students to make active contribution for the cause of road safety by
spreading awareness. He stated that hike in penalties would be a big
deterrent for violators and strict rules could put a curb on motorists
indulging in violation of traffic rules.

Road safety Rolling Trophy along with cash prize of Rs.11,000/- for
best activities in the field of Road Safety during 2010 sponsored by
Society for Automobile Manufacturers (SIAM) was awarded to Tinu Public
School Tughlaqabad Delhi. Road Safety Club Rolling Trophy for best
activities in club during 2010 sponsored by Hero Honda was awarded to
Universal Public School, Preet Vihar.

A team of jury comprising of faculties from Delhi College of Art and
Department of Art - Jamia Milia Islamia adjudged the paintings of
about 700 participants and declared the prize winners from Primary,
Middle and Secondary groups, of the Painting Competition who were
felicitated by the chief guest. In the Primary category Jyoti
Kushwaha and Pooja Singh of Tinu Public School, Sangam Vihar were
adjudged the first and second prize winners respectively. In the
Middle category Sunirnay Kundu from Gyan Mandir Public School, Naraina
Vihar and Antra Kalay from Universal Public School Preet Vihar stood
in first two position. In the secondary category Mohit from
Evergreen Public School, Vasundhara Enclave and Anil from Jose Marti
Sarvodaya Vidyalaya R.K. Puram stood first and second.

INTERSTATE GANG OF CHEATS BUSTED : 3 ACTIVE MEMBERS OF THE GANG
ARRESTED FOR DUPING SENIOR IAS OFFICER : ABSCONDING LEADER OF THE
GANG HAS EARLIER BEEN ARRESTED IN A RAPE

With the arrest of three accused persons, the South District Police
has busted a racket indulging in cheating on the pretext of supplying
domestic help and solved the cheating committed with a senior IAS
officer working in National Security Council. Fake documents and
visiting cards have been recovered from them. Leader of the gang has
previously been arrested in a rape case committed in the area of
District Gumla, Jharkhand.

ACCUSED ARRESTED:

1. Lokesh age 23 years s/o Devinder Verma r/o C-423, Budh Bazar Main
Market Nathu Pura Burari, ND

2. Shashi Kant age 20 years s/o Madan Singh r/o 1015 Gali No. 08,
D-Block, Nathu Pura, Burari, ND

3. Shekhar age 19 years s/o Bharat Bhushan r/o H. No. 252, D Block,
Gali No. 4, Nathu Pura, Burari, ND

INCIDENT:

Smt. Vandana Kini, IAS (working as Director in National Security
Council) r/o A-27, Type–V, Hudco Place, New Delhi, reported at Police
Station Defence Colony that there was an advertisement in the Times of
India dated 2nd February 2011 by the Siddharth Group Maid Bureau
stating that they provide Maids, Ayas, Cooks etc. The complainant
contacted one Deepak Kumar on the mobile number given in the
advertisement and asked for maid servant. Deepak informed the
complainant that his office is located in Badarpur area and after
bringing the maid from Jharkhand he would drop the same at the
residence of the complainant. He also said that he would charge a
commission of Rs. 13000/- for this work and would replace the maid at
any time if she find the maid unsuitable. On 06.02.2011, another
person sent by Deepak Kumar contacted the complainant and came to her
residence alongwith a girl viz. Sunita. He further told her that this
girl would work in her house for one year continuously. Thereafter, a
payment of Rs. 14,600/- (Rs.13,000/- as commission, Rs.1400/- as
salary of the girl and Rs.200/- as conveyance) was made by the
complainant to that agent for providing the maid servant. He also got
some paper signed by the complainant including terms and conditions
etc. After that the maid was shown the servant quarter where she was
supposed to stay. In the evening of the same day, when the complainant
checked the maid, she was found missing leaving behind her belongings
in the servant quarter. When the complainant tried to contact Deepak
Kumar on the given telephone numbers, all the mobile numbers were
found to be switched off.

On her complaint, a case vide FIR No.23/2011 u/s 420/34/120-B IPC was
registered at Police Station Defence Colony and investigation was
taken up.

TEAM, INVESTIGATION & ARREST:

Seeing the reoccurrence of the crime again and again, a special
police team comprising of Inspr. Govind Chauhan, SI Ajay, ASI Surender
Mohan HC Anand Ballabh, Sailash, Sleem, Constables T.R. Babu, Vikas,
Arun Ajay, Surender Rawat and Sonu under the supervision of Inspr.
Vijay Singh, SHO/Defence Colony and Sh. Vinod Sharma, ACP/Defence
Colony was formed to identify and arrest the criminals involved in
this case.

The team worked wholeheartedly and deployed sources in the area.
Detailed enquiries were conducted in various parts of Delhi. The
efforts of the police team bore results when on a specific information
accused Lokesh, Shashi Kant and Shekhar were arrested from the area of
Burari on 19.02.2011.

During sustained interrogation of the accused persons, it was
revealed that after huge loss in their respective business, they
opened fake placement agencies on the fake identities and started
providing maid servants brought from Jharkand and Bihar area. Leader
of the gang Annu and Abhimanyu hail from District Gumla, Jharkhand and
are still at large. They used to give advertisement in leading
newspapers in this regard and used to give names of fake companies
like H.Gupta Maid Service, B.N. Group, Siya Ram Maid Service, Som Nath
Maid Service, National Maid Service, Metro Placement Agency and Delhi
Placement Agency etc. and fake addresses. The mobile numbers given in
these advertisements were also obtained on different fake identities
which they used to destroy after cheating.

Absconding accused Annu has previously been arrested in a rape case
of District Gumla, Jharkhand. Previous involvements of other accused
persons are also being verified.

Further investigation is in progress and efforts are being made to
arrest the absconding accused persons and to ascertain their other
involvements.
