Program Objective Memorandum (POM) for any identified Facilities costs, i.e.
Operation and Maintenance, Marine Corps (O&MMC), Research Development
Test and Evaluation (RDT&E) special modification (Equipment Installation),
MILCON.

POM Initiative Builder (PIB) User Guide is an application in the family of TIGER
applications. The PIB is designed to build and compile SYSCOM Investment
(RDT&E, PMC and PANMC) and O&MNC Initiatives to compete in the POM
process. The PIB provides a general format for compiling acquisition program
information required by decision makers to assess program viability ad future
funding levels within the Marine Corps.

The PIB is accessed through TIGER. This secure system requires a valid user
